Th¢ PCC of Holy SepulchT¢ London has a Mission Action Plan (MAP). adopted in 2019 s¢tting out the
Vlsion and targets for our mission and ministry ￿ a ¢hurch. Thi5 W&S Teviewed by the Priesi-in-charge
following his app)intment, rnsulting in two key plan5 being developed and being appioved by ih¢ PCC. these
being 8n inltial plan setting out ihe actions to update and renew the sysl¢m of risL governance a￿1 internal
control. and a MAP identifying our Priorities for the next 12 months. This MAP detailing the CUTrenl fo¢us is
available from th¢ church office.
Th¢ main a¢liviiies wried out by the PCC in relation to the objects set out in the Parochial Church Councils
(PoweTS) MeL¥ure 1956 ￿ amended ore set oul in more detsil ID th¢ following section, the Review of the
Y¢ar.
The PCC met 8 times during 2023 (in¢luding th¢ APCM), 3 1st January. 28th March, 21 st May (PCC and

2023 siarted with continued commitment and ex¢itemenl after th¢ prwess mAde in 2022. 2023 though was
still a year of building foundations. of ￿ltInuIng the steady pr￿esS of renewing of chur¢h life a¢ Holy
Sepulchre. which Continued to offer hope for the fuhlre and signs that we were joining in with God's mission
here.
These glimmers of hope came despite very limit￿ fimds as we rA>ntinued to carefully invest in and piloted
mi53ional ide&s. Before sharing specifics. it is first tmportani ￿ offer my thanL8 lo the lehm for 011 they have
done. to join in with and encourdge each oiher as we all joined in with G￿'S mission here. My thanks go to..

The progress in 2022 continued as illustrated below by all of us just getting on and joining in with God's

Launched a wllaboration with Music at Hill for Friday concerts and our Musicali-T¢a'. Te4 Tales and

includRng our regular dementia friendly concert in collaboration with Songhaven UK.
Coll¢cted and donated over 8,(M)O ki105 of hygiene products extending our support to over 80 schools,
agencies and charilies and approx. 20.¢)00 families, through OUT Tole as ciwrdinator of the City of London
Hygiene Bank and Generosciry initiative lo help alleviate hygi¢ne and related poverty. We also incre&sed
our volunt¢¢ring opporttmiti¢s to encowe a culture in the City of generosity and care by supporting front
line staff in OUT Schools, agencies and charities. and

Churches Grant Committee for our 'Stop the Leaks" PTogr4me. Is well ￿ progressed plans for our Organ
restoration. building repairs. increased m￿lC in th¢ community activÉties and our hardship and chaplaincy
funds and prowssing our Eco Chur¢h ￿se￿rnents. This all fornied part of our £lm "li¢$ounding Futures
Campaign" thai builds on our rich mu8i¢al and military heritage and will ensure we can further develop our
vital role in promoting the value of musiq servicc and sacrifice to SUPIN)rt ¢ommunity building and social
change, creating opportunities through a range of programs. ¢v¢nls. atid partnerships. that will inspire and
empower people of all ages aTrJ backgrounds. enrtching and imprnving their lives and those around them.

Worjhlp
One of the aims of the year has been ¢0 'flesh oul. Choral Evensong with events that draw rwple into the
Church. This has included things wch L8 Choral EveAsong or Carol services with The English Cornett &
Sackbut Ensemble, Tecitals Bfter ihe seTvi¢e. & series on m￿1¢ and Spirituality, events with ihe Royal
Fusiliers and the Friends of the music1a￿. joint evensongs with visiiing choirs or events to comm¢moral¢
parti¢ular dates in the calendar, such 18 St. Cecilia's Day. Th¢$¢ have a]1 produced increases in our Evensong
'audience' and we have seen & small but significonl rise in regular attendees as well. A part of this in¢re&se
has be¢n to our presence on social media, through which. for example. wups from Holland have attended
certain events. or. in one or two c&s¢s. regular con8re8ants have become aware of whui we ar¢ doin8 and
have started coming as a result.
Splrl¢u*lity
We have Started a series on Music Spiriiu41ity. inviting speak¢TS either directly involved in, or able to
speak inio. the music profession. A key port of our spirituality rewding music is our St. Cecilia's Dvly
service. We invited people involved in music to come and join our choir ond slay for a drink afterward4 to
meet and network. We have also recently eM8blish¢d a ?rayer and Praise foT the City, monthly gAth¢ring
part of our Tuesday Morning Prayer. I have an article publis1￿d in Church Musi¢ Quarterly on Music in
Litur&Y and will be speaking at the Festival of Faith and m￿$1£ &8 a representative of the Musicians, Church.
We have a recital by a Christian artist in May.
Educatiom
We ran a successful fom¢ Sin¢ day with ECSE in the autumn. We have also done a joint Even￿ng
with Eltham College and coached some of the sttyA¢nts with our professional choir. We ran an education day
with Wren31X). bringing many young student5 into the church to sing and are in discussion with Awards For
Young Musicians around running ¢omFwition WOTk8hops with our professional choir. We have dev¢lop¢d
our relationship with the m￿lC colleges, who are now sending us r¢gular ￿forn)erS for Musi¢ali-Tea and
other events. We have estsbli5hed com￿CtiONS with the vocal departments of all the ￿￿)1)r music ¢olleg¢s.

Our Dementia friendly Concerts have been a * su¢c¢ss. We hav¢ also started a series called Musicali-Te
a weekly Thursday lunchtime event that sold out every weeL bringing people together for community
M￿1¢ and a talk on the local aTe& We have established N)sitive links with rhe Royal Society of
Musicians and have planKd a s¢ryi¢¢ later in the year to help promote their John Birch fund for choral
musicians who have fallen on harder times. C1￿1r lea c4Jtttinues to be an important service to our own
musicians and our worship community.
Perfornianee
Our hiring revenue h&8 Incre￿ed both for wforn)aKes and rehearsats. We have Iwo weekly musi¢41 cvents,
MUSI￿11-T¢4 as described abov¢ and our partnership with Music at Hill's Friday concert series. We have
¢stablished a relationship with the Barts Orchestra and Choir aTe resident at the church are
discussing the possibility of joint events lo promot¢ both them aDd HSL. Ad Hoc perfoTmances aTe a regul
part of the church calendar. We have commissioned music by Luty Walker for our St. Cecilia service. Our
CD of SS Wesley is (finally!) being released in May and promises to be a great Su￿¢$$ with the crilic5. We
have a new soprano. Elli¢ Bray, in our ranks and are ¢urrently auditioninB for a new alto.

The Chapel in the south aisle ¢ommemoT8tes th¢ Royal Fusiliers Icity of ￿ndon Regtment). It was
established in 1950 when the Regimentsl Depol relurned tu H. M. Tower of London. where the Regiment
was founded in 1685. having been al Cavalry Barracks. Hounslow sin¢¢ 1881. In 1968 th¢ Royal Fusiliers
becam¢ part of the lorger Roya] Regiment of Fusiliers. with its Headquarters in H. M. Tower of London.
Oversight of the Chapel rests wilh a Regimentsl Committee of five. h¢aded by Sebastian Fox, Th¢ $tsff of

and Sir Mi¢ha¢l Caine. The Servi¢e w&8 preceded by the showin8 of a short film featiwing veterans.

The Frien(ts of the M￿l¢l￿ns, Chyl {FMC) are the ¢wtodians of the Musicians, Clwl and the Musicians,
Book of Remembrance held within it. The cojnmittee oversee5 both th¢ care of the Chapel and the work of
gathering names of deceased musicians whose names will be In￿ribed into the BcM)k of R¢m¢mbrance wilh
care and ¢ongid¢ration for the families involved. The Book of Remembr4n¢¢ is pennAnenlly kept in the
Chap¢l except when it is being updated. The n¢w light1￿ instslled two years 880. has y¢atly enhanced the
Ch￿1 and made servi¢es and meetings there more kM)ssible and a8reeable.
There were two Services of Th￿￿$giVing during 2023, noi le&sl to make up for one missed during the
pandemi¢. Th¢ first was on Wednesday 17th May led by th¢ Pri¢sl-iTrCharge, The Reverend Nick
Mottershead. 42 names of those newly inscribed into the Book of Remembr4rK¢ w¢re read aloud atMI the
Chamber Choir of the Royal Academy of Music san8 ihe service under the direction of Professor Patrick
Russill. The Reverend Dr Jame$ Hawkey. CAr￿n of Weslmirkster and Chaplain to His Majesty The Kin&
preached and The Rever¢nd Tessa Bosworth was Precentor. The $¢cond was held on 13th SeptembeT when
The Reverend Nick Mottershead both presided and preached, with The Reverend Peter M¢Geary acting as
Pr￿enIOr. 32 musi¢ian$' names were read aloud and the Choir of Holy S¢pulchre under the direction of Peter
Asprey sang the service. A large ¢onyegation w&8 present on both oc£&sions. On Wednesday 8ih Novemb¢r
& Eucharist in ihe forn] of 8 RequienL in memory of all those inKribed in the Musicians, Book of
Remembrance and held annually on or ne4r All Souls. Day. took plxe in the Church with The Reverend
Nick Mottershead celebrnting and The Right R¢verend and Right HorK)rnble Dame Sarah Mullaly. Bishop of
London. preached. The Choir of Holy Sepul¢hre. directed by Peter Aspr¢y. provided the music as usual and
thi5 year this consisted of music from the R¢quicm by Gabriel Fauré.
The FMC committee continue to have pla￿$ to renew the Chapel altar fTontsl aTrJ back Curtai￿ il¢ms which
have been in place for many years. We have fund5 to help with the Purch￿ of a new grand piano for the
Church and we wish io financidly support the reslor8tion of the Orga￿ following an FMC iniliative to draw
up a scheme and Op￿Int Harrison aThl Harrison to restore the instnjment. During 2023, the FMC committee
financially supported the Choir of Holy Sepul¢hr¢ and th¢ sin8ing of the wttkty Even50n8 in the Chur¢h.

The Ancienl Society of College Youths (the "So¢iety"}. an iniernational bell rmgins $￿IetY with a
Significonl presence in the City of London. is reswnsible foT organising bell ringing and n￿lD￿lnIng th¢
installation of bells at Holy Sepulchre. Each year, the Society elects a tower secretary for Holy Sepulchre to
c(xJrdinate bell ringing for the Church and to liaise between th¢ Church ond the &xi¢ty. and a sleeple keeper
to ¢aTry oul routine inspertions and mainlenance on the ￿11$. FOT 2023. the tower sttretsry was Jatnes
W&￿inS and ihe Steeple keeper w&8 Atthw Hills.
Bell ringing ai Holy Sepulchre in 2023 consisted of the usual mix of prxtices by the Society and the Society
of ROY￿ Cumkrland Youths. and various other perfomiances. In particulaT. three full peals (ringing
perforniances comprisin8 over 5000 distinct 'changes" of bells tsking over three hours to complete) were
including one on the day of the City of London's Lord M&yorfs Show.
The works on the bell installation completed by Whiles of Appleton Church BellhangeT5 in December 2023
with the Archdeacon of Charing Cross, appmval and fi￿dea by the SIKiety's 'Bell Restoration Fund, have
improved th¢ perfornwAce of the b¢ll installation. The instsllation continu&8 to be in good working order.

Both James and Andrew were re<lected by the S¢xiety in March 2024 to ¢ontinue to represent the Society at

The first meeting of the Synod in 2023 was held on Wednesday I lth January at St Bott)Iph without
Bishopsgate and was attended by the Lord Mayor. Alderman Nicholas Lyons.
The main topic for the evenin8 w&s a presentation on Wren 300. a celebration marking the tsrcentenary of St
Christopher Wren by Mr Neil Ma¢Gregor focusing on Wren's iheolo8y, ar¢hilecture and sacred space in the
City. Following ￿ presentatio￿ the Lay Chair. MT Rory Ajmlerson, presented the Lord M8yor with a copy
of the Bible. annotated by C 12wis. to which the Lord Mayor re5pond¢d noting that the City of London
Corporation deli8hted to support the Wren 300 projed and that he, and the Sheriffs, hoprd to Visit each
of the 21 Wren Churches in t￿ City during their year of office. Following the departure of the Civic Party
the di￿U$$I0￿ of Wren 300 ¢onlinued with presen￿10nS by Helen Vigor4 the Wren 300 Heritsge Project
Manager, and Keven Roger5. Head of Property at the DI￿¢$¢. encompassing heTita8e and educational
aims of the project. Th¢ aim of bringing the City Churches to a wider audience as a tool for Missio￿ the
developrnent of new relationships and laying the foundation for a fundraising appeal to suslain and prole¢t
the churches for the future was disc￿.
The secoThl meetAng of the Synod held on Monday 10th July at Si Stephen's Walbrwk and was the fJTSt
m¢¢ting of the new triennium. Ai the meeting the membeTS divided into separnte Houses of Laity and Clergy
to each elect five members of the St4nding committee. The HO￿ of Laity also elected Mr Rory Anderson
Lay Chair. Both Houses then combined lo elect the Secretary. Assistant Secretary and Treasurer. The
forn￿1 part of the meeting then ￿ll¢l￿ and w&8 followed by a reception in the church garden.

The ftnal meeling of 2023 was held at St Botolph witl¥)ut Bishopsgat¢ on 10th Cktober. The main
topic of the evening was based around the Living in Love and Faith agenda and compTised a presentarion by

life. with challenges in both the short ierni. as well as in medium to lon8 terni with urg¢nt building repairs

£12.260 (2022.. £12.962 - Deficit). thi3 includes a surplus of £16.698 (2022: £4.357) in rel￿10n to restricted
iMom¢. As always, we are 8ratrfvl for God's faIthfi￿ne$S and the genero￿ giviDg of the con8regation.
Incomin8 resou￿¢9 for the year came to £322.775 (2022.. £251458). Congregational giving and PaTiSh Rate
was up at £126.773 (2022.. £110.529) hiring income at £68.594 (2022: £40.356) and grants at £52.432
(2022.. £26,783}. The ￿her material source of income is th¢ incom¢ from the NET m￿t at £35,988 (2022:
£35,986).
Total outBoing5 increased £335.035 (2022.. £265.420) with the main incre&8es being Wages arml Salari¢5

The PCC has a reserves policy which 1$ cO￿lstent with the Church of Englands guidelines. The guid¢lin¢s
fthi$¢ that reserves should be held to cover the following: a fabri¢lmaini¢nance fund, costs of salary lo cover
any notice period for staff and a mI￿10n Op￿rtunitIeS Fund, so that mission opportuniti¢s are not stifled by
the lack of funiL8. Accordingly. reserves are held to cover the required salaries for staff and to cover any
urgent works lo the building. The budgets are set to incorporatr these amounts, and this is reviewed
perl￿11¢￿1y. Whilst our reserves are 5ubMantially below this level. we are confident in our fviure plans that
over time our reseThes will be buift ba¢k up.

Activity in the church h&8 incre&sed significantly with the church moving toward being open to the public
seven days a week. This is an exciting development. and ihc hope is thot this will lead to a growth in the
number of people becoming congtegation members. Mosl of the ev¢nts are public-facing events in
¢oll&boration with charities Sup￿rtIng wellness And ¢ommunity in the are￿ as well a5 an Uptick in the
number of hirings for concert& public lectures and private services. The National Lottery provided funding
for some of th¢ regular activities rea¢hing out ￿ the community within the Square Mile. In additio￿ tbe
Ukrainian Orthi)dox Chuwh wmmunity use the building for Tegular services on Sundays as well as special
events And holy days in their calendar. As a resuh of all these aclivitie5, demand on the building h&8 8roThm
and improvcm¢nts and repairs w¢r¢ ain1￿ ￿ making the chU￿h space safe Ind enjoyable to use.
The primary repair ¢onduc*d during this lime wa5 installing hatches in the guller downcomer. Historically
blocked gutter5. esptcially rm the South side of the ¢hurd) (th¢ Side with the memoriai garden and where
Holborn Vlad￿1 runs) have resulied in water ingress into the church. Temporary relief previoLLsIy
Achieved by in¢reLsing the number of times the giineTS were cleared. So far. waler In￿esS has reduced since
the hatches have been installed and the downcomers cleared of debris. The ¢hur¢h also ¢ollaboraled with the
City of London Park8 ond Gardens departmenl about limiling the seedling issue by pNning the trees in the
South memorial garden around the church that contribured Si￿1r1&2nt amounts of leaf 8nd seed fall into the
gutters. So fAr. repairs already carried out on the northwest side of the church from the previous ihree years
coniinue to hold.
The closedwCSrcuit t¢l¢vision security wnerns and system (CCTV) exparthd in 2023 to include a view
of the bells and the bellryringeTS room for possible live bn>adcasts at Special occasio￿. Th¢ ¢xl¢rior ¢amer&s
w¢r¢ also instslled ond oper￿lon41 io enhance se¢uTily around the ChU￿h especially now that more events
are happening in ihe Church and with th¢ opening of the assessment ¢¢nl¢r in Snow Hill Court in 2024.
Some security issues occurred in the year involving theft from the donation box¢$ around the church. CCTV
footage was used to ideniify the areL8 and time5 of vulnerability in the church when open to th¢ public and
adjustments were made. The donation boxes were re¢x)sitioned for them to always ix in the line of si&ht of
eith¢r th¢ camera OT anyone in the main hall of the buildin& Freevstanding donation l)oxes that should be
$turdi¢r w¢re pU￿h35¢d and set in pl￿¢ arou￿1 the church hall.
The church boiler w&$ repl￿d after another breakdown. Funding was available for the church to purchase a
high-quulity used boiler that fits our control system and meets our heating dem￿￿. It has been in place for
mosl of the winter period, is proving effe￿1ve and should require less intervention.
Ele¢tri¢al issu¢s wwe a ¢ru¢iai part of mainlaining the integrity of the church building over the lasi 12
months. Our regular electrica] contraclors. Seleclrical. irL8talled new sockets tn the church for new TV
monitors to display inforniation about the events and highlights of church activities Such as the bell ringing
and useful historical details about the church. We are working with the Diocese of London io accelernte
swil¢hing the electrical supply in the office from connection to the Watch H¢)use to ¢OVbnection with the
¢hurch CiTCUit board. This is one of the legacy infr&structure ilems to how patts of th¢ ¢hur¢h building were
Itnked to The W￿Ch House. Incidents with tripped CiTcuits raised the urgency with which to get this done.
The linked heating situation applies for offi¢¢ well.
Lighting in the main church hall h&$ mostly been switched to costasaving environmentally sustainable
LED bulbs. A pro￿￿1 is in place lo replace the ceiling spodights from the now-bat]ned I￿0gen filament
light packag¢ lo less enerLv-1nte￿s1v¢ LED swdights. When funding is available this would not take too
longto complete.

The window lighiing to illuminate the 5tainryJ-glass windows in th¢ M￿]cIanS, chaFtI installed in 2022
remains a ple￿ing highlight for visitors to the church. This enhanced aestheti¢ of the ¢hap¢l h&s inspired
proposal to do a similar lightin8 scheme for the s¢ained%lass windows in the Royal Fusiliers chapel. It is
hoped this will be started and completed in 2024.
Funding is available to repair the leaking r(x)f above tk M￿1clanS, chapel. a major concern during
raiJkstornJs. However. the seiba¢k to work starting has been finding a qualified roofing specialist available to
carry out the works. A contractor h&% been 4pp)inted but we are wailing for a start date.
The fiTe risk assessment conducted followiD8 the office move in 2021 to ¢nswe the building our fire and
safely requirements continues to be a source of idenlifying improvements in the buildin& A few significant
recommendations were mad¢ that included more fire exit signage. more regul￿ w>rtable 8ppliance testing
(PAT) And fire aiami testi￿ Annu￿ fire alarni servicing and extinguisher servicing was ulso completed
during this period with all equipment passiDg 5u¢¢essfully with some extin8uishers replaced in 2023 to bring
it up to date.
New electronic locks were successfully I￿talled on the kitchen door and the wss door to the meter room.
This to secure access into the kiichen wher¢ food and drink for the events held in the ¢hur¢h are stor¢d
making them safe and to limil a¢uss. one to the Parvis Flai and ￿0. lo pr¢vent to the alarm system
and eleclric meters as a me￿￿re of se¢urity as recommended by th¢ Quinquenni￿ rep)rt.
We continue to Sup&￿ the City of tA)ndon Parks and Gardens D¢partm¢J)t in maintsining the Royal
Fusiliers Garden of Remembrance. The flagpol¢, t￿talled in 2017 now requires some repair as it 4g¢$,
though il continues to serve us well for raising The Royal Fusiliers St8nd8rds on Regimental Memorial days.
We continue io work with telecommunications companies through Shared Access, the approved third-party
COntr￿tOr. appointed by the telecommuni¢atiorns operntor4 to allow acttss for regular mainienance and
r¢p8ir works. An annual independent h¢aith and safety a55essmenl of the church access route to the
telecommunications tower pLwd the ladder and access way3 as safe for use.
The relationship with th¢ cleaning CoMp￿y. Clean fv Good. is going v¢ry well. Crysialkil continues to
prowde monthly ￿ control U￿¢$ with fewer sightings of mice being rewted. This may have more to do
with blocking off ￿¢¢83 holes into the church a￿1 PAr¥is done in 2021.
The old pews in the ¢hur¢h were repaired and have hel￿d to in¢Tease the church's seating capxity as well as
improve the aesthetics of the church ftThishing. A set of oval wooden tables were donated lo th¢ ¢hur¢h in
2023 and these were put to us¢ by creating a zone for visilors and evenl attendees to sit and enjoy
refreshment or have a rest in the church. This b¢en a great sucC￿S with feedback from visitors indicating
th¢y 8ppreciated a place to rest whil¢ enjoyin8 the beauty of the buildin&
The other wooden feature5 of the Church nol including the pew& such as the chaiTS and fasciae continue to
be maintained as best as possible, given their ag¢ ond frequent use for events and service5. The pssibility of
replacing all the wocden chairs remains.
