The trustees present their report and the financial statements for the year ended 30 September 2025.
## **Objectives and Activities**
## **Aims and Objectives**
The charity's objectives are:
1. To promote for the benefit of the inhabitants of Folkestone without distinction of sex, sexual orientation, race or of political, religious or other opinions, by association together the said inhabitants and the local authorities, voluntary and other organisations in a common effort to advance education and to provide facilities in the interests of social welfare for recreation and other leisure time occupations with the objects of improving the conditions of life of the said inhabitants.
2. To establish or secure the establishment of a community centre and to maintain and manage the same (whether alone or in co-operation with any local authority or person or body) in furtherance of these objects.
## **Significant Activities**
## **Our History**
A former mission house built in the 1800s for railway workers, Sunflower House is our landmark building, refurbished in 2014 and reborn as a community venue. This wonderful building is owned by the Harbour Church, who have kindly continued lease the property to our charity on favourable terms, to enable us to provide community opportunity.
Sunflower House expresses physically our optimism and determination. Passers-by on Foord Road smile as they pass the building and Philippa Goddard’s striking Sunflower mural – set alongside William Cubit’s ambitious railway viaduct overhead.
Our charity’s history owes a great deal to this extraordinary place and to the vision of David Taylor, who set up the charity together with his wife Railli and others. We also recognise and celebrate the work of former trustees for their guardianship of the charity in recent years.
## **Expanding our reach**
The charity has recently taken on our third venue in Cheriton, expanding our reach with a community café and inclusive social space, as well as hosting other community support groups through a community shop approach. We are pleased to have been supported with a National Lottery community grant for this work.
The Community Room in The Bayle is just 2-3 minutes from the town centre and has proved a great success, being seen as welcoming and practical by users.
Our weekly Loose Ends sessions attract many who find a warm welcome and helpful advice when they may be struggling; the core group of volunteers have developed a superb ability to listen, engage and support on a personal and practical level.
Our three sites are in operation seven days a week, with as many as 30 activities taking place weekly: we host many meetings, events and groups, such as resident groups, the Folkestone Pride, Open Art Festival and Black History Month organisers, who contribute to costs where this is possible and share responsibility for looking after our buildings. The collaborative and cooperative approach is what makes it work.
## **Community Building: more than bricks and mortar**
In total, Sunflower House now hosts and supports around 50 community projects, many involving complex partnerships and others which we deliver with our own volunteers and the special energy the charity brings to our local community.
The number of people engaging with the activities which we support has grown considerably over the last year and is now in the region of 4500 every month.
We recognise in daily encounters the continuing cost of living crisis and the pressure on our community which affects some of the most vulnerable people. We are working with and for our community to face those challenges in a positive way. We prioritise practical work designed to address disadvantage and poverty, reflected in unacceptable health inequalities and limited opportunity across generations.
Overall, around 400 people a week are provided with food through one of our projects, now collectively branded as the Folkestone Food Support project.
Action on Homelessness continue to provide over 120 free hot, freshly prepared meals twice a week. Sunflower House provides them with a working kitchen, storage space, additional food and resources and funding support. Our partnership with FareShare Kent enables our Folkestone Pantry to provide 100 people with good quality and exceptional value shopping every week.

## **Significant Activities - continued**
In 2025, we were again commissioned by Folkestone and Hythe District Council to deliver elements of the UKSPF programme (UK Social Prosperity Fund) which allows us to provide emergency food, shopping and energy vouchers for those in need.
## **Building Community: a success story**
Forward Trust continues to deliver support to those with drug, alcohol, gambling and other addictions; sometimes these are the same people who need a warm meal.
On Fridays, students from the Beacon School, who are working towards living independently, help us to run our Warm Welcome café, which also includes an advice shop/internet café.
Our monthly Repair Café, now three years old, invites people to bring household goods and much-loved possessions to be repaired by volunteers with a range of high-level skills.
We also support many other community groups, such as New Folkestone Society, AFRA (the Association of Folkestone Residents Associations), by providing accommodation and facilities to support their members and the wider community.
The Trustees supported the successful local campaign to save Grace Hill Library, one of our oldest community buildings, recently taken into the control of Folkestone Town Council to continue offering support to the most disadvantaged areas of Folkestone, as this very special place has done since 1888.
## **Folkestone Town Sprucer**
One of the projects supported through Sunflower House came to an end in June 2025, after careful consideration of the achievements, impact and the cost of sustaining this popular work. Issues of affordability and management had proved challenging from 2015 onwards, including several crisis episodes.
Considerable commitment by the trustees was needed, especially over the last four years, to supporting the management of this project pro bono, alongside personal loans provided to fund transport, donations to volunteer support and other work.
Financially it was recognised that the Sprucer programme absorbed almost half of all Sunflower House income generated and was subsidised by our other activities.
When Trustees reviewed the Town Sprucer project, it was clear that additional paid management was needed to secure funding, oversee legal and other responsibilities. This would have required further expenditure which the charity could neither afford nor justify. With genuine regret, the project was ended after careful consideration.
We express our gratitude to all those who worked on the programme, supported the principles and made financial donations large and small over the years.
It is good to see how several community projects have since picked up the baton of neighbourhood and community pride. Recognising one of the core goals of supporting individuals with a troubled history, Sunflower House has also considerably extended our work to address social isolation, employability and personal wellbeing.
## **Providing new opportunity**
Sunflower House is proud to host the Folkestone Performing Arts Company which runs acting workshops and the Write For Performance workshops alongside their professional company of actors. We also host Common Grounding, a community dance company working in an inclusive and artistically innovative way.
Community Art Kent (Folke Art) have delivered inspiring workshops for people who may have experienced social isolation, and the results have been truly inspiring, generating publications, exhibitions and above all a wonderful sense of friendship Our longstanding partners BKK Karate School continue to thrive and encourages healthy, spirited and well-disciplined martial arts.
Several new groups supporting peri-natal issues through parenting peer groups have joined us this year, alongside old friends such as the Ukrainian community.
The work of groups such as TakeOff and HeadWay continues to inspire by addressing issues arising from injury, depression, domestic violence and social isolation.
Sunflower House is proud to work with all those who empower our community and all those working with local people.

Sunflower House ends the year in a healthy financial position with a positive perspective on our core purpose and the increasing engagement, having made some difficult decisions that have ultimately allowed us to serve our community better.
Alongside our own venues, we now have a simple working relationship with several other local spaces who share our commitment to empowering individuals and local community groups. We have begun to develop our work into a long-term vision of a district wide partnership, under the working title of One Folkestone. This all helps us to continue to deliver our core purpose of community building.
Finally, I want to express my gratitude to my fellow trustees, our small team of staff, all our volunteers and above all the remarkable Folkestone community for making Sunflower House an organisation which creates positive hope and new opportunity.

The trustees confirm that they have complied with the requirements of Section 17 of the Charities Act 2011 to have due regard to the Charity Commission’s guidance on public benefit.

During the last year, the Trustees have continued to focus on meeting the needs of our community and further developing our partnership working approach, with considerable success.
Trustees have taken steps to review, enhance and refine the charity’s operations and are confident that Sunflower House is an effective not-for-profit organisation.
We are indebted to the many generous supporters and partners we have, who make our work possible: not least we want to thank our local community for their support and the growing number who give their time as Sunflower House volunteers: around 50 people in total across our range of activities.

Our mission statement drives both the use of our facilities and the development of our work as a community focused charity.

I report to the trustees on my examination of the accounts of Sunflower House (the Trust) for the year ended 30 September 2025.
## **Responsibilities and Basis of Report**
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
## **Independent Examiner's Statement**
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or
2. the accounts do not accord with those records; or
3. the accounts do not comply with the applicable requirements concerning the form and contents of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## 1. **General Information**
Sunflower House is an unincorporated charity registered with the Charity Commission, registered charity number 1158558. The principal address is 45 Foord Road, Folkestone, Kent, CT19 5AE.
## 2. **Accounting Policies**
## 2.1. **Basis of Preparation of Financial Statements**
The financial statements have been prepared in accordance with the Charities SORP (FRS 102) "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)", Financial Reporting Standard 102 "The Financial Reporting Standard applicable in the UK and Republic of Ireland" and the Charities Act 2011.
The charity is a Public Benefit Entity as defined by FRS 102.
## 2.2. **Incoming Resources**
## **General**
Voluntary income including donations, gifts, legacies and grants that provide core funding or are of a general nature is recognised when the charity has entitlement to the income, it is probable that the income will be received and the amount can be measured with sufficient reliability.
## **Donations and Legacies**
Donations and legacies are recognised on a receivable basis when receipt is probable and the amount can be reliably measured.
## **Grants Receivable**
Grants are recognised when the charity has an entitlement to the funds and any conditions linked to the grants have been met. Where performance conditions are attached to the grant and are yet to be met, the income is recognised as a liability and included on the balance sheet as deferred income to be released.
## 2.3. **Resources Expended**
## **General**
All expenditure is recognised once there is a legal or constructive obligation to that expenditure, it is probable settlement is required and the amount can be measured reliably. All costs are allocated to the applicable expenditure heading that aggregate similar costs to that category. Where costs cannot be directly attributed to particular headings they have been allocated on a basis consistent with the use of resources, with central staff costs allocated on the basis of time spent, and depreciation charges allocated on the portion of the asset’s use. Other support costs are allocated based on the spread of staff costs.
## **Charitable Activities**
Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes both costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them.
## 2.4. **Tangible Fixed Assets and Depreciation**
Tangible fixed assets are measured at cost less accumulated depreciation and any accumulated impairment losses. Depreciation is provided at rates calculated to write off the cost of the fixed assets, less their estimated residual value, over their expected useful lives on the following bases:

## 2.5. **Cash and Cash Equivalents**
Cash and cash equivalents are basic financial assets and include cash in hand and deposits held at call with banks, other short-term highly liquid investments that mature in no more than three months from the date of acquisition and are readily convertible to a known amount of cash with insignificant risk of change in value, and bank overdrafts.

- The vehicle used by the Town Sprucer was purchased by the charity in early 2024 and continues to support Sunflower House projects since the closure of the Town Sprucer Project.
- Residual funds for the Town Sprucer project: The Roger deHaan Charitable Trust have agreed that residual funds from their grant allocation in March 2025 may be used for Sunflower House activity with similar goals of community engagement.
These and other funds totalling £8132 are carried forward by the charity and will be allocated appropriately.
## 16. **Transactions with Trustees**
None of the trustees received any remuneration or any other benefits from an employment with the charity or a related entity during the current or previous year.
No trustee expenses have been incurred.
## 17. **Related Party Disclosures**
Mr J O'Connor provided an interest free loan in 2024 to help purchase the town sprucer van. The balance owing as at 30th September 2025 was £1,250 (2024 - £3,000)
