Structure, Governance and management

Structure and Organisation

The charitable incorporated organisation (CIO) was established on 24[th] November 2014 with registration number 1159330.

Trustee Appointments

The Pastor of the church is ex-officio chairperson of the Board of Charity Trustees and their position is reviewed two years from appointment and then every four years after that. This was most recently conducted in June 2019.

The remaining Trustees are elected annually by the members of Watford Woodside Community Church of The Nazarene at the annual general meeting held in February each year.

Governance and Wider Network

The Board of Trustees meets regularly, normally on a monthly basis, to consider the work and management of the church and assess and plan the financial and other aspects of the work and direction of the charity.

The church/CIO is a member of the Church of The Nazarene British Isles South District (a Charitable Company Limited by Guarantee, Company No 7028764; Charity No 1133336) which in turn is a member of The Global Church of The Nazarene which has its headquarters in Lenexa, USA.

The CIO is governed by an approved governing constituting document drawn up by Anthony Collins, Charity Solicitors, Birmingham and approved by the Charity Commission for England and Wales and HMR&C. The governing document is based on the Manual of the Global Church of The Nazarene where UK law permits.

Risk Management

The risk management strategy of the church is in a continual process of formulation in response to the changing circumstances that could impact upon the work of the church.

The Board of Trustees, in considering this important task, take direction from on-going discussions with members both internally and through meetings with the Church of The Nazarene British Isles South District and other advisers, adopting appropriate policies as required or as they become necessary to the ongoing work of the church.

Charitable Objectives

The charity has the following objectives:

Public Benefit

The Trustees have had due regard to the Charity Commission guidance on public benefit reporting in deciding what activities the charity should undertake. This report illustrates the activities undertaken to support the public benefit requirement.

Review of the Year

General: This year started with much promise following the merger of the North Watford and Woodside church congregations and finances. However, plans to fully merge the two CIO’s were put on hold at the request of the British Isles South District Church of the Nazarene in the light of the opportunity to establish a new Portuguese speaking church plant in the North Watford Church. This means that the North Watford Assets will continue to be held separately in anticipation of this moving forward. At WCCN work was completed on remodeling the sanctuary staging and a lot of work was done on the church building to repair the roof and complete other needed upgrades and maintenance work.

However, things took a dramatic change in March ’20 with the lock-down due to the COVID-19 pandemic. This meant that for almost the entirety of the remainder of the year the church program and community work completely stopped, other than those services or meetings which could move to on-line. So from Mothering Sunday ’20 onwards our Sunday morning services moved to YouTube/Facebook streaming only, initially with all the elements pre-recorded at individual homes and then edited for broadcast on Sunday mornings. Later in the year as restrictions eased we were able to conduct the services live from the church with just Pastor and a small support team to enable the broadcast. We rejoiced when on Sunday 20[th] September we were able to hold our first service with a limited congregation after 6 months of the church being effectively closed.

We were grateful to all those who enabled the church to keep going during lock-down with the on-line services. To our faithful members who stuck with us and continued to support us financially with on-line giving, to our church Board for their support in providing the necessary equipment to enable the live-streaming and for the work on completing the Covid Risk Assessment and on-line booking system to enable services to recommence. Lastly, of course, we were especially thankful for Pastor Erica who preached the word faithfully each week, despite not always feeling well due to her ongoing illness, and kept the light of God’s love shining at Woodside in these difficult times.

Staff: Pastor Erica Tuxworth and Ms Naomi Schofield remain the church’s only employees.

Aims: We are pleased to report that we were able to run a full programme of events and activities until March 2020, after which everything went on hold due to the pandemic.

The work planned, activities undertaken and achievements attained would not have been possible without the involvement and hard work of the members and friends of the Charity, without whom the work of the Charity could not have been realized. Financial Review.

The accounts of the charity have been prepared in accordance with the relevant Charity SORP and are attached to this report.

Reserves

The charity does not have a policy on reserves as the expenditure and work of the charity is reliant upon the ongoing support, tithes and offerings of the members and friends received at the weekly meetings. The Board of Trustees reviews on a monthly basis the anticipated income and expenditure for the next two to three months in order to ensure the ongoing work of the charity.

Financial Review of the Year

The charity has continued throughout the year to meet and tailor the expenditure it incurs to the income received through rent for use of the building, its Manse and through the tithes, offerings and donations received.

EOY 19-20 saw a decrease in both income and expenditure due to the pandemic. However, our overall financial situation remains in a strong position and we look forward to the future with confidence; Back hall lettings stopped in March ’20 but Manse lettings remained consistent. District Budgets were paid in full. There was significant expense on technology to allow our online live streaming to take place each week.

Plans for Future Periods

The Board of trustees meets on a monthly basis to plan and look to the future of the charity. Our activities as a church have been significantly affected this year due to the corona virus restrictions and we wait to see how we will develop in the year to come as, hopefully, those restrictions begin to be lifted allowing us to worship together and function as a church. The immediate aims are to return the church programme to normality as soon as government policies allow.
