Chairman's Report for the year ended 31st December 2024
Tt has been a busy year for CPRE Sussex as we faced new land use issues and continiied to shape a greener
future foi. Siissex. Our members, supporters, project partiier8 and dedicated volunteers have oiic¢ again been
instrumental in protecting and promoting our precious Countryside and urban green spaces.
A new Covernment
A change in Government brought new challenges and new opportuiiities in 2024. We celebrated as the
controversial Arundel bypass, which would have caused considei'able damage to the environmeiit, was
cancelled. However, therc is still work to do as both East and Wesi Sussex councils are tryiiig to resuri'ect
the Arundel by-pass and other road schemes. We will continue io work with campaigners to infliieiice
transport plans to ensure tlicy invest iii public transport ￿ld walking l￿d cycling routes, not big I'oad-building
projects.
Decidedly less welcome is the Government's obsessioii with housing t￿'gcts. The new Goveriiment seeiiis
only to be listening to devclopers and i'olling back oil environmeiital commitments. Massively inci'eased
housiiig targel.8 are a massive mistake and will fail to addi'ess the aLUte affordable liousing crisis. Tlie Iiew
Natioiial Planning Policy Franiework and language froin the govemment pitting development against botli
nature and local democracy makcs it clear we're going to have our work cut out in 2025.
We playcd a part in a number of platu)ing victori¢s in 2024, such as the defeat ot. 800 hoines betweeii
Horsham and Southwater. however, no battle is every truly won, as t]ie developer's appeal on this site shows,
and we will continue to support comniuiiiiies under threat. New resources in the office will help here. Oiir
hLigely well-attended autunin liitruductioii to Planning workshop Wa￿ also well-tim¢d and ther¢ will be nioi'e
opportunities lo get iiivolved in the new year.
We are canipaigiiing regularly with ministers, MPS and councillors at all levels to ensure we represent the
views of our menibers and supporters, We also now have a mailing list for all parisli councils so we keep
them abreast of our views.
Ramplon 2 and Glltwick
All sides of the Dev¢lopment Coii8ent Order (DCO) process for natl()nal infrastructure have been evidenced
in Suss¢x tliis year. W¢ saw Gominunities bearing the greatest iiiipact from Rampion 2 oiishore works
errectively cut out of the consultation pi'ocess early on, Unfortunately, our representations aboLIt tliis did not
ch£ui8e the approach. The DCO process for Gatwick seemed to be more inclusive and we succeeded in
retling a specific hearing on cliniate change included in the schedule. However, tlie draft DCO seemed to
rcly on a weak carboi) management plan. We have written to the secretary of state about tliis, as well as
reiterating that the proposal is not in line with policy, There are al.bo Iiiany oiitstanding issiies at tlii8 late
stage, including failure to agree on sewage treatment. We continue to monitor tlie situation with our friends
at CAGNE.
Solar mapping
This year CPRE Sussex and CPRE Hampshire worked together with Southampton University to produce an
assessment of the solar energy capacity for all the roof spaces in Sussex and Hampshire. The sts'eet level
maps are remarkable. While the new Government has disappointed by not insisting on rooftop solar on all
new developments, we are working with several stakeholder groups in Sussex to promote the reseai'ch
outputs. Renewable energy is a topic we will be returning to in 2025. If we are to escape the impacts of
climate change, we need to decarbonise and fast.

C¢lebratlDg the countryside and green spaces
We held two major celebration events in 2024. In May, the first Tree Festival was held in Brighton. A popular
photographic competition and great line up of events made tlie event a huge success. Many Sussex
commuiiities are proud of their trees and the 2025 festival will liave broader roots and many branches with
events taking place across the Living Coast Biosphere. Look out for more announcements soon.
Iii September, we held our second well attended Coiintryside Day at the Knepp F.state. Wc would like to
tliank our hosts for their generosity and siipport. Tlie Countryside Day has Liow beeii tak¢n up by the CPRE
network and several local branches held events this year.
Partnership working
Thanks in good part to the work of CPRE Sussex staff and trustee8, the overall CPRE network is coming
together throiigh new mechanisin.q such as the CPRE A.qqembly. We now have sonie pi'ogress on a
Inembership system that will produce reliable data and a data shELring agreement tliat has been worlced
through between CPRE central ond local teoms,
CPRE Sussex is also iiow helping with the admiii side of the South Downs Network which provides a way
of linking groups in Sussex and Hampshire aiid helping the Park achieve its objectives. We have also
coiitinued discussions with the High Weald AONB and have met with the AONB teani from thc Chichesier
l-larbour area.

We have continiied to biiild organisational infrastructure in 2024. Thc establishment of folir working groups
at which our ExeLUtive funLtions can be discussed means the CPRE Sussex Board can focus on Governance,
Giiidaiice, Monitoring and Finance. l.ast year's substantial legacies have allowed us to develop a finaiicidl
plan for the Iiext five years witliout endangering our r¢serv¢s policy. That provides a firm foundation of
progress for the Iiew Chair and the Director when I stand aside at the next AGM.
I would like to end this report by saying a massive thank you to Lesley who decided it is time to niove oiit
of hei. role in the CPRE Sussex office team. She will be missed locall! and nationally. Lesley has been a key
member of the team for years. We wish her well, and I am delighted that she will not be parting company
with CPRE Susscx entirely. With all the issues we face in 2025 and beyond there will be a real need to draw
on existing expertise, as well as new recruitment.

Constltution from undertaklng any substantlal permanent tradlng actlvltles, The buslness of the
Branch Ss managed by the Board of Trustees accordlng to the powers set out In the ConstStutSon
and the Board meets every 3 months wlth sub-commlttees formed as requlred. The Branch
employs four part-time members of staff, Includln8 the Dlrector who manages the day to day

Networks
The charlty Is a member of the network of charltles federated to the national charity "CPRE The
countryslde charlty" formerly known as the Campalgn to Protect Rural England. The CPRE
network comprlses over 40 member charltles, and the chalrs of the network's member charltles
hold votlng rlghts In the'Assembly' body that shapes natlonal CPRE declslons. The brandin8 and
core purposes are shared across the network. The Branch Is also Snvolved at a reglonal level wlth
the County Branches Forum,

of charltles of slmllar slze In terms of Income, staff numbers and complexlty. The same benefits,

Plans for the Future
Sussex remains predomlnantly rural, with a patchwork of towns and vlllages, as well as significant
development of much of Its coastline. It contalns Incredlbly beautlful landscape5, acknowled8ed
in the designatlon of the South Downs National Park and the Hlgh Weald and Chichester Harbour
Areas of Outstandin8 Natural Beautv.
Yet much of Sussex is not in good shape. It Is under extreme pressure for new speculative
housln8, roads and alrport-expanslon. It experlences water shortages wlth Increasing frequencyi
and Its rlvers and seas are polluted. It Is already suffering from the effects of a cllmate breakdown,
only expected to 8et worse.. heatwaves, drought, floodln8 and more. In common wlth the rest of
the U K, Sussex Is hlghly nature-depleted, wlth 'industrlal' farming practices playlng a slgn iflcant
role in this decline.
Especially In our towns and cltles, people experience alr,118ht and nolse pollutlon and a lack of
access to nature. In addltlon, local people are Increaslngly prlced out of the countryslde, and
Sussex as a whole. To try to address thls, the Trustees approved a three year strateEy12023 to
20261 whlch Incorporated the followlng obJectlves,'

judge that these will have a slgnlflcant Impact on the Sussex countryslde, Including plans
for the expanslon of Gatwick Airport.
Responding to Government consultations on reforms to planning rules.
Developing new projects to bulld upon our previous 'Maklng Places, work, to empower
local communities facing significant development in thelr area to shape what happens.

Flnanclal revlew and reserves
The Chairman's report Included In these accounts glves a full descrlptlon of the activltles for the
year ended 31st December 2024. The total Income for the flnanclal year was £99,372 compared
wlth £574,352 In the prevlous year Iwhlch included £405,200 of legacy recelpts). Total
expenditure for the flnanclal year was £125,394 compared to £152,672 In the previous year. The
majorlty of costs are related to staff and offlce costs, wlth dlrect actlvlty costs Icampalgnlng and
project costs) varying from year to year. The overall net movement In funds for the year, after
accountln8 for Investment galns of £3,832 was a deflclt of £22,19012023: surplus of £426,226).
The unrestrlcted funds were £562,839 at the be8lnnln8 of the year and £546,110 at the end of
the year. Restricted reserves were £13,926 at the beginnlng of the year and £8,465 at the end of
the year.
CPRE Sussex Trustees recognlse the need to malntain unrestrlcted reserves at a level appropriate
to the needs of the charlty. The level of reserves are reviewed quarterly In Ilne with the
monitorlng and bud8etary reportlng process. Where CPRE Sussex records an annual deficlt In our
unrestricted funds actlvities, the Trustees policy Is to have unrestricted reserves greater than 4
tlmes the annual deflcit in the previous financlal yea r. If the un restrlcted financlal reserves are
less than thls amount every endeavour should be made to elther reduce overheads or increase
the level of income. Once there is a regular surplus in the annual unrestricted funds activities the
unrestricted reserves should be greater than 6 months operatlng overheads.

The hlgh level of unrestricted reserves as at 31st December 20241£546,110) Is well In excess of
the reserves policy target wSth no Issues In the medlum term identlfled. Therefore, the Trustees
conslder that the level of reserves is adequate to support current activltles for the next three to
four years and are actlvely reviewing future funding to ensure that CPRE Sussex wlll continue to
be an effectlve volce for the future (please referto the reserves policy in the Notes). The Trustees
review flnanclal and other rlsks on a regular basls and In February 2025, agreed to create a
number of desl8nated reserves (for capacity bulldlngl from the unrestrlcted funds, and adapt the
reserves policy accordin8ly. The deslgnated reserves are as follows:
Salary fundln8 for key growth roles: £IOOk to cover two years, salary for the Head of
Campalgns & Communlcatlons and Head of Members, Supporters and Fundralslng,
reflectlng the antlclpated payback perlod for the roles to become self-sustalnln8

supplement bld-wrltlng and fundralslng consultancy
Advertlslng and outreach Costs: £5k to cover social medla, prlnt, web advertlslng, and

The Charlty holds a mlx of low rlsk Investment funds wlth Charles Stanley and cash. Surplus funds
thls year have been invested In hlgh Interest bonds of 12 months or less.
Prlnclpal rlsks
The Trustees recognlses thelr responslbilities in terms of managing rlsk and have &ystems in place
to ensure that the rlsks faced by the Charlty are Identlfled, assessed, managed and monltored.
The Senlor Leadershlp Team and all staff assess rlsks as part of all slgnlficant project
management. The Trustees revlew current materlal rlsks at each Board meetlng durln8 the year
wlth the maln categories rlsks Identifled as follows:
Fallure to diverslfy and grow Income
Fallure to address the decline In membership
Other rlsks identlfled Include paid personnel leaving; litlgation by a developer/landowner;
negative publicity natlonally about the Charity's work; and poor governance from the Trustees.
As a 8rowlng charlty, the trustees now intend to create and monitor a formal risk register for
2025 onwards.

Trustees. Responslbllltles
The Trustees are responsible for preparlng the Trustees, Report and the flnancial statements in
accordance wlth applicable law and Unlted Klngdom Accounting Standards {United Kingdom
Generally Accepted Accountlng Practice).
The law appllcable to charities in En8land and Wales, the Charities Act 2011, Charity (Accounts
and Reports) Regulatlons 2008 and the provlslons of the constitutlon, requires the trustees to
prepare flnanclal statements for each financlal year whlch 8lve a true and faSr vlew of the state
of affairs of the charlty and of the Incomlng resources and appllcatlon of resources of the charlty
for that perlod. In preparlng these flnanclal statements, the Trustees are required to:
select sultable accountlng policles and then applythem consistently;
observe the methods and prlnclples In the Charlties SORP;
make lud8ements and estlmates that are reasonable and prudent;
state whether appllcable accountln8 Standards have been followed, subject to any material
departures disclosed and explalned in the flnanclal statements, and
preparetheflnanclal statements on the golng concern basls unless It is inapproprlate that the
charlty wlll contlnue buslness.
The trustees are respon51ble for keepSng proper accountlng records whlch dlsclose with
reasonable accuracy at any tlme the flnanclal posltlon of the char5ty and which enables them to
ensure that the flnanclal statements comply wlth the CharStles 4ct 2011, the Charlty (Accounts
and Reports) Regulatlons 2008 and the provSslons of the constltutlon. They are also responslble
for safe8uardlng the assets of the charlty and hence for taklng reasonable steps for the
preventlon and detectlon of fraud and other Irregularitles.

in accordance with the Financlal Reportlng Standard applicable In the UK and RepublSc of Ireland
IFRS 1021 leffectlve l January 20191 and the Charitles Act 2011,. The findnclal statements have
been prepared under the hlstorlcal cost conventlons modlfled by the Inciuslon of Investments at
market value, The Trustees conslder that there are no materlal uncertalntles about the charlty's

less than this amount every endeavour should be made to either reduce overheads or increase

In the appllcatlon of the charity's accountlng policies, the charityls requlred to make jud8ments,

Credltors and provlslons are recognSsed where the charlty has a present obllgatlan resultlng from
a past event that will probably result In the transfer of funds to a third party and the amount due
to settle the obllgation can be measured or estlmated rellably. Credltors and provisions are
normally recognlsed at thelr settlement amount after allowln8 for any dlscounts due
Penslon costs and other post-retlrement beneflts
The charitable company operates a defined contribution pension scheme. Contributions payable
to the charltable compa ny's pension scheme are charged to the Statement of Flnanclal Activltles
In the period to which they relate.
