## **Review of the Year 2021**
The PCC met on 11 occasions last Church year (viz. 27.01.21; 10.02.21; 18.03.21; 12.04.21; 19.04.21; 28.07.21; 05.08.21; 06.10.21; 19.10.21; 20.11.21; 29.11.21) when the following main topics were discussed:
## **Rectory Hall**
This has been ongoing throughout the year with numerous communications and discussions between purchaser, Solicitors, Agents and the Diocese. A technical point has arisen relating to easements which pertain to access and purpose of use. At the time of writing this, our purchaser continues to remain interested.
## **Finance**
For full details please refer to financial reports later in this document. It is fair to say that there continue to be many and significant calls on resources and without funds from Flower and Fete events, we are not able to meet ion full our Parish Share contributions.
## **Flower Festival 2021**
Sadly, this event did not take place during 2021. This was due to Pandemic restrictions.
## **Deanery Report**
Since the 2021 APCM the Chelmsford Deanery Synod has met four times, with only one meeting being on Zoom. As you will know, Chelmsford Deanery is no longer divided into North and South but is now one Deanery.
The meetings take place in various churches throughout the Deanery and cover:-
a welcome to new members; appointments/departures of clergy and always closes with delegates meeting in groups to pray for:- items discussed, for our parishes and each other.
At every meeting there is a main speaker and the topics covered this year have been:-
- Living in Love and Faith (Revd. Susan Iskander)
- Vocations (Revd Carolyn Tibbott)
- ‘Nightstop’ Essex (Ian Forster, Senior Network Manager)
- Mental Health and Emotional Wellbeing (Kintsugi Hope)
## Deanery Plan
At the advice of the Deanery Standing Committee, the Deanery Plan, for the time being, has been paused. In a time of such uncertainty it was thought advisable to pause the process and await the outcome of Bishop Guli’s discernment before progressing.
## **- Sidespeople 2022/23**
The following people are willing to serve again as sidespeople for the year 2022/23. We thank them for all they do and commend them for being willing to serve again.

## **Readers – 2022-23**
The following people have been readers at our Sunday Morning Service for the last year. Although it is not part of the procedure to register them at the Annual Meeting, I thought that we should say a big ‘Thank you’ to them all for their faithfulness and service.

## **Unity Committee**
It has been good, to once again, be able to meet with our fellow Christians from Christ Church Baptist Church and Our Lady and St. Joseph Roman Catholic Church. Due to the restrictions experienced by everyone during the last year, we have only been able to hold two joint events:-
- Remembrance Day Service - 14[th] November 2021
- Unity Service, held in the Village Hall - Sunday 23[rd] January 2022
Both events were well attended and greatly appreciated by the members of our three churches and the wider community.
Christmas Cards were delivered to every house in the village but unfortunately, due to many delayed appointments affected by the pandemic, thus creating a lack of people to deliver Easter Cards, it was decided not to do so. A few cards were available in each church for the members of their congregations to take and give to friends and neighbours.
Sadly at the end of October, not only did our Rector move to another area, so did the Rev. Simon Roberton, thus leaving only Bishop Thomas for the three churches.

## **Church/School Links**
Another year of disruption due to Covid. We have been in touch with the school and in November 2021 the children were asked to decorate, colour or paint poppies which were displayed around the church for Remembrance Day.
Christmas celebrations were a more subdued affair it had been planned to have more services in church but again due to Covid that didn’t happen.
With the cancellation of the flower festival the children were unable to do their dance displays, but with the rescheduling of the festival we hope the school will be able to contribute to the celebrations.
The year 6 leavers service took place in school where the children were presented with their lapel crosses.
Hopefully in the new school year we will be able to have more activities in the church for the school.

## **Electoral Roll**
With thanks to Mrs Sylvia Finch this continues to be maintained and currently stands at 119 people on the Electoral Roll, of which 64 were resident and 55 not resident within the Parish.
## **Sound System and Hearing Loop**
This project has now been completed and provides mainly for enhanced amplification of speech thereby enabling a higher quality of worship for those who are hearing impaired. It also facilitates use from other sound inputs such as CD, USB & Mobile phone, albeit that we will always try to keep music live!
## **Organist & Wedding Fees**
These were reviewed and implemented w.i.f January 2022.
## **Women Priests**
This was debated at considerable length and the ramifications explored. After due deliberation, it was decided not to request Alternative Episcopal Oversight (AEO) and therefore Women Priests have been allowed to celebrate.
We have welcomed our Associate Priest Miranda Seaman who is taking many of our Sunday morning Masses together with other celebrants (both Male and Female).
Fr Barry continues to celebrate Mass on Wednesday mornings from the North Chapel for which we express our thanks and gratitude.

## **Finance Report 2021**
The 2021 Statement of Financial Activities shows a net positive movement in funds of £7,544, made up of an Unrestricted fund surplus of £9,226, and a Restricted Fund deficit of £(1,682).
After all the work carried out in 2020 on The Garden of Remembrance, the trees on The Glebe, and the graveyard fencing, this was a quieter financial year. The hearing/sound system (which was paid for by donations) was installed at a cost of £8,034 and a further £2,662 was spent on tree surgery. However, a large future liability of approximately £90,000 was identified regarding Church roof repairs. For now, all that has been done is a full inspection by a surveyor to assess the extent of the repair work required (the inspections cost £5,314 in total).
I still believe planned giving is holding up quite well at £32,298 and in addition we will receive £9,734 Gift Aid. There was no Pancake Supper or Flower Festival because of Covid restrictions. Net income from wedding, christening and funeral fees was £7,648.
In 2021 the Rectory Hall cost £3,274 to maintain, including £1,994 insurance costs and £1,159 spent on various items relating to the potential sale. Over the last few years we have incurred considerable costs in our attempted sale of the Rectory Hall; professional fees (circa. £5,000 including the original feasibility studies) and paying for insurance and heating while waiting for the sale to go through (circa. £10,000). The Diocese are now reluctant to agree an easement that our potential purchaser requires.
The Diocese requested £65,371 in Parish Share for 2021, however, because of Covid restrictions it was never realistic to expect us to pay the full amount. Paying 80% was a realistic target and it seems reasonable to take into consideration the costs of the protracted Rectory Hall sale. We have therefore paid £20,000 Parish Share and accrued a further £20,000. The payment plus the accrual plus the Rectory Hall costs approximately equal 80% of the requested Share.
Cash reserves on unrestricted funds rose from £11,415 at the end of 2020 to £20,641 at the end of 2021. Allowing this increase in reserves seems reasonable in light of the potential roof repair cost. There was also £13,269 in restricted funds including £9,007 held by The Friends, £872 by the All Saints’ Overseas Mission Committee, and £3,379 in the Special Objects Fund. During the year The Friends donated £5,370 to help with the surveyor’s fees for the Church roof inspection and the additional tree surgery on The Glebe.

## **Independent Examiner’s Report**
**to the PCC of All Saints’ Parish Church, Stock Harvard**
I report on the accounts of the PCC for the year ended 31 December 2021, which are set out on pages 7 to 13.
## **Respective responsibilities of the PCC and examiner**
The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to
- examine the accounts under section 145 of the Charities Act;
- to follow procedures laid down in the general directions given by the Charity Commissioners section 145(5)(b) of the Charities Act; and
- state whether particular matters have come to my attention.
## **Basis of Independent Examiners Statement**
My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the PCC and a comparison of the accounts with those records. It also includes considering any unusual items or disclosures in the accounts and seeking explanations from the PCC concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.
## **Independent examiner's statement**
In connection with my examination, no material matters have come to my attention which give me cause to believe that in any material respect:
- accounting records were not kept in accordance with s. 130 of the Charities 2011 Act; or
- • the accounts do not accord with the accounting records.
I have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.

## **NOTES TO THE FINANCIAL STATEMENTS** for the year ended 31 December 2021
## **1. ACCOUNTING POLICIES**
The financial statements have been prepared in accordance with the Church Accounting Regulations 1997 together with applicable accounting standards and the Charities Statement of Recommended Practice (SORP).
The financial statements have been prepared under the historical cost convention except for the valuation of freehold land and buildings, which are shown at the 2001 valuation.
Since Total Incoming Resources have exceeded £100,000 the PCC are obliged to prepare “Accrual Accounts”. This means that the Accounts include a full Balance Sheet and that the income and expenses of the various funds for which the PCC is responsible are consolidated into one Statement of Financial Activities. (SOFA).
## _Gains and losses on investments_
Realised gains or losses are recognised when investments are sold. Unrealised gains or losses are accounted for on revaluation of investments at 31 December.
## **Resources used**
## _Grants_
Grants and donations are accounted for when paid over, or when awarded, if that Award creates a binding obligation on the PCC.
## _Activities directly relating to the work of the Church_
The diocesan quota or Parish Share is accounted for when payable.
## **Fixed assets**
## **Funds**
General funds represent the funds of the PCC that are not subject to any restrictions regarding their use and are available for application on the general purposes of the PCC. Funds designated for a particular purpose by the PCC are also unrestricted.
The accounts include the all the transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body nor those that are informal gatherings of Church members.
## **Incoming Resources**
## _Voluntary income and capital sources_
Collections are recognised when received by or on behalf of the PCC. Planned giving receivable under covenant is recognised only when received.
Income tax recoverable on covenants or Gift Aid donations is recognised when the income is recognised.
Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its undisputed legal entitlement and the amount due.
_Consecrated land and buildings and movable church furnishings (which are insured for £3,917,498)_
Consecrated and beneficed property is excluded from the accounts by s.96 (2)(a) of the Charities Act 1993. No value is placed on movable church furnishings held by the churchwardens on special trust for the PCC and which require a faculty for disposal since the PCC considers this to be inalienable property. All expenditure incurred during the year on consecrated or benefice buildings and movable church furnishings, whether maintenance or improvement, is written off as expenditure in the SOFA and separately disclosed.
_Freehold Land and Buildings (which are insured for £320,000)._ Legal estate to the Rectory Hall is vested in the Diocesan Board of Finance on behalf of the PCC as a Permanent Endowment. The PCC insures the Rectory Hall at a replacement value of £320,000 as they are acting as custodian for the Diocese, looking after their asset. However, the PCC decided to close the Hall at the end of 2017, lettings stopped, and there will be no future income. As a result it was deemed prudent to fully write off the asset in the balance sheet in 2016 and the net book value now stands in the accounts at £nil.
## _Other fixtures, fittings and office equipment_
Funds raised by the Flower Festival and similar events are accounted for gross. Sales of books and magazines from the church bookstall are accounted for gross.
## _Other ordinary income_
Rental income from the letting of church premises is recognised when the rental is due.
## _Income from investments_
Dividends and interest are accounted for when receivable. Tax recoverable, if any, on such income is recognised in the same accounting year.
Equipment historically used by the PCC is held at a residual value of £0. It and other purchases will be depreciated on a straight-line basis over 4 years. Individual items of equipment with a purchase price of £ 1,000 or less are written off when the asset is acquired.
## _Investments_
Investments are valued at market value at 31 December.
## **Current assets**
Amounts owing to the PCC at 31 December in respect of fees, rents or other income are shown as debtors less provision for amounts that may prove uncollectable.
Short-term deposits include cash held on deposit either with the CBF Church of England Funds or at the bank.

The freehold land and buildings comprise the Rectory Hall. The gross book value has been written down to zero to reflect the fact that the Hall closed in 2017 and there will be no net profit accruing to the PCC in future years from their role in running the Hall as custodian for the Diocese. Report from the Rector to the Annual Parochial Church Meeting 25 April 2022
In mid-December 2021, I left Stock after ten and a half years.
I have been Rector of Stock since September 2020, and Priest in Charge of Stock and West Hanningfield since May 2011. I am very grateful to the Churchwardens, PCC members, Treasurer and the entire congregation at All Saints’, Stock for their support throughout this period, and to Fr. Barry Hall for his continuing ministry. Rev Miranda Seaman recently joined us as Associate Priest, in conjunction with West Hanningfield, and I am very appreciative of her ministry among us.
I am also grateful to the organist, choir, servers, verger, lay ministers, readers and intercessors for their part in running services; and to all others who keep the church building and church yard in such good condition (including cleaners, lockers and un-lockers, workers in the churchyard and all others) who contribute so much to church life. All Saints’ is usually a lively and busy place and I continue to be struck by the amount of work many people do to support it.
The effects of the Covid pandemic have affected us all but I am thankful that things started to come back to normal on Easter Day (2021) last year when we started back in church. Since, then things have been getting back to normal.
- The connection with the parish of St. Mary and St. Edward, West Hanningfield continues to work well. Sunday morning service times in both places (outside lockdown) have continued in the pattern set down when I came although there are still drawbacks in terms of the limited time I spend in West Hanningfield on a Sunday.
- The allotment of my part-time role continues as follows: Stock 3/4 and West Hanningfield 1/4. My appointment remains part-time: Sunday and three days a week.
- Relations between All Saints’ Church and Stock Primary School continue to go from strength to strength. I am grateful to Pauline Collier, Rachel Hill and Judith Sabine for continuing to help sustain church-school connections. I have continued to attend zoom governor meetings regularly. School Christmas events were held in school last December, following my departure.
- Baptisms and Wedding bookings are continuing to come back with about 8 weddings booked for 2022. I have done occasional funerals at the crematorium.
- A major area of concern for All Saints’ now is finance. Due to lack of collections at services and lack of weddings and baptisms in the last two years we have lost an enormous amount of income. Various costs in the church and churchyard (electrical wiring, trees and the renewal of stone on the George VI memorial) have amounted to £1000s and although the Friends have helped us, we are now at an all-time low – and so are they. We now face a huge bill for work on the church roof during the present year.

- Of course, the Flower Festival continues in principle to be our main annual fundraising event. This has now been postponed until June 2022. I am grateful to all who make this possible. Indeed, I am grateful to all who help with fund raising of any kind for all Saints’.
- As I write, we are also facing serious financial problems in the diocese, deanery and Compass Group of Churches of which we are a part. Clergy cuts in the Compass Group projected for 2025 have been brought forward to the present time and we can expect to see more cuts in 2022. We await news from the diocese as to how this will affect us.
- In June, I was interviewed for the position of Team Rector at St. Peter’s with St. Michael’s Bexhillon-Sea and was offered the position. I decided to accept and left Stock and West Hanningfield on December 14[th] , 2021.
- In the late part of 2021, discussions were held with the Archdeacon regarding the future at All Saints’. Rev Miranda Seaman continues as Associate Priest and Fr. Barry continues to offer his help. Both are much appreciated.
- It is expected that All Saints’ and St. Mary’s and St. Edward’s West Hanningfield will be joined in the future under a full time Priest in Charge also including, Downham, South Hanningfield and Ramsden Bellhouse.
- My wife Jill and I would like to offer our sincere thanks to everyone for their kindness and support over the past ten years. Stock became our home and we shall miss everyone very much. We wish you all the very best for the future.

## **Fabric report for the year 2021**

## TREES
The May 2019 tree inspection led to substantial work in 2020 (see the 2020 Fabric Report) but the final work (on limes T7-T10) was carried over to July in 2021 because of Covid-related delays. Aerial inspections led to substantial reductions (up to 5m) that were particularly important as these trees overhang the footpath.
All the churchyard work detailed in the 2019 report was completed by 2021 - together with work on trees at the Rectory Hall. This work was the responsibility of the PCC and costs of about £5,000 were covered by the Friends of All Saints, to whom the PCC again extends its thanks. The Diocese covered costs for the Glebe trees and those at the Rectory.
- Note that VAT is not recoverable on tree work, unlike work on the church itself.
## ROOF RESTORATION FOR NAVE AND CHANCEL
There was no physical progress in 2021 on major restoration work for the Nave and Chancel. We were waiting for the Rectory Hall sale to provide an initial sum that would enable us to launch a major appeal.
Pending that sale, we did however move ahead with the only progress that we could make: asking the church architect to provide a Specification & Schedule of Work. This substantial document provides the launchpad that means we shall be ready to seek permissions, formal estimates and hopefully grants as soon as funds or promised funds allow.
The Friends of All Saints again came to our help in November 2021 to cover the £3,500 cost of the architect’s work to date.
## ELECTRICAL
After electrical improvements in the Chancel and side chapel, there was no further progress in 2021 on our electrical updates. The remaining work now primarily revolves around switchgear and associated boards in the Nave and Tower. The current set-ups are likely to be criticised in the 2022 quinquennial inspections. Again, we await the availability of funds.
Our aspiration also remains to provide a floodlight at the car park entrance for health, safety and security reasons. This work could not be funded in 2021.
## RECTORY HALL and SHED
Planning for the sale of the Rectory Hall led the PCC to explore options for a storage building in the churchyard or on the Glebe. Plans for a timber-clad container were withdrawn after objections were flagged. There was no further progress as the hall remained unsold.
The possibility remains for a second shed near the external toilets.

## VESTRY WALL
The loan of a more modern piano led the PCC to review how we could keep it in good order in the Vestry, where it is mainly used for choir practices. A covered frame was provided for around the sides and back of the piano. The wall was also brushed clean and treated with PVA to avoid a repeat of the substantial amount of wall dust and debris that had built up behind the old piano. All work was done by volunteers and there was no cost to the PCC.
## JOYCE BULL
The PCC records a major ‘Thank You’ to Joyce Bull, who retired from her post as Chair, Treasurer and Secretary of the Friends of All Saints’ as from the end of December 2021.
PCC members thank her for 22 years of dedicated and conscientious work in the role. Let there be no doubt that the Friends have played a key role in enabling the parish to maintain the church and its grounds.
In recent years alone the Friends have provided us with about £35,000 towards electrical updates, spire repairs, tree surgery and includes £8,000 towards the cost of renovations for the Garden of Remembrance.
Joyce will be a hard act to follow.
## **Organist & Choirmaster Report**
In April 2021, Masses recommenced in Church, The Organist played incoming and concluding Voluntary’s. He also played ‘fill-in’ and soft music to accompany the Communion distribution. No Hymns or communion settings were used as per advice from the Church of England due to the continuing COVID pandemic.
In September 2021, the Masses went back to a sort of normal with the Choir (pre-seated) singing hymns and Masses. Communion Hymns were still not sung since this was considered an unnecessary COVID risk due to the proximity of communicants.
A service of Nine Lessons and Carols in December 2021 was well supported and we were fortunate to have some additional help from a few members of the Writtle Singers.
## **Piano (s)**
We have been extremely fortunate to have been gifted (on long term loan) a superb upright piano from our retiring Rector. It is sited in the Vestry and will be regularly used every Sunday morning for Choir Practice as soon as social distancing regulations are lifted.
The ‘old’ piano is now sited in the North Aisle and is proving a great benefit for Choir Practices during the pandemic and also when we are too many to sing in the Vestry due to social distancing.
Both Pianos will benefit from tuning on a regular annual tuning.

## **Review of the Year 2021**
The PCC met on 11 occasions last Church year (viz. 27.01.21; 10.02.21; 18.03.21; 12.04.21; 19.04.21; 28.07.21; 05.08.21; 06.10.21; 19.10.21; 20.11.21; 29.11.21) when the following main topics were discussed:
## **Rectory Hall**
This has been ongoing throughout the year with numerous communications and discussions between purchaser, Solicitors, Agents and the Diocese. A technical point has arisen relating to easements which pertain to access and purpose of use. At the time of writing this, our purchaser continues to remain interested.
## **Finance**
For full details please refer to financial reports later in this document. It is fair to say that there continue to be many and significant calls on resources and without funds from Flower and Fete events, we are not able to meet ion full our Parish Share contributions.
## **Flower Festival 2021**
Sadly, this event did not take place during 2021. This was due to Pandemic restrictions.
## **Deanery Report**
Since the 2021 APCM the Chelmsford Deanery Synod has met four times, with only one meeting being on Zoom. As you will know, Chelmsford Deanery is no longer divided into North and South but is now one Deanery.
The meetings take place in various churches throughout the Deanery and cover:-
a welcome to new members; appointments/departures of clergy and always closes with delegates meeting in groups to pray for:- items discussed, for our parishes and each other.
At every meeting there is a main speaker and the topics covered this year have been:-
- Living in Love and Faith (Revd. Susan Iskander)
- Vocations (Revd Carolyn Tibbott)
- ‘Nightstop’ Essex (Ian Forster, Senior Network Manager)
- Mental Health and Emotional Wellbeing (Kintsugi Hope)
## Deanery Plan
At the advice of the Deanery Standing Committee, the Deanery Plan, for the time being, has been paused. In a time of such uncertainty it was thought advisable to pause the process and await the outcome of Bishop Guli’s discernment before progressing.

## **Readers – 2022-23**
The following people have been readers at our Sunday Morning Service for the last year. Although it is not part of the procedure to register them at the Annual Meeting, I thought that we should say a big ‘Thank you’ to them all for their faithfulness and service.

## **Unity Committee**
It has been good, to once again, be able to meet with our fellow Christians from Christ Church Baptist Church and Our Lady and St. Joseph Roman Catholic Church. Due to the restrictions experienced by everyone during the last year, we have only been able to hold two joint events:-
- Remembrance Day Service - 14[th] November 2021
- Unity Service, held in the Village Hall - Sunday 23[rd] January 2022
Both events were well attended and greatly appreciated by the members of our three churches and the wider community.
Christmas Cards were delivered to every house in the village but unfortunately, due to many delayed appointments affected by the pandemic, thus creating a lack of people to deliver Easter Cards, it was decided not to do so. A few cards were available in each church for the members of their congregations to take and give to friends and neighbours.
Sadly at the end of October, not only did our Rector move to another area, so did the Rev. Simon Roberton, thus leaving only Bishop Thomas for the three churches.

## **Church/School Links**
Another year of disruption due to Covid. We have been in touch with the school and in November 2021 the children were asked to decorate, colour or paint poppies which were displayed around the church for Remembrance Day.
Christmas celebrations were a more subdued affair it had been planned to have more services in church but again due to Covid that didn’t happen.
With the cancellation of the flower festival the children were unable to do their dance displays, but with the rescheduling of the festival we hope the school will be able to contribute to the celebrations.
The year 6 leavers service took place in school where the children were presented with their lapel crosses.
Hopefully in the new school year we will be able to have more activities in the church for the school.

## **Electoral Roll**
With thanks to Mrs Sylvia Finch this continues to be maintained and currently stands at 119 people on the Electoral Roll, of which 64 were resident and 55 not resident within the Parish.
## **Sound System and Hearing Loop**
This project has now been completed and provides mainly for enhanced amplification of speech thereby enabling a higher quality of worship for those who are hearing impaired. It also facilitates use from other sound inputs such as CD, USB & Mobile phone, albeit that we will always try to keep music live!
## **Organist & Wedding Fees**
These were reviewed and implemented w.i.f January 2022.

This was debated at considerable length and the ramifications explored. After due deliberation, it was decided not to request Alternative Episcopal Oversight (AEO) and therefore Women Priests have been allowed to celebrate.
We have welcomed our Associate Priest Miranda Seaman who is taking many of our Sunday morning Masses together with other celebrants (both Male and Female).
Fr Barry continues to celebrate Mass on Wednesday mornings from the North Chapel for which we express our thanks and gratitude.

## **Finance Report 2021**
The 2021 Statement of Financial Activities shows a net positive movement in funds of £7,544, made up of an Unrestricted fund surplus of £9,226, and a Restricted Fund deficit of £(1,682).
After all the work carried out in 2020 on The Garden of Remembrance, the trees on The Glebe, and the graveyard fencing, this was a quieter financial year. The hearing/sound system (which was paid for by donations) was installed at a cost of £8,034 and a further £2,662 was spent on tree surgery. However, a large future liability of approximately £90,000 was identified regarding Church roof repairs. For now, all that has been done is a full inspection by a surveyor to assess the extent of the repair work required (the inspections cost £5,314 in total).
I still believe planned giving is holding up quite well at £32,298 and in addition we will receive £9,734 Gift Aid. There was no Pancake Supper or Flower Festival because of Covid restrictions. Net income from wedding, christening and funeral fees was £7,648.
In 2021 the Rectory Hall cost £3,274 to maintain, including £1,994 insurance costs and £1,159 spent on various items relating to the potential sale. Over the last few years we have incurred considerable costs in our attempted sale of the Rectory Hall; professional fees (circa. £5,000 including the original feasibility studies) and paying for insurance and heating while waiting for the sale to go through (circa. £10,000). The Diocese are now reluctant to agree an easement that our potential purchaser requires.
The Diocese requested £65,371 in Parish Share for 2021, however, because of Covid restrictions it was never realistic to expect us to pay the full amount. Paying 80% was a realistic target and it seems reasonable to take into consideration the costs of the protracted Rectory Hall sale. We have therefore paid £20,000 Parish Share and accrued a further £20,000. The payment plus the accrual plus the Rectory Hall costs approximately equal 80% of the requested Share.
Cash reserves on unrestricted funds rose from £11,415 at the end of 2020 to £20,641 at the end of 2021. Allowing this increase in reserves seems reasonable in light of the potential roof repair cost. There was also £13,269 in restricted funds including £9,007 held by The Friends, £872 by the All Saints’ Overseas Mission Committee, and £3,379 in the Special Objects Fund. During the year The Friends donated £5,370 to help with the surveyor’s fees for the Church roof inspection and the additional tree surgery on The Glebe.

I report on the accounts of the PCC for the year ended 31 December 2021, which are set out on pages 7 to 13.
## **Respective responsibilities of the PCC and examiner**
The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to
- examine the accounts under section 145 of the Charities Act;
- to follow procedures laid down in the general directions given by the Charity Commissioners section 145(5)(b) of the Charities Act; and
- state whether particular matters have come to my attention.
## **Basis of Independent Examiners Statement**
My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the PCC and a comparison of the accounts with those records. It also includes considering any unusual items or disclosures in the accounts and seeking explanations from the PCC concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.
## **Independent examiner's statement**
In connection with my examination, no material matters have come to my attention which give me cause to believe that in any material respect:
- accounting records were not kept in accordance with s. 130 of the Charities 2011 Act; or
- • the accounts do not accord with the accounting records.
I have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES**
The financial statements have been prepared in accordance with the Church Accounting Regulations 1997 together with applicable accounting standards and the Charities Statement of Recommended Practice (SORP).
The financial statements have been prepared under the historical cost convention except for the valuation of freehold land and buildings, which are shown at the 2001 valuation.
Since Total Incoming Resources have exceeded £100,000 the PCC are obliged to prepare “Accrual Accounts”. This means that the Accounts include a full Balance Sheet and that the income and expenses of the various funds for which the PCC is responsible are consolidated into one Statement of Financial Activities. (SOFA).
## _Gains and losses on investments_
Realised gains or losses are recognised when investments are sold. Unrealised gains or losses are accounted for on revaluation of investments at 31 December.
## **Resources used**
## _Grants_
Grants and donations are accounted for when paid over, or when awarded, if that Award creates a binding obligation on the PCC.
## _Activities directly relating to the work of the Church_
The diocesan quota or Parish Share is accounted for when payable.
## **Fixed assets**
## **Funds**
General funds represent the funds of the PCC that are not subject to any restrictions regarding their use and are available for application on the general purposes of the PCC. Funds designated for a particular purpose by the PCC are also unrestricted.
The accounts include the all the transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body nor those that are informal gatherings of Church members.
## **Incoming Resources**
## _Voluntary income and capital sources_
Collections are recognised when received by or on behalf of the PCC. Planned giving receivable under covenant is recognised only when received.
Income tax recoverable on covenants or Gift Aid donations is recognised when the income is recognised.
Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its undisputed legal entitlement and the amount due.
_Consecrated land and buildings and movable church furnishings (which are insured for £3,917,498)_
Consecrated and beneficed property is excluded from the accounts by s.96 (2)(a) of the Charities Act 1993. No value is placed on movable church furnishings held by the churchwardens on special trust for the PCC and which require a faculty for disposal since the PCC considers this to be inalienable property. All expenditure incurred during the year on consecrated or benefice buildings and movable church furnishings, whether maintenance or improvement, is written off as expenditure in the SOFA and separately disclosed.
_Freehold Land and Buildings (which are insured for £320,000)._ Legal estate to the Rectory Hall is vested in the Diocesan Board of Finance on behalf of the PCC as a Permanent Endowment. The PCC insures the Rectory Hall at a replacement value of £320,000 as they are acting as custodian for the Diocese, looking after their asset. However, the PCC decided to close the Hall at the end of 2017, lettings stopped, and there will be no future income. As a result it was deemed prudent to fully write off the asset in the balance sheet in 2016 and the net book value now stands in the accounts at £nil.
## _Other fixtures, fittings and office equipment_
Funds raised by the Flower Festival and similar events are accounted for gross. Sales of books and magazines from the church bookstall are accounted for gross.
## _Other ordinary income_
Rental income from the letting of church premises is recognised when the rental is due.
## _Income from investments_
Dividends and interest are accounted for when receivable. Tax recoverable, if any, on such income is recognised in the same accounting year.
Equipment historically used by the PCC is held at a residual value of £0. It and other purchases will be depreciated on a straight-line basis over 4 years. Individual items of equipment with a purchase price of £ 1,000 or less are written off when the asset is acquired.
## _Investments_
Investments are valued at market value at 31 December.
## **Current assets**
Amounts owing to the PCC at 31 December in respect of fees, rents or other income are shown as debtors less provision for amounts that may prove uncollectable.
Short-term deposits include cash held on deposit either with the CBF Church of England Funds or at the bank.

The freehold land and buildings comprise the Rectory Hall. The gross book value has been written down to zero to reflect the fact that the Hall closed in 2017 and there will be no net profit accruing to the PCC in future years from their role in running the Hall as custodian for the Diocese. Report from the Rector to the Annual Parochial Church Meeting 25 April 2022
In mid-December 2021, I left Stock after ten and a half years.
I have been Rector of Stock since September 2020, and Priest in Charge of Stock and West Hanningfield since May 2011. I am very grateful to the Churchwardens, PCC members, Treasurer and the entire congregation at All Saints’, Stock for their support throughout this period, and to Fr. Barry Hall for his continuing ministry. Rev Miranda Seaman recently joined us as Associate Priest, in conjunction with West Hanningfield, and I am very appreciative of her ministry among us.
I am also grateful to the organist, choir, servers, verger, lay ministers, readers and intercessors for their part in running services; and to all others who keep the church building and church yard in such good condition (including cleaners, lockers and un-lockers, workers in the churchyard and all others) who contribute so much to church life. All Saints’ is usually a lively and busy place and I continue to be struck by the amount of work many people do to support it.
The effects of the Covid pandemic have affected us all but I am thankful that things started to come back to normal on Easter Day (2021) last year when we started back in church. Since, then things have been getting back to normal.
- The connection with the parish of St. Mary and St. Edward, West Hanningfield continues to work well. Sunday morning service times in both places (outside lockdown) have continued in the pattern set down when I came although there are still drawbacks in terms of the limited time I spend in West Hanningfield on a Sunday.
- The allotment of my part-time role continues as follows: Stock 3/4 and West Hanningfield 1/4. My appointment remains part-time: Sunday and three days a week.
- Relations between All Saints’ Church and Stock Primary School continue to go from strength to strength. I am grateful to Pauline Collier, Rachel Hill and Judith Sabine for continuing to help sustain church-school connections. I have continued to attend zoom governor meetings regularly. School Christmas events were held in school last December, following my departure.
- Baptisms and Wedding bookings are continuing to come back with about 8 weddings booked for 2022. I have done occasional funerals at the crematorium.
- A major area of concern for All Saints’ now is finance. Due to lack of collections at services and lack of weddings and baptisms in the last two years we have lost an enormous amount of income. Various costs in the church and churchyard (electrical wiring, trees and the renewal of stone on the George VI memorial) have amounted to £1000s and although the Friends have helped us, we are now at an all-time low – and so are they. We now face a huge bill for work on the church roof during the present year.

- Of course, the Flower Festival continues in principle to be our main annual fundraising event. This has now been postponed until June 2022. I am grateful to all who make this possible. Indeed, I am grateful to all who help with fund raising of any kind for all Saints’.
- As I write, we are also facing serious financial problems in the diocese, deanery and Compass Group of Churches of which we are a part. Clergy cuts in the Compass Group projected for 2025 have been brought forward to the present time and we can expect to see more cuts in 2022. We await news from the diocese as to how this will affect us.
- In June, I was interviewed for the position of Team Rector at St. Peter’s with St. Michael’s Bexhillon-Sea and was offered the position. I decided to accept and left Stock and West Hanningfield on December 14[th] , 2021.
- In the late part of 2021, discussions were held with the Archdeacon regarding the future at All Saints’. Rev Miranda Seaman continues as Associate Priest and Fr. Barry continues to offer his help. Both are much appreciated.
- It is expected that All Saints’ and St. Mary’s and St. Edward’s West Hanningfield will be joined in the future under a full time Priest in Charge also including, Downham, South Hanningfield and Ramsden Bellhouse.
- My wife Jill and I would like to offer our sincere thanks to everyone for their kindness and support over the past ten years. Stock became our home and we shall miss everyone very much. We wish you all the very best for the future.

## **Fabric report for the year 2021**

## TREES
The May 2019 tree inspection led to substantial work in 2020 (see the 2020 Fabric Report) but the final work (on limes T7-T10) was carried over to July in 2021 because of Covid-related delays. Aerial inspections led to substantial reductions (up to 5m) that were particularly important as these trees overhang the footpath.
All the churchyard work detailed in the 2019 report was completed by 2021 - together with work on trees at the Rectory Hall. This work was the responsibility of the PCC and costs of about £5,000 were covered by the Friends of All Saints, to whom the PCC again extends its thanks. The Diocese covered costs for the Glebe trees and those at the Rectory.
- Note that VAT is not recoverable on tree work, unlike work on the church itself.
## ROOF RESTORATION FOR NAVE AND CHANCEL
There was no physical progress in 2021 on major restoration work for the Nave and Chancel. We were waiting for the Rectory Hall sale to provide an initial sum that would enable us to launch a major appeal.
Pending that sale, we did however move ahead with the only progress that we could make: asking the church architect to provide a Specification & Schedule of Work. This substantial document provides the launchpad that means we shall be ready to seek permissions, formal estimates and hopefully grants as soon as funds or promised funds allow.
The Friends of All Saints again came to our help in November 2021 to cover the £3,500 cost of the architect’s work to date.
## ELECTRICAL
After electrical improvements in the Chancel and side chapel, there was no further progress in 2021 on our electrical updates. The remaining work now primarily revolves around switchgear and associated boards in the Nave and Tower. The current set-ups are likely to be criticised in the 2022 quinquennial inspections. Again, we await the availability of funds.
Our aspiration also remains to provide a floodlight at the car park entrance for health, safety and security reasons. This work could not be funded in 2021.
## RECTORY HALL and SHED
Planning for the sale of the Rectory Hall led the PCC to explore options for a storage building in the churchyard or on the Glebe. Plans for a timber-clad container were withdrawn after objections were flagged. There was no further progress as the hall remained unsold.
The possibility remains for a second shed near the external toilets.

## **Parochial Church Council of All Saints’ Parish Church, Stock Harvard**
## VESTRY WALL
The loan of a more modern piano led the PCC to review how we could keep it in good order in the Vestry, where it is mainly used for choir practices. A covered frame was provided for around the sides and back of the piano. The wall was also brushed clean and treated with PVA to avoid a repeat of the substantial amount of wall dust and debris that had built up behind the old piano. All work was done by volunteers and there was no cost to the PCC.
## JOYCE BULL
The PCC records a major ‘Thank You’ to Joyce Bull, who retired from her post as Chair, Treasurer and Secretary of the Friends of All Saints’ as from the end of December 2021.
PCC members thank her for 22 years of dedicated and conscientious work in the role. Let there be no doubt that the Friends have played a key role in enabling the parish to maintain the church and its grounds.
In recent years alone the Friends have provided us with about £35,000 towards electrical updates, spire repairs, tree surgery and includes £8,000 towards the cost of renovations for the Garden of Remembrance.
Joyce will be a hard act to follow.
## **Organist & Choirmaster Report**
In April 2021, Masses recommenced in Church, The Organist played incoming and concluding Voluntary’s. He also played ‘fill-in’ and soft music to accompany the Communion distribution. No Hymns or communion settings were used as per advice from the Church of England due to the continuing COVID pandemic.
In September 2021, the Masses went back to a sort of normal with the Choir (pre-seated) singing hymns and Masses. Communion Hymns were still not sung since this was considered an unnecessary COVID risk due to the proximity of communicants.
A service of Nine Lessons and Carols in December 2021 was well supported and we were fortunate to have some additional help from a few members of the Writtle Singers.
## **Piano (s)**
We have been extremely fortunate to have been gifted (on long term loan) a superb upright piano from our retiring Rector. It is sited in the Vestry and will be regularly used every Sunday morning for Choir Practice as soon as social distancing regulations are lifted.
The ‘old’ piano is now sited in the North Aisle and is proving a great benefit for Choir Practices during the pandemic and also when we are too many to sing in the Vestry due to social distancing.
Both Pianos will benefit from tuning on a regular annual tuning.
