Town Pastors (Bury St Edmunds) express their Christian faith for the
benefit of the public by patrolling the bar and club area of Bury St
Edmunds town centre from 10.00pm - 4.00am on weekend nights, offering
care and support to those in need. IAhile on dLty, Town Pastors are
supported by a prayer team; some praying at a tovffl ￿ntre venue and
some in their own homes.
The main activrties undertaken for the benefrt of the public in general are:
.Helping to make people feel safe (fear of cnme is a very real issue).
.Helping those who have consumed excessive amounts of alcohol. Town
Pastors care for and support vulnerable, intoxicated individuals who are
incapable of lookn'ng after themselves and might otherwise be subject to
assault andlor in need of medical attention. As vlell as helping to keep
people safe, this decreases the necessty for police intervention,
ambulan￿ callouts and hosprtal admissions.
.Defusing potentially violent situations. Tovm Pastors are oftèn able to
calm tense or aggressive srtuations by providing a friendly presence, in a
non-iudgemental and non-corrfrontstional way.
.Reduang crime and anti-social behaviour. Town Pastors are visible
capable guardians and have an important role in discouraging cnme and
anti-social behaviour.

Achievements and performance
Town Pastors {Bury St Edmunds) have approximately 18 active Town
Pastors and 40 Prayer Team members drawn from approximately 30
different churches of various denominations in Bury St Edmunds and
surrounding area. All are volunteers who commit to being 'on-duty' once
month.

during the year
Town Pastors {Bury St Edmunds) began the year with m6asur85 in place
to mitigate risks associated with the Covid-19 pandemic, in line with
current government guidelines.
The trustees continued to assess risks and updating additional measures
lin line with government guidelines) for Town Pastors to be able lo patrol
in a safe Covid-secure way, minimising risks for the Town Pastor team
and the people that the Town Pastors meet on streets. Th8se additional
measures have gradually been able to b8 8ased throughout the year.
Regular patrols on Saturday nights have Conlinued throughout the year.
Due to lower numbers of volunteers and to minimisé risk of transmitting
Coronavirus, Town Pastors have continued to patrol on one night a week
instead of both weekend nights (enabling all items to be quarantined
between shifis).
Despite there still being a Considerable amount of apprehension about
being with people and engaging with new things caused by the
pandemic, Town Pastors (Bury St Edmunds} recruited and Irained four
new Town Pastors and Prayer Team members MaylJune 2022.
Opportunities for raising awarene$$ about Town Pastors (Bury St
Edmunds) are beginning to open up again, including invilalions for giving
talks and attending evenls.
The trustees gave consideration to the benefits of having a Deputy Chair,
particularly in the event of the Chair being incapacitated for any reason.
The trustees wer8 delighted that trustee Ben Greeves indicated a
willingness to take on this rol8. The trustees appointed Ben as Deputy
Chair in November 2022.
During the year, Town Pa8tor8 worked alongside other agencies,
including the police, ambulanc8 servic8 and CCTV control room staff,
helping to make Bury Sl Edmunds a safer place on Saturday nights.
Regular communication with West Suffolk Council Rough Sleeper
Outreach Team has also been established.
Town Pastors are involved with providing assistance to those in need and
helping to get people safely home in the early hours of the morning.
Town Pastors help to calm volatile situations and to redurK crime and
disorder. They also remové dangerous itams (such as bottles and
glasses) from the streets.
Statistics are compiled for th8 year, showing 'Town Pastor Activities,
within each of fifteen specific categories.
.Town Pastors ensured the personal safetylwellbeing of 166 people, Ihis
included making sure vulnerable people gol safely to their transport, were
walked home, or were reunited wilh friends.
.Town Pastors cared for 36 people who were eX￿sSive1Y drunk and

.Town Pastors gave out 391 bottles of water, primarily helping to
rehydrate those who have consumed large quantities of alcohol.
.Town Pastors gave pastoral support and care to 80 people who were
facing signifi¢ant issues. distressed andlor have mental hea￿h issues.
.On 56 occasions Town Pastors were able to prevenvreduce crime, often
by defusing fights or calming potenkn'ally aggressive srtuations. This
reduced personal injury and the need for police intervention or for arrests
to be made.
.Town Pastors removed over 426 dangerous items (polential weapons)
from the streets of Bury St Edmunds. These V￿re mainly glasses and
bottles.
.Town Pastors had 53 interactions with people who are homeless (or
presenting as homeless) and 15 ssiuations where they observed but
didn't interact with someone who is homeless (or presenting as
homeless). Lack of interaction is usually due to the person being asleep.
These figures show that, despite the challenges of the lingenng effects of
the pandemic. Town Pastors have b88n busy as they have patrolled on
Saturday ntghts during the year. It should be noted that these figure5 are
lower than pre•pandemic statistics which included patrols on two nights
each weekpnd.
Generally, people have retumed to pre-pandemic pattems of going OLrt
on a Friday and Saturday night. so there is a need for Town Pastors to be
out on patrol on Friday n￿ht8. as w811 as Saturday nights.
The effects of the Covid-19 pandemic have continued to have a big
impact on recruitment, due to many people being reluctant to Commit to
new volunteenng roles. This trend is being seen across churches and the
voluntary sector. Building up an adequate k8vel of volunteers is an
ongoing challenge.
Town Pastors {Bury St Edmunds) closed the year with a recruitment drive
in progress. This is in preparation for a Town Pastor training course
which will take place in Apriumay 2023. It is hoped that regular patrols on
Friday nights will be able to resume during the coming year.

Town Pastors (Bury St Edmunds} were again blessed with higher than
expected inc¢The during 2022123 resulting in a good level of reserves,
particularly in the latter part of the year. On 31 st March 2023 Town
Pastors (Bury St Edmunds) had just under 5 months reserves, being the
middle of the policy range. Looking fomard, reserves ¢over is forecast to
oscillate around 4.4 months for the remainder of 202312024.
