## **TRUSTEES 2021 ANNUAL REPORT** 

## **Objects and activities** 

The objects of the CIO are, for the public benefit: 

- (1) To promote the community participation in healthy recreation for the benefit of the inhabitants of Teesdale and the surrounding area by the provision of facilities for sailing and other water sports and other such activities as the club shall from time to time decide. 

- (2) To advance the physical education of young people, especially but not exclusively, of Teesdale and the surrounding area by providing and assisting in the provision of coaching, equipment and facilities for sailing and other water sports. 

- (3) To help young people, especially but not exclusively through leisure time activities, so as to develop their capabilities that they may grow to full maturity as individuals and members of society. 

Our primary activities have focussed on expanding our membership and watersport delivery to our local area, based on a wider use of Grassholme Reservoir.

## **Achievements and performance** 

2021 was a year in which the club recovered from the significant disruption of the previous year due to: 

1. The Covid 19 pandemic which prevented sailing at all for part of the year and then imposed restrictions on the Club’s activities. 

2. Significant works to the reservoir infrastructure by Northumbrian Water resulted in a substantial lowering of the water level which made launching and recovery of the boats challenging. 

2021 saw the opening of a new boat park, slipway, storage hut and safety office which represent very significant improvements in the Club’s facilities. 

Membership in 2021 stood at: 

- 59 Adults 

- 21 Juniors 

- 12 corporate members via Wilderness Outdoor Education 

- 12 members via the Combined Cadet Force 

This compares to 2020 as follows: 

- 42 Adults 

- 15 Juniors 

The club membership has increased following the disruption of COVID and the works to the reservoir. 

A small number of club members have provided a significantly expanded training programme. Coupled with the upgraded facilities it is hoped that the improved participation will result in a long term increase in membership.  It is noted with thanks, that this programme is only possible with a significant commitment from the instructors and those supporting them on the water and ashore. 

## **Club Improvements** 

The works being undertaken on the reservoir during 2020 and 2021 have resulted in a significant improvement to the Club’s facilities.  The principal change is the creation of a level, waterside boat park.  This has provided an alternative to the previous boat park which is on a steep incline.  The new boat park makes the storage of boats and their launch/recovery far easier.

Associated with the new boat park, the club constructed a new storage shed located at the bottom of the original boat park.  This provides more accessible storage for the Club’s equipment including that for it’s most frequently used fleet boats, many of which are used for training. 

As part of their works, Northumbrian Water created a new, dedicated slipway which makes the beach to the west more accessible.  This has proved beneficial for parking up at lunchtime and for the provision of training. 

The Club has also built a hut and deck for the Officer of the Day (OOD) at the top of the new slipway. The OOD is responsible for the safety of users on the water and conducts the racing for the day.  This dedicated hut provides a far better facility from which the boat park, slipway and beach can all be monitored. 

In addition to the above, the club has upgraded it’s website with Sailing Club Manager which facilitates a more interactive portal through which boats can be booked and paid for; memberships can be renewed and duties posted and exchanged.  It is expected that this software will be more fully utilised over the coming years as members become increasingly familiar with it and it’s functionality is better utilised. 

## **Club Activities** 

The Committee has progressed plans to extend the activities at the club with Wilderness Outdoor Education remaining a corporate member and the club’s facilities continuing to be shared with the Combined Cadet Force (CCF). 

In addition, paddle craft have continued to use the club and it is hoped that this use will develop further over time. 

The Committee continues to explore Open Water Swimming with an assessment of the facilities needed and the means of registering the Reservoir. 

Our approach to providing watersport opportunities continues to be very much community focussed.  The charity has a fleet of 32 sailing dinghies enabling people to participate, whether or not they own a boat.  2021 saw the replacement of it’s Optibat fleet, the boat used by the club to introduce most junior sailors to the sport.  The result of this is that the new junior sailors first experience the sport in modern, well maintained and brightly covered craft.  The Club maintains a fleet consisting of: 

- 6 Picos 

- 4 Toppers 

- 6 Optibats 

- 2 Optimists 

- 1 RS Tera

## **Financial review** 

We aim to balance our income (excluding grants and financial awards) with our expenditure (excluding grant funded purchases). 

In 2021, the Club posted a small surplus on our normal activities of £129. 

After receipt of: 

- Covid 19 grant support from Durham County Council 

- Grant aid from the County Council to acquire replacement Optibats 

- Receipt of Lottery funding for a new shed 

and allowing for depreciation, the Club made a surplus of £27,579. 

Our cash reserves are primarily used to pre-fund major purchases that are wholly or partially covered by grants and awards. 

2021 has been a marked improvement on the previous year with many of the usual ways in which the club would generate funds returning as the pandemic eased.  In light of this, we see no reason to change the way in which we operate and manage our finances.  Our aim remains to maintain our position of being one of the most accessible community water sport clubs in the region. 

## **Governance, structure and management** 

The charity is governed by a constitution first prepared on 1[st] November 2014, approved by the Charity Commission on 3[rd] December 2014 and subsequently amended on 24[th] January 2016. 

The charity is registered as a Charitable Incorporated Organisation (CIO). 

New charity trustees are usually drawn from the charity membership and are approached by the board of Trustees.  Our constitution also allows for the proposal of Trustees by members.  All Trustee appointments are governed by the conditions as laid out in the constitution.

The day to day operation of the charity is managed by a Management Committee which meets regularly. 

## **Reference and administrative details** 

The name of the charity is “Teesdale Sailing and Watersports Club”. 

Other names used by the charity are: “Teesdale Sailing Club” and “TDSWC”.

Club
I report to the trustees on my examination of the accounts of Teesdale Sailing &
Watersports Club for the year ended 31st December 2021.
Responsibilities and basis of report
As the charity trustees of the Club you are responsible for the preparation of the
accounts in a¢¢ordance with the requirements of the Charities Act 2011 ('the Act,).
I report in respect of my examination of the Club's accounts carried out under section
145 of the 2011 Act and in carrying out my examination I have followed all the applicable
Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confimi that no material matters have come to my
attention in connection with the examination giving me cause to believe that in any
material respect:
1. accounting records were not kept in respect of the Club as required by section 130 of
the Act., or
2. the accounts do not accord with those records.
I have no concems and have come across no other matters in connection with the
examination lo which attention should be drawn in this report in order to enable a proper
understanding of the accounts to be reached.
