The Trustees present thelr report along with the flnanclal statements of the charlty for the year ended 31 May 2025.
The trustees have adopted the W0￿$10n5 of the Statement of Recommended Practke ISORPI "AccouTrtlng and
Reportlng by Charltles" In preparlng the amual report and financlal statefflents of the charlty.
The flnanclal Statements have been prepared In accordance wlth the attountlng pollcles set out In notes to the
accounts on pages 12 to 14 and comply with the charity's governlng d￿urnent, the Charltles Act 2011 and Accountlng
and ReportlnE by Charltles: Statement of Recommended Practtce appllcable to charltles preparlng thelr accounts In
accordance wlth the Rnanclal RewJrtln& Standard appllcable In the UK and Republlc of Ireland publlshed In October

The object of the Charlty Is the provlslon of svclal houslng In the form of almshovse accommodatlon and as50clated
amenltles for poor persons who shall be resldent In Colche5ter at the tlme of thelr appolntment.
Appllcatlon of Income
The net Income shall be applled first to repalr, Insure and meet all other outgolngs In re5PECt of the charltls
propertles and 311 proper costs of the Charltvs admlnlstratlon and managemenL Thereafter net Income shall be
applled forthe beneflt of the almspeople of the Charlty.

The Charlty almsto PrO￿de almshouses to a Oecent Homes Stsndard for Its beneflclal class.
The Chatlty currently pr¢)vldes forty three aknshou5es and Its alm Is to utillse these a5 fèr a5 posslble to meet the
oblectlves of the Charlly.

These actlvltles are consldered to be for the pubElc benefit and In runnln8 the Charlty the Trustees have regard for the
Charlty Commlsslon guldance on publk beneflt.
ACHIEVEMENTS AND PERFORMANCE
Chailtable actlvltles
The Trustees noted the retlrement of Mr John Bradley from the Trustee Body. Mr Bradlerfs flnanclal acumen had
been at the forefront of the Tedevelopment of 1 - 7 Wlnnocks when hls Chalrmanshlp of the Flnance Commlltee
ensurlng all ne￿$sary due dlllgence was undertsken and the flnarKlal success of th15 project was achlevtrd. Mr
8radle¥ had been a Trustee for many years and hls seNlce to the Charlty had been lrnmea5uratle.
The Trustees We￿ pleased to welcome Mrs Cèrolyn Munson to the Trustee Body. Mrs Munson is a Chartered
Bulldln8 Surveyor and wlll be an asset te the Trustee Bodv.
The Trustees contlnue to be concemed for welfare of resklents and the malntenance of the houslng stock. The
House Commlttee contlnued to vlslt residents In thelr almshouses.
There were refurblshments undertaken at two almsknuses wlth one requlrln# only redecoratlon but other needlng
replacement kltchens and shower. The Trustees were delighted to be able to cooperate with Cokhester
EnEagement and Next Steps - a NlghtshelterlHomeless Charity
to house one of thelr cllents. It Is hoped the
Winnocks and Xendalls can help more pefJple who are homeless as vacancles allow.
Thè Charlty has complied with the Hoijsing Ombudsman's Complalnts Handllng Code thr(MJghout the year and has
submltted a self-assessmont report coverlng the perlod I" June 2024 to 31" May 2025, a copy of whlch Is available on
request. During the year ended we received no fDnnal complalnts, and no cases were referred to the IndependÈnt
Houslngombudsman.

The Charlty's flnanclal posltlon Is as Set wt In the Balan￿ Sheet on page 11 and Is consldered sat15factory.
Reserve5 poIIcy
The charlty's pollcy on reserves Is to maSntsln sufflclent reserve5 to enable the Charlty to contlnue to achleve Its
prlnclpal oblectlves.
FUTURE PLANS
The Trustees are mlndful of the Chorlvs loan wlth Charlty Bank and the Increaslng Interest rates. The morlgage wa5
renewed at an Increased Interest rate butflxed agaln for a flve year perlod In May 2024.
As propertles become vacant. Trustees ale C￿￿mIsSIon1￿ refurblshments to ensure the almshouses are of a hl£h
Standard when occupled.
The Tfustees have Increased the weekly malntenance contrlbjtlons to allow fN Investments In ERF and CMF. The
weekly malntenance Contrlbutlon remalns at the Local Hou51ng Allowance level to ensure It15 affofdable to everyone.
In November 2025 all resldents would have thelr wmc I￿reaSed ensur7￿ Inueased IncL¥ne to cover the Increaslng
Costs of malntenance of these Llsted bulldlngs.
The Tnjstees are looklng at the provlslon of the telephonelbroadband servlce In 1- 78 almshouses vAth a vlew to
other optlons.

The Charlty Is governed In accordance wlth J constltutlon dated 19 June 2014 a5 amended by resolutlon5 of the
trustees on 7 March 2016 and 25 July 2016.

As vacancles for Trustees arlse appllcatlons are sought from potentlal candldates known to the Trustees and other
sultable local people. Appllcants are then consldered by the Trustees and appolntments made by resolutlon of the
Trustees.
Organlsatlonal stYuctuYe
Day to day admlnlstratlon of th* Charlty bs carrled out by the Clerk who reports to the Trustees. The Trustee body Is
dlvldèd Into sub-commlttees to deal wlth FInan￿ of the Charlty, Fabrlc of the Charlty and House Iresldent matter51 of
the Charlty. These 5ub-commlttees meet as required between meetings of the lull Trustee body. The Chalmian of
the sub-commlttees report thelr dlscussloDs to the f￿1 Tnjstee meetings.

The charges In the Statement of Flnanclal Actfvlttes In respect of Cycllcal Malntenance and Extraordlnary
Repalrs reflect the Trustees, constant concern to keep the propertles In good condltlon, and are In accordance
wlth the Almshouse Assoclatlon5' recomrnendatlon that Almshouse Charltles should set aslde each year
speclflc sums In this respect. Transfers are made from the Revenue Reserve each year to the Extraordlnarv
Repalr Reserve to cover extraordlnary repalrs as tw arlse and to the c￿lICal Malntenance Re5Erve to cover
repolTS whlch arlse on a cycllcal basls.
Support Costs
The Chèrlly's governance costs are all¢xated entlrely to the Almshouse Cost5 slnce 5UPPOrt costs ￿latIng to
other actlvltles ¥e consldered Immaterla.

Houslng Prupertles
The houslng properties are Included lrt the accounts at their Insurance relnstatem•nt value. Addltlons after
each revaluatiorb are Included at cost untll a further revaluatlon.
The housSng propertles are not depreclated as revaluat1￿$ are performed wlth sufflclent regularlty to ensure
thot the carrwng arn￿j￿ts are not materlally mlsstated.
The cost of refurblshment and Improvements to the e￿stIng property are wdtten off tg the Revenue Reserve

Investments
Investments are shown on the Balance Sheet at thelr rnarket value. Changes In market value durlng an

amount a5 agreed by the Trustees each year.
Revenue Reserve
The Revenue Reserve represents part of the accumdated sur￿￿5e5 of the Charlty and Is avallable for the
general purposes of the Charlty. In addltlon to thls ary downward revaluatlon d the FK>uslng propertles held
where no prevlous revaluatlon5 can be offset of the same asset Is reco8n15ed In the Revenue Reserve and any
5ub5equent upward revaluatlons are recognlsed In the Revenue Reserve up to the value of the Initlal
