TRUSTEES 2022 ANNUAL REPORT
Objects and activities
The objects of the CIO are, for the public benefit:

(1) To promote the community participation in healthy recreation for the benefit of the inhabitants of Teesdale and the surrounding area by the provision of facilities for sailing and other water sports and other such activities as the club shall from time to time decide.

(2) To advance the physical education of young people, especially but not exclusively, of Teesdale and the surrounding area by providing and assisting in the provision of coaching, equipment and facilities for sailing and other water sports.

(3) To help young people, especially but not exclusively through leisure time activities, so as to develop their capabilities that they may grow to full maturity as individuals and members of society.
Our primary activities have focussed on expanding our membership and watersport delivery to our local area, based on a wider use of Grassholme Reservoir.

Achievements and performance
2021 was a year in which the club has expanded it’s water based activities with the encouragement of and investment in paddle craft.
The opening of a new boat park, slipway, storage hut and safety office in 2021 have been supplemented by an investment in solar and battery power which will introduce electrical power to the clubhouse, changing rooms and top storage shed for the first time. This will be operational in 2023 and represents further improvements to the Club’s facilities.
Membership in 2022 has remained relatively stable with corporate members being Wilderness Outdoor Education and the Combined Cadet Force.
Membership this year has comprised:
40 adult members
11 adult shore based members
23 junior members
A small number of club members have continued to provide a training programme which comprised:

adult level 1 sailing course

adult level 2 training course

junior training through the On Board Club
-
Power Boat 2 and Safety Boat courses
-
First aid training course
Experience of the junior training in previous years has informed the allocation of instructor time to operate this on more focussed basis. This has resulted in less overall training sessions for the juniors to facilitate more support for senior members where retention of attendees as members has been better.
Coupled with the upgraded facilities it is hoped that this will result in a long term increase in membership.
It is noted with thanks, that this programme is only possible with a significant commitment from the and those supporting them on the water and ashore.

Club Improvements
The new boat park makes the storage of boats and their launch/recovery far easier. The storage shed located at the bottom of the original boat park continues to provide accessible storage for the Club’s equipment including that for it’s most frequently used fleet boats, many of which are used for training. Time has been spent improving the arrangement and storage aswell as security of the shed.
On the back of BEEP grant funding (Business Energy Efficiency Programme), the Club has invested in solar panels and battery storage to provide power to the clubhouse, changing rooms and top storage shed. Installation took place over the winter and will be available for the 2023 season.
The club has also invested in Stand Up Paddle Boards to continue to promote the use of paddle craft on the Reservoir.
Following the upgrading of the club’s website with Sailing Club Manager it continues to explore how the software can be more fully utilised over the coming years to better automate some of it’s functionality.
Club Activities
Wilderness Outdoor Education remain a corporate member and the club’s facilities continuing to be shared with the Combined Cadet Force (CCF).

The Committee continued to explore Open Water Swimming with an assessment of the facilities needed and the means of registering the Reservoir. Engagement with a local club did not progress as agreement could not be reached over the provision of safety cover however the work to explore this remains available in the future should further interest be expressed in the sport at Grassholme.
Our approach to providing watersport opportunities continues to be very much community focussed. The charity has a fleet of 32 sailing dinghies enabling people to participate, whether or not they own a boat. The Club maintains a fleet consisting of:

Financial review
We aim to balance our income (excluding grants and financial awards) with our expenditure (excluding grant funded purchases).
In 2022, the Club posted a small deficit on our normal activities of £423.
The club received grants of £17,243 from Durham County Council, English Sport Council Fund and the Lottery – Queens Jubilee fund. Allowing for depreciation, the Club made a [surplus of £10,916 and maintains cash at the bank of £32,485.
Our cash reserves are primarily used to pre-fund major purchases that are wholly or partially covered by grants and awards.
In light of the reserves available to the Club, we see no reason to change the way in which we operate and manage our finances. Our aim remains to maintain our position of being one of the most accessible community water sport clubs in the region.
Governance, structure and management

The charity is governed by a constitution first prepared on 1[st] November 2014, approved by the Charity Commission on 3[rd] December 2014 and subsequently amended on 24[th] January 2016.
The charity is registered as a Charitable Incorporated Organisation (CIO).
New charity trustees are usually drawn from the charity membership and are approached by the board of Trustees. Our constitution also allows for the proposal of Trustees by members. All Trustee appointments are governed by the conditions as laid out in the constitution.
The day to day operation of the charity is managed by a Management Committee which meets regularly.
