Haji Rafique Foundation (HRF) have strong values in promoting peace, providing education, helping overcome poverty, encouraging good to the youth of today and working towards equality. Our members and volunteers are from a broad range of professions and backgrounds, each bringing their skills to the charity.
HRF’s Aims:
The Foundation’s aims are categorised into FOUR main areas:

Haji Rafique Foundation (HRF) operates humanitarian work under HRF Relief, www.hrf-relief.com
The Foundation is passionate to demonstrate a real representation of promoting peace, tolerance, inter faith harmony and integration; these are HRF’s key values. The organisation understands Islam to be a religion of peace, love, co- existence, tolerance, human dignity, veneration of human life and a charter of justice and equality for mankind. HRF promote the concepts of inter faith harmony and inter-community integration and coherence for the greater happiness of mankind through the teachings of the spiritual aspect of Islam.
HRF has established that the awakening of such awareness within society at large, demands the promotion of knowledge and education and most importantly the eradication of ignorance. Thus, we have acknowledged a successful society must be based on broad education & community cohesion. This is the core fundamental pillar for developing a peaceful and understanding society. The organisation follows the classical tradition that promotes spiritual & personal development, as well as moral excellence.
HRF has a strong belief that it is essential to make a positive contribution to the lives of young people by increasing their life chances and helping their transition from youth to adulthood. We aim to achieve this by enabling young people to recognise and fulfil their potential through development, confidence and aspirations.
HRF aim to alleviate suffering and poverty, provide aid to victims of disaster and improve the lives of the many people living in deprivation. HRF also feels the importance of health care, helping establish modern medical facilities with free treatment for the economically impoverished; additionally, a need to educate healthy lifestyle through all possible means- media, literature and seminars. These aims go hand in hand with the welfare support, work to promote a social harmony, upholding human rights and equal opportunities for all. Achieving this via continuous liaison with various sections of the community including local authorities, schools, welfare organisations and all sound NGOs to achieve the ultimate goal of community cohesion.

In conjunction with the Charity Commission's general guidance on public benefit, HRF’s Trustees have concluded that –

STRATEGIC REPORT
The Covid-19 global pandemic seems like a long time ago, but it is still creating challenging environments when it comes to delivering humanitarian relief and support. Government restrictions, guidelines, health and safety concerns are still factors impacting the delivery of aid. HRF have continued working with respective governing bodies to deliver numerous projects across many countries.
EMERGENCY - GAZA
The Foundation supported three projects in Gaza – Ramadan Food Packs, Hot Meals and Medical Aid. The generosity of our donors enabled us to deliver through working with a partner, Human Appeal, a total of more than £23,700 worth of Ramadan Food Packs, £9,000+ Hot Meals and £20,000+ in the form of Medical Aid.
EMERGENCY - YEMEN
We were unable to deliver any relief food packs or medical aid to this region during the year. However, we did provide Fitrana aid (please see under Fitraana meals).
EMERGENCY - ROHINGYA
Two projects were supported this year in the Rohingya region. Approximately £8,750 was donated towards the Camps project whilst £9,400+ was utilised to provision for Ramadan Packs
RAMADAN FOOD PACKS
Every year, through the generosity of the Foundation’s donors, HRF deliver the Ramadan Food Support Programme. Whilst delivering this programme, every effort is made to use as many local businesses as possible and individuals to provide these provisions. This approach provides support and empowerment to locals whilst helping and supporting those in need.
On the ground, local volunteers who are passionate about helping and supporting needy people were once again very supportive and honoured to be given the opportunity to deliver the Ramadan Food Support Programme in Indonesia, Jordan, Pakistan, Philippines and Syria.
HRF successfully deployed approximately £16000 in Syria, almost £3700 in Pakistan, £6400 in Jordan, £1400 in Indonesia, and almost £8000 in the Philippines.

EID GIFTS
Eid Gift
The generosity of HRF’s donors continues to make the “Eid Gift Project” very popular year after year. This year almost £5500 was allocated to this project, the beneficiaries were children in Syria. As in previous years, this deployment brought happiness and smiles to all recipients.
FITRANA MEALS
Fitrana is an amount Muslims donate annually at the end of the month of Ramadan. Donations received by the Foundation are utilised to provide meals for needy and deprived individuals. This year, £5,250 was allocated and deployed in Yemen, £210 in Pakistan and £8000 in the Philippines.
HRF teamed with Rafah International, a UK based charity to deliver meals in Yemen.
QURBANI
Qurbani is performed once a year, at the time of Eid-ul-Adha in the twelfth month of the Islamic calendar on the days following the Day of Arafat (Hajj), also known as the pilgrimage.
For many deprived and needy people, it is very difficult to put a meal on the table, so the consumption of meat is not even thinkable. This project aims to provide Qurbani meat to these needy people at the time of the Eidul Adha festival so they may also rejoice and enjoy the festivities of Eid-ul-Adha in a similar manner to those across the world.
HRF’s dedicated volunteers delivered this project to needy individuals in Kenya and Pakistan. Almost £5000 worth of meat reached the beneficiaries.
HEALTHCARE
A key principle of the Foundation’s work is to ensure the needy in impoverished regions are provided with or have access to the necessities of medical care. HRF is committed to providing healthcare through healthcare funding. The Free Ambulance Service has continued to operate and provide a lifeline for needy people of the regions they operate in. Some donations were also made available to support some individuals requiring medical care

24/7 Free Emergency Ambulance Service
The Free Ambulance service continues to provide a vital service for 20+ villages in rural areas of the Jhelum district in the province of Punjab, Pakistan. Numerous lives have been saved due to this service.
The day-to-day operations continue to be managed by the local Union Council Heads. HRF continue meeting the costs of the ambulance driver whilst the village elders have a scheme to cover costs for those unable to pay travel costs. The Foundation sponsored individuals with medical support for surgeries.
ORPHAN SUPPORT
HRF continues to meet objectives of helping orphans to give them opportunities for a brighter future. The Foundation’s vetting process identifies suitable children for this programme.
For many, the ongoing support is the key to their survival, HRF is committed in ensuring continued support is provided every month. The Foundation delivered almost £32500 worth of support for orphans in Kenya, Yemen and Lebanon.
WATER FILTRATION
No new projects were started this year. However, follow up checks were conducted on those already in place and were there was a need for any maintenance, this was addressed
FAMILY SUPPORT
One of the key goals of HRF is the supporting of deprived families and offering opportunities for a brighter future whilst empowering them to take initiatives for success and prosperity. The Foundation’s volunteers conduct a thorough vetting process to identify suitable families for support.
HRF gave grant handouts to needy families in the Punjab region of Pakistan to assist them in empowering themselves. A number of donations were given to several projects for deprived families to assist them with putting a roof over the heads of their families. In total, almost £8000 was dedicated for this project
EDUCATION
Encouraging and supporting youngsters to succeed in all walks of life is essential in their development, selfesteem and confidence. Outside of mainstream education it is important to educate tomorrow’s adults in all aspects of life including religion and sport. The participation in sport also enables youngsters to stay away from crime and build themselves a bright future.

HRF acknowledge a successful society must be based on broad education & community cohesion. This is the core fundamental pillar for developing a peaceful and understanding society. The organisation follows the classical tradition that promotes spiritual & personal development, as well as moral excellence. A masjid in the village of Sanghoi in the Punjab province of Pakistan continues providing good moral values in line with the teachings of the Islamic faith. HRF have continued to support the masjid this year.
COMMUNITY COHESION
The Foundation has continued the support for the building of a community kitchen in the Jhelum district, Pakistan. This community kitchen will cater for approximately 200-500 people weekly and for approximately 700 individuals every month. Almost £14500 has been donated to this humanitarian project.
In the UK, HRF continues supporting an annual event to stimulate a spiritual enhancement amongst the youth in a Sufi traditional manner practiced in the Indo-Pak sub-continent.
ADMINISTRATION
The Foundation’s administration costs for the year were £7123. These costs were incurred to enable all committed projects to be delivered across all the countries and regions specified by the Foundation.

FINANCIAL REVIEW
Individual donors are the principal source of funding for HRF. The retaining of these donors and utilising the donations systematically to support necessary projects during the next twelve months is of paramount importance.
Separate accounts are used so the funds are maintained under the specific donation categories. This respects and maintains the use of these funds for the various categories as desired by donors.
Risks and uncertainties
The Foundation’s Trustees continue to consider the risks HRF are challenged with, and they work towards addressing these through improvements or mitigation.
The success of the Foundation is highly dependent on continuing to receive adequate support and donations from its donor community. This is something that is being closely monitored by the Trustees as the Foundation grows in age and size.
Plans for the future
Haji Rafique Foundation will continue to focus on raising funds from its donors and will look at learning from, building and developing strong partnerships with other charitable bodies. Another key aspect for the future is the involvement of passionate volunteers who will be able to create awareness of the Foundation’s vision, projects and how to increase ventures for fundraising.
The continued support of HRF’s donors has enabled the Foundation to deliver projects that have made a positive impact on the needy beneficiaries. We are looking forward to the next twelve months so more projects can be delivered in new countries alongside those in which HRF already have a presence.

Statement of Trustees’ Responsibilities
The Trustees are responsible for preparing the Trustees' Annual Report and financial statements. The preparation of financial statements for each financial year gives a true and fair view of the state of the affairs of the Foundation and of the incoming resources and expenditure. The Trustees are required to:

select suitable accounting policies and then apply them consistently

observe the methods and principles in the Charities SORP

make judgements and estimates that are responsible and prudent

prepare the financial statements for each
The Trustees are responsible for keeping adequate accounting records which disclose with reasonable accuracy at any time the financial position of the Foundation and which enable them to ensure that the financial statements comply with the specified regulations. They are also responsible for safeguarding the assets of the Foundation and taking reasonable steps for the prevention of fraud and other irregularities. The Trustees are aware of the following:

there is no relevant audit information of which the Foundation’s auditor is unaware; and

the Trustees have taken all steps necessary to make themselves aware of any relevant audit information and to establish that the auditor is aware of that information,

Incoming resources
Income includes the total funds received during the period and comprises donations collected directly or by volunteers and income from fundraising events. Income is recognised in the period in which the Foundation is entitled to receipt and the amount can be measured with reasonable certainty.
Allocation of funds
Expenditure on operational programmes is recognised in the period in which it is incurred. Specific funds are established for expenditure which has been allocated to projects but remains unspent at year end. All costs are directly attributable to specific activities.
Foreign currencies
Transactions in foreign currencies are translated into sterling at the rate of exchange ruling at the date of the transaction. Any currency on hand at the balance sheet date is converted at the year-end rate.
Accounts and Funds
The funds held by the Foundation are categorised as:
General – Funds used for General Purposes, i.e. majority of projects Zakat - Funds used for all project the donor has specified the donation to be “Zakat” Lilah - Funds used for all project the donor has specified the donation to be “Lilah” Sadaqa - Funds used for all project the donor has specified the donation to be “Sadaqa”
