## **Annual Report for 2021**
## Background
The trustees of the Parochial Church Council (PCC) of Holy Trinity, Lickey with St Catherine’s Church, Blackwell are pleased to present their report together with the financial statements for the year ended 31 December 2021. The financial statements comply with the Charities Act 2011, Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with Financial Reporting Standard FRS102 and Church Accounting Regulations.
## **Objectives and Activities**
The PCC is committed to enabling as many people as possible to worship with our church and to become part of our parish community at Holy Trinity with St Catherine’s. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament.
When planning our activities for the year, we have considered the Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through:
- Worship and prayer; learning about the Gospel; developing their knowledge and trust in Jesus.
- Provision of pastoral care for people living in the parish.
- Missionary and outreach work. In order to facilitate this work it is important that we maintain the fabric of the Churches of Holy Trinity and St Catherine’s and the Trinity Centre Complex.
## **Achievements and Performance**
## _Worship and Prayer_
The PCC is keen to offer a range of services during the week and over the course of the year that our community find both beneficial and spiritually fulfilling.
During 2021 we adapted our service patterns in response to the COVID 19 pandemic.
Our pattern of services and activities from January -16[th] May for the week:

## **Occasional Services:**
We provide opportunity for our community to celebrate and thank God at the milestones of their journey through life. Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God’s blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God's keeping. We have celebrated 5 baptisms and 6 weddings in 2021 and held 23 funerals and 12 burials of ashes in our churches last year.
Throughout 2021 we have taken monthly services either via zoom or in person depending on the changing guidance at Burcot Grange Residential Home and maintained links with Burcot Lodge Nursing Home.
Four Home Groups have kept in touch or met via Zoom or in person as restrictions permitted. A fifth homegroup began in October 2021
## **Deanery Synod:**
Four members of the PCC sit on the deanery synod. This provides the PCC with an important link between the parish and the wider structures of the church.
## **Church Maintenance:**
## **Holy Trinity**
Work on the roof at is still in abeyance as we await permission from the Bat Conservation Trust.
The floor in the disabled toilet was replaced at a cost of £998.

A proposal to repair the damaged lych gates in Twatling Road was approved by PCC and a faculty subsequently granted by DAC. A delay in obtaining stone from the quarry meant that the work was not carried out until after 31 December 2021.
## **St Catherine**
The problem with water ingress through the chimney area is still under investigation.
A proposal to replace rainwater gullies and soakaways was approved by PCC and a full faculty was submitted to DAC in December 2021. The total cost will be £5,252 with £2,886 covered by insurance.
A business called OES has been contracted to help with occasional repair and maintenance work at both churches to supplement the work of the Care of Church sub-group. This was approved by the PCC.

## **The Trinity Centre Complex:**
## **Church office/Parish Office**
The Church office is in The Trinity Centre and each week is occupied on two days by the Parish Office Manager and two days by the Executive Officer of the Local Parish Council.
## **Clubs and Societies**
Until April 2021 the complex was used by FoodCycle Birmingham as an emergency foodbank.
The weekly users of the Centre, such as PHAB Club (Monday evening); Guides and Pilates (Thursday evening), started to return in the autumn, however the changes to the Covid situation meant that some disturbance to this occurred. The regular monthly meetings, such as WI; Local History Society; Fishing Club; and the Local Parish Council were similar disturbed. Jigsaw Players were successful in holding their Christmas Pantomime, with rehearsals taking place throughout September, October and November, and performances in late November/early December.
From September 2021 the Blackwell Montesorri Nursery have been using the Centre from Monday to Friday during the day.
## **Functioning of the church:**
## **Pastoral Care**
Our Home Communion Team were deployed in October 2021 to coincide with the Wednesday service returning to church. The team of 7 visit monthly by request church members in their home/residential care who are unable to come to church due to Covid vulnerability, frailty or illness.
Our OPCCS (Offering Pastoral Care and Community Skills) Team were commissioned in December and are now active visiting by request members of the community / church family who need a little extra support.
The Happiness Lab for adults, a 6 week course in Wellbeing was offered in September/ October in St Catherine
## **Mission and Evangelism**
We seek to be a people who make known the Good News of the Kingdom, teaching, baptizing and nurturing new believers. Our life together as church is underpinned by individual and corporate prayer. We reach out to others in the local community and by loving service aim to draw them in to God’s Kingdom. Specific mission outreach includes:

- Through our World Link Action Team we support a variety of Mission Partners both Overseas and in the UK. We try to receive a guest speaker from both an Overseas and a UK Mission Partner every year
- �
- We are part of the God s Heart for Longbridge group of churches. This ecumenical group provides chaplaincy and outreach activities at Festival Events. Several church members are actively involved here
- Our work with local schools has been important this year.
Lickey Hills Primary School: Regular contact with the Headteacher has been part of 2021. Whilst the emergency foodbank was in the Trinity Centre, school families were able to receive food parcels delivered to school by request. During the school shutdown January – March 2021 our Vicar led a weekly assembly on Hope via zoom to the key worker children in school and the home learning families The school requested support for RE lessons with a Christianity theme for Years 2, 3and 5 which all took place via zoom. In December we were able to host in person at Holy Trinity 65 children from Year 1 and Language Base for a fun filled afternoon of RE. In December we were able to host in Holy Trinity the Christmas Concert for Year 5 and Year 6 and Ukulele Club. From November 2021 – February 2022 we are running The Happiness Lab, a 10 week course on wellbeing for children as an afterschool club for Year 5 and 6.
Blackwell First School: Regular contact with the Headteacher has been part of 2021. Whilst the emergency foodbank was in The Trinity Centre families were able to receive food parcels directly to school on request. Termly assemblies that mark the Christian year have taken place via zoom. St Catherine’s church site was used as an extra outdoor space for the school summer fayre
- The Community Garden at St Catherine is a place for the local community to grow food and enjoy the outdoors together.
## **Relationships with other local churches**
We work in partnership with our neighbouring Parish of St Michael’s Cofton Hackett and St Andrew’s Barnt Green on a number of activities and services that both parishes are welcome to attend.
- Fast Forward Youth Group (14-18’s)
- Poppies Bereavement Group
- Foundry Congregation Plant in Cofton Village Hall (fortnightly)
## **Finance and Accounts**
The restricted funds increased in the year, with little activity due to the Covid pandemic. The Church received one legacy in the year, for £3,000, and this was unrestricted.
Restricted donations of £9,256 were received in the year and are detailed in the Financial Statements, of which £2,492 was paid out in the year.
Our investments performed better than expected to show an overall increase in value of £11,991.
The Trinity Centre had a recovery in income. Overall it made a surplus of £3,200 however major repairs were still underway, to be completed in 2022.

Overall funds for the church increased by over £22,000 in the year. However the delay of significant repairs to both churches was the major cause of this - with some £40,000 of costs being moved over into 2022.
## **Reserves**
Our policy is to place surplus funds with the CBF C of E Deposit Fund. At 31 December 2021 we held £59,118 on short term deposits, of which £25,822 is restricted in its use. It is PCC policy not only to maintain a balance on unrestricted funds equal to at least 3 months running costs (£34k approx.), to cover emergency situations that may arise, but also to use legacy monies for special projects only, ie a total of £72,000.
The PCC recognises that general liquid reserves at December exceeded £72,000, but considers it prudent to retain the reserves to meet known requirements in future years, particularly the repairs to buildings required in the quinquennial reports that have had to be postponed. The PCC keeps this policy under review.

- Increasing, stabilising, strengthening and growing our physical resources
- Offering our physical **resources** to other groups and parishes, both in our local area and wider afield, including internationally.

## **Volunteers**
We would like to thank all the volunteers who work so hard to make our church the lively and vibrant community it is. In this period many have been giving even more of their time towards supporting all the activities in our churches and halls. There are many individuals who play an important part in ensuring the church is able to function.

## **Reference and administrative details**
The PCC is a registered charity, Number 1159273 governed by the PCC (Powers) Measure 1956 and the Church representation Rules.
Lickey Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent in promoting in the ecclesiastical parish of Holy Trinity Church, Lickey with St Catherine’s Church, Blackwell, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the Trinity Centre (Parish Hall) complex in Lickey.
## **Structure, governance and management**
The method of appointment of PCC members is set out in the Church Representation Rules. At Holy Trinity, Lickey with St. Catherine’s, Blackwell the membership of the PCC normally consists of the incumbent (our vicar), churchwardens, the reader and members elected by those members of the congregation who are on the electoral roll of the church. All those who attend our services / members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC.
The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent.
The full PCC met 9 times between January and December 2021 for normal meeting. In addition there were two extraordinary meetings. The average level of attendance was twelve. Given its wide responsibilities the PCC has a number of committees each dealing with a particular aspect of parish life. These committees, which include Standing Committee, Safeguarding, World Link, Trinity Centre Committee, Nurture and Discipleship are all responsible to the PCC and report back to it
## **Administrative information**
Holy Trinity Church, Lickey, with St Catherine’s, Blackwell is situated in North Worcestershire, immediately adjacent to the boundary of the City of Birmingham. It is part of the Deanery of Kings Norton, Moseley and Shirley in the Diocese of Birmingham. The correspondence address is Church Office, Trinity Centre, 411 Old Birmingham Road, Lickey, B45 8ES.
The PCC is a body corporate (PCC Powers Measure 1956, Church Representation Rules 2006) and a charity currently registered with the Charities Commission. Charity Number 1159273 PCC members who have served at any time from 1st January 2020 until the date this report was approved are:

## Notes to the Financial Statements
## 1. ACCOUNTING POLICIES
1(a) The PCC is a public benefit entity within the meaning of FRS102. The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of PCCs and weight Regulations “true and fair” provisions, it is also the second year that they have been prepared under FRS102 (2016) as the applicable accounting standards and the 2016 version of rather Statement of Recommended Practice, Accounting and Reporting by Charities (SORP (FRS102)).
The trustees consider that there are no material uncertainties about the charity’s ability to continue as a going concern.
Financial Reporting Standard 102 - reduced disclosure exemptions:
The charity has taken advantage of the following disclosure exemption in preparing these financial statements permitted by FRS102 “The Financial Reporting Standard applicable in the UK and Republic of Ireland’:
- the requirements of Section 7 Statement of Cash Flows.
## 1(b) Funds
Restricted funds represent (a) income from trusts or endowments which may be expended only on those restricted objects provided in the terms of the trust or bequest, and (b) donations or grants received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were given. Any balances remaining unspent at the end of each year must be carried forward as a balance of that fund.
Unrestricted funds are general funds which can be used for PCC ordinary purposes.
1c) Incoming Resources Voluntary Income
Collections and planned giving are recognised only when received.
Income tax recoverable on `Gift Aid donations is recognised when the income is recognised.
## Other Income
Rental income from the letting of the Parish Centre and fees from weddings, funeral etc are recognised when due.
Income from Investments
Interest and dividends are recognised when received.
## Gains and Losses on Investments
Realised gains and losses are recognised when investments are sold.
Unrealised gains or losses are accounted for on revaluation of investments at 31 December in each year.

1(d) Resources Used
Grants
Grants and donations are accounted for when paid over, or when awarded, if the creates a binding obligation on the PCC.
## Church Activities
The diocesan parish share is accounted for when paid. Any parish share unpaid at 31 December is provided for as an operational (though not legal) liability, and shown as a creditor in the balance sheet.
All other expenses are accounted for when they become due.
## 1(e) Fixed Assets
Consecrated property and Moveable Church Furnishings
Consecrated property and beneficed property of any kind is excluded from the accounts by S10 (2)c) of the Charities Act 2011.
Moveable church furnishings held by the vicar and Church Wardens on special trust for the PCC and which require a faculty, are accounted for as inalienable property, unless consecrated. They are listed in the churches’ inventories which can be inspected (at any reasonable time).
All expenditure incurred on consecrated or beneficed buildings and individual items under £500 is written off.
## Investments
Investments are valued at market value at 31 December.
## 1(f) Current Assets
Short term deposits include cash held on deposit either with CBF Church of England Funds or at the bank.
