ACTIVITIES/EVENTS ETC
Past activities included a Parent & Toddler Group and Family Nights at a moderate charge. Sadly over the course of 2019 numbers attending both these activities have dwindled to a point where they only occasionally return a profit and the best we can hope for is to break even on the money expended to run them.
Due to our location we have always been a popular venue for local musicians to hold their rehearsals as we have no immediate residential neighbours. But bands change line-ups and a couple of them have broken up so we have lost them as a source of income. There is a lot of competition in the area to host children’s parties and we cannot compete with venues that can offer soft play facilities etc.
FINANCE
The building is the property of Durham County Council and is leased by the Community Association. We have a contract with them for monthly Legionella testing and maintenance of an Asbestos Management Plan and yearly inspection.
We have a current account we use for regular contacted running costs, payment of utility bills, purchase of consumables, and minor maintenance and repairs.
Our main source of income has always been generated by hiring out the building to local musicians, the weekly Lunch Club run by Teesdale Day Clubs and occasional meetings etc. Toddler Group sessions and Family Nights both saw a significant drop in attendance over the course of the previous year and unfortunately due to the organiser moving out of the area the Toddler group closed in November 2019. A further setback was the decision to relocate the weekly Lunch Club sessions to venue in Barnard Castle. As there were so few attendees from Stainton Grove and the majority of the clients were being brought in by taxi from Barnard Castle it was more cost effective to relocate.
We do not receive any funding from the local authority.
Total income generated last year was not as much as we had hoped and we were unable to make any significant reduction of expenditure. This together with lack of volunteers willing to become Trustees has caused us to consider some difficult decisions about the future of the Community Association.
The financial situation had been discussed at the December 2019 meeting, but with the backing of some of our regular volunteers we were hoping to carry on until our next Annual General Meeting with the hope that new Trustees could be found to provide renewed support and much needed enthusiasm.
WHAT COMES NEXT
However by the time we met in early January 2020 the situation had worsened with two of our regular helpers moving off the estate and a third advising that due to other commitments he was no longer able to help at any evening events the suggestion was made that we close the Community Association and return the community centre back to Durham County Council.
A general meeting was called for the 29[th] January and this was publicised by means of notices around the area of benefit to advise of the proposal to dissolve the Community Association and close the Community Centre.
This meeting took place and all the Community Association members who attended and the four Trustees agreed by a show of hands that they accepted the proposal.
It was further agreed that this would be set in motion as soon as possible and all debts and liabilities settled prior to any disposal of remaining funds and then a set of final accounts will be prepared in order to close the CIO. The current Trustees will work together to finalise this.
By the end of February the contents of the Community Centre had been sold or donated and the keys were then returned to Durham County Council. Then Covid-19 happened and everything ground to a halt.
Naively the trustees thought returning the keys was all we needed to do to close but because of the terms of our lease with Durham County Council it was registered through the Land Registry and DCC suggested we should seek legal advice to aid and advise us with the procedure for the Surrender of the Lease.
As of 31[st] December 2020 this is still ongoing and until the surrender is finalised we exist in name only, having no premises, and no income. Until we have received and paid the invoice for legal services we are unable to make any donations of remaining funds or to finally close the CIO.
We have greatly appreciated the support of our dedicated group of volunteer helpers and thank them for all their help over the years.
