To benefit the residents of Lisvane and the neighbourhood, without
distinction of sex, sexual orientation, race or of political, religious or other
opinions by associating together the said residents and the local
authorities, voluntary and other organisations in a common effort to
advance education and to provide facilities in the interests of social
welfare for recreation and leisure time occupation with the objective of
improving the conditions of life for the residents.

In furtherance of these objects but not otheThvise, the Trustees shall have
power:

maintain or manage or co-operate with any statutory authority in the
maintenance and management of such a centre for activities promoted

in furtherance of the above ob'ects.
The Trustees hire facilities to around 20+ different groups for activities
available to residents of Lisvane and the neighbourhood. These include
a community library, photography group, computer group, an education
initiative for dyslexic children, parent and toddler groups, Asian dance
groups, exercise classes, dance groups for children, yoga,
accommodation for volunteers who work in environmental groups, and
casual bookings for children's birthday parties etc. The facilities are also
used by the Lisvane Community Council.

In carying out these activities, the Trustees had regard to the guidance
issued by the Charity Commission on public benefit. They believe that
the wide range of social, recreational and educational activities taking
place in the centre, combined with the relatively low rents charged and
the fact that the centre is available to all who wish to use it are consistent
with the public benefit requirement.
Following substantial redevelopment of the building in 2021, the centre
re-opened to the public in February 2022 with an official opening event in
May 2022. Since then the centre has been a very busy focal point of the
community. Part of the building has been sublet to a café which is open
to the public 6 days a week.

Financial review
Brief statemont of the
charlty's policy on reserves
LOSCC needs reserves to meet unexpected major repair bills and
periods when it might not be possible to hire rooms (eg during periods of
renovation). Reserves at the end of 2023-24 totalled £38k (and has
subsequently increased to £50k+ post balance sheet). Current reserves
are considered to be more than adequate particularly as the Freeholder
(Lisvane Community Council) is responsible for any major capital
ex
enditure.

I report to the trustees on my examination of the accounts of the above
charity ("the Trust") for the year ended 31103 12024.
Responslbllities and As the charity trustees of the Trust, you are responsible for the preparation
basls of report of the accounts in accordance with the requirements of the Charities Act
2011 ("the Act").
I report in respect of my examination of the Trust's accounts carried out
under section 145 of the 2011 Act and in carrying out my examination, I
have followed the applicable Directions given by the Charity Commission
