## **St Just and St Mawes Heritage Group Chairman’s Annual Report to Members for AGM Year ending 31[st] October 2023** This has been a year of ups and downs for the Heritage Group. ## Membership As a result of the increases in membership fees we have lost some members and gained a few more new members during the year. We now have 168 members and our very successful facebook page continues to grow. We now have 2000 followers. ## Monthly talks The monthly talks continue to be popular with our members. They cover a wide range of heritage topics with the emphasis on local and Cornish heritage. What is all the fuss about?| ## Web Site Over the year we have been actively looking for assistance to help manage the Website and content. We have managed to secure local additional help and support. We commenced the upgrading of the website to make it more user friendly. This work scope will be concluded by Easter 2024. We continue to use the services of Swanky Pixel to manage the website interfaces. It is hoped that when this work scope to improve the site is completed more members and visitors will actively use the web page and provide additional content/information that we can host for the benefit of all. ## Finance Our monthly financial reports continue to give us up-to-date information. They show a stable income and expenditure. We have also started to look ahead to the time when we have our new premises in the Pomery’s building. We have prepared different budgets and forecasts for the years ahead. These are under review by the Trustees. As a shareholder of Pomerys, we along with the GIG Club have been looking at fund raising for the development of Pomerys, as well as ongoing operational financial support. A series of meetings to support these aims are planned for the year 2023/24. We continue to apply for and receive Gift Aid refunds, which assist in supporting the Heritage Group with its many events and activities. ## Annual Telephone Box Exhibiton This year our exhibition was called “Houses and Hotels with a History”. We covered the history of The Rising Sun and the Tresanton Hotels and the history of two houses. One was the oldest house remaining in the village, built in the 16 century and another house that was previously used to produce woollen cloth from which they made clothes made to measure. The exhibition was accompanied by a leaflet describing an historical walk around the village. This is very popular with the many visitors to the parish each summer. ## Pomery’s The Heritage Group owns 50% of the shares in Pomery’s Ltd., the organisation set up to manage the rebuilding of the former garage on the St Mawes waterfront. The other shareholder is the Roseland Gig Club. The building was bequeathed to the two charities by Brenda Pye through her will on her death in 2015. Pomery’s Ltd. prepared a planning application for the site and in 2022 held a public exhibition of the proposals. Though the comments made were mostly favourable, Pomery’s wanted to take into account the reasonable objections that had been made during the period of consultation and so withdrew the initial application in order to make design modifications to overcome the objections raised. The revised plans were submitted in March 2023. In May 2023, a public meeting was held in the memorial Hall in St Mawes attended by a large number of people. Although the feeling was that the great majority of those present appeared to be in favour of the proposals no vote was taken. The Chairman of the Parish Council Planning Sub-Committee did announce that the formal decision of the Council was not in favour of the application. The County Planning Authority subsequently refused the application citing the view of the Parish Council and the issue of the massing of the buidlng s proposed as reasons for rejection. Having taken planning and legal advice, Pomery’s Ltd. decided to appeal the decision and the appeal was duly lodged on 1 November 2023. We expect to hear the outcome of the appeal in mid2024. ## Charity Commission In September 2023, the Heritage Group received a letter from the Charity Commission asking for information to be provided by the Heritage Group in relation to regulatory allegations made to it by a member of the public. The allegations related to loans made by the Heritage Group to Pomery’s Ltd. to help progress the planning and development work on the proposed new building. At the end of October, the Charity Commission confirmed that the Heritage Group had fully co-operated with its enquiries and provided the information requested. It found that the Trustees of the Heritage Group had made reasonable decisions in relation to the Pomery’s project and the matter was therefore closed. Needless to say, a great deal of time and effort was expended in providing information to counter the accusations. ## Trustees We currently have nine trustees and I would like to thank them for their involvement, time and skills over the last year. We have space for 3 more trustees. The charity has loaned amounts, totalling £68,000 as at the year end, to Pomery’s Ltd, a company of which the charity owns 50% of the share capital. Interest is accruing on the amounts outstanding in accordance with the agreed terms of the loan. As at 31[st] October 2023, this interest totalled £8,108. The interest receivable is not reflected in the financial statements as they are prepared on a receipts and payments basis. 2. The Trustees believe that the value of any non-fixed assets not reflected on the statement of assets and liabilities totals no more than £100. Page 3 **INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF ST JUST AND ST MAWES HERITAGE GROUP** I report on the accounts of the Trust for the year ended 31 October 2023, which are set out on pages 1 to 3. ## **Respective responsibilities of members and examiner** The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. It is my responsibility to: - examine the accounts under section 145 of the Charities Act; - to follow the procedures laid down in the general Directions given by the Charity Commission (under section 145(5)(b) of the Charities Act), and - to state whether particular matters have come to our attention. ## **Basis of independent examiner’s report** My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the Charity and a comparison of the Accounts presented with those records. It also includes consideration of any unusual items or disclosures in the Accounts, and seeking explanations from you as trustees concerning any such matters.
