Our aims and purposes as a charity
The Parochial Church Council IPCCI has the responsibility of co-operating with the incumbent. the
Re¢d Samuel Carter, in:
o the promotion of the gospel of the Lord Jesus Christ according to the doctrines and
prartices of the Church of England,.
knowing Jesus better and makin8 him better known-
o promoting the whole mission of the church - evangelistic, pastoral, social and ecumenlcal,.
o providing practical support and care for people in the parish, regardless of back8round,' and
o providing financial support to those in need and other or8anisation5 Wlth similar oblettives.
What we planned to do to achieve our charitable objectives
In line with the diocesan sirategy Ito be 'more open, more converted to Jesus Christ, more
generous and more enga8ed'l, we discussed and planned the following objectives..
o welcoming as many people as possible to worship at our church..
o teaching, bapti5in8 and nurturing new and existing believers,.
o provlsSon of pastoral care and other assistance to people living in the parlsh;
o building links with the wider community and reaching out to those beyond the immedlate
church family,.
o supporting stafflgovernors in promoting the Christian distinctlveness of Barcombe school,.
o giving grants to organisations with similar aims; and
o maintainin8 church property.
These activities comply with the Charity Commission's guidance on public benefit and the specific
guidance on 'charitles for the advancement of reli8ion' The PCC has also complied with the
requirements of section 5 of the Safe8uardin8 and Clergy Discipline Measure 2016.2
How we affected lives
Welcoming people to worship
The church welcomes a wide ran8e of people
Iparishioners and those from further afield) to its services. Voluntary attendance to worship Jesus
Christ in thi5 way is a major demonstration of the public benefit of our activities. As well as those at

the parish church, St Marfs, services are held at St Francis, giving the church a presence in the
heart of the village.
The average regular weekly attendance in October 2023 was 59 adult5 and 11 children, a decrease
in the number ot adults, but a small increase in the number of children. Our re8ular Sunday
morning chlldren's work 15 conducted in two groups spltt by a8e.
Our Christmas services (especially the Christinglel saw another large increase over 2022. Over the
range of services in the week leadin8 UP to Christmas. we welcomed over 600 people to church,
equivalent to more than 2S% of the population of the parish leven allowing for double countlngl.
Easter attendance was almost identical with 2022.
Teaching, baptising and nurturing new and existing believers
We were delighted to welcome four chlldren for baptism in 2023 and five weddin8 couples.
Baptism parents and wedding couples were invited to preparailon courses which were well
received.
Durlng Lent we ran a discipleship course ottended by 20 people. Three growth group5 for bible
study, fellowship 3nd prayer continue to meet. One group ceased durlng the year due to people
moving away and Change5 in circumstances. Around 30 people are linked to these groups.
This year our teaching programme included
Series on Jonah and lsaiah 40-55, tyin8 in with
the diocesan Year of the Old Testament. Our
weekly prayer meeting has continued
uninterrupted.

We were delighted to host a deanery seThice
of confirmation at St Marfs in October at which six Barcombe candidates of varying ages were
confirmed.
Pastoral care and other assistance
During 2023 we conducted seven church funerals.
Our churches and churchyards continue to be appreciated by many as a place Whe￿ life events are
celebrated with joy and thanksgiving. We prioritise keeplng St Marfs and St Francis open during
the daytime and involve a regular team from the local community in openin8 and locking It. A
steady stream of entries in the visitor book testifies to the appreciation many visitors have of the
buildin8. We publish the Barcombe News and distribute a monthly copy to every household in the
parish. Representatives from the church visit the housebound, lonely and otherwise in need. The
church also holds a relief fund for parlshioners in crisis and has made disbursements in excess of
£9,000 during 2023.

Building links with the wider community and reaching out to the unchurched
Church members continue to support around ten local families in the Barcombe Bunnies play8roup
which meets at St Francis. At the other end of the a8e range, our monthly popular St Francis
community lunches continue to provide for around 30 mostly elderly people.
We were pleased to be involved in the launch of a monthly Community Café in the village, part of
an exciting new partnership between the Church and the school PTA. Cake and refreshments are
provided free of charge to 3(HO people of all ages.
In February and March this year we ran a 3-2.1

Barcombe Cross Youth wntinues to thrive, offerlng
fun activitie5 for local young people whilst also
Introducin8 them to the good news of Jesus Christ. We regularly have 25 10-145 attending lan
increase of a third on last yearl, of whom two thirds have no other connection to the church.
In December the Church or8anised a warmly received Nativity trail attended by around 120 people,
with over 100 continuin8 to the Royal Oak for a rousing performance of Corols in the Pub.
Supporting staff and governors in promoting the Christian dlstinctiveness of
Barcombe school
The Rector continues to take è weekly assembly at Barcombe school and teach an RE lesson for
each class once per term. He also serves a5 a foundation 8overnor. It has been a joy to welcome the
school community to St Mary's for harvest, Christma5 and Easter services.
Giving grants to organisations with similar aims
We support a varlety of charities and organisations in line with our aims through 8rants totalling
over £7,500.
Maintaining church property
Well-rnaintained buildlngs enable us to welcome a variety of village and outside groups to St
Marfs, the Conker Room and St Francis. These include Laughton Village Choir, Barcombe Bunnles,
The Dlocese of Chichester, 8arcombe Good Neighbour5. nearby parishes and the Bevern Trust.
In 2024 we will continue to develop our plans to reduce our church buildings, reliance on fossil
fue15. We will also need to consider how best to modernise St Francis to better serve our outreach
in the villa8e.

Financial Review
The original forecast for the 2023 financial year showed an operating deficit of about £27,orx). The
plan was for that deficit to be financed from the PCC'5 excess rese￿e5 of £30,IJJ) held at the end
of 2022. The actual out-tum on the General Fund for 2023 was completely different, mainly due to
two unexpected inflows at the end of the year totalling £30,1X)O. In addition to those inflows, the
actual costs of energy used in 2023 were vastly below the ori8inal budget figures. That saving,
combined with a small surplus on the revaluation of investments, produced an actual surplus of
£22,LKJO on the General Fund. The Statement of Financial Activities on page 9 shows an Increase of
£3.838 in total funds for 2023.
Total income for 2023 of £145,507 was £1,991 lower than in 2022. Income from voluntary givin8 in
2023 was roughly the same as that in 2022. The income includes a legacy of £20,IX)O received at
the end of the financial year. Total expenditure of £146,C((s in 2023 was slightly higher than in
2022. The largest single item of expenditure was the Parish Share of £78,792 paid to ihe Diocese of
Chichester. This was an increase of £1,812 over 2022. It Is important to note that once again,
Barcombe pald the full amount of Parish Share that was requested by the Deanery.
The PCC holds the restricted Barcombe Relief Fund and oversees its administration. Total grants of
£9,229 were made from the fund during 2023, helpin8 seven local families including one famlly
from Ukraine. At the end of ihe financial year, £3.481 remained in the fund.
Reserves Policy
It is PCC policy to seek to maintain a balance of liquid assets on unrestricted funds calculated in two
parts as follow5..
Part l. Approximately three months, worth of unrestricted 8eneral fund payments as a contin8ency
against unforeseen situations1£31,C#XI in 20231 and
Part 2. A provision for the maintenance of the fabric of the church to meet costs arlsing every five
years following the Church Architect's Quinquennial inspection of the building (estimated at £5,000
per annuml. At the end of 2023 this figure should amount to £25.CW (the actual figure was
£11,934).
The total amount of reserves required by the policy is. therefore. £56,lyXI.

The actual total of unrestricted liquid assets held at the year-end was approxim3tely £99,000. This
figure is about £43,OC(J more than the £56,c￿ required to support the Reserves Policy. This sum is
likely to be used to fund the budgeted deficit for 2024 of £11.535 and enable the PCC to meet the
requested Parish Share of £81,444 in full.
It is PCC policy to invest fund5 balances with the CBF Church of England Investment Fund. the CBF
Church of England Fixed Interest Securitie5 Fund and the CBF Church of England Deposlt Fund.
Administrative information
General
In all we do, we take account of the Charity Commission's guidance on public benefit and the
specific guidance on charities for the advancement of religion. The parish of St Marfs and St
Francis, Barcombe has two church buildings.. St Marfs, Church Road and St Francis in the High
Street as well as the church yard at St 8artholomew's. Spithurst. We are in the Diocese of
Chichester withln the Church of England.
Structure, governance and management
pa￿h1￿1 Church Counc51. Church Members are encouraged to stand for election to the Parochial
Church Council IPCCI and we look for a balance of skills and experience. The PCC is registered with
the Charity Commission (No. 11590841 under the Charities Act 2011. Its governing document is the
Parochial Church Councils (Powers) Measure 1956. Membership is determined under the Church
Representation Rules. Membership consists of ex-officio members- the rector, the churchwardens,
the member5 of the Deanery Synod, and up to nine members of the church who are elected at the
Annual Parochial Church Meeting IAPCMI. The PCC may co-opt up to two more members. The PCC
is responsible for the overall wellbein8, practical as well as spiritual. of the church, the church
members, and the church buildings. The PCC also has a duty to promote the mission of the church
within the wider community.

What Is It for? The PCC is responsible for a wide ran8e of matters afferting the Parish Church,
including compliance with health and safety and disability le8islation and ¢hlld protertion. In our
capacity a5 trvstees, members of the PCC are responsible for the Stewardship of funds and for ihe
appropriate accounting and reporting of the parish finances. The PCC works to ensure that each
member is equipped to fulfil the role.
New members. New members of the PCC are quickly included and fully involved with their roles
and responsibilities at the first PCC meeling after their election or C￿option. The PCC secretary
and Honorary Treasurer are elected at the first meetin8 after the Annual Parochial Church Meetlng.
Educatlon for rnernbers. The PCC secretary, the Treasurer and the Churchwardens all attend
course5 run by the diocese on their particular work and courses are also available to members
generally. Regular mailings from the diocese keep the officers vp to date with changes in chur¢h
regulations and financial procedures and these are reported to the whole PCC as appropriate.
Safeguardlng. Mfs Mim Austin served as Safeguardin8 Officer during the year. With the Rector, she
was responsible for ensuring that Disc105ure and Barrin8 Service IDBSI checks were carried out on
all those who work with children and vulnerable adults in the chvrch. The PCC has adopted the
Diocesan Policy which is available from the church webslte. or a hard copy can be found in both
St Francis and St Marf5, along with a policy statement on the protection of children and vulnerable
adults. Members of the PCC have done online trainin8 ICO or above). We have been certified under
the diocesan Simple Quolity Proterts scheme.

Accountant. The PCC has appointed Mr Stephen Brentnall as its accountant. The PCC thanks the
honorary treasurer Andrew Larnont for his endless assistance with the church finances throughout
2023 and Ben Williams-Thomas for hi5 assistance with gift aid.
Commlttees. Committees report to the PCC and are responsible for specific areas of the church's
activities..
+ The Standing Committee has the power to transact the buslness of the PCC between Its
meetings, subject to any direction given by the full PCC.
The Buildings Committee deals with the fabric of St Marfs and St Franci5.
The Misslon Artion Committee oversees the giving of a tithe of the income to various ¢haritie5
and keeps the congregation informed of the activities of these charities through guest Speakers,
prayer5 and information.

Having satisfied myself that the accounts of The Parochial Church Council of the Ecclesiastical Parish of St Mary and St Francis, Barcombe are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity’s accounts as carried out under section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe: 

1. accounting records were not kept in respect of The Parochial Church Council of the Ecclesiastical Parish of St Mary and St Francis, Barcombe as required by section 386 of the 2006 Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a ‘true and fair view' which is not a matter considered as part of an independent examination; or
