1.1 Introduction

This report is prepared as required by the constitution of the Liverpool South Deanery MGF CIO and in accordance with best practice guidelines provided by the Charity Commission.

Liverpool South MGF is a Charitable Incorporated Organisation no 1158339 set up in August 2014 to distribute funds for the advancement of Mission and Growth of the member churches of the Church of England Liverpool South Deanery which is part of the Church of England Liverpool Diocese.

1.1.1 Our Deanery

The Deanery of Liverpool South comprises the following seventeen Church of England churches:

All Saints, Speke; St Mark, Childwall Valley; St Stephen, Gateacre; St Barnabas, Penny Lane; All Souls, Springwood; St Michael, Garston; St Anne, Aigburth; St Mary, Grassendale; St Matthew and St James, Mossley Hill; All Hallows, Aigburth; All Saints, Childwall; St Aidan, ‘the Place to Be’ Speke; St Nicholas, Halewood; St Mary, Halewood; St Hilda, Hunts Cross; St Peter, Woolton.

1.3 Structure, Management and Governance

1.3.1 CIO Constitution

The CIO constitution is a foundation model, dated 9 July 2014 and approved on 26 August 2014 upon which date the CIO came into being.

A copy of the constitution has been provided to all trustees.

1.3.2 Related Trusts

The Liverpool South Deanery is part of the Liverpool Diocese, which along with each of the member churches are Charitable Trusts operating under the Charities Act 2011 and relevant Church of England Measures (see note above about change in member churches).

1.3.3 MGF Appointments

Appointments to the MGF trustees are made in accordance with the CIO Constitution section 10.

1.3.4 Assessment of Risks

The trust at present holds no property, nor employs staff, although both are allowed by the constitution. At present funds are only distributed from reserves through the awarding of grants to the churches, singularly or together, or to the Deanery as a whole. The extent of money made available to the trust by the diocese is calculated by the Liverpool Diocese Board of Finance according to a formula based on church attendance within the deanery across the diocese. Funds can be withheld by the diocese from the deanery if individual churches fail to pay their parish share to the diocese. This assessment is made based on the previous year’s payment of parish share. Full payment of Parish Share was made for the year to 31 December 2017, and the full MGF grant was therefore paid to the MGF in 2018. However, from 2018 to 2022 Parish Share was not fully paid each year and this impacted on the funds available to distribute in 2022.

1.4 Objectives and Activities

1.4.1 Primary Aims and Objectives

The objectives of the CIO are stated in the constitution as follows:

The advancement of the Christian faith in particular but not exclusively by promoting Christian Mission and/or Growth within the Liverpool South Deanery by the distribution of grants to or via the Church of England parishes within the deanery.

1.4.2 Main Objectives for the year

The year to December 2022 is the eighth full year of operation of the CIO. The grant application process was frozen again this year as no further income was received from the MGF due to outstanding Deanery Parish Share. The only exception to this was made in light of the recent energy crisis where churches were given the option to apply for a one-off grant worth £500 to help with

energy costs. In previous years however, churches were asked to make applications for funds, up to a maximum of £20,000. The criteria for grants were given as:

These criteria were discussed and agreed with the Deanery Synod at the inception of the CIO, and have been used to assess applications received in previous years. Following consideration of the applications, offers of grants were made, and each applicant required to accept the terms of the award prior to receiving the grant. A further condition of the award of a grant is the provision of feedback.

1.5 Achievements and Performance

1.5.1 Summary of Main Achievements

During 2022 no additional funds were received from the Diocese – this was due to non-payment of parish share by several churches.

The opening balance on 1 January 2022 was £17,533.07

Grants were awarded totalling £3000, distributed as follows:

-£500 energy support grant awarded to each of the following: All Souls Springwood, St Michaels Garston, St Stephens, St Nicolas, St Mary Halewood, St Peter.

-A £10 bank account fee was also payable.

The closing balance as of 31[st] December 2022 was £14, 523.07

1.5.2 Plans for 2023

As the MGF does not anticipate receiving any additional grant money this year due to the continuing Parish Share deficit, it will be difficult for the fund to provide further grants this year. As this year, consideration will always be given to unprecedented situations such as the 2022 energy crisis. However the amount of funding available for these sorts of grants becomes reduced on a yearly basis as the current model stands.

1.6 Financial Review

1.6.1 The Financial Position

During the period from 1 January 2022 to 31 December 2022 the MGF received no funds from the Diocese, and gave out £3000 in grants.

The cash position at the end of the period was £14, 523.07

1.6.2 Statement of Explanation of Reserves Policy

In 2022 the MGF received no additional funds from the Diocese. The current cash position is £14,523.07, but it is again expected that with the anticipated reduction in income, this will be inevitably reflected in a reduced ability to provide grants to the same level as previous years. The trustees have therefore agreed to lift the minimum balance for the time being.

Responsibilities and basis of report

I report to the trustees on my examination of the accounts of the above charity for the year ended 31[st] December 2022.

As the charity trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act, and in carrying out my examination I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which give me cause to believe that in, any material respect:
