Structure
The charity was founded as a Registered Charity in 1880 and transformed into a Charitable Incorporated Organisation (CIO) in 2014.
The only members of the CIO are the trustees.
Every trustee must be appointed at a properly convened meeting of the charity. There must be at least five trustees. There is no maximum.
There are no paid staff.
In addition to the 9 trustees, all of whom are actively involved in the organisation, there are 9 volunteers.

Objectives and Activities
The Charity’s Aims are:

To advance the Christian faith by providing facilities for Christian worship (but without restriction as to denomination) and the advancement of education in the Christian faith for public benefit.

To promote the benefit of the inhabitants of the City of Sheffield and elsewhere without distinction of sex, sexual orientation, race or of political, religious or other opinions by associating together the said residents and the local authorities, voluntary and other organisations in a common effort to advance education and to provide facilities in the interests of social welfare for recreation leisure time occupation with the object of improving the conditions of life for the residents.
In furtherance of these objects, but not otherwise, the Trustees shall have the power to establish or secure the establishment of a community centre and to maintain or manage or co-operate with statutory or other bodies in the maintenance and management of such a centre for activities promoted by the charity in furtherance of the above objects.

The main activities of the charity:

Preserving and maintaining, repair and improving the land and buildings known as Upper Wincobank Undenominational Chapel and Chapel House, 132 Wincobank Avenue, Sheffield S5 6BB.

Provision of community activities for the benefit of local tenants and residents.

Allowing premises to be hired out to local groups and organisations.

5. how the trustees will ensure that personal benefits are no more than incidental
- no trustee, or member of their family will receive payment for services other than reimbursement for expenses incurred in facilitating chapel activities and maintenance eg goods purchased, transport costs.

day to day decisions are delegated to the Chapel Committee or the Chapel House Working Group who will report back to the trustees.

a how this helps to carry out the purposes for public benefit and complies with the Equality Act 2010 and
b how the amount of access provided is appropriate given e.g. requirements for security or preservation of the premises and/or contents, the resources of the organisation, the condition of the premises and the requirements for good administration of the charity

the chapel and community facilities can be made available during daytime and evening for activities that meet with local byelaws and do not infringe the restrictions of the charity ie in accordance with the original indenture, if the chapel is used for worship this must be Christian and without sectarian bias.

• A perimeter fence and gate discourages access at time when the chapel is not in use in order to minimise the depositing of rubbish, to discourage dog fouling and to limit vandalism. However this is not locked as there is a defibrillator on the premises for public use.

The Chapel House shares a common entrance driveway with the Chapel and users are encouraged to keep the gates closed when the chapel not in use.
8 if the organisation charges for its services or facilities, the amounts of and reasons for the charges. If the trustees consider that these are more than those on low incomes can afford, what provision will be made for such people to benefit so that the level of provision to them is more than purely minimal. The room hire for community activities is set at the minimum level to cover the cost of heating, lighting, cleaning and routine maintenance.

The hire rates for the chapel and community facilities are reviewed annually to ensure that the sliding scale of charges is fair and appropriate. At present the flat rate for community activities and individuals is £20 per hour with a higher rate for non-charitable or public sector bodies to be agreed.

Community activities provided are generally free to the users or charged at low cost.

Achievements and Performance
A programme of activities in the main chapel building enables local people to socialise indoors and improve health through exercise and mutual support. This has been particularly valuable to isolated individuals. The attendance is beginning to build again after the Covid Restrictions stopped activities. We continue to support members who are unable to get to the chapel.
Sundays:

Attendance at Sunday morning services is variable, but some new people have joined the congregation.

Undenominational church services have been led by the Rev Dr I Bhogal, the Rev Mr A Crowley, Mr I Cloke and volunteers from the congregation.

The Chapel provides a Zoom link for those who are not able to attend in person. There are several housebound people regularly participating online.

Lighthouse Chapel International hold services on Sunday afternoons and pay room hire on a regular basis. Their Agreement is reviewed regularly.
Community Activities ( open to all members of the community regardless of faith):

Fit and Fun chair-based exercise: Ms C Bamford, a qualified tutor, leads these sessions. An average of 9 older people attend each paying £2.50 towards the cost of the tutor. The oldest participant in 90 years old. Trustee and volunteers Mrs R Francis opens up for this activity and is responsible for pastoral care.

Coffee Morning: All are welcome and are invited make a donation for a hot drink and biscuits. This session is hosted by volunteers Mrs M Wood, Mrs G Ward and Mrs R Francis.

Mindful Exercise: Approximately 10 people attend the sessions led by volunteers Mrs K Rogers, a retired social worker and Miss B Dixon a retired occupational therapist . All contribute £2.50 which includes a hot drink and biscuits during important social time afterwards. Mrs Francis and Mrs J Palmer open up for this activity.

Toddler Group: An average of 11 children have attended weekly sessions with parents or carers. The activities are led by volunteers. The volunteer organiser is qualified early years teacher Mrs G Lemm. She is assisted by Mrs J Palmer who is a retired teaching assistant. Parents contribute £1.50 for the first child and 50p for each extra child, refreshments are included. Parents or grandparents stay with the children throughout the session.

Children’s Holiday Activities: Ms P Rea has organised a team of teachers who are experienced in work with primary aged children 5 – 11 years of age. There have been three Heathy Holidays Half-term activity days held this year funded by the Dept of Education via Sheffield City Council and SOAR Community with the aim of providing free activities and a

healthy meal for children eligible for income related free school meals. Average attendance for holiday activities is 25.

Make, Do & Mend: A new craft group has been established on Monday afternoons funded by Sheffield City Council’s Cost of Living Fund. The focus is on using skills to save money while contributing to health and well-being objectives. This group is led by Ms Hayley Alessi.

Friends of Wincobank HiIl have met monthly on the first Thursday of the month. The group contribute £40 room hire per session. In partnership with Sheffield City Council Woodlands Ranger Team they organised a lantern workshop and community lantern procession to the nearby Iron Age Hillfort which began and finished at the Chapel. The event was attended by families from local schools and scout group. Chapel volunteers organised refreshments.

A new Gardening Group was established with support from the North Sheffield Conservation Group with the aims of maintaining the Chapel gardens and redeveloping the Chapel House Garden as a community project. This group meets quarterly for intensive workdays. Informal gardening takes place in between times.

Heritage Open Day in September 2023 drew in visitors from across the city for an exhibition of the chapel’s archive, an illustrated talk about our founder Mary Anne Rawson and a guided walk to the nearby Iron Age Hilfort led by SCC Woodland Ranger James Smith. The event was attended by over 100 people.

Chapel House Open Day was held in December 2023 to celebrate completion of Phase One of the Chapel House Renovations funded by Veolia Environmental Trust, J G Graves Charitable Foundation and Sheffield Town Trust. The event was well supported by over 70 people, including our MP Gill Furness and Lord David Blunkett of Brightside.

Refugee support: We have been pleased to support an asylum seeker family living nearby who has become a regular member of our congregation. Thanks to a grant from the Beatrice Hankey Foundation we were able to assist this family by providing a weekly bus pass as well as pastoral support.

Community Bookings: A Coffee Morning was held in aid of Macmillan Cancer Nurses and a and also two memorial services.
Property
Chapel maintenance 23/24

Our handyman has undertaken some remedial work to the main chapel door.

Several verbal quotes have been given for resurfacing the path with prices varying between £15k and £17k. However, it is proving difficult to get written quotes from contractors.
Chapel House
Work has continued to raise funds and manage a major building project to renovate Chapel House, originally built as a schoolteacher’s house when the chapel was the village school. New volunteers have joined this venture and formed a Working Group.

Work funded by Veolia Environmental Trust, JG Graves Charitable Trust and Sheffield Town Trust for replacement roof, guttering, windows and doors and the installation of ramp and accessible toilet facilities was completed in December 2023. The building has been rewired thanks to a grant from the Clothworkers Foundation.
The internal insulation, fire-lining and plastering of the lower rooms has been completed. Fire doors have been installed through funded by Sheffield City Council (SCC) Community Infrastructure Levy (CIL). The materials were funded by The Key Fund, and labour costs by Awards for All (National Lottery) and Sheffield Town Trust. We are now raising further funds for same work to be carried out on the upper floors. Applications to Garfield Weston Foundation, JG Graves Charitable Trust, Susila Dharma Britain and Bernard Sunley Foundation were successful
The Defibrillator was provided by SCC and has been connected. A grant of £100 for energy costs for the first three years was received.
Internet
The Chapel has functioning internet and the Chapel House is wired and ready to be connected. We are grateful to our younger volunteers for the considerable time and effort spent working on the installation which saved the Trust £1000.
We have purchased the domain https://www.wincobankchapel.org/ and can attach website and service emails. We benefit from a Microsoft account available free to charities.
Financial Review
Our finance team is in the process of reviewing our financial arrangements and with a view to moving to online banking and bookkeeping. The Trustees wish to express our thanks to the team and in particular to our outgoing Treasurer Steve Goddard who has given considerable time to managing the finances for the Chapel House renovation in particular and advice on moving forward.
For historic reasons the Trust has three bank accounts. No expenditure is made unless there are designated funds in the accounts. There are no outstanding debts.
The Trust Account (HSBC) receives interest from a small legacy from the founder which is invested in COIF Charities Investment Fund shares, with a current value of £8,857.71. The investment is a Designated Reserve for emergency use only.
The ground rent from Cadent who maintain a Gas Governor in the grounds is £236.98.
Restricted grants made to the Charitable Trust are usually paid into this account and then transferred to either the House Account or Chapel Account as appropriate. (Occasionally grants are also paid directly into either the Chapel or House account).
The balance of the Trust Account, at present, £13,760.94, is kept as unrestricted reserves for maintenance and repairs to the Grade 2 Listed Chapel building.

The Chapel Account (Nat West) receives and pays out funds relating to activity and running costs of the Chapel Building. This includes some restricted grant funding from SOAR Community and Sheffield City Council for Children’s Holiday Activities which also allows a contribution towards overheads.
The transfer of restricted grants of £8550 and £100 from SCC Council paid into this account during the 2022/23 and transferred to the House account in 2023/24 shows as a deficit of £6,133.89. However the income for the Chapel Account set against related expenditure actually leaves a small surplus.
The House Account (Lloyds) is used for transactions relating the renovation and running costs of the Chapel House as a new Community Facility. This account has received funds from the Trust Account and The Chapel Account that are restricted for the renovations, as well as some direct donation which are unrestricted.
A total of £45,371 restricted grant funding was received this financial year for renovation works to the chapel house:

A total of £66,132 was paid out for works to the Chapel House – this included £16,000 restricted grant funding received in 22/23 transferred into the House account in June 2023, £3000 from the Trusts unrestricted reserves and £2,961.07 raised through individual Just Giving donations.
The Trust funds at 31 March 2024 total £55,874.53. This includes the COIF shares valued at £8,857.71 and Designated Grant funding listed above not yet paid out as renovation work is continuing. £17,885.81 Grant Funding shows as General / Unrestricted because it has been transferred from the Trust to the House Account, but is ring-fenced for the purpose for which it was awarded.
