Aims and purpose5
The Parochial Church Council {PCC) has the responsibility of cooperating wf(h the
incumben*, in promoting the whole mission of the Church {Article xixl, pastoral, evangelistic
and social. The PCC is also responsible for the maintenance of the church complex of St
Paul's. Harold Hill.
Objecttves and activities
The PCC is committed to preaching the Gospel of Jesus Christ lo as many people as
possible and to allow Christians and seekers to worship with our Church and lo become part
of our Church community. The PCC maintains an overview ofworship and demands
accountability from The Incumbent. It also makes suggestions on how our Servi￿ Can
engage with Ihe many gfOUPS that live within our designated parish area. Our seNi¢es and
worship put faith into practice through prayer, scripture, music, sacrament, and hospitality.
When plannir¢g our activrties for the year. we have considered the Charity Commission's
guidance on public benefit and, in particular. the gupplemenlary guidance on charities for the
advancement of religion. We try to enabte ordinary believers to live out their faith as part of
our local community through..
Worship and prayer. leaming about the gospel of Jesus Christ from The Holy Bible
and developing knowledge and trust in Him. Belief govems behaV￿ur.
Provision of pastoral care for people lÉving in the area.

Worship and prayer
The previous incumbent, Russell Moul retired on 31. Juty 2021 and we have been in
interregnum since that lime.
There were sad tosses in 2021 as long-term members and friends were called home to glory
2nd some families moved to other churches. However, in God's goodness, we have had a
steady inflow of new members and the church is gradually returning lo the vibranl
communty of previous years.
Since the retiremeTrt of Rev Rusgell Moul and end of the four-year contract of the Associate
Minister, Rev Martin Bailey in August 2021, a standing commritee led by James Oladunjoye
(Children & Families Minister) have helped lo keep the church running. Other members of
the committee are Emma Smrth. Helene Callaghan. Gus Fenn. Dan Shipway and Jacqui
Warcraft.
The church has continued lo focus on Jesus and the teaching of hts Word in the
congregation. We interact and reach out to our neighbourhood through 'Lrttle Stars.. a
weekty parent and child event.
Deanery Synod
Due lo lack of current clergy at Sl Paul's, we currenty have one member of the PCC on the
Deanery Synod and no one on Diocesan Synod. We hope to revrew this once the new minister
is in post so that we can maintain links be￿een the local Church and the wider stnjctures of
the denomination.

Pastoral ¢are
The Church has continued to offer both online and in person opportunity for weekty Sunday
worship. week￿ prayer meetings have continued on Zoom.
There are weekly study groups which provides the opportunty for interactk)n, Bible study
and mutual care.
Visitations have continued but not to the level when we had hvo full time ministers in post.
Members have continued to encourage and support one another including providing
practical support when necessary.
Holy communion is provided on a monthly basis through the help of licensed ministers from
another local church.
Fortnightly Se￿iCe at a local care horne is currentty suspended. There is desire on both
sides for a restart. and we hope lo revisrt this On￿ the new minister is in post.
Mission and Evangelism
School assemblies were put on hold due lo the fack of mankxiwer but as we have had
requests from local schools for this to be reinslated. it is hoped thal this would resume later
in the year.
Weekly parents and toddlers, group have continued_
Financial Review
Total income for the year to 31 st Decemter 2021 amounted to £82910.49 . EX￿n￿rture for
the year amounted to £82030.73. We paid the Parish Share in full.
We are currently behind wtlh Gift Aid recovery which has not been claimed since 2019 this
will be rectffied during the 2022 financial year.
Reserves poli¢y
We attempt to hold a level of reserves equivalent to one morrth's expenditure to protect
against the risk of being unable lo support essenlial expenses should forecasted income be
reduced.
Volunt•ers
Sl Paul's members have pulled together during this period of interregnum to keep the church
going forward in her mission under ChrisÉ_
We would like lo thank everyone who worked so hard to make our church the livety and
vibrant communty that it is.
In particular, we want to thank our churchwardens and the PCC who have worked so
tirelessly on our behalf.
We are also blessed to have others taking up the responsibilty for the spiritual leadership of
the church famity in leaching and leading at all our services and group activitres.

Structure. Governance and management
The method of appointment of PCC members is set Olrt in the Church RepreSentat￿n RuEes.
At St Paul's the membership of the PCC consists ofthe v￿ar {vacant}. the churehwarijens,
tre8surer and members ethted by those members of the congregation who are on the
electoral roll of the Church. All members of the wngregation are encouraged lo register on
the ele¢toral roll and to stand for election to the PCC.
The PCC members are reswn9ible for making decisions on all matters of general coneem
and importance to the parish, including deciding on how the fvnds of Ihe PCC are to be
spent. The full PCC aim to meet at least 6 times during the year.

St Paul's Church is situated on Petersfield Avenue, Harold Hill. It is part of the Diocese of
Barking wf(hin the Church of England. The coffespondence address is The Vicarage,
Redcar Road, Harold Hill RM3 9PT.
The PCC is a body corporate IPCC Powers Measure 1956 and Church Representation
Rules 20061 and is now a char¢ty registered with the Charty Commission. number 1159458

The charty's trustees consider that an audit is not required for this year under section 144121
of the Charities Act 2011 (the 2011 Act) and thal an independent examination is needed.

2. Follow procedures laid down in the general directions given by the Charty

3. State whether particular matters have come to my attention.
Basis of Independent Examiners StstemenL
My examination was carried out in accordance with the General Directions given by the
Charity Commission.
An examination includes a review of the accounting record$ kept by the charity and a
comparison of the accounts presented wrth those records. It also includes consideration of
any unusual items or disclosu￿$ in the accounts, and seeking explanations from the
management cornm￿ee conceming any such matters. The procedures undertaken do not
provide all the eviden￿ thal would be required in a fvll audil, and consequently I do not
express an audit opinion on the a￿￿nts.

In connection wrth my examination, no matter has come to my attention which gNes me
reasonable cause to believe that in any material resFect the requirements to keep

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31 December 2021. 

**Responsibilities and** As the charity trustees of the Trust, you are responsible for the preparation **basis of report** of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). 

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
