Grandmother Clara’s Dream. 

The ECCSVC school project is only made possible by the fundraising work of Grandmother Clara’s Dream. Trustee and Chairperson Emma Astles established ECCSVC in its current form in 2010. ECCSVC is administrated by volunteer school manager Sr. Eraldo Barbosa and school teacher Sra. Andrea Nunes Veiga.  Emma Astles remains in close contact with the ECCSVC staff via email and Skype conversations to ensure that the school is being effectively and safely managed and that funds are being spent correctly. 

Emma Astles reports the details of her regular conversations with ECCSVC management to the other Grandmother Clara’s Dream Trustees and any questions or problems which arise are discussed, with decisions taken at properly convened trustee meetings.

Grandmother<br>Clara’s Dream benefits children aged 2-16 years in the favela of Mata<br>Escura on the outskirts of the city Salvador in Northern Brazil by<br>fundraising to support to the work of Educandário Creche Comunitária<br>Sonho da Vovó Clara (ECCSVC).<br>ECCSVC is an independent community school, which operates without<br>religious or political bias and offers free of charge education and child<br>care to underprivileged children aged 2-16 years. The community of Mata<br>Escura is deeply affected by violent crime, illiteracy, unemployment and a<br>lack of quality housing and amenities. Many families are torn apart by<br>drug trafficking and abuse.<br>There are 2 state schools in the favela, which accept children from age 7<br>upwards. However, lessons at these schools are regularly cancelled due<br>to a lack of teaching staff and when they are operating children attend for<br>3 hour ‘’half day’’ sessions only. Owing to the short school sessions,<br>children are often fending for themselves for the majority of the day – and<br>this can put them at serious risk of becoming involved with the local<br>gangs. With schooling so erratic many children drop out early and others<br>never enter the education system.<br>Crime and gang culture attracts many adolescents, who are drawn by the<br>notion of an easy route to improving their financial status and feel there<br>are few other options open to them. The number of adolescents involved<br>in drug trafficking in the city has increased 800% in the last 10 years.<br>Another major issue faced by the inhabitants of Salvador’s favelas is poor<br>public health, nutrition and sanitation. Studies carried out in 2010<br>revealed that 10.72% of the city’s babies are classified as seriously<br>underweight at birth and 10.21% of children aged 6 and under are<br>suffering from the effects of malnutrition.<br>So, how does ECCSVC benefit the local public in Mata Escura?<br>ECCSVC offers a safe, caring, educational environment for the children<br>of this community. It provides a place where local children can play,<br>develop and learn. Students receive first time teaching in literacy,<br>numeracy, social sciences, natural sciences, arts and crafts. ECCSVC<br>also provides reinforcement classes to older children and teenagers –<br>helping them with their homework and providing teaching on the regular<br>occasions when lessons at the local state school are cancelled and,<br>perhaps most importantly, keeping them off the streets in a positive<br>environment, away from the gangs. All teaching is conducted in<br>Portuguese and all the school’s services are offered free of charge and|

free from religious and political bias. 

ECCSVC also strives to combat malnutrition by providing daily fruit, breakfast and 2 hot meals for the children. This helps to improve their vitamin intake and reduce their susceptibility to illness. Whenever possible ECCSVC also provides weekend and holiday food packages to help ensure the children are fed whilst not at school. 

So, how does this relate to the activities of our charity, Grandmother Clara’s Dream? Well, simply put, the work of ECCSVC as described above is only made possible with the funding raised by Grandmother Clara’s Dream, both here in the UK and online. The activities that ECCSVC undertakes for the benefit of the local public in Mata Escura are enabled by the fundraising activities of Grandmother Clara’s Dream. 

Whilst ECCSVC is a registered charity in Brazil and despite countless appeals and requests, attracting local government support has proven impossible. The funds Grandmother Clara’s Dream raises cover all ECCSVC’s costs and 100% of our financial resources are allocated to the continued operation of ECCSVC. 

Grandmother Clara’s Dream raises funds through donations from family, friends and former volunteers at ECCSVC, who have seen the work first hand. We also raise donations through a page on the fundraising site GlobalGiving.com. We also maintain a Facebook page with regular updates and photos from the school. This helps to keep our supporters engaged, raise awareness and attract new donors. 

With the funds we raise, Grandmother Clara’s Dream send a bi-monthly bank transfer to ECCSVC in Brazil. This transfer amount covers the school salaries as follows: 

- School Teaching Staff: £275.00 or R$1200/month, £3,300 or R$14,400/year 

- Teaching Assistant: £140.00 or R$615/month, £1680 or R$7,380/year 

- Teaching Assistant: £130.00 or R$600/month, £1560 or R$7,200/year 

- School Cook: £175 or R$750/month, £2100 or R$9000/year 

We are very careful to ensure that ECCSVC does not have a shortage or an unmanageable excess each month. Salary amounts for ECCSVC staff are agreed annually, following discussions with staff and are approved by all trustees. We are committed to ensuring that salaries are remain above the minimum wage for Brazil, they are modest but fair and above average for the local community. 

This transfer also covers food and fresh fruit for the students, teaching supplies and an agreed contingency for maintenance of the school buildings and petty cash. These costs normally total around £150 per month, with some seasonal variations. 

When funds for food supplies are required Grandmother Clara’s Dream Chairperson Emma Astles discusses the transfer amount with the ECCSVC staff prior to sending the funds and any adjustments are discussed and approved by all trustees. 

During 21/22  the school was forced to close for long periods owing to the pandemic and operations were repeatedly interrupted. In addition our volunteer school director Sr. Eraldo Barbosa was diagnosed with terminal cancer. Owing to both these factors activities at the school were greatly interrupted throughout the year. This can be evidenced by the fact that only one transfer was made to ECCSVC in 21/22.

Grantmaking Policy - The sole purpose of Grandmother Clara's Dream is to support the work of the Educandário Creche Comunitária Sonho da Vovó Clara (ECCSVC) community school. Grandmother Clara’s Dream only makes grants to ECCSVC and does not support any other individuals, groups or projects. Currently we do not intend to expand our purpose to include support for other individuals, groups or projects. The reason for this is that we know ECCSVC in great depth - the school in its current form was established by one of our Trustees, who spent 2 years managing the operation. We know and trust the staff and also have firsthand experience of the poor conditions in the favela of Mata Escura and the need for this school to continue its work. We have witnessed the effects of the lack of good quality, reliable schooling in Mata Escura, and the great need for childcare to assist parents seeking employment to support their families. We also have excellent lines of communication with the staff on the ground and understanding of the challenges, costs and bureaucracy they face, all of which allows us to work effectively together. 

We would not get involved in a project that we did not have this level of understanding of and therefore we do not intend to expand to support other projects. If Grandmother Clara’s Dream were to experience an increase in funding we would use this to expand the work of ECCSVC to allow more students to enrol and ensure an improved pupil-teacher ratio.

During the financial year 2021/22 we can summarize the main **Summary of the main** achievements of Grandmother Clara’s Dream as follows: **achievements of the charity during the year** 

- Raised a total of £300 through online fundraising from family and friends, meeting our target of £300. 

- Funded 8 hours schooling per day for approximately 50 days of the year, which equates to 400 teaching hours for year 2021/22. Opening hours were drastically affected in 2021/22 as the school was required to close and cease all operations under Brazilian lockdown restrictions. 

- Helped to fund 3 meals per day for 30 students for approximately 50 days of the year, which equates to 4,500 meals for the year 2021/22. 

- Funded 1 piece of fresh fruit per day for 30 students for 50 days of the year, which equates to 1500 pieces of fruit handed out for the year 2021/22. 

- Maintained a surplus of funds ready to assist the school again once it was permitted to reopen.

It is Grandmother Clara’s Dream policy to maintain a balance on **Brief statement of the** unrestricted funds which equates to at least 2 months unrestricted **charity’s policy on reserves** payments – equivalent to £2060 – to cover emergency situations that may arise from time to time. We appreciate that this may not always be possible as our priority must be payment of school salaries and food for the ECCSVC students. If we reach this reserve threshold we will request ECCSVC freeze new pupil enrolment and make any appropriate cutbacks in expenditure, without affecting the welfare and education of its students, in order to protect our emergency reserve. The balance of £1973 held on unrestricted funds at year end fell slightly short of our target. This has been discussed with the school and during the period in question there was no new pupil enrolment and the school was already operating on a limited basis as it made a cautious return from pandemic restrictions.
