## **Annual Report for 2020**
## Background
The trustees of the Parochial Church Council (PCC) of Holy Trinity, Lickey with St Catherine’s Church, Blackwell are pleased to present their report together with the financial statements for the year ended 31 December 2020. The financial statements comply with the Charities Act 2011, Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with Financial Reporting Standard FRS102 and Church Accounting Regulations.
## **Objectives and Activities**
The PCC is committed to enabling as many people as possible to worship with our church and to become part of our parish community at Holy Trinity with St Catherine’s. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament.
When planning our activities for the year, we have considered the Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through:
- Worship and prayer; learning about the Gospel; developing their knowledge and trust in Jesus.
- Provision of pastoral care for people living in the parish.
- Missionary and outreach work. In order to facilitate this work it is important that we maintain the fabric of the Churches of Holy Trinity and St Catherine’s and the Trinity Centre Complex.
## **Achievements and Performance**
From January - March 15[th] 2020 the following activities took place.
## _Worship and Prayer_
The PCC is keen to offer a range of services during the week and over the course of the year that our community find both beneficial and spiritually fulfilling. Our pattern of services and activities for the week is:
## **Sundays:**

9:00 Holy Communion St Catherine’s Blackwell (With provision for families to worship together on the 1st Sunday of the month and Sunday school for school age children)
10:30 Family Worship Holy Trinity Lickey (with provision for families to worship together: Creche for 0 - 2.5 yr olds; JAM for 2.5 - 5 yr olds; and Sunday Club for school age children.)
Incorporating Family Communion on 1st Sunday of the month and All Age Worship on 2nd Sunday of the month led by “Engage” (Children and Young Peoples Team)

All parishioners are welcome to attend any of the regular services. At present there are **157** parishioners on the Church of England Roll, **80** of whom are not resident within the parish and **16** names were added during the year and **6** were removed either through death, or because they moved away from the parish. The average weekly attendance, counted during October in this unusual year, was **47,** but this number increased at festivals.
## **Occasional Services:**
We provide opportunity for our community to celebrate and thank God at the milestones of their journey through life. Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God’s blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God's keeping. We have celebrated **2** baptisms and **3** weddings and held **18** funerals in our churches last year.

## **Deanery Synod:**
Three members of the PCC sit on the deanery synod. This provides the PCC with an important link between the parish and the wider structures of the church.
## **Church Maintenance:**
The priority items from the quinquennial for St Catherine have all been completed, so no additional expenditure was required in 2020. The external RCD switched socket outlet was replaced at a cost of £120.
Work on the roof at HTL was identified in the quinquennial, but this has been postponed awaiting a survey and report from the Bats Conservation Trust, so no expenditure was incurred in 2020.
We had the bell ropes at HTL repaired and re-routed professionally in November for the sum of £436. In addition, the side aisle light dimmer was replaced in December for the sum of £48.

## **The Trinity Centre Complex:**
## **Church office/Parish Office**
The Church office is in The Trinity Centre and each week is occupied on two days by the Parish Office Manager and two days by the Executive Officer of the Local Parish Council.
## **Clubs and Societies**
The hall is used every week by: PHAB Club each Monday evening; Dog Training Club on Wednesday evenings; Guides on Thursday evenings. There are also regular meetings each month for: WI; Local History Society; Flower Club; Wednesday Fellowship; Fishing Club; Jigsaw Players and the Local Parish Council.
During the week the hall is used by a mothers and toddlers group on Mondays and Thursdays. Also by the Rhythm Time on Wednesday mornings.
## **Functioning of the church:**
## **Pastoral Care**
Our pastoral care is currently being reviewed by our new vicar. Several of our original OPCCS Team (Offering Pastoral Care in a Community Setting) are wishing to step down. New team members have been identified and training commenced in December 2020. A team to administer Home Communion was also identified, and trained in February 2020.
## **Mission and Evangelism**
We seek to be a people who make known the Good News of the Kingdom, teaching, baptizing and nurturing new believers. Our life together as church is underpinned by individual and corporate prayer. We reach out to others in the local community and by loving service aim to draw them in to God’s Kingdom. Specific mission outreach includes:
- A mission partnership with the Church Mission Society and support for one of their workers in Tanzania who visited us during the year to provide an update on her work.
- Practical support for the Hamlin Fistula Charity for their medical work in Ethiopia
- Members of the congregation involved with Christian Music Ministries who are based locally.
- We are part of the God’s Heart for Longbridge group of churches. This ecumenical group provides chaplaincy and outreach activities at Festival Events. Several church members are actively involved here

## **Relationships with other local churches**
We work in partnership with our neighbouring Parish of St Michael’s Cofton Hackett and St Andrew’s Barnt Green on a number of activities and services that both parishes are welcome to attend.
- Fast Forward Youth Group (14-18’s)
- Life Group (18-25 home group)
- Poppies Bereavement Group
- Foundry Congregation Plant in Cofton Village Hall (fortnightly)
- Joint services on specific occasions
- Men’s breakfast
- Celebrating Women
In addition we work with other churches on God’s Heart for Longbridge.
## **Finance and Accounts**
Restricted donations of £6,432 were received in the year and are detailed in the Financial Statements, of which just under £4,691 was paid out in the year.
The restricted funds increased in the year, with little activity due to the Covid pandemic.
Our investments performed better than expected after falling considerably in the spring, they recovered to show an overall increase in value of £4,675.
The Trinity Centre had a significant fall in revenue, partially compensated by a £5,000 Covid grant. Overall it made as surplus of £2,500 however major repairs were postponed into 2021, which will impact that year significantly.
The Church received one legacy in the year, for £3,000, and this was unrestricted.
There were significant stewardship campaigns in the year, resulting in an increase in planned giving and over £15,000 of one-off donations. Overall funds for the church increased by over £25,000 in the year. However the postponement of significant repairs to both churches was the major cause of this - with some £30,000 of costs being over into 2021
## **Reserves**
Our policy is to place surplus funds with the CBF C of E Deposit Fund. At 31 December 2020 we held £57,696 on short term deposits, of which £25,822 is restricted in its use. It is PCC policy not only to maintain a balance on unrestricted funds equal to at least 3 months ’running costs (£34k approx.), to cover emergency situations that may arise, but also to use legacy monies for special projects only, ie a total of £72,000.
The PCC recognises that general liquid reserves at December exceeded £72,000, but considers it prudent to retain the reserves to meet known requirements in future years, particularly the repairs to buildings required in the quinquennial reports that have had to be postponed. The PCC keeps this policy under review.

## **The Impact of the COVID 19 Pandemic**
From March 15[th] and for the remainder of 2020 our churches and communities were affected by the COVID pandemic
However during this time we were able to keep our core objectives central to all that we were able to offer as Government restrictions and Church of England guidance allowed.
- Worship and prayer; learning about the Gospel; developing their knowledge and trust in Jesus.
When services were not permitted in our buildings we moved online and via zoom - also accessible by landline telephone - we offered Sunday and Midweek Services, Prayer Meetings, Bible Studies, Alpha and Fast Forward and United Soul Mates youth groups. Tiny Church episodes were filmed weekly and placed on youtube.
Remembrance Services were held online and included input from local uniformed organisations and the Parish Council. Christmas Services were held both online and in the building.
When possible both of our church buildings were opened for Individual Private Prayer.
We maintained over zoom our monthly service with Burcot Grange Residential Home and offered a special service for VE Day.
• Provision of pastoral care for people living in the parish.
A COVID Response Team made up of church members collected prescriptions and shopping. In addition we also offered Pastoral phone support which members of the community in crisis often benefited from.
Our Home Communion team were deployed to keep in touch with, by telephone 30 of our more isolated and vulnerable church members.
A Bi Weekly Letter was published by our Vicar to help us keep in touch, also available online.
Creative Arts were encouraged and congregation members wrote poetry, painted and photographed that was then photographed and accompanied the letters.
Online and Radio Services were recommended to be followed by church members during this time.
• Missionary and outreach work. In order to facilitate this work it is important that we maintain the fabric of the Churches of Holy Trinity and St Catherine’s and the Trinity Centre Complex.
From 29th May – 31st July Blackwell First School had use of St Catherine’s Church and The Wheel as an extra learning facility so that they could accommodate under the government guidance a safe return to school for their children.
From 31[st] August onwards charity Foodcycle had use of the Trinity Centre to operate an emergency foodbank. Church members supported with volunteer hours and donations of food, including Christmas gifts.
Assemblies via zoom were offered to Lickey Hills Primary and Blackwell First School.
We maintained financial and practical support for all of our mission partners overseas and at home. Our CMS Mission Partner was able to join us via zoom for a church service.

## **New Vision Statement**
On 29[th] February our church family gathered together to discuss a new vision for our parish. The discussions were noted and a Vision Team collated the information and turned it into a Vision Statement. Due to COVID this had a soft launch and we look forward to its full implementation in 2021

- Being a parish that looks to the **needs** of those outside of our buildings
- Offering good **Pastoral Care** in all seasons of life.
- Offering opportunities to develop **relationships** through social **activities** with our **communities** .
- Offering opportunities to grow the depth of our **discipleship** .
- Increasing, stabilising, strengthening and growing our physical resources
- Offering our physical **resources** to other groups and parishes, both in our local area and wider afield, including internationally.

## **Volunteers**
We would like to thank all the volunteers who work so hard to make our church the lively and vibrant community it is. In this period of interregnum many have been giving even more of their time towards supporting all the activities in our churches and halls. There are many individuals who play an important part in ensuring the church is able to function.

## **Reference and administrative details**
The PCC is a registered charity, Number 1159273 governed by the PCC (Powers) Measure 1956 and the Church representation Rules.
Lickey Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent in promoting in the ecclesiastical parish of Holy Trinity Church, Lickey with St Catherine’s Church, Blackwell, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the Trinity Centre (Parish Hall) complex in Lickey.
## **Structure, governance and management**
The method of appointment of PCC members is set out in the Church Representation Rules. At Holy Trinity, Lickey with St. Catherine’s, Blackwell the membership of the PCC normally consists of the incumbent (our vicar), churchwardens, the reader and members elected by those members of the congregation who are on the electoral roll of the church. During 2019 the roll of Chair of the PCC was taken by the Lay Chair, Emma Sargeant until the new incumbent arrived. All those who attend our services / members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC.
The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent.
The full PCC met 11 times between January and December 2020 for normal meetings and twice for an extraordinary meeting. The average level of attendance was twelve. Given its wide responsibilities the PCC has a number of committees each dealing with a particular aspect of parish life. These committees, which include Standing Committee, World Link, Trinity Centre Committee are all responsible to the PCC and report back to it.
## **Administrative information**
Holy Trinity Church, Lickey, with St Catherine’s, Blackwell is situated in North Worcestershire, immediately adjacent to the boundary of the City of Birmingham. It is part of the Deanery of Kings Norton in the Diocese of Birmingham. The correspondence address is Church Office, Trinity Centre, 411 Old Birmingham Road, Lickey, B45 8ES.
The PCC is a body corporate (PCC Powers Measure 1956, Church Representation Rules 2006) and a charity currently registered with the Charities Commission. Charity Number 1159273 PCC members who have served at any time from 1st January 2020 until the date this report was approved are:

## Notes to the Financial Statements
## 1. ACCOUNTING POLICIES
1(a) The PCC is a public benefit entity within the meaning of FRS102. The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of PCCs and weight Regulations “true and fair” provisions, it is also the second year that they have been prepared under FRS102 (2016) as the applicable accounting standards and the 2016 version of rather Statement of Recommended Practice, Accounting and Reporting by Charities (SORP (FRS102)).
The trustees consider that there are no material uncertainties about the charity’s ability to continue as a going concern.
Financial Reporting Standard 102 - reduced disclosure exemptions:
The charity has taken advantage of the following disclosure exemption in preparing these financial statements permitted by FRS102 “The Financial Reporting Standard applicable in the UK and Republic of Ireland’:
- the requirements of Section 7 Statement of Cash Flows.
## 1(b) Funds
Restricted funds represent (a) income from trusts or endowments which may be expended only on those restricted objects provided in the terms of the trust or bequest, and (b) donations or grants received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were given. Any balances remaining unspent at the end of each year must be carried forward as a balance of that fund.
Unrestricted funds are general funds which can be used for PCC ordinary purposes.
## 1c) Incoming Resources
Voluntary Income
Collections and planned giving are recognised only when received.
Income tax recoverable on `Gift Aid donations is recognised when the income is recognised.
## Other Income
Rental income from the letting of the Parish Centre and fees from weddings, funeral etc are recognised when due.
Income from Investments
Interest and dividends are recognised when received.
## Gains and Losses on Investments
Realised gains and losses are recognised when investments are sold.
Unrealised gains or losses are accounted for on revaluation of investments at 31 December in each year.

1(d) Resources Used
Grants
Grants and donations are accounted for when paid over, or when awarded, if the creates a binding obligation on the PCC.
## Church Activities
The diocesan parish share is accounted for when paid. Any parish share unpaid at 31 December is provided for as an operational (though not legal) liability, and shown as a creditor in the balance sheet.
All other expenses are accounted for when they become due.
## 1(e) Fixed Assets
Consecrated property and Moveable Church Furnishings
Consecrated property and beneficed property of any kind is excluded from the accounts by S10 (2)c) of the Charities Act 2011.
Moveable church furnishings held by the vicar and Church Wardens on special trust for the PCC and which require a faculty, are accounted for as inalienable property, unless consecrated. They are listed in the churches’ inventories which can be inspected (at any reasonable time).
All expenditure incurred on consecrated or beneficed buildings and individual items under £500 is written off.
## Investments
Investments are valued at market value at 31 December.
## 1(f) Current Assets
Short term deposits include cash held on deposit either with CBF Church of England Funds or at the bank.
