## **Section C: Objectives and activities** 

## **Summary of the objects of the charity as set out in its governing document:** 

The ICC constitution states that ‘the purpose of the Club is to promote the amateur sport of Cycling in Ilkley and the surrounding areas, and of community participation in the same area’. 

## **Summary of the main activities undertaken for the public benefit in relation to these objects:** 

In line with Section 17(5) of the Charities Act, all Trustees have been made aware of their responsibilities in respect of ensuring the Club comply with the guidance issues by the Charities Commission on ‘public benefit’.  The Trustees plan the ICC’s activities and events with this requirement in mind ensuring that public benefit can be demonstrated in all that the Club does. 

## **Club rides** 

The standard Club rides happen every Thursday evening and Sunday morning. A range of different rides are available catering for beginners through to experienced riders. Rides are posted on the ICC website and Club Rides App in advance so people can choose the best ride for them. 

In addition to Thursdays and Sundays, other rides are available during the week including a Saturday morning ‘chain-gang’ for racers, a women only ride on Mondays and regular off road/gravel rides to help riders to improve their fitness and bike handling skills. 

The youth section of the Club occasionally organises “family rides” which allow parents and children to ride together as a group. This provides both a safe, but social environment where the children can learn to ride on the road. 

These organised rides are typically available to support all abilities throughout the year. They are only cancelled in event of extreme weather conditions that could threaten rider safety or inline with British Cycling (BC) directives such as during the Covid-19 pandemic. During the winter months or periods of poor weather ICC members are encouraged to remain active, keep riding and continue to interact and operate as a club through virtual ride apps such as Zwift and RGT Cycling. 

## **Children, Youth and Junior Riders – Coaching and Training** 

The Club continues to promote riding from the very youngest up to junior riders (16 – 18). We are happy for riders who have specific needs to join in and have good links with para cycling. Our aim is for cyclists to learn the very basics such as balancing, looking ahead, cornering and pedal position. This helps them with the transition from riding in the youth environment into the adult rides and competitions. The youngest group start with “Pedal in Park” using games and activities, then moving on to the more formal coaching at the Bodington Circuit at the Brownlee Centre. The aim is to make cycling a lifelong habit. 



Four clubs have now formally come together to form a training cluster known as the Yorkshire 4 Race Training (Y4RT). Here each club provides coaches to run the sessions and in addition ICC provides the back-room support such as bookings, finances and the first aid on the night. This type of cooperation also allows children to form bonds and friendships in the cycling fraternity which hopefully will follow them into adulthood. When riders reach a certain standard, they move to an advanced coaching session which are for teens who are serious about racing . 

ICC is a Go-Ride Club and we work with BC to maintain standards of care (safeguarding) and to promote racing, higher level coaching and introduction to all the cycling disciplines including mountain biking. 

Activities and sessions, we provide on an ongoing basis include 

- Starter session for young children riding a bike for the first time 

- Bike loan scheme 

- Kit ‘Swap shop’ 

- Children/ youth coaching locally and in conjunction with BC 

- Promotion of races for youths 

The Covid-19 pandemic certainly has affected the continuity of certain age groups in cycling sport and ICC is working to give opportunities for children of any age to come into cycling and make up for any lost time. 

## **Races and time trials** 

ICC has many members who are racing enthusiasts ranging in age from young schoolchildren through to veterans. The Club is regularly represented in time trials, circuit racing, hill climbs, road racing and cyclo cross. 

ICC also promotes several successful events which have drawn entrants from all local clubs, plus many riders from further afield. 

These events have included 

- A full series of evening time trials 

- Our midsummer Town Centre Races 

- Evenings of circuit races at The Brownlee Centre again focusing on female participation 

Having had to cancel the 2020 Town Centre Races due to Covid-19 restrictions, we were delighted to be able to stage the even again in 2021, albeit with some changes to ‘normal’ format due to ongoing Covid-19 considerations. We also had the honor of the event being included in the National Series for the first time, which increased the quality of riders and level of visibility. We hope this is something that can be repeated in future years. 

The continued success of this has been completely dependent on the voluntary efforts of the principal organiser (Club member Mike Firth), supported by dozens of other members 



who marshal the event, run registration and generally help promote the event prior to the event and on the day. 

## **White Rose Classic ‘sportive’ ride** 

We organise the annual White Rose Classic (WRC), a noncompetitive sportive event which allows riders to choose between a short, medium or long route in the Yorkshire Dales. This regularly attracts around 1,000 riders of all abilities for a day of enjoying the countryside and testing themselves against one of three challenging routes offered. 

The continued success of this has been completely dependent on the voluntary efforts of the principal organiser (Club member Gary Carr), supported by dozens of other members who marshal the event, run feed stations and support riders.  This is a primary source of income for the Club, which allows us to support other cycling events and initiatives. 

Having had to cancel the event in 2020 due to Covid-19 restrictions we were thrilled to be able to stage the event again in 2021, albeit with some changes to ‘normal’ format due to ongoing Covid-19 considerations. We were able to honor all the ‘rolled over’ 2020 entries for the 2021 event. 

## **Other activities** 

The social side of the Club has historically been strong and vibrant, including events like a summer barbeque, open screenings of targeted professional races plus regular local drinks and meal events through the year. This was obviously curtailed in 2020/2021 due to Covid-19 restrictions however social media and online platforms such as Zoom were used to great effect to help maintain and indeed build connections. 

ICC Committee did however encourage ‘face to face’ meetups as restrictions were lifted and the Thursday ‘Club Night’ culture has started to successfully re-form this year post the Thursday night rides. 

Ilkley Cycling Club Trustees / Committee members continue to seek opportunities to invest in a long term legacy project for local community use. Several leads remain live, but at present there is no imminent prospect of such a project commencing. 

## **Section D: Achievements and performance** 

## **Summary of the main achievements of the charity during the year** 

The core activity of the Club is to provide regular organised rides available to all abilities which continues through the year. Organised rides are usually only ever cancelled in event of extreme weather conditions that could threaten rider safety or inline with British Cycling (BC) directives such as during the Covid-19 pandemic. 

We are very pleased and proud with the way we have been able to recover the vast majority of ‘normal’ Club activities this year as Covid-19 restrictions have lifted. Alongside recovery of regular Club Rides we have seen an increase in the variety of ‘ad hoc’ rides being offered by members new to ride leading and often also new to ICC. In addition, we have been able to stage both of our major annual events, the White Rose Classic and the Town Centre Races. These have given both ICC members and the wider Ilkley community the opportunity to reconnect ‘in person’. 



We have also continued to an increase the use of our revamped website and the rides app is now embedded as the way in which promote and manage Club ride activity. 

## **Section E: Financial Review** 

The annual accounts are attached together with the statement from the Club’s ‘independent verifier’. 

We feel the return to more ‘normal business’ after the Covid-19 restrictions faced last year is reflected in this year’s financial records. Financial risks are limited and no contingent liabilities have been identified. As noted below, the trustees continue to retain a ringfenced reserve with the intention to invest this money in a suitable asset, e.g. enclosed track facility, that would benefit the whole community in line with the overall objectives of the Club. 

## Brief statement on the charity’s policy on reserves: 

As the year end bank balance has remained healthy since the start of the Club in 2011, the Committee took the decision to ‘ringfence’ a £65k reserve (held in a separate bank account) which is not to be used without the agreement of a simple majority of the membership. The stated aim for this reserve is to invest in an enduring cycling facility, such as a track.
