ANNUAL REPORT FOR YEAR ENDING 31[ST] DECEMBER 2023 (Report as of 31[st] December 2023)

Brief

My respected members of Kokni Ittihad-ul-Muslimeen please accept our sincerest apologies on behalf of the committee members and trustees as we were unable to call for an annual general meeting at the end of 2023.

As we have gone through trials and tribulations, due to one person’s act of gross negligence, with a reckless disregard for the harmful consequences of his actions.

This report for our year end of 2023 will be of our achievements and progress through the most difficult of times and you should all be proud of the way it was dealt with. Along with the changes that would soon take place on our working practices, from amending the constitution to strengthening the team and also being a fundraiser regulated organisation.

Chairman’s Summary

On behalf of the Management Committee, it is my honour and pleasure to present to you all our annual report for 2023.

My annual report highlights of our aims & objectives set for 2023, rules and regulations, the governance and implications, what a Masjid, Islam & the community really means, trust & deception and clarity of the charity framework, additionally the projects completed, the projects in progress and projects to commence not forgetting the fantastic team that has given their time throughout the toughest times.

Our Aims & Objectives

We came into office with priorities to move forward.

Earthquake

On February 6, 2023, a 7.8 magnitude earthquake rocked southeast and central Turkey and northern and western Syria. The epicenter was 37 km (23 miles) west – northwest of Gaziantep, with thousands of aftershocks. International teams were being deployed in the hardest-hit areas of the country but faced delays in reaching survivors due to the scale of destruction and fuel shortages.

The rules and regulations for international rescue teams vary from country to country and for Turkey the procedure was as follows: The emergency personnel volunteering to help with the massive search and rescue effort first contact the Turkish Embassy in their country of origin and from there they are redirected to the Disaster and Emergency Management Authority (AFAD), an agency of the Interior Ministry in Ankara. When the teams arrive on Turkish soil, AFAD is responsible for distributing them to the regions in the southeast of the country where the earthquake struck. This is what is known in humanitarian jargon as the coordination “cell,” under which state cooperation agencies and NGOs are organized, and which in this case has set up its operational headquarters in the province of Hatay.

AFAD: The Disaster and Emergency Management Directorate (Turkish: Afet ve Acil Durum Yönetimi Başkanlığı, also abbreviated as AFAD) is a governmental disaster management agency operating under the Turkish Ministry of Interior.

Disaster Struck Turkey and Syria — Resulting in Charity Scams

In February 2023, both Turkey and Syria were hit with a massive earthquake — and bad actors capitalised on the flood of donations pouring into the countries.

Charity scams can take many forms, including fraudulent group fundraising campaigns, phishing emails, WhatsApp and texts messages, and impersonation of legitimate organisations.

A message was sent out by Mr. YY which was circulating onwards of Thursday 9[th] February 2023 with the individual’s bank account details, that he is departing for Turkey on Monday 13[th] February 2023 to assist the earthquake hit area of Adana situated in Southern Turkey.

(A full detailed report can be requested to be seen in the office along with the minutes of the meetings and the findings of the event).

Fundraiser and Donation point

Masjid-e-Saliheen made an announcement on Friday 10[th] February 2023 for donations towards Turkey after the Friday sermon and an additional announcement made as a drop off point for aid (necessities) on behalf of One Nation for Saturday 11[th] and Sunday 12[th] February towards Syria, (as an overspill depository unit). The funds collected in Masjid-e-Saliheen were all recorded. Receipts were made and given to the donors (there was NO bucket collection for this fundraise) The funds were handed over to our subsidiaries (Kokni Muslim Association Birmingham & Islamic Relief)

Surah An-Nisa 4:134: Whoever desires the reward of this world, then ˹let them know that˺ with Allah are the rewards of this world and the Hereafter. And Allah is All-Hearing, All-Seeing.

Unexpected Turn of Events

The real eye opener: On the 10[th] of May 2023 we received an email from Charity Commission of an incident that occurred on Monday 13[th] February 2024, Mr. YY was stopped at Manchester Airport by Border Control and that we will be having a compliance visit by the CVI team. This had ceased all our activities, as all the time was taken for the investigation of the matter and come to a conclusion to close the case. These few months were very challenging.

Mr. AA approached the committee along with Mr. YY, requesting us to provide a certificate to his brother to gain clearance at the airport for an onward journey to Turkey, as he could not get in touch with the Turkish Charity to get his clearance as they may be busy on sites. We made it clear to Mr. AA that he should be fully aware, that Masjid É Saliheen has a policy in place for fundraising and promoting events, as we DO NOT endorse anything outside the guidelines without knowing the authenticity of any organisation no matter how prominent or structured the organisation, because the same could become past tense.

Knowing the severity of the effect in Turkey with the devastating earthquake, we also have to understand that Turkey is categorised as a Primary Concern in respect of Money Laundering and Financial Crimes.

We discussed in detail with Mr. AA that Mr. YY is only a member of Kokni Ittihad-ul-Muslimeen, and as you are an active committee member with a responsible role within the committee and also being an ex-trustee / Chair of Kokni Ittihad-ul-Muslimeen. We are taking into account of your role and the faith we have, that there will be no dis-honesty and that he will NOT bring Masjid É Saliheen into disrepute.

We are authorising this only so that he is not stranded on the airport, as he is travelling to provide assistance to the earthquake victims but only on the following terms and conditions:

Remembering that, Mr. YY is NOT travelling to Turkey as our representative. He will be responsible for his own passage whether intentional or un-intentional, as the funds being carried in transit are NOT collected at Masjid É Saliheen.

Justice in the Qu’ran

Surah An-Nisa 4:135: O believers! Stand firm for justice as witnesses for Allah even if it is against yourselves, your parents, kinsmen or close relatives. Be they rich or poor, Allah is best to ensure their interests. So do not let your desires cause you to deviate ˹from justice˺. If you distort the testimony or refuse to give it, then ˹know that˺ Allah is certainly All-Aware of what you do. So follow not [personal] inclination, lest you not be just. And if you distort [your testimony] or refuse [to give it], then indeed Allāh is ever, of what you do, Aware.

When our investigation is underway

We start by gathering all information for evidence purposes. We then carry out interviews with the people involved to help us understand what should have happened, what actually did happen and, if possible, why the events in the case unfolded as they did.

Most of our interviews are for fact-finding purposes and may be face-to-face or in extreme circumstances by phone. We normally arrange a suitable time for these in advance.

Kokni Ittihad-ul-Muslimeen aims to do the best to assist all government authorities to clamp down on any hatred and criminal activities.

CVI Visit

Compliance Visits and Inspections: The CVI officers arrived on 22[nd] June 2023 at 10.30am. Starting with a tour of the premises, the meeting then commenced at 11am and closed at 3.30pm.

I summarized the events, suggesting that giving the document was stupidity where the emotions of a previous trustee took the better of us and only if we would have remained firm to our principles this may not have happened.

The way I now see this is that it has happened for a reason, and something to take very seriously and to not trust anyone no matter who they are.

Border Control Officials: declared that no other evidence was declared by Mr. YY to the Border Control officials. Mr. YY did not produce the invitation nor did he mention the person (s) travelling with him, except the certificate that gave him legitimacy and the ability to travel with cash to Turkey.

CVI Conclusion and next steps

Conclusion: Mr. YY has misrepresented the relationship he has with the Charity. The trustees have no control over the actions of any one individual, namely Mr. YY in this instance, over the use of the Charity’s name and reputation.

The Commission has reviewed the information provided during the meeting; the Commission are satisfied that the steps the Charity have undertaken since the incident which occurred are sufficient enough to ensure that such an incident is not repeated, and now this brings the Commissions engagement with the Charity to an end. The Commission is now closing its case into the Charity.

Next Steps: The trustees should consider what measures could be taken to remedy this failure, including filing a serious incident report and/or writing to Mr. YY setting out the following;

CVI Advisories

The meeting closed with a discussion as to whether it may be necessary to go to the police to clarify or correct the current situation, as the funds were given false provenance by that certificate.

SHAM FUNDRAISING

This is a monopoly of scammers that play on the sympathy and goodwill of others by asking them to make a donation to a cause. In a majority of cases, the request will be linked to a high-profile event, such as a flood or earthquake. Fraudsters will ask for money in different ways for example, via email, WhatsApp and text messages where you pay by card, bank transfer and cash or even a bucket collection box in a public place. In an increasing number of cases, they misuse the name of other charities and then pocket the money.

The Charity Commission recommends that trustees should take appropriate steps to stop the unauthorised fundraising (Including legal action if necessary) and ensure that all donations are then passed on to their charity.

KIM is taking action to address these scams to protect our donors. We are closely monitoring the situation and identifying high-risk merchants that may be involved in fraudulent activity. KIM is working had to exercise caution and conduct thorough research before contributing to new charities by taking measures such as verifying their legitimacy through watchdog groups, confirming their registration status, and exercising caution for new organisations that may request donations via bucket collections, bank transfers and any other platforms.

Masjid Appointments

Screening of all the organisations: Masjid É Saliheen has a rigorous policy when it comes to vetting external organisations collecting or promoting their activities at our premises. Each year we thoroughly vet ANY organisations wishing to collect funds at Masjid É Saliheen. If any organisation fails our vetting process they are refused a collection day indefinitely.

All appointments are provisionally booked one month prior to Ramadan commencing, in order to check the authenticity, establishing actual facts of the proposed organisation. Once all the verification's are carried with successful results, only then will the appointments be confirmed with the approval of the management.

Our verification is a process that is used to evaluate whether the organisation applying to either promote their services or fundraise is a registered Charity / NGO that has a system in place and it complies with the regulations / missions, and specifying the purpose of the fundraise or the promotion of the event.

FUNDRAISING THAT MAY CAUSE SIGNIFICANT CONCERN - (Public & Charity Commission) All funds collected at Masjid É Saliheen requires justification. A letter will be required within 30 days – as proof that the funds collected were used for the purpose specified. (Additionally, being a letter stating that the funds are in reserves and will be used within a specific period of time).

IF A LETTER IS NOT RECEIVED THEN THIS WILL BE REPORTED AND NO FURTHER APPOINTMENTS WILL BE GRANTED IN THE FUTURE.

STRENGTH TO ACHIEVE

Business as usual: In spite of all the challenges we were facing, we remained strong and resumed with the projects, events and programmes.

Building Works & Maintenance

Madrassah Renovation: Our Madrassah was quite outdated and we have gone through a major rejuvenation.

Office: Complete office renovation carried out

Ghusl Room: Work commenced and due to be completed in the first quarter of 2024.

Security Gates & Alarm System: Deputy chair played a very big role into getting the automatic security gates and an alarm system installed.

Lights installed around the car park: These were required Madrassah children.

Ladies Prayer Area: The hall has now been transformed into a Ladies prayer area with a new prayer carpet fitted.

Extension of the Jamaat Khana: The old kitchen has now been removed and split into two. This new extension gives us more space to accommodate a further 60 worshippers and will be an area for the I'tikaf members during the month of Ramadan and additionally the travellers that may come.

All Trade Printers: Extend our appreciation to All Trade Printers from Birmingham, for their contribution to printing our annual calendar’s every year.

Masjid, Islam and the Community

Masjid-è-Saliheen is not just a mosque for prayers rather it is a community center for all. The Center is committed to preserving an Islamic identity, building and supporting a viable Muslim community, promoting a comprehensive Islamic way of life based on the Holy Quran and the Sunnah of our Prophet Muhammad PBUH.

Islam and the Community

The Community is an Integral Part of Islam and has been an integral part of Muslim life and culture from the commencement of Islam.

A Masjid is a cornerstone of every community, and at the end of the day solidarity in religious beliefs is what preserves a community’s Islamic identity.

The Masjid is the focus of any Muslim community and in order for it to be effective; it must be more than a prayer place that is close to the community. A Mosque is not about having wonderful decorations; it’s about people attending the mosque that makes it beautiful.

The Role of the Community in Islam:

As Muslim members of a community we must have Mutual respect, Love and compassion towards one another.

Islam champions the cause of a responsible citizenship. It fosters tolerance, understanding and cooperation. It teaches the human rights for all people, regardless of religion, race and gender.

Together we can achieve

We are a small community that has grown and still growing, we have made a difference to people’s livelihoods and thriving as a community because of our diversity and it is through exploring different ideas together that we can understand our world better. If people are living in harmony with each other, they are living together peacefully.

Women and the Masjid

Prophetic Mosque with Women : During the time of the Prophet Muhammad PBUH, and during the period of the first four Khalifs – women fully participated in the local Mosques and took on full roles in educating their communities.

Prayer: Women are permitted to pray in mosques, and should be encouraged to attend. In the time of the Prophet Muhammad, women were active participants in mosque life, including performing daily prayers, Friday Jum’uah prayers, Ramadan Tara’weeh prayers and also the Eid Prayers as part of the congregation.

The Quran, at no place prohibits women from going to Mosques for prayers. Women play a crucial role in the development of the modern Mosque. Women work hard behind the scene (often not wanting the limelight), and simply serving Allah SWT for His pleasure. The Mosque is a family space in need of men, women and children alike.”

Community involvement: Women can help build healthier, more multi-faith societies by cooperating with others in the mosque.

Masjid É Saliheen has a whole floor dedicated for women where they can pray, gather, learn and share the knowledge to the next generation on becoming perfect citizens of Islam.

CONSTITUTION

Our constitution is quite outdated; our working practices have changed and are in the process of amending our constitution to adapt towards the new direction of our working practices and line with the Code of Fundraising Practice. A constitution, that is airtight that protects the people attending and its finance. A constitution, that works for many generations to come.

An organisation is controlled and operates the mechanisms of Leadership, working ethics; risk management, compliance and administration that are all elements of a governance.

Strengthening the Structure

Our new Structure : The additions of TRUSTEES will give us more strength and adaptability with experience of overlooking the operation. 13 Trustees & 6 Volunteers

1. CEO (Voluntary) – who provides clear organisational and strategic leadership to deliver the mission, vision and values of the organisation and well placed to be visible for the cause the charity represents.

2. CFO (Voluntary) – who will provide knowledge of and the ability to carry out the core responsibilities of being a Treasure, and to overlook the finance.

3. The following Management will be the core team that is responsible for ensuring effective governance and will strive to comply with Regulatory standards of Governance and manage the day to day operation of Masjid-è-Saliheen

Fundraising

Our charity (Kokni Ittihad-ul-Muslimeen) has been raising funds from the public to maintain the place of worship and for renovations.

Fundraising / Registration

Our charity (Kokni Ittihad-ul-Muslimeen) is registered to raise funds from the public but does not work with professional fundraisers or commercial participators, but we are in the process of registering the organisation with the fundraiser regulator.

Work in progress

Masjid-è-Saliheen is growing in terms of activities and our connection with the local community and also the local council, we are working on having all compliances in place that will safeguard the Mosque, the volunteers and everyone that are part of our family as we thrive to be the pioneers of new changes and bring the best out of all concerned.

Disputes

Any confusion or disturbance shown with a disorderly outburst of abuse, and causing a disruption of any kind will not be tolerated; immediate action will be taken for such behavior.

As we do not have a system in place for our in-house donations collected to remit we have used the following reputable organisations that have carried out charity work across the borders as our interim intermediaries: KMAB & Islamic Relief

The Bandwagon effect

It is a natural human tendency to copy other people's behaviors. This so-called “herding” is easy, appears to offer protection, and may improve one's reputation. But herding may have serious consequences

It is a psychological phenomenon in which people do something primarily because other people are doing it, regardless of their own beliefs, which they may ignore or override. This tendency of people to align their beliefs and behaviors with those of a group is also called a herd mentality. Blindly following the herd can have grave consequences when trying to escape from danger.

Crowd manipulation is the intentional or unwitting use of techniques based on the principles of crowd psychology to engage, control, or influence the desires of a crowd in order to direct its behavior toward a specific action.

Tabligh Jamaat

We all came to an agreement at the AGM of year ending 2022 with an unanimous vote that we allow both the Jamaat’s from Blackburn and Dewsbury

What is a Tabligh Jamaat? Tablighi Jamaat is a global educational and missionary movement whose primary purpose is to encourage Muslims everywhere to be more religiously observant. Masjid-è-Saliheen is not here to give any preference to “Jama'at al-Tabligh” whether they come from Blackburn or Dewsbury Markaz.

A Jama’at is a Jama’at their roles and ideologies are the same they come to do Da’wah and spread the word of Islam.

We are not interested in their politics or there ways of commanding and dictating on how we operate our organisation.

Masjid-è-Saliheen has come a long way; we want to lead from the front and are here to welcome everyone.

For the past three years we have made it clear that we are in no position for any outsiders, Ulama’s or groups coming here and changing our working ethics.

Evaluating a Charity

Before beginning, we check the charity's name and registration number. If the charity is NOT registered, then the verification stops.

  1. Check if the charity is registered.

  2. Contact a responsible person of the charity (if they have sent people to fundraise).

  3. Examine the charity's financial health.

  4. Check for evidence of the charity's commitment to accountability and transparency.

  5. Investigate the charity's results.

Hallmark of an effective charity

An effective charity has the financial and other resources needed to deliver its purposes and mission, and controls and uses them so as to achieve its potential. An effective charity is accountable to the public and others with an interest in the charity in a way that is transparent and understandable

Working with the Community and for the Community Masjid-è-Saliheen has pride of the working ethics and etiquettes that serves the community.

Our belief is that everyone is treated with respect and everyone should feel connected to the organisation to create an increasingly inclusive environment of knowledge, acceptance, understanding and behaviour.

The values and cultural elements termed for our organisation is Community, Commitment, Competence, Consistency, Contribution, Courage and Character.

Our core principles are: treating people with respect and dignity; valuing the differences and diversity of people; eliminating unfair and inappropriate barriers; and making judgements based on equity and merit.

We are not just another organisation, instead an organisation that has rules and principles and to act and think differently and what is best for the community, that makes us different from the others in a noticeable way.

Donations & Support

We would like to thank all the members that came forward with their donations towards the Ghusl Khana and the Minaret, if members are unable to donate due to personal reasons than you have the opportunity to become a fundraiser to help us achieve the target, just like many others.

Maintenance & Membership Fees

Although it is becoming harder to raise money, we kindly request all our members to pay their fees at the beginning of the year.

We have had seven new members that have joined our family at Kokni Ittihad-ul-Muslimeen,

ACKNOWLEDGEMENT

I feel privileged to thank every member, who played a vital role in supporting our Masjid.

Volunteers : Are the heartbeat of the function of any Masjid; it is because of these committed members that the Masjid operates smoothly.

Volunteering in the house of Allah is a great honor; through this service is the honor that will be given by Allah (swt) on the day of judgement to those who had a connection and attachment with the house of Allah.

Jum’uah Collections: Standing at the door every Jum’uah with the bucket for collection is a job itself, a job not anyone can do. We really appreciate the efforts put in by the individual concerned, and hoping he carries on helping us.

Kitchen Team: This is one team we can’t ignore or forget, they are always here for us no matter what event. We truly appreciate their efforts and the dedication shown.

Dedicated young team of volunteers: This team has been very supportive throughout, we are grateful for your willingness to give your time, energy and talents. Your support of Masjid-è-Saliheen allows us to continue fulfilling our mission and serve the people in our community every year.

Ladies: The group of ladies has stood by us in supporting every event we’ve held in the past few years, and again this year through our struggles they have supported us. We cannot thank them enough and we are very grateful and appreciate their support.

Volunteerism: In Islam volunteering is a good-centered practice also a form of Sadaqah. There is a strong ethic of volunteerism in the Qur'an and Sunnah, which encourages humanity to share their time, wealth, knowledge, and acts of kindness with others voluntarily.

Even though the volunteers are not in the spotlight, they are the backbone of every event. We could not do this without your hard work. We are forever thankful for the time you have given.

Appreciation

On behalf of Kokni Ittihad-ul-Muslimeen as a whole, we thank everyone who has helped us in any which way or form, for our progress and look forward to building on this success every year. Our work and achievements are only made possible by the generosity, commitment, passion and enthusiasm of all those who support Masjid-è-Saliheen.

We give our most sincere thanks to all who have given to us their support over the year from volunteering and to your kind donations.

The Management Committee

Finally no organisation will succeed if we fail to acknowledge the hard work and dedication of members who have made a tremendous amount of contribution of their time and energy.

All the current officials are doing an exceptional job in their respective posts; it will be unfair to point out any individuals.

As we are growing, we need additional members to join the office, especially the finance department: Main Treasure and two assistants if possible to share the workload.

Deputy Chair has done an outstanding job in my absence, and also taken care of the Madrassah and additionally generating all the graphics throughout the year.

The finance trio, have carried out their duties diligently.

The secretary has been busy with his work this year, but still managed to pull out time as and when required.

What’s in store for 2024?

After all the above Jobs are carried out, we need to look at the south wing, which is in desperate need of a makeover. We have now submitted an application for a purpose built kitchen.

Leadership

Finally

Masjid-è-Saliheen still has a long way to go; this can only be done with a dedicated team that knows how to keep moving forward, a team that is eager to listen learn and adapt.

This year has undoubtedly been very challenging, the coming year will undoubtedly throw up more challenges, the road to success is full of lessons from failure, making mistakes, and facing challenges.

Challenges can be amazing learning experiences – things that force you to grow and change. We are genuinely excited to see how we move forward in 2024.

My examination was carried out in accordance with the General Directions given by the Charity

Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required In an audit, and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report limited to those matters set out in the statement below.

In connection with my examination, no material matters have come to my attention which gives me cause to believe that in any material respect:
