Introduction
The Trustees present their report and financial statement for the year ending 31st December 2022. This report is presented in accordance with the Statement of Recommended Practice, “Accounting and Reporting by Charities” (SORP), issued in March 2005.
The Charity is a Charitable Incorporated Organisation (CIO) governed according to the Constitution dated 23rd September 2014. It was established to coordinate and further enhance the charitable work undertaken by the Westminster Group Plc.
The CIO’s annual reports are published on the Charity Commission Website. The Association’s reports are also published and provide a clear statement of the financial activities and financial position of the charity.
The CIO is an independent charity and is fully controlled by the Trustees. The charity works alongside the Westminster Group Plc in identifying potential projects and receives support and resources from the Company.
Statement of Trustees’ responsibilities
The Charities Act 2011 requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing these financial statements, the trustees are required to:
• select suitable accounting policies and apply them consistently;
-
observe the methods and principles in the Charities SORP 2005;
-
make judgments and accounting estimates that are reasonable and prudent;
• state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements; and
- prepare the financial statements on the going concern basis unless it is inappropriate to do so.
The trustees are responsible for keeping sufficient accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

The affairs of the CIO are managed by the Charity Trustees. There must be at least 3 and not more than 12 Trustees. The existing Trustees may elect new Trustees at any meeting of the Trustees in accordance with the constitution, each new trustee appointment is for a period of 3 years from date of appointment. The Westminster Group Plc may appoint up to 3 of the 12 Charity Trustees.
Decisions are made by simple majority of votes at a meeting of Trustees or by resolution made in writing or in electronic form and agreed by all Trustees. Induction of Trustees is overseen by the Chair.
Objectives and Activities
The objectives of the Westminster Group Foundation are the prevention or relief of poverty, the advancement of education and the preservation and protection of health worldwide by providing: grants, items and services to individuals in need and/or charities, or other organisations working to prevent or relieve poverty, advance education or preserve and protect health.
Achievements and Performance
During the period of this report the Foundation undertook many activities and supported several groups including:
Westminster Community Secondary School
The Westminster Foundation has since 2007 assisted the Rotary Club of Banbury in their community work that they carryout in Sierra Leone, building new schools, extending existing schools, providing, school uniforms, water harvesting systems, solar panels and through the Ebola and Covid pandemics essential food supplies

The latest new school just completed is located at Kono Town and in recognition of the support given by the Westminster Foundation it has been named “Westminster Community Secondary School”
The school consists of two classrooms, an office, staff room and a five-cubicle toilet block, the concrete foundations have been laid for the next phase, another two classrooms.
Year 7 & 8 pupils are now currently enrolling for the new term.
Support for Water Lands, Tema, Ghana
In November 2022 a fire swept through the water lands of Tema New Town, Ghana, raising eighty properties to the ground. All those effected pretty much lost everything. For obvious reasons, a call was put out for assistance. Westminster were keen to help and supplied a hampers for families with babies
The hampers contained Blankets Baby clothes Baby grows Nappies Home goods Consumables etc.
The donations were greatly received by the community and our support very much appreciated.
