To advance the Christian fatth for the benefit of the public in Bury St
Edmunds Suffolk and surrounding districts and in other parts of the United
Kingdom or the world as the trustees may from time to time think fft
particularly but not exclusively by means of caring. listening and helping
people on the streets and at various venues day or night and to fulfil such
other purposes which are exclusively chantable according to the law of
England and Wales and are connected to the charitable work of the

Town Pastors (Bury St Edmunds) express their Christian faith for the
benefit of the public by patrolling the bar and club area of Bury St
Edmunds town centre from 10.00pm - 4.￿3M on Y￿ekend nights, offering
care and support to those in need. Vthile on dLrty, Town Pastors are
supported by a prayer team, some waying at a town centre venue and
some in their own homes.
The main activities undertaken for the benefft of the public in general are:
.Helping to make people feel safe {fear of crime is a very real issue).
.Helping those who have consumed excessive amounts of alcohol. Town
Pastors Gare for and support vulnerable, intoxicated individuals who are
incapable of looking after themselves and might otheNise be subject to
assault andlor in need of medical attents'on. As w811 as helping to keep
people safe, this decreases the necessty for police intervention,
ambulance callouts and hospital admissions.
•Defusing potentially violent srtuations. Town Pastors are often able to
calm tense OT a99ressive situations by providing a friendly presence, in a
non-judgemental and non-¢onfrontational way.
.Reducing crime and anti-social behaviour. Town Pastors a￿ visible
Capable guardians and have an importanl role in discouraging ¢rime and
anti-social behaviour.
.Giving pastoral care and support for indtviduals in distress, wtth difficult or
overwhelming personal Gircumstances andlor with mental health issues.
.Providing water which improves hydration and gèneral attitude therefore
reducing the risk of intolerant or aggressive behaviour.
•Providing chocolate which raises blood sugar levels. which are frequently
signfficantly lowered by the consumption of excessive alcohol.

Achievements and performance
Summary ofthe main
achievements of the charity
during the year
Town Pastors (Bury St Edmunds) have approximately 20 active Town
Pastors and 38 Prayer Team members dravln from approximately 30
different churthes of various denominations in Bury St Edmunds and
surrounding area. Ail are volunteers who commit to being 'on-duty' once
a month.
Town Pastors continue to patrol regularly on Saturday nights in Bury St
Edmunds town centre.
During the year. Town Pastors worked alongside other agencies,
including the police, ambulance service and CCTV control room staff,
helping to make Bury St Edmunds a safer place on Saturday nights.
Regular communication wrth West Suffolk Council Rough Sleeper
Prevention Team has continued throughout the year.
Town Pastors are involved wrth providing assistance to those in need and
helping to get people safely home in the early hours of the moming.
Town Pastors help to calm volatite situations and to reduce crime and
disorder. They also remove dangerous items (such as trthiles and
glasses) from the streets.
Statistics are compiled for the year, showng 'Town Pastor Activities,
wrthin each of frfteen specffic categories.
.Town Pastor8 ensured the personal safetylvRllbeing of 131 p80ple', thi8
included making sure vulnerable people got safely to their transport, were
walked home. or were reunited wtth friends.
.Town Pastors cared for 30 people who were excessively drunk and
unable to look after themselves. In addition, each person was kepl safe
from theft of personal balongings or becoming a victs'm of crime, assault
or sexual assault.
.Town Pastors gave out 226 bottles of water, primarily helping to
hydrate those who have consumed large quantities of alcohol.
•Town Pastors gave pastoral support and care to 74 people who W￿re
facing signrficant issues, distressed andlor have mental health issues.
•On 29 occasions Town Pastors were able to prevenvreduce crime, often
by defusing fights or calming potentially aggressive situations. This
reduced personal injury and the need for police intervention or for arrests
to be made.
.Town Pastors removed over 399 bottles and glasses (potential
weapons) from the streets of Bury St Edmunds.
*Town Pastors had 10 interactions (previou$ year". 56) with people who
are homeless lor presenting as homeless) and 5 situations (p￿vIouS
year: 10) vthere they observed but didn't interact wrth someone who is
homeless (or presenting as homeless). Lack of interaction is usually due
to the person being asleep. These figures are considerably lower than
the previous year due to a significant reduction in th8 number of people
rough sleeping in the t¢)wn ontre.
During the year, Town Pastors in Bury St Edmunds have ensured the
safety of a number of people who were suicidal On some occasions this
has been providing a listening ear until the person felt in a better place.
and on other occasions Town Pastors have involved the ambulance
Se￿iCe andlor the police in order to make sure that the person was taken
to a place of safety.

Town Pastors are regulady thanked by people they meet on a Salurday
night. This may be general thanks and appreciation, or thanks for help
they (or their friends or family members) received from Town Pastors on
a spectfic o¢¢asion.
The above figures, and the thanks r￿1ved, demonstrate that Town
Pastors have had a considerable impaGt on the people and situations
they have encountered while patrolling on Saturday nights dunrvJ the
year.
Town Pastors (Bury St Edmunds) recrurted and trained one Town
Pastor in MaylJune 2025 and two new Prayer Team members in
February 2026.
Literature is essential for promoting Town Pastors (Bury St Edmunds),
and for raising awareness of the charity and the need for funding and
volunteers. New promotional leaflets were produced in May 2025 and
distnbuted to local churches throughout the year.
Town Pastors {Bury St Edmunds) V￿re nominated for the 'Best
Community Group, award in the Bury Free Press and Bury Town Council
Community Awards 2025.
Having been shortlisted, Town Pastors (Bury St Edmunds) were
delighted to be announced as the winner of the category, and lo receive
the 'Best Communrty Group. Award 2025 at a presentation evening in
September 2025.
The trustees were very encouraged to see the work of the Town Pastors
(Bury St Edmunds). volunteers being recognised in this way.
In January 2026, the trustees of Town Pastors (Bury St Edmunds) were
sad to see John Sullivan step dovm as Chair, after serving for seven and
a haw years. They expressed their thanks and appreciation for John,
long service as Chair. John continues to seNe as a Truste8.
The trustees were delighted to appoint Ben Greeves as the new Chair of
Town Pastor8 (Bury St Edmunds).
Maintaining an adequate level of volunteers is an ongoing challenge.
Town Pastors (Bury St Edmunds) closed the year planning a recruitment
drive in preparalion for a Town Pastor training Course taking pla￿ in
MaylJune 2026.

Tthvn Pastors (Bury St Edmunds) has a policy to hold unrestricted
reserves of between 4 and 6 months of forecast ex
nditure.
Income for the year to 31* March 2026 has been a little lower than
forecast. however Town Pastors (Bury St EdmuTrJsl had over £5.000
restricted reseNes brought forward from 202412025 which have been
fvlly utilised allowing for a good level of unrestricted reserves to
maintained throughout the year. Unrestrided reserves cover as at 31
March 2026 is 6.8 months of fwgst annual expenditure for the ensuing
year.
