Objective: The relief of sickness and the preservation and protection of health by developing and making available an electronic medical records system for use in resource challenged settings.
Trustees and Governance
Outreach EMR is governed by the Constitution of a Charitable Incorporated Organisation with voting members other than its Charity Trustees. The policies and procedures for election of Trustees are set out in Section 13 of the Charity’s Constitution.

Dr. Peter Smith and Mr. Graham Millar have been in office for the full term of the Report: 01 January 2021 – 31 December 2021. Mr. Mark Fowler replaced Mrs. Gail Tams following the Annual General meeting on 15 June 2021.

Summary of Activities Undertaken
Covid19 has significantly affected work and planned developments throughout 2021, making both international and internal travel in many countries difficult or impossible. Clinics have operated under extremely difficult circumstances and some have closed because of lack of funds or trained personnel. Despite this the Charity has remotely installed the EMR System in a number of clinics, and secured a large grant to pilot ‘Interoperability’ in Uganda.
A number of internal changes have also been made, most notably a change of name from EMR4DW to Outreach EMR and work on an improved and redesigned website.

Version 4 rollout - clinics prioritised but implementation delayed.

A substantial grant was obtained from The Peter Sowerby Foundation to pilot Interoperability (the ability to transfer real time data directly from clinics to Central Government using an international platform known as DHIS2) in Uganda. The initiative, known as ‘Project Connect’ is supported by Uganda UK Health Alliance (UUKHA).
• Training and system monitoring

Version 4Training was undertaken with FIMRC clinic staff.

The System was presented at the East Africa Virtual Health Conference.

We participated regularly in the FIMRC Global Health Programme, facilitating several tutorials and producing a Podcast case study of Malaria.

Despite illness, our Ugandan representative, Julius Okello, has worked throughout the year to train staff in new clinics and solve problems.

• Governance

Vision, Values and Key messages have been developed with help of Professor Lee Edwards, London School of Economics.

An Anti-Corruption and Bribery Policy has been adopted. All policies have been updated and will be displayed on the new website.

Potential conflicts of interest have been declared by all Trustees and Committee Members.

Mrs. Gail Tams resigned as a Trustee and was succeeded by Mr. Mark Fowler.

Fundraising Although fundraising activities were curtailed for most of the year, over 100 people attended a hugely successful ‘Celebration Dinner’ on 12 December. Together with donations, the event raised over £16,000. Trustees and Members are extremely grateful to the many people who have continued to support Outreach EMR and donated so generously.
Main Achievements
We have:

Installed the system in 7 new clinics

Increased the number of patients registered

Secured funding to pilot test interoperability in a number of clinics in Uganda

Changed our name from EMR4DW to Outreach EMR

Begun work to improve the website

Strengthened partnerships with the Uganda UK Health Alliance (UUKHA), Foundation for International Medical Relief of Children (FIMRC), Arlington Academy of Hope (AAH), Harpenden Spotlight on Africa (HSOA), Peter Sowerby Foundation and a number of NGOs, particularly those working in Haiti.
Future Objectives
Objectives for the next 12 months are to:

Bring additional clinics and health care settings online

Install version 4 in all clinics

Demonstrate the use and benefits of online / offline capability (roaming) in the field

Begin pilot testing of ‘Interoperability’ in designated Ugandan clinics via Project Connect

Complete certification of independent ‘Penetration Test’ to demonstrate data security

Raise the profile of the charity nationally and internationally
-
Enhance sustainability by finding a long - term, strategic partner or partners

Develop a new, 5-year business plan.

Notes

In addition to the net proceeds of the Fundraising Dinner of £11,426 the charity received various donations in consequence of the event, which amounted to £5,155.The total raised because of the event was £16,581. These donations are included within the appropriate ‘donations’ headings.

A £10,000 retention has been held pending full and final commissioning of two major projects.

The charity has a commitment from the Peter Sowerby Foundation to conduct interoperability trials in Uganda in conjunction with the Ugandan Government. Covid19 has prevented trials from taking place but they will be started as soon as possible. No funds have been drawn down under this agreement and none will be until the trials commence.
Declaration: The Trustees considered the going concern position of the charity. In the light of known future donation commitments to the charity and the underlying reserves the Trustees were confident the charity met the going concern requirements. The Trustees therefore approved the Annual Report and Accounts for 2021.
