What’s happening in the arts? INTRODUCTION

After many years of successful applications DOCA was hit by the current funding crisis and 2024 saw the first year without a Street Festival since the Pandemic.

We are continually looking at ways to reduce costs, to attract more funding and to help bolster our match funding and reduce our ask of the Arts Council. We had already removed international acts from our programme in 2022 due to rising costs. There is no doubt this is a very difficult time for the arts, especially events that are free to access.

Arts Council England is our main funder and in a recent report they said, “We now have more applications than ever before, and as the costs of producing work have gone up and other funding is harder to come by, the average amount of funding people are requesting has increased, particularly for Project Grants. This has had an impact on success rates, which are currently around 1 in 3 for Project Grants”.

The Arts Council’s funding pot has not kept pace with demand or the increase in costs, so there is effectively much less to go around. Lottery ticket sales are dwindling as people tighten their belts, which is their main source of revenue. As a result, we are seeing a national trend of longestablished festivals and Carnivals disappearing.

There is no denying that everyone is feeling the pinch; our donations are down, businesses are less likely to donate, and traders are becoming less abundant.

We continue optimistically, we will do our very best to bring the exciting events to our audiences that Devizes has become known for.

We are very grateful to be funded by Arts Council for our Winter programme, which included Winter Festival and Lantern Parade, with associated workshops, Window Wonderland and Festival of Winter Ales.

This funding enabled us to retain our small team of staff and continue to seek funding for events in 2025. As a team we are looking at every way of continuing our work at this difficult time.

We are grateful for the continued support of Devizes Town Council, without their financial support we would not be in a position to apply for Arts Council funding at all.

The contribution of every donation made by audiences, loan of equipment by local businesses or reduced fees all gets matched by Arts Council. No matter how small your donation, it makes a big impact.

TEAM CHANGES

Organising events and all that goes with it is stressful and joyful in equal measure. We are hugely grateful to the amazing people working on the team, some for short periods some for many years, it is their energy and enthusiasm that makes DOCA and all that it achieves possible.

Cliff Evans Chair of the Trustees

From Festival Maker to Chair of the Trustees and back again. Cliff and his wife Jane have been long standing members of the DOCA team. Cliff has been key to getting local businesses to advertise and sponsor our events. In 2022 Cliff took on the role of Chair, he has capably led the Trustees, and bought in many new board members during his time with us. We extend huge gratitude for all Cliff has done for DOCA.

Chairs Report

“2024-25 began well with Graham Martin and Martin Rea accepting positions on the Board of Trustees. The following month brought the devastating news that we had not secured our traditional summer season funding from Arts Council England. Although this meant that we were unable to run the hugely popular Street Festival, by dipping into our reserves and adding donations from a successful crowdfunding campaign, we were able to run Picnic in the Park, Carnival, Colour Rush and Confetti Battle.

This represented a fantastic achievement by our dedicated team of Trustees, Staff and Festival Makers, particularly given the financial restrictions placed on them by the loss of key funding. On the heels of that super summer, we were all delighted to hear that the Arts Council had granted our winter season funding.

I’d especially like to thank Loz Samuels for all the hard work and long hours she put in to making that happen, and the rest of the team for ensuring that the Winter Festival, including the spectacular Lantern Parade, was a great success.

My thanks also go to Helen Pritchard and Sam Dury-Shore for the exceptional contribution they made to DOCA before they left in the new year. Helen had done some great work as Secretary and HR lead, and Sam had provided outstanding event support and developed a number of great Sustainability initiatives for us.

Having served as a Trustee for over 10 years and as Chair of Trustees for the last 2 years, I decided in October that I would step aside at the end of the fiscal year to make way for someone new to take over the reins. The campaign to recruit new trustees and an Event Support Administrator continued at full speed into the new year, when I was delighted to welcome Jocelyn BenyonTucker, Inna Dashchenko and Donna Tandy to the Board of Trustees in January. Also in January, Tony Woodison handed over the Treasurer’s reigns to Peter Corbett. I’d like to express my sincere thanks to Tony for the truly outstanding service he gave to DOCA in over 10 years as Treasurer, and to wish Peter every success in his new role.

In February, we heard that once again we had been unsuccessful in securing funding from the Arts Council for our summer season events. Although this represented another huge blow to our plans, it wasn’t quite so unexpected as it confirmed that the funding landscape in the arts sector was becoming increasingly difficult.

Although the time has now come for me to step down from the Board of DOCA, I’m doing so in the knowledge that I’m leaving it in safe hands. Donna has agreed to take on the role of Secretary, and Martin the role of Chair, so with Peter, Graham, Inna and Jocelyn also on the Trustee Board, and with their fantastic staff in the form of Loz and Emily, I’m confident that together they represent a truly exceptional team that will continue to steer DOCA through these difficult times, and continue to bring wonderful, magical experiences to the people of Devizes and beyond.”

Helen Pritchard

Trustee (Secretary)

Despite appearances, Helen was the warmest person you could wish to meet and not a little bit green. She is incredibly organised and kept all the boards paperwork in order, updated our policies and always had ideas and enthusiasm for all aspects of our work. Helen embraced every aspect of DOCA’s events, supporting workshops, entering Carnival and more. She is greatly missed.

Nick Amer [ Trustee ]

Nick came from Festival Maker to the board bringing with him an in-depth overview of our production needs.

He has been a celebrant at our tree planting event, run bars, put signs up and played a huge part in getting Parnella House inhabitable for all the resident artists, he even helped build our confetti canon.

He’s incredibly hands on and practical as well as an out of the box thinker who bought fresh ideas to the board.

We wish Nick and Jane his wife, also a valued Festival Maker, all the best as they start their new life outside of Wiltshire.

Tony Woodison

Trustee (Treasurer)

The amount of work Tony did as Treasurer is mind boggling. Tony has sifted through huge, complicated budgets, paid thousands of invoices in double quick time and dealt with the complexities of European tax and bank transfers, VAT, payroll and more. He is methodical, calm and patient. He has been on the board serving as Treasurer since 2013 and has been a valuable member of the DOCA family. Along side his duties as treasurer he ran mulled wine stalls and was heavily involved with the festival of Winter Ales. Tony is hugely missed, he has earned a retirement full of adventure and relaxation.

Ru Brooks Administrator

Ru was a huge asset to DOCA during his time in post with us. He was our I.T ninja, keeping our website and social media ship shape and up to date.

He coordinated our traders, workshops and office with a cool efficiency and always rolled his sleeves up and mucked in whenever and wherever needed.

He will be greatly missed, but we are glad to see he has remained in the sector after relocating up North and joining the mighty Walk the Plank.

Sam Drury Shaw

Resources Manager & Green Champion

Sam made a huge impact at DOCA. We’ll miss her amazing organisational skills, methodical approach and joyful disposition. Sam brought in our returnable cups scheme. She got stuck into workshops, events and anything else needed. She did all our event prep and kept us tidy. We’ll continue to work with her at every opportunity through her role with Sustainable Devizes.

Inna Dashchenko

Trustee

We are delighted to welcome Inna to the Board. Originally from Ukraine, Inna has been living in Devizes for more than 2 years since she fled the war with her 2 children. She is an active volunteer with both DOCA and Rotary Devizes. Inna worked in the event and travel industry for 12 years in Ukraine, managing an NGO for medical tourism professionals and has significant experience in business events internationally.

Jocelyn Benyon-Tucker

young Trustee

Jo is our first young Trustee, she initially came as on work experience in 2024, but we soon realised the benefits of having younger voices on our Board.

Jo has lived in Devizes all of her life. She has continued to actively help out where she can volunteering while pursuing her interest of acting on the side. She has been in the Wharf theatre’s panto and multiple musicals.

Martin Rea Chair of the Trustees

Martin has volunteered for DOCA for a number of years, slowly getting more involved. He is an active volunteer for Plot 35, a keen and knowledgeable grower supporter of refurbishing and reusing old gardening tools.

He is keen to support emerging talent, particularly musicians. He’s been a driving force behind the maintenance and negotiations at Parnella House. He has taken on an active role in the organisation of The Festival of Winter Ales and is a dab hand in the production department. He still manages to remain somewhat an enigma.

Graham Martin

Trustees with a focus on sustainability

Graham spent 26 years in the Army followed by a second career in the IT industry. Now retired he has lived in Devizes for 12 years and is actively involved in Sustainable Devizes. Graham is passionate about continuing the development of Devizes as a sustainable and resilient community.

Donna Tandy

Trustee (Secretary)

Donna has been an educator for 30 years and is the Chief Executive of a Multi Academy Trust with schools serving communities across BANES and Wiltshire. She is passionate about community engagement and social responsibility. Donna relocated to Devizes from Yorkshire with her husband Chris in 2021.

Emily Walpole

Admin and Event Support

Emily has a wealth of knowledge, with experience working at Bristol Old Vic, and at many Festivals. She’s great at social media and has got stuck into the diverse role that she has taken on with enthusiasm. Emily lives in Bathampton and has spent time in Devizes as she has family here which is a great advantage. We are really pleased to welcome her to the team.

DOCA are actively seeking Trustees from under- represented members of our community. If you are interested in getting involved with the board but feel you might lack the skills or experience, we are happy to support you throughout the process and signpost you to the information you need to take on the role and build your confidence.

All we ask is that you attend and participate in meetings, even if it is only to ask questions, which we openly welcome. Please apply through our website.

The brain child of Annabel Lake, our Production Director, Grow Devizes was a collaborative community event that was co-created with a number of local organisations. It happened at a number of locations around Devizes between 2nd – 5th May 2024 and was a huge community effort in place of the traditional Street Festival.

A series of mini events with participation and conversation, music and more.

Events included:

FEAR FREE FASION SHOW: Hosted by the Candido Lounge and compered by the BBC’s Ali Vowles.

PARNELLA HOUSE GARDEN PARTY - with finger food by Devizes Food Festival. Sustainable Devizes brought, knife sharpening, plant and seed swap, clothes swap. A fine art exhibition ‘Flores De Colores’ by Rebecca Anne Wills of White Horse Arts. Good conversation and acoustic music from Chrissy Chapman, Bryan Davies, John Lane, Chris Lane, Martin Lane and Josh Oldfield.

KIDDICAL MASS - A mass bike ride setting out from the Market Place

WALK AND TALK ON THE FOLKLORE OF PLANTS - Delivered by Folklorist and Engagement Officer for Wiltshire Museum.

OPEN DAY AND BBQ AT WINDSOR DRIVE ALLOTMENTS

FESTIVAL MAKER GARDEN PARTY AT PARNELLA HOUSE - a Celebration for all those who have given time or resources to DOCA, a chance to socialise and unwind.

POP UP ACCOUSTIC STAGE - The DOCA gazebo set up in the Market Place and hosted acoustic singer song writers Casey Davies and Ruby Derbyshire

SUSTAINABILITY

Grow Devizes was a chance to talk to our community about what they value about the town and our work, collecting ideas and thoughts and taking time to reflect. The event helped us build relationships with organisations that care about sustainability and help us improve ours. What was clear from the feedback is that people coming together to make things happen, and watching other people enjoy them is what makes everyone feel good.

Sam Drury Shaw has driven much of our sustainability work forward. Sustainable Devizes have been key to introducing the reusable cup scheme, a shared recourse, which we have benefitted from.

Sam’s partner made some fantastic cup return bins to use at our events from wheely bins.

Almost all of our events now use these cups, some donated from a Norwich scheme. This means we save thousands of single use plastic cups from landfill each year.

We will continue to weave sustainability into our events, sparking conversations, encouraging positive action, raising awareness and reducing our impact whenever we can.

Picnic in the Park showcases local organisations through stalls and activities, hosts Carnival workshops for families, a small fun fair and a chance to unwind and socialise in the beautiful surroundings of Hillworth Park. DOCA run a small bar with profits helping to cover the cost of the event. This year we worked with Devizine to create this gentle family day out, with community at it’s heart, and a smattering of street style entertainment from Able Mable.

Carnival attracted audiences of around 2500 people. With an estimated 250 people in the parade, either on floats, bikes, cars or walking.

Like most carnivals ours has not recovered to pre-covid numbers of participants.

We have tried hard to make workshops available to as much of our community as possible, with some success. Some schools and community venues held their own workshops. We used almost all reclaimed materials.

45 People attended a Carnival family workshop.

Less schools participate in Carnival than in the past, we have offered free workshops but many schools report they do not have time in their schedules to fit them in.

As ever we are hugely grateful to our volunteers who work tirelessly to make the event happen. Volunteers do tasks like coin counting, putting signs out late at night and early in the morning, run workshops, move barriers, stand on road closures, carry collection boxes, distribute leaflets, pick litter, welcome artists, and sort through all our equipment to return it to storage at the end.

Some dedicated volunteers even dress up as exotic birds and walk the route in very uncomfortable shoes! We are always looking for more people to take on roles like this.

It takes over 45 volunteers to make Carnival happen on the day.

Carnival was only possible because of generous donations made by our community. Our crowdfunder raised £9804 after fees. Arts Council have withdrawn funding from many of the largest most established Carnivals nationally causing them to fold or pause. DOCA will review our ability to continue with Carnival in its current form over the coming year

T he Colour Rush is one of our most popular fund raising events, this year over 370 people participated. We are delighted that the Wheely Rush slowly grows each year (carers go free) with 13 participants this year.

The event brings the whole community together, people of all different levels of fitness and all ages take part. There’s no competition or pressure to win, the only thing that is guaranteed is there will be a lot of fun, and a lot of colour.

The income generated by the Colour Rush goes to support the costs of Confetti Battle, but it by no means covers it. This year DOCA subsidised the two events by over £1500 from our reserves.

We are grateful to all those who volunteer time to help make it happen. This year Damion Godwin donated his time to ably lead the warm up in the 5k event with Amber Pullen leading the Wheelie Rush .

The Confetti Battle continues to be a ‘one of a kind’ event, bringing huge audiences to join in the colourful fun.

We raised £1800 from confetti sales. .

Confetti Battle is a long standing tradition, with it’s roots in Carnival. The first known Confetti Battle happened in 1955.

As with all things there is a lot of work happening behind the scenes, and 30 volunteers came together to stuff 1800 bags of confetti to sell at the event. We run community bagging sessions and invite anyone to join, it’s a fun sociable accessible session.

We have significantly reduced our clean up costs by working with Devizes Town Council rather than private companies. The clean up is one of the biggest associated costs for the event.

Each year we search for sponsors and advertisers to support the costs of our events, so far with limited success. This effort takes considerable time and energy and we would like to thank Cliff Evans who has been at the forefront of this effort for many years.

We are proud to host Jennings Fair at Confetti Battle, a local Showman family who have been part of the tradition from the start.

We were lucky enough to be funded by the Arts Council and Without Walls for our Winter season of work this year.

Work on the Winter Festival starts months before the event. We fundraise early in the year. As this is a partnership project with Devizes Town Council we have many planning meetings so the elements they organise and the arty bits we contribute all fit seamlessly together.

The Winter Festival is a true community event with 100's of people attending workshops to make lanterns, decorating windows, creating outfits and making beautiful things for our markets.

Lantern kits are created and sold locally.

We introduced the ‘Makery Sessions’, bringing artist’s in to run making sessions for adults at subsidised fees, with free places for those on low wages. Two of the three sessions were fully booked.

We had weekly sessions over 4 weeks where volunteers came to give our large lanterns some much needed repair to get them fit to roam the streets during the parade. Some of these lanterns are well over 10 years old so need regular maintenance, it’s an amazing lifespan for something made out of paper and sticks.

Lantern workshops happen in schools and community settings. 5 schools had materials delivered and ran workshops for 159 pupils. 24 volunteers ran 11 community workshops for 160 participants.

We accept donations towards materials but all workshops are free to attend in order to make them as accessible as possible, we believe money should not be an obstacle to participation.

Schools receive materials at discounted cost thanks to our funding from Arts Council. Materials are delivered to schools by volunteers.

St. Johns Church have been our lantern collection hub for many years. The lanterns are prepared with lights and sticks in the Parish hall before being moved to the church.

St. Johns Church host us, in this beautiful location for lantern collection, and for a different light installation each year. This year Circus Kenetica’s, ‘Disorgan’ sat in the church yard. Disorgan is a playable, illuminated installation that breathes fire whilst played.

In the day, 19 makers created a makers market selling lovely hand made items - The Makery, in the Corn Exchange.

This year along side our regular stalls we had a travelling forge, The Nowhere Forge, that enabled people to have a go at forging.

23 local traders bought a variety of high quality gifts and treats. The outdoor market ran both Friday night and Saturday day time.

DOCA’s mulled wine stall, run by volunteers raised over £800 all helping towards the cost of the event.

‘Paka the Uncredible’s’ - bought his Medusa Mayhem game, which appeared in the day and the evening of the parade. Playing music and breathing fire this along side our walkabout angels and Town Band gave added interest to the Saturday market.

The lantern parade was as magical as ever and attracted huge audiences. The light switch on and the parade management was ably delivered by Devizes Town Council. As is traditional, the town band played festive tunes and our large animated lanterns danced along with them. Fantasy Radio broadcast live taking the festive spirit into the homes who could not make it to the event in person.

Corvus Angelicus delighted the crowds with their illuminated angels and Circadian Troupe bought Heart Beat which got all ages dancing the night away to Christmas tunes.

We received funding to commission an artist to make a lighting installation for the Shambles. We were delighted when local artist Andy Stott applied. The brief was to recycle our old unwanted plastic flute stock. Andy ran a series of workshops and spent weeks creating the spectacular piece which was supposed to be a temporary installation, but has remained in the Shambles ever since.

The plastic flutes were bought many years ago for our fizz bars which fell out of favour, we tried to donate them but didn’t get any interest. Turning them into art felt like a better fate than landfill.

INDOOR SHOW - CROW

without Walls supported us to bring Avanti Display’s magical show Crow to Devizes. They did an outdoor preview as part of the Lantern Parade.

Thanks to Sheep Street Church who came to the rescue at the last minute when we had issues with our venue. They were great hosts and have a beautiful space.

Audiences loved this surreal and enchanting show. We offered free tickets for those who couldn’t afford to pay.

30 residents registered this year. Two less than 2022. The numbers have steadily fallen since the peak during lockdown when the project was launched. There is still a huge love for the project. 726 people downloaded a map to visit local windows.

The spread of entries expanded, this will be responded to in future editions to enable all participants to be included on the downloadable map.

The cost to register for the national scheme is £150. This gives us access to an online map and automatic administration for Window Wanderland scheme.

We endeavour to energise this project for 2025, with earlier marketing and increased consultation and communication with our community. We will revue the enthusiasm to continue after the next edition. Window Wanderland is a National Project developed by Lucy Reeves-Khan.

The Festival of Winter Ales is a valuable fund raiser and a chance for us to reconnect with our audiences. Stealth Brewery have been behind the event since the start, this was their final year, we are incredibly grateful for their support and hours of hard work.

FWA is made possible by a huge team of volunteers, who give warm welcomes, sell raffle tickets, pull pints, run the kitchen, clean and generally invest wholeheartedly in the event.

Local businesses support us with a diverse range of raffle prizes which form a large part of our income, we are hugely grateful to them.

Special thanks to Stealth Brew who support us with sourcing ales, and volunteers to serve behind the bar and provide the stillage. And, Andy Fawthrop who finds us great bands.

Special thanks to Pieminster who supply us with delicious pies.
