1) Electoral Roll
With thanks to Mrs Rosemary Clark this continues to be maintained and currently stands at 92
people on the Electoral Roll, of which 46 were resident and 46 not resident within the Parish.
2) Review of the Year 2023

The PCC met on 6 occasions last Church year (vtz. 30.01.23,' 19.03.23' 26.04.23; 08.06.23;
06.09.23', 07.11.23) when the following main topics were discussed..
a) Finance
For fijll details please refer to financtal reports later in this document.
We are grateful forthe time and ministy provided by both our Priest-in-charge {Rev.Jacqui
Pearson) and our Associate Priest (Rev. Miranda Seaman).
c) Card Machine
We discussed the practical installation of a card mad)ine to colled payments since it is
be(x)ming increasingly difficult to handle and bank cash.
d) Streamln
Services
This was considered so as to outreath to those who were unable to attend Church due to
health and incapaGity.
e) School Governor
We agreed to advertise for a d)urd) representative to be nominated for the school governing
board.
Mass Booklets
These are In need of utKlating and are in the process of so doing.
g) Bollards
Whilst a Parish Council Car Park, several of our W0￿1pperS had Suffer￿ damage to their
vehicles whilst negotiating these. In particular and m05t conceming was the access for
Emergency vehicles- recently EV drivers had refused to enter the Gar park which delayed
getting help to patients.

This was a year between two significant events. On 1st December 2022 we cnmpleted the sale of
the Rectory Hall to the Diocese at a price of £210,000. In 2024 we will use this money to complete
the Church roof repairs and electrical work. 2023 was a year of hard work by members of the
FabriG Committee getting quotes and obtaining pem)ission for the works to pro￿ed. The roof
repairs are estimated to IXJSt £97,000 and the dectrical work £100,000.
In the year a further £35,291 was received from the Diocese relating to tt)e sale of the Rectory Hall
now that the Diocese has managed to sell the entire Rectory site.
The only costs relating to the roof repair actually incurred in 2023 was £4.025 on bat surveys. This
amount has been deducted from the unrestricted Special Fund in the balan￿ sheel, and the
£35,291 added. leaving the Fund worth £229,930.
Deducting the Special Fund rtems from the calculation the underlying unrestricted income in 2023
was £78,604 and the expenses £69,857 giving a surplus of £8,747. The sU￿rUS has been boosted
by £4,300 of interest from the money we have invested short temi with the Church of England
Investment Fund and we also re￿iVed a £1.403 refund on the ReGtory Hall insurance.
The £36,646 Parish Share was paid in full. The Ffower Festival retumed to its more normal June
week and made a profit of £6,473.
In the year The Overseas Mission committee donat￿ £2.300 to various international Christian
charities and The Friends, of ￿1 Saints, raiwl just over £6.(X)O for the Churth building.
There are thallenges ahead for the coming year. The PCC wish to have a credit card maGhine
operating in Church to help wtth giving and il may wdl be that we have to look to go cashless in
all our giwng to lighten the load on those handling the fijnds o)ming in.

I report on the accounts of the PCC for the year end￿ 31 Decetllber 2022, which are set out on pages 6

Respective responsibilities of the PCC 2nd examiner
The charity's trnstees consider that an audit is not required for this year under section 144(2) of the
Charities Act 2011 (the 2011 Act) and that an independent examination is n¢¢d¢d.

My examination was carried out in a¢cordallce with the Genernl DI￿tionS giTren by the Charity
Commission. An exall]inatiou includ&s a reNiew of the a￿Unting r¢cords kept by the PCC and a
comparison of the accounts with thos¢ records. It also includes considering any unusual items or
disclosvres in the &ccourLls and seeking explanations from the PCC con¢erning any SULh matters. The
procedures undertaken do not provide all the evidence that would be required in an audit, and
consequently no opinion is gTven &8 to whetber the accounts present a 'true and fair. view and the report
is lijnited to those matters set out in the staiemeTht below.
Independent examiner's statement
In connection with my examination, no inat¢rial matters have cotne to my attention which give me Lause

There was much frustration Sn 2023 on both roof and electrical projects. Delays occurred on both
projects {although both should reach completion by summer of 20241.
ROOFING
One of the biggest delays to the roofing project was the repeated inspections aimed at protecting
the number of bats and the spaces for them in and around the church. Although statutory
requirements seemed over-riding, we argued SuccesS￿lI1Y on two major points.
We disputed an instruction to devetop bat access wthin trie r(xJf areas. It has been agreed that
we have six bat boxes around the graveyard. Moving any bats out {and only one was spectfically
spotted emerging from the rooo mean5 we are also able to use our favoured and cheaper
breathable felt on the roof.
Another roofing hold-up came in the fomial diocesan rattfication of the project, which t￿k much
longer than previously experienced. The project initially got under way in De￿Mber.

TRICAL
Diocesan Advisory Board scrutiny of the el￿triCal project has also proved frustrating, with
seemingly single query causing the project to be thrown back to the following m￿ting, where
another item produced the same result, and so on. Peter Stas and I felt this lack of holistic
approach to be confrontational rather than collaEx)rative' we hope to pursue this when the worf( is
done. Resulting delays certainly resulted in a major increase in material costs.
It is hoped to start work in spring 2024. We have removed external works from the projectto simplify
the pemissions process and hope later to piGk up on outside items separately subj.ect to the
availability of funds.

Our architect Rod Shelton promded support and guidance throughout both the rcK)f and electrical
issues. We are fortunate that he helped us to avoid becAJming ever more boggeA down that we
were.
Our electrician Paul Peacock also deserves much gratitude for his patience and flexibility in the
face of much frustration.
GARDENING PARTY
Three volunteers have been workitvJ in the d)urchyard on w￿nesdaY momings: dearing leaves
and branches, pruning, plus removing epicorTnic growth around trunks - with several bonfires. We
hope more can join us as and when pJssible. Thanks to Graham Clark for helping Peter and me.

We have managed this year with a team of only 4 servers consisling of myself, Rachel Hill, Daniel
McGuinness and Mike McGeachie. This is challenging at times, but with everyone pulling together
we normally manage to ￿Ver all *rvices v￿th at least 2 servers and for most of the time there are
3ofus.

Danlel has been a big asset to the team and has quickly leamed the sacristan duties helping
prepare the thurch for our weekly services alongside Rachel and myself.
Additional duties undertaken away from the weekly services include the ordering of candles,
communion wafers, wine etc.. and Rachel takes care of this. whereas I look afler the laundering of
the altar linen and changing of the altar frontals.
A big thank you to the team for your hard work and dedication! _ I know the work we do is very
much appreciated by the Clergy and the congregation.
Vve really need to expand the team and would welcome anyone who would like to join us. Full
training will be given!

Regular Sunday Masses and Weddings have been well attended by our robed Choir and simple
anthems are performed on most Sundays. More members are required and always welcomed.
A service of Nine Lessons and Carols in December 2023 was well supported at which we were
fortunate to have some additional help from a few members of the Writtle Singers.
The Choir was invited to sing some Carols at The Old Kings Head in Stock. This was met with
enthusiasm and support by the Choir and wdl recAv￿ at the pub, albeit held outside in a very
Id and blustery evening. The mince pies and mulled wne afte￿ardS were unfortunately
compulsory.
The Choir were also invtted by the Parish Council lo sing c2rols on Stock Common- again, a very
cold afternoon but well supported.
The Choir, Servers and ministry team enjoyed a IunGh at an Indian restaurant on 22 October 2023.
We hope to make this an annual event.
The Organ has upheld ils major rebuild a few years ago and with regular tuning should be future
proof for a good few years.
Vosty and Church piano's receive regular tuning albeit that the one in the Church is subject to
huge fluctuations in temperature and humidity.

many hearts make a school.
The same is very much true for a church. To physically l(K)k after this building takes rnany hands.
and Sin￿ November the hands of the r￿ferS have been woiking to make our roof watertight and
in good condition for the years to come", but there were also the hands that wrote the many emails
and documents needed for that for to go ahead. On a weekly basis there are the hands of those
who open and lock up ahe churth, the hands that dean, the hands that arrange Ik)wers, the hands
that change the frontals and repla￿ the candles. Thera are the hands that move the chairs as the
school comes in for their semce, or the hands that give our weekly sheets on a Sunday morning
and the hands thal make and pour the tea and ￿)ffee after the service.
I could try and list all of the jobs and roles that go into looking after the building, enabllng serv1￿$
to happen, and hdping us to reach out and serve our (x)mrnunity. bul there are so many and I
would inevitsbly miss someone out. As St. Paul wriles: °Forjust as the Ix)dy is one and has many

members, and all the members of the body. though many, are one body, so it is with Chrisf (1
Corinthians 12.121. so our church is made up of many members. all contributing tr) the life and work
of the church.
Yet hands on their own do not make this churth the place that it is: it is the many hearts, who follow
the heart of Christ. His heart for the world led him to serve wth the ultimate servicé of dying on the
cross. He calls us to love one another" 'Just as I have loved you. you also should love one anothert.
It is the heart for God, for Jesus. and his Gospel. that makes Ail Saints, a church, and not just a
beautiful, ancient building.
The past year at Stock - and my first year here as Priest in Charge - has demonstrated how as a
church family we bring our hearts and our hands to our lrfe and work. The APCM will include much
more detail of the events of 2023, but in parttcular for me was our Flower Festival, as many people
from the village and beyond enjoyed a wonderful weekend of fun, food. sunshine, and of course
the church filled with amazing displays. There were the events with our brothers and sisters within
the Unty Group. including the Harvesl Supper, Shrove Tuesday Supper, and Remembrance
Servi￿, and All Saints, also hosted the Compass MMU Ascension Day service. We have had
numerous weddings, baptisms, and funerals. as well as three candidates for confimiation, many
school services and events. as well as the Swuts Christmas Carol semce.
Church family life can also bring sadness: and in July we lost Fr. Bary, who so faithfully serV￿j
this church for many years, and in November, the tragic death of Freddie Coleman. In both events,
we carne together to moum, and to hdp a whole village to moum. and remind ourselves of the
hope of the Resurrection of Jesus Christ in the of such sadness.
Our weekly servi￿$ (Sunday moming mass: our monthly evening prdyer, and weekly mid-week
mass), as well as our other servtces Iparticularfy at Christmas and Easter) continue to fonii the
heartbeat of our church life, as we gather together in worship and gather around the Eucharist, and
our worship must remain central. as it is here that we draw near to the heart of Christ.
I recognise that it can feel at times that the work is too much for the hands that are available, and
we need wisdom and guidan￿ from God as to how we use the hands that we have. Please do
pray, that as we joumey together. new hands and hearts would join us. and that we will use our
resources of time, and money wisely. ￿al new things God might be calling us to try and what
foundations we are to hold on to. I know that l am still leaming and have a lot to leam. and I thank
you for your patience and your supwrt.
I thank God for each and every one of you, for your hands and your hearts. TovJether we will
continue tr) build up the life of Christ in this village and share the Gospel of Jesus, love- his hands
open on the cross, bring life and love to all.

of Bradwell, who had previously been Archdea(x)n of Charing Cross in the Diowe of London.

It has been good to meet with our fellow Christians from Christ Church Baptist Church and Our
Lady and St. Joseph Roman Catholic Church throughout the year.
The activities arranged by the committee for 2023 were:_

Christmas Card Competition
All events were well attended and greatly appreciat￿ by the mernbe￿ of our three churches and
the wider CL)mmunity.
Once again, the pupils of Yr5 and Yr6 at Stock C of E Primary School were asked to produce
pictures for the Unity Christmas Card. Three pictures from eath year group were chosen and then
reproduGed on the card. The entries were of a very high standard and it was a very difficult task
oosing the successful six. The winners were presented with their prizes during the Carols at The
Hoop event.
Christmas Cards were delivered to the schwl for each child to take one home and then to each
church for their congregation to take and deliver to their neighbours.

The Compass group met four times throughout the year. A lot of the discussions this year centred
around the way the parish share was (xlculated. For All Saints Church tt Meant a reduction in how
much we pay each year.
Duririg each meeting we talk about the different serwces and events that we have hekl or that we
are planning to hold and how we (xn encourage partifipation in church life.
One such event is the retirement of the chaimian Reverend Terry Brown. There will be service for
Terry at Sandon Church on Sunday 3td June 2024 at 3pm.
Ascension day on Thursday 9th May 2025 will in 2024 be held at Sandon Church at 7 30pm.
l am grateful to Alex who is the secretary for the Compass group who keeps us infomied about
Compass matters and also for his help with the tap and go scheme and adwsing on streaming our
services.

D) Overseas Mission

2023 was a difficult year for everybody (and especially for charities) with a grim international
situation, a cost-of-living crisis, natural disasters. and for the sfflall fy like us, the disappearan
of High Street banks.
We had a successtul Shopping Evening in May which raised money for USPG and our regular
small tharities and enabled us to give the Disasters Emergency Committee £600 for the ever-
growing refugee problem. We had planned to give the Indian charity SNEHASADAN £300 but
despite our best efforts, the payment was blocked for unsp8(xfied reasons. Barclays Bank gave us
£100 compensation for mI￿eadIng us, I wll make renewed etrorts to get the money through to the
charity. It is becoming increasingly difficult to suptX*rt the smaller charities when our money has to
go to a foreign bank rather than a British one.
My thanks to the PCC for their support and annual donation, to Nemlle Bull for managlng the G
Aid, and above all lo the Mayhook family and Sylvia and Chris Finch for their willing support over
the years.

times during the year to plan the following items.
22nd February- Ash Wednesday
This service took place in the Sth¢￿1 and was ￿ndUcted by the Revd. Jacqui Pearson and the
Revd. Miranda Seaman. During the service the pupils were Ashed.
Friday 5th May
The school visited the church during the moming for a Coronation Day Thanksgiving se￿ICe. It
was wonderful having the whole schcd in the church and thetr singing of the National Anthem was
extremely moving.
Thursday 18th June
The whole school came to the church and spent the moming looking at God's Wonderful World.
The session began with an act of worship. led by the Revd. Jacqui Pearson. The pupils then
progressed to the Glebe and Churchyard where they at vartous aspects of God's Creation
Flowers, Leaves, Stones. Trees, People. At the end of the moming. the pupils created a picture
of their work. The picture was then displayed at the back of the church. Pupils later ¢oloured paper
buttefflies, which were hung from the organ loft for the Ftower Festival. Our thanks go lo Rachel
Hill for her invaluable work with the picture and to Peter Stas, Annette Bettany and the Revd. Jacqui
for their help in prepating the church for the service and the areas outside the church for the wpil's
activities.
Saturday 24th June
The school opened our Flower Festival at 12.05.pm with a display of County Dancing. They also
created paper flowers as part of the flower displays within the thurch.
Thursday 20th July
As usual on the last day of temi. Class 6, who lefi the school on that day, held theirfinal service at
the Ghurch during the morning. The service was Cor￿ucted by the Revd. Jacqui Pearson and each
pupil received, on behalf of the church, a lapd badge in the shape of a cross. The pupils parents

were also present at this service.
Sunday 8th October
Representatives from Ihe school attended our HaNest Festival ServiGe. After the seNice they sold
focmj, which they had prepared and all the proceeds went lo their charity for the year- the Billericay
Food Bank. They were most grateful for the very generous donations made by the members of our
congregation.
Wednesday 18th October
During the afternoon. the Reception Class, escorted by Yr 5 wsitgj the church for their Welcome
Service. They were divided into 6 groups and toured the diurch, with each group stopping at the
following areas - Bells. Baptismal Font, Window1 depicting Chrisf5 Baptism, Window 2 depicting
the Last Supper, High Altar, Lady Chapd. At each area a member of the congregation gave an
explanation. Thanks goes to Peter Stas, Martin King,Ann Tully. Joyce Bull and Leigh Mayhi)ok who
helped on this occasion. The pupils parents attend later in the aftemwn for a short service, during
which each Reception Year pupil re￿iVed a bible.

The Rev. Jacqui Pearson led an All Saints, Day Serwce at the school.
Friday 8th December
The School Choir took part in the Three Churches in Stock Unity event - Carols at the Hwp by
perfomiing various carols. Yr 5 & 6 had taken part in the Gompetition - Design a picture for the Unity
Christmas Card and during the evening the 6 winners were present￿1 with their prizes.
Thursday 14th December
KS2 once again gave a perfomiance during the aftemi)on and evening of Carols and Readings.
Parents and friends were present at both perfomiances. KS1 attended the Tuesday afternoon
rehearsal.
Wednesday 20th December
During the moming the school held their Chrislingle Service in the church.
