'Healthwatch' organisations throughout England were created as result ol the Health and Social Care Act 2012. Using the
powers vested under this legislation, Ihey each have a responsibility to,.

Heallhwalch oiganisalions in England. The network is overseen and supported by the naiional umbrella body, Heallhwatch
England. which provides a formal link to the Department ol Health and Secretary ol Stste lor Health.

to enable them lo better emp3thise and understand Ihe impact their 5ep¢ice is having on re31 live5, allowing Ihem lo adapt
accordingly.
Achievements and performance
This section ol the report summarises the achievements and performance ol Heaiihwatch Essex In the year to 31 March
2022, under the headline prioritie5 01 Research, Engagement, Information and Guidance and Ccfflmunication. Within
these priorities. the directors have paid due regard to guidance from the Charity Commission on public benefit in
deciding what activitie5 the company Should undertake, and Ihe impact ol the following achievements, based on
Healthwatch Essex's objects, evidences that public benefit.
Our work during the Covid Pandetnic
None of our staff were furloughed during the two years of the pandemic and r)0 additional support received this year. At
an early stage ol the pandemic we invested in additional technology to ensure that our staff team wa5 able to continue with
their work while having to work al home, this has been extremely successful. We have ensured that we stayed in regular
contact with each othei, had regular staff and te3ffl meeting5 via zoom and continued to work collaboratively. During this
time our managers have monitored the physical and mental health ar)d wellbeing of their stsff and prcvided additional
5UPPOrt as neCe￿ary. The staff have now settled into hybrid working with all staff attending the office once a week and full
team development days once a month. Despite the challenges the pandemic posed were able lo deliverall our projects on
time and to a high standard.
Sensory Impairmènt during COVID-19
Through our work with the CollaboTrte E55ex forum, the challenge5 lacing people living with Sensory impairrnent during
COVID-19 have been strongly highlighted. This led to a project taking this lived experience to prod￿? a short campaign
targeted at public tran5POrt and local bu5ine55 and those using their 5ep¢ice5, to help them under5tBnd these challenges. The
public engagement in this was fantastic with the social media posts sharing th? campaign materials receiving over 40,OC()
view5. In 2021 the work received an award from Healthwatch England in the national Healthwatch Awards.

Research and Engag&ment
Thi5 year the ftJndiDg of £40,000 for the 3rd year ol thi5 project from National Lottery continued to facilitate the work ol the
Essex Neurology Network, a group hosted by Healthwatch Essex and comprised ol national and local organisations working
to support people 3ffected by Deurological condition5. The fijnding will allow Ihe Network to continue raising aw3rene5S
and promoting understanding ol neurological conditions through the county. The funding allowed us lo
develop an innovative elearning package for health and social care prole55iona15 called 'Understanding Neurology which
Was launched on Int&rnational Day ol Persons with Disabilili&s Th& course has been developed as a direct rosuli ol the
findings from a range ol engagement activitie5 undertaken with neurological patient5 and prole55ion315 over Ihe last lew
years The content has been created by both patients and exp&rts and provid@s real insight into what It's like to live with a
neurological condition and how these individuals can be best 5UPPOrted to live Independently loi loruer, and wilh a belter
The He3lthwatch E&s&x Ambassador Programme was developed to ensure that lived experience Is used afectiv&ly to
influence and Shape Se￿iCe design and delivery. The rnodel involves recruiting, training, and 5UPPOrting volunteers with
direct experience ol specific health and car& sewices, and lacilit31ing their input into the decision-making process. As part ol
this commitment, we have been recruiting, 5upporling, and facilitating eDg3gement opporlunilies for women and their
families through our Matornity Patient Partner programme, Trauma Ambassador Group, Learning Disability Ambassadors,
Research Amba55ador5 and Young Mental Health Amba5s3dor5 to represent the voice ol young people who have accessed
mental h&31th sefvices In Essex. Each ol these programmes has supported efforts to make tsngible improvemenls in the
services acros5 the county.
To support co-production within E55ex County Council a5 they embark on a collaborative model of working, Healthwatch
Essex has created a Disability Forum to represent adults with an experience ol disability. Representation is sought from all
disability group5, including those that care lor someone with a disability. The forum work closely with E55ex County Council
commissioners to help shape and inform policies, procedures. strategies and seryices through coprocjuction.
The forum presents a fantastic opportunity lor these voices lo be heard al a senior level within the Council, ultimately helping
to shape and improve local services In Essex. Over the course ol three years, they will be parl ol discussions regarding the
Council's long-terrn agenda5 and the planning ol future co-produclion activities. E55ex County Council have expressed an
interest in extending this contract al the same late lor three years.
We continue to build strong relationships with the universities in our region. In February, we anrounced details ol a new
partnership project with the Univer511y ol Essex and Anglia Ruskin University. This year we have suwoiled the Masters i
Public Health program at Anglia Ruskin, setting an academic questions lor èn early rnodule and critiquing the students work
through the len5 01 our experience olworking in this field.
We have written inlormalive blogs locussing on cervical screening, multiple sclerosis, weight stigma and a number ol TAG
related ones covering Sexual Assault Relerrèl Centres, trauma, emotional abuse and financial abuse. These have all been
published on the Healthwalch Essex web51te.

Information and Guidance-
April 2021 arrived with the Covidig pandemic still in lull swing. but the Information & Guidance &fvice continued to
operate without disruption or impact on quality lor our callers, with 1873 individua15 connecting with u5 during the li5cal year
lor supportwith their health, care and wellbeing matters.
Topics which continued to gainer high call rates included GP surgeries, complaints about hospitals support with mental
he31th 3nd wellbeing and ol course derbtistry. However increases were also noted in calls regarding ￿Using arbd
homele55ness, debt, benelils and Fin3nce5, domestic abuse and Sexual health. We hève produced our Spotlight On
SeNices data on 3 quarterly basis. highlighting the call trends in the Essex CCG areas. which is dBplayed on our website and
mailed to over 200 direci contacts.
Our Feedback Centre has also seen 82 people submit reviews on our local services,
With much ol our activities remaining constrained by the reslriclions associated with Covid19, we have maintained our
presence virtually at the various meetings, groups and committees occurring across the sector. We have regul3rly attended
the Essex County Council People & Families Scrutiny Committee and Health OveNiew Policy & Scrutiny Committee, as well
as the SNEE ICS Suicide Prevention GrDUP, LeDeR Steering Group, Essex Traveller He3lth & Wellbeing Group, One
Colchester Delivery Board, MSE, HWE and SNEE Quality Suryeillance Groups,

lived experiences relating lo topics including asthma, the emotion31 and wellbeing effec15 olthe pandemic, Long Covid and
post viral illness, physical effects ol the pandemic. screening and patient transport, by St Clare Hospice to produce a report
on end ol life ser<ice5 10 support the refreshing ol Iheir live year slralegy, and by SNEE ICS lo P￿d￿Ce a reporl on the Phasè
3 01 Digital Inclusion, by 51 Helena Hospice lo engage with their service users about their new feedback programme.
We have restarted our outreach work, which has included Traveller Site Healih Visits, the Winter Warmers event in NEE,
Clacton Walk & Talk, Leigh on Sea Links Active Retired Group, West Essex Community Fund for Suicide Prevention Year I
Showcase and provided a training session lor the Dew Farleigh Hospice Helpline Volunteers. We also (Èlivered a session on
the value ol lived experience lo the district nursing students at ARU,
We have launched our Trauma Amba55ador Group which meets monthly and bring5 together individua15 living with the
effects ol trauma. in line with our other ambassador programmes. We successfully applied lor a grant of £25000 from
NEECCG to fund the aim5 01 the group, which include raising awarene55 01 tiauma and improving trauma informed practice
in health. care and wellbeing services.
IAG also participated in the evaluation panel for the bereavement by SLiicide servitr for SNEE, the SET Adult Sell Harm
Toolkit Development. the Dying Matters Virlual Fair. the Whipps Cross IHOSC. the ICE Sharing Day 2022 and the Essex
Community Initiative Fund award5 p3nel. Additionally we 5UPPOrted the consultation proce55 lor the proposed c105ure ol
Sieople Bumpstead GP surgery as a dedicated conduit lor public feedback and supported a review by ECC, EPUT and PAH
into west E￿eX occupational and physiotherapy 5eNices.

It 15 Vltal that we Spend time actively communicating with the public to help recruit participantsto project5, Share our learning
and help people find the information that they need, as well as highlighting opportunities lor them to ensure that their voice
is heard.
We have worked to become as inclusive as possible, sharing our work in lots ol difierènt ways and attempting to reach new
audience5 regularly. Thi5 has included sharing lived experience, dèta and information from our reports and supporting
natiorbal awareness days on topics of particular relevance to our work plan.
Our digital media apprentices continue to work on our social media channels which are growing at an increasing rnle and
receiving good rates ol engagernent. This year we laurbched a new channel- TikTok- which has been highly successful in
sharing our work. We hève used this primarily to promote our new podcast, Hidden Voices and it has been particularly
helpful in promoting Dur 3ddiction project, with our series of short films receiving more than halla million views.
We continue lo support a wide range of inilialives, to reach a broad range of audiences throughout the year. This year we
Used local data and information drawn from several of Dur reports to produce Content ran
Ing from films to blogs and
podcasts relating lo veterans, our Traurna Ambassador Group, stoma care, experiences orcov1￿79, obesity, suicide,
mental health and le3rning dis3bilities.
This year we had 28 news articles promoted by the media. They reached a combined audience 012.5 ￿illiOn. Some lopics
covered mental health in the emergency service5 and winning an award lor our COVIF119 response.

Healthwatch Essex is primarily funded by the Department ol Health and the Department lor Communities & Local
Government, via Essex County Council. During the year lo 31 March 2022 the company received income from this

The company's annual grant from Essex Countycouncil lor 2021/22 has been confirmed at £420K and we are in discussions
to Secure a 3 year contract at the end of the 2021/22 financial year. Utili5iDg thi5 funding we will continue lo ensure Ihal
people 3r@ at the heart ol car@. and that their voice and lived experience are Integral to decision making W@ will continue to
diversify our Healthwatch E55ex Ambassadors programme to help gaiher the voice and lived experienceol Ihe citizen5 of
Essex. Promoting and (acilitating CQFproduction remains high on our agenda and we will continue to recruit. supportand
train volunteers lor specific projec15 where they can have real impact,. Using their own lived experience to help Shape
strategies, services and care pathways. This coming year, we will locus on supporting volunteers wholeel that theirvoice is
not being heard in the 5yStem under the banner olCommuDityVoice Amba55adors.
Young Mental Health Ambassadors- Healihwatch Essex has recruited a number ofyoung Mental Health Ambassadors to
help us understand their lived experience ol mental health and accessing services in the county. The YMHAS afe all und@rth
age 0125 and have recenily accessed mental health ser<ice5 in Essex. The project 15 run in parlnership with the Efflotional
Wellbeing and Mental Health Sewice IEWMHSI and offers a unique opportunity to young people In Essexwith experience of
mental health to influence how Services are provided in the county, making 3 difference boih ncm and for the generalion5
that follow, This year they will be focusing on the impact ol Body Image as a substantive project,
Learning Disabilities and Employment
While Some existing literature idenlilies financial gain, increased independencè, social inclusion and a sensè of sell-worth as
benefits to employment. research also points out thatjobs lor adults with LD are often Iow-paying. with low levels ol
re5ponsibilitie5, and that health and wellbeing outcomes a550cialed with such roles are low. This body olevidence suggests
that low paid, 'low trust, roles may even be detrimental lo health and wellbeing, due to increaseLI stress. poor opportunities
lor 50ci31ising, and little sense ol independence and sell-worth. Through studying the lived experience oladult5 with
learning disabilities, this study aims to investigate.. experiences olgaining paid and unpaid work roles, how paid and unpaid
work roles Impact the health and wellbeing ol people wilh learning di5abililie5, the extenl lo which job type influences Ihe
health and wellbeing ol adults with learning disabilities who are in employment, undertaking work experience, or
volunteering their time, how leisure activitie5 impact health and wellbeing for people with learning disabililie5, In cofflparison
to ènd in conjunction with employment,
Essex Fella Forum This is a group ol working age men who meet once a month, currently they have a physical meeting in
local pub followed by a Zoom Sès510n the same weèk. Thi5 year the prograrn has been expanded to takethe Essex Fellas on
tour ancj incoipofate more en9aging activities such as walk and talk. Fishing with ICARP and activities al ART,
Communityvoice Ambassadors This is è new ambassèdor program seeking 10 recruit seldom heard voice5 including groups
who are ethnically diverse, Iravellers. refugee5 and a number olother underrepresented communities, It is hoped that by
creating thi5 network ol networks we will be able to develop a richer undersianding olchallenge5 people lace and feed this
into wider systems lo improve services and access the services.

1.1 Accounting eonvention
The financi31 statements h3ve been prepared in accordance with the charity's governing document, the Companies Act
2006 and Accounling and Reporting by Charities.. Statement ol Recommended Practice applicable lo chJities
preparing their accounts in accordance with the Financial Reporting Standard applicable in tho UK ard Ropublic ol
Ireland IFRS 1021" la5 amended for accounting periods commencing from I january 20191. The charity 15 a Public Benefit
Entity as defined by FRS 102.
The financial statements are prepared in sterling, which is the functional currency ol the charity. Monetary amounts in
these financial statements are rounded to the nearest £.
The financial statements have been prepared under the historic31 cost convention, modified to include certain lin8ncia1
instrurnenis ai lair value. The principal accounting policies adopted are sel out below.
1.2 Going concern
The irnpacl ol the Covid19 pandemic on Healthwatch Essex has had minimal or no impact on the finances ol the
organisalion. The charity quickly implemented new working practice5 to protect ils staff, which inckjded measures Such
as working from home ènd minimising lace to lace contact. Where possible the use ol video conferencing and
collaboration loo15 such as Zoorn and Microsoft Teams have been utilised. Healthwalch E55ex continues to combine
working from home with regular team days in the office lor those staff not at risk. As a result. wod( was carried out
throughout the pandefflic with liltle or no di5ruplion, flexible working and the increased used ol diglal solutions will
continue lo be used.
Whilst the directors acknowledge that the impact coronavirus has had an impact on the economy throughout 2021/22,
the directors do not believe this will have a significant Irnp3cl Dn the charity as they continue to receive Iheir fixed grant
from the government through Essex County Council and there is no indication that this will Dot continue. Neveriheless,
the directors have continued lo diversify Income by carrying Dut work lor Ihird parties, which ha5 not been adversely
impacted by the pandemic, it has actually increased in both income generation and diveisilication olincome streams.
The directors therefore anticipate that the charity will continue to meet its liabilities as they fall due. Based on this
assessment Ihese accounts have been prepared on a goirig concern basis.
1.3 Charitable funds
Unrestricted funds are available lor use at the discretion of the Trustees in furtherance of theircharitable objectives unless
the funds have been designated lor other purposes.
Reslricted funds are subject to specific conditions by donors as to how they may be used. The pU[￿seS 3nd uses DI the
restricted fiJnd5 are set out ID the note5 to the financial statements.
1.4 Incoming resources
Incom@ is recognised when the charity is legally entitled to it after 3ny performance conditions hwe been met, the
amount5 can be rnea5ured reliably, and it 15 probable that income will be received.
Cash donations are recognised on receipt. Other donations are recognised once the charity has been notified of the
donation, unless perform3nce conditions require deferral ol the amount. Income tax recoverable In rdation to donations
received under Gift Aid or deed5 ofcovenant 15 recognised at the time ofthe donation.
Legacies are recognised on receipt or otherwise il the charity has been nolilied ol ar) impendir)g dstribution. the amount

The Essex County Council funding originates Irorn Ihe Depariment ol Health and the Department for Communiiies &
Local Government, and the primary reslriclions on Its use are laid down in the Health and Social Care Act 2012 and
ielaied staiuloly guidance. The company is also accouniable to Essex County Council lor Ihe erficient and effeciive use
ol these resources. as specified in the annual grant funding agreement with the council. This restricted fund includes all
the company s investment income.
The income received from NHS England was by way ola co-production eveni put on at the end of March.
The Collaborative Essex project is to deliver a model lor Essex County Council to collaborate with adults with an
experience oldisability in Essex.
The National Lottery Community Fund is contributing towards the costs ol running the Essex Neurolcgy Network lor
three years.
Income from Essex County Council is lor secondments with Active Essex and an Extra Care Engagement Report
engaging with people in Essex in supported housing and feeding back their experiences,
