The club ha5 an open member's policy and
membership of the club is open to anyone
who is eligible to joln an alhlelic club under
the rules of England Alhletics. The club
charges a fflembership lee which the
committee ¢onsiders lo be at an affordable
level, while providing exce118nt valuè for
money for Irack ancvor indoor facility users.
The 202212023 season has seen the
completlon of a normal athletics calendar
across winter 2022123 and summer 2023
and Southamptrjn AC maintained ils
participation in a tull range of National and
Regional Leagues. The club has
regrettably been unable to host any league
or open competltlons during 2023, because
of the repeated vandalism of our
portacabins, whlch has left us with no
indoor space to administer such events.
Wilh the development of Southampton
Sports Centre edging closer, w& are very
hopeful of securing somg lemporary
accommodation from Ihe project team
ahead of our permanenl club house belng
completed to be in a position to host track
Ilxtures in 2024.
The overall member8hlp levels have
continued to grow along with the number of
officials and volunteers supporting the
club's athletes. The academy has
conllnued to op&rate at capacity and as at
the year-end 2023 there were 520
competing members.

The pr8ssure on our volunteers continued.
specifically oflicials, which was ovldènt in
the junior league Ilxlures, in particular when
on occasions we struggled to fulfil our
requirement. On a positive note, we are
actively recruiting volunteers and are
offèring assistance with course fees,
uniform and officiating equipm&nt. Our aims
for 2024. while the development will be
progressing is to host 3 league fixlures this
coming year and 213 Open meetings at
Southampton, which are always well
received.
We continue to remain optimistic that

athletlcs club house and facilities. The
Council's applicalion for Levelling-up
funding was a￿rOVed in early 2023.
We have continued to invest in our Pol&
Vault acaderny with over £4,000 of new
poles acquired and a new senior men's
javelin has been purchased to help the
growing group of s@nior throwers. using the
Martin Hedges Fund. The club also offered
indlvidual £100 bursaries lo two m8mbers
to assist with specilic training or
competition goals during ihe season. Our
sprint group benelitted from biomechanical
support from Solent Universiiy over a four-
month period, which was subsidised by a
£900 grant. Having purchased an all-
electronic start system and EDM measuring
equipment last year, our intention remalns
to Integrate a Photo Finish system when
the track is able to have it installed. The
EDM m8asuring 8quipmènt has been hired
out to nelghbouring Portsmouth AC on
thr88 occasSons in the summer.
Chalr's Report
l am honoured to have bgen club Chalr for
another year and we have had an
Interesting twelve months wlth a f&w low
points, but many more hlghs and reasons
to celebrate.
As w8 contlnue to grow and avofve, thi8
year brought a major change to our ¢lub In
the form of a new webslte and club
branding. We asked 'Can you build us a
webslte?, and we received a website, new
club branding and some innovallve ways ol
working that the committee will be exploring
in the coming months wllh improved club
governance and shared worklng. It is good
lo see the new logo starting to make an
appearance at club training nights.
We had to say goodbye to three long
standing loyal members ol Southampton
AC.. Pete Wareing, Mary Axtell and Rod
Lock.
Pete had been involved with SAC for over
40 years as a coach to the lunlor sprint
group. offioial and sidekick to Tim Hall
managing the UK Women's Alhletics
League team.
Less than a month later Rod Lock passed
away. Rod was a dedicated coach and
many of ihe club's senior endurance
athletes havin

during his 25 years with the club. He was
made Vic@ President of the British Milers
Club {BMCI and awarded a BMC Lifetime
Services to Coaching Award in 2022.
We also said goodbye to SAC Club
President, Mary AxEell, whose athletic
career and SAC membership spanned
almosl 70 years. when at the age ot 11,
she was winning races and 'beatlng th8
boys'l Mary was involved and passionate
about athletics and Southampton AC and
she was determin8d that the Club should
have the best possibl8 faciliti8s at
Southampton. It is hoped that 2024 will
brlng solid news and the first spade in the
ground for a modern spedator stand and
club facilities.
In June the council approved plans for the
sports centre davelopment, and in
November the contractors were formally
appointed. We do not yet have firm detalls
but w8 hav8 been promlsed some
temporary interim accommodation lor 2024
whlch wlll enable u$ to hold some Track
and Field fixtures at the Southampton Irack.
The development should not impact on the
track facilities and all updates wlll be
posled on th8 club webslte.
Th15 year we launched the Martin Hedges
Sponsorshlp fund as a permanent reminder
of the vèry generous donation left to Ihe
Club in 2020. Two successful beneflclarles
of the lund are Tom Odell and Jack
Higgins. Bolh used the fund5 to support
compellng In National championships, and
both achieved new Personal Bests in 1 OOM
and 200m for Tom, and 400m lor Jack.
Applications lor the 2024 fund will be taken
In Aprll. The Martin Hedges fund also
supported a prolect In alhlete tèsting in the
senior sprint group, in collaboration wlth
Solent University, on the impact of winter
training on athletes against specific
measures. A full report is on the club
website.
Our Track and Field teams showed
resiliènce and maintained their league
positions in the senior leagues in both the
Southern League (SAL) and Natlonal
League {NAL). The Vets. 18am performed
well wllh Ihe men's team comSng second to
Basingstoke, and thè ladies team only 8
points behind Ihe winners Winchester, 558
points to 566.
In the junior leagues, SAC came bottom ol
the table for the LAG YDL, and with the

provides the opportunlty for SAC to build on
their performance in 2024.
In the Wessex League SAC finished mld-
table overall with the best performance
from Ihe U13 Boys team who finished in
joint 4 place.
The winter season has started well for the
junior athletes with a record numbèr of
athletes attending the first Sportshall, with
over 40 athletes taking part and an equal
number at the match on Ihe 171h Decèmber.
The Cross Country leagues are also well
attended and I'm looking loward to seeing
similar numbers at the Hampshire Cross
Country Championships on the 6, January.
Our seniors are having an equally
impressive winter season with standout
16am performances at the Southern Road
Relays and thè Women's Vets team
winning sllver, the Men, Masters V40 and
the V60+ coming in 4

After a year of relative normality, the main
issuè over the summer season has be&n
the Club's inability to host fixture8 due to
the hlstoric vandalism to our portacablns.
Membershlp tees have increased by 16/
from £46.4k to £53.8k, partially due to th8
Increased number of members in the last
flnanclal year and also due to the rlse in the
annual fee from £100 to £120 with effect
from Aprll 2023. The Club has entered
teams in all age-group competitlons
throughout the winter X-country season
and summer league fixtures that
Southampton AC is affilialed to and we are
hoping to hosl Ihree home fixtures in 2024.
Having increased the England Athletics
Individual athlete regSstration fee Irom £16
to £17 on Ihe 1st April 2023. EA have
proposed a further increase to £19 with
effect Irom 181 April 2024. The Committee
have proposed that this £2 Increase p@r
athlete be absorbed by th8 Club for the
comlng year.
The operating surplus for the financlal year
to the end of Septembar 2023 was £6,407.
The cost of hirlng training venues has risen
back to pre-covrd18vels at £20.1 k and will
continue lo rise, with inflalionary increases
duo on an annual basis, agreed wlthin the
SLA until December 2025, when the
agreement is due for renewal. 5 % was
negotiated on 1 sl January 2023, with a
lower amount antlGipated lor 2024. Further
investment has been made into Club

equipment with new and second-hand
poles purchased for a discounled amount
of £4,623. together with a s8nior men's
javelin for £855 and academy training
equipmenl as required. The Martin Hedges
fund (donalion received in 2021 amounting
10 £42.4k} has a current balance of 26.9k
which is retained in reserves at the present
time and is stlll Intended to be used to
improve Club Yesources in conjunction with
the Sports Centre developmenl and log-
awaited provision of a club house facility.
Wa are actively looking to purchase Photo-
finlsh equipmènt costing £20K and irnprove
the throws area.
An individual athlete support lund was
trialled in 2023, and the applications
were approved to assist wlth 8pecrfic
athlete requests. The new Club website
was unveiled towards the 6nd of 2023. and
has been received very well. A 50 % interim
payment of £3,600 has been made, with
the balance made in December 2023. An
ongoing malnlenanc8 payment Is belng
negotiated lo keep the slte up lo date.
We took the d8cl$ion to arrange subsldlsed
coach travel to 6 league fixtures this
summer, which was well recelved by the
senlor league alhleles, but much less so by
our junlor athletes. The Committee has
therelore declded to support further coach
travel this summer for certain NAL and SAL
fixtures once the venues have beèn
confirrned. Quotes wlll be assessed and
coaches booked In advance as last year.
The YDL has undergone a restructure
recently, whlch should result in reduced
travel for our younger alhletes, but the
position will be reviewed agaln at the @nd ol
the summer season. to determine if coach
travel might be beneficial gong fO￿ardS.
Tho Exp8n$es policy has been tlnalised
and distributed among the membership to
encourage participallon. On request, travel
and accommodation subsidies were agreed
for individual alhleles competlng In the
English Natlonal Cross-country
Championships in March 2023.
We have not earned any income from
Open meelings as already advised in 2023,
but are looking io revisit this situation
during 2024. We are continuing to liaise
closel with Southam ton Council to kee

the Athletic Club needs at the forefront of
the development agenda.
Richie Pearson retired as race director of
the Netley 1 Ok after a long association, for
which the Committee extends its sincere
thanks. Alice Burch took over the role for
the road race in 2023, and generated net
income 01 £4,606. The Committee lully
appreciates Alice's hard work In arranging
the race, however due to the lack of
support from Club membèrs in providing
assistan￿ on the day, we have reluclanlty
decided to give up the t8nure to arrange
thp Nelley 10k in the future. Southampton
comp8lltlon kit is being sold by Alexandra
Sports however there remains OLrtstanding
stock of £2,713 which is sllll owned by th8
Club. £1,165 worth of this clothing was sold
by Alexandra Sports onllne in 2023 and will
be invoiced shortly. This declsion was
taken for practical reasons. mainly because
of Ihe time taken to adminlster the process
and the loss ol our storage faclllty, and we
make a decislon after this summer relating
to the remaining stock, ot the old design. In
addition lo the more rec8ntly designed
v@sts and crop tops being sold directly to
members by Alexandra Sports going
lorwards, personalised te8-shirts and
hoodies are also avallable to be purchased
by club members from 'Jusl a Little Bil, who
provide polo shirts to Club volunteers, who
are vital to the oparation of Club actlvities.
This year thes8 were purchased by the club
at a cost of £238.
Bank charges have again Incr8ased to
£1,634 as Ihe collectlon fees lor our
subscriptions from London & Zurich, have
risen slighlly duè to th& increased
membership. Going forwards these costs
will be deducled at source from the
rnembership lees, so the accounts will
reflect the not income. The porcontage
remains unchanged.
In pre-pandemic years it would normally be
the committee's policy to allocate
approximately 30°/o of the operating surplus
arising that year to the forward fundlng
reserve, however the small operallng
surpluses in the last Iwo financial years
have been relained in liquid funds to
ensure that winter training venue and
com etttion liabilities can be met durin
the

season, as normal athletic activities have
gradually resumed.
W& will continue to monitor activities and
undertake linancial reviews where
nécessary io help to determine the level of
reseNe funds required. At present. deposit
monies are being spècifically retained for
investment in the proposed new club house
and to improve facilities, and to use
updated technology such as photo finish,
once the Sports Centre development has
been completed, although with costs
currently rislng. we are comfortable using a
proportion of Ih8Sg funds to support league
and tralning activili8s as required.

Trust88s are 81ected at the AGM.
In 2021. the Chair advised th8 AGM on
changes to the interpretation of the
Constitution which was set up In 2014 with
iwo goveming bodies. a Board of
Trustèes which granted delegated
authority to the Committe&. Advice received
from England Athletics suggested that this
structure placed the Board of Trustees in a
polentially dlfficult situation from
a governance perspective which has
resulted in Ihe move lo one governing
body. All existing Trustees were made
aware of this change and glven Ihe option
tojoin the committee. The
second procedural change concerned Ihe
election of Committee members. Hitherto
the whole Commtttee stood down at the
AGM and put themselves foNard for re
eloction if they so wished.

With the growth ol the junior section of our
club (The Academy), Under 15s represent
a large woportion of our members.
However, under the current club bye-laws.
U15s are not eligible to vote at the club's
AGM in 2022. A proposal, which was
approved at the AGM recommended a
change to the bye-laws to allow a
parentlguardian to have a proxy vote for an
U15 member.
In addition, at this year's AGM the longest
seNing one Ihird ol the Commltlee
membership stood down and subsequently
were re-elected. SAC'S continuing intention
is to review governance and club policies
as part of the 10 Year Stral8gy. This is also
a precondition set by England Athletics for
their affiliallon renéwal
rocess.
