B) ASSIST INDIVIDUALS FOR WHOM ENGLISH IS NOT THEIR FIRST LANGUAGE (OR WHO STRUGGLE WITH ENGLISH) TO MAKE TELEPHONE CALLS AND WRITE LETTERS/EMAILS SO THAT THEY CAN BETTER IDENTIFY AND MEET THEIR OWN NEEDS.
