Objectives and activities

The charity's objects

The objects of the CIO are for the benefit of the inhabitants of Bradford, to provide or assist in the provision of facilities for recreation and other leisure time occupation in the interests of social welfare with the object of improving their conditions of life for the inhabitants of the area of benefit in particular but not exclusively by the preservation, promotion, support, assistance and improvement of Bowling Park.

Public benefit statement

In setting our objectives and planning our activities our Trustees have given serious consideration to the Charity Commission’s general guidance on public benefit and in particular the advancement of environmental protection and improvement of Bowling Park and its local community.

Achievements and performance

The organisation has continued to slowly recover with its level of activities post-pandemic in 2021. Regular activities, as in previous years, included weekly and monthly litter picks in the Park, regular walking group sessions and partnering with E:merge for continued youth provision locally. Park Run continues to operate weekly from the Park with close partnerships with the Friends and other local organisations developed through volunteering.

There were two large scales community events:

  1. a weekend of litter picking and clearance of rubbish from the woodland areas in the park in April; and 2. a planting event in November.

At the end of the year the Friends purchased and installed a defibrillator for emergency community use located at the Lodge café. A celebration event was held at the end of the year in recognition of 15 years of the group being in existence. A particularly thank you was given to some of the founder members and trustees who have given so much to the local community during that time.

Financial review

The net payments for the year were £4,147, including net payments of £1,020 on unrestricted funds and net payments of £3,127 on restricted funds.

Reserves policy

The charity's free reserves, excluding fixed assets, at the year end were £12,567.

No formal policy has been approved although the Board of trustees works on the informal principle of having at least three months running costs available at any time; which based on budgeted 2022/2023 expenditure equates to £1,463.

The trustees recognise the level of reserves at 31 December 2021 exceeds their target and as a result have plans to gradually reduce them over the next few years given no new restricted funds will be sought.

1 Accounting policies

Basis of accounting

The trustees have taken advantage of section 133 of the Charities Act 2011 and have prepared the accounts on a receipts and payments basis.

There has been no change to the accounting policies since last year.

No changes have been made to the accounts for previous years.

Taxation

As a charity the organisation benefits from rates relief and is generally exempt from income tax and capital gains tax but not from VAT. Irrecoverable VAT is included in the cost of those items to which it relates.

Fund accounting

Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general objectives of the charity.

Restricted funds are subjected to restrictions on their expenditure imposed by the donor or through the terms of an appeal.
