TRUSTEES’ REPORT

For the year ended 31 December 2023

The Trustees present their report and the financial statements for the trust for the year ended 31 December 2023.

Establishment

The Trust was established in 2008 with the principal objective of saving and preserving Romania’s historic buildings and the endangered architectural heritage of Romania and its surrounding environment.

The Trust is a charitable association and operates under a constitution.

Trustees

The trustees, who served throughout the year 2023 and who carry the additional responsibilities noted, are:

The Trustees must number a minimum of three. The power of appointment of trustees lies with the Trustees from time to time.

Objectives and Activities

ARTTA’s objective is to help the preservation of vernacular architecture in Romania, both directly through interventions as well as through educating local people in the value of their built heritage and in the traditional techniques for its repair . Having originally funded projects directly, the Trust is increasingly (although not exclusively) successfully finding donors who are themselves funding projects directly. The management of these projects is largely under the local direction of The Association Monumentum and Villa Abbatis Cultural Association, both being Romanian conservation bodies. The work undertaken is monitored by William Blacker.

The administration costs of the Trust are low. William Blacker receives fees through the Trust as a consultant and to cover his expenses undertaking monitoring and research activities in Romania, and reporting to donors. The Trustees are otherwise unpaid.

ARTTA acts as a link between funders, project sponsors and leaders of particular projects as well as raises money for The Monumentum Association and The Villa Abbatis Cultural Association to continue with their many conservation projects in Romania, and also oversees these projects.

In this way ARTTA has helped to initiate hundreds of projects all over Romania.

Achievement and Performance

Of particular note, we have continued to support Monumentum in their “Ambulance for Historic Buildings” project which acts as a way for volunteers and architectural students from all over Romania and abroad to help protect and repair high profile cultural monuments. The Project won The Europa Nostra Public Choice Prize in 2020, and has gone from strength to strength since then.

In general the Trust is pleased to report that its aim of fostering local support for the preservation and restoration of the distinctive traditional architecture of Romania is increasingly successful. The Trust's financial role has developed into funding guidance and promotion with less spent on specific projects although the Ambulance intervention remains a crucial and visible part of the work done. The support received from the Trust's main sponsors, which is deeply appreciated, is accordingly targeted on these agreed aims.

Fund raising

The Trust’s activities are financed by the grants and donations received from supporters. The Trustees are immensely grateful for the continuing support they have received in the year.

Financial position

The Receipts and Payments account attached shows the financial activity in the year. The Trust currently has no commitments which require the maintenance of significant reserves and the Trustees therefore merely have a policy of maintaining a buffer of cash in order to smooth the funding of work in Romania. The Association Monumentum and Villa Abbatis Cultural Association, which receive grants from other bodies in addition to the Trust, report regularly to the Trustees on activity and expenditure.

INDEPENDENT EXAMINER'S REPORT

For the year ended 31 December 2023

I report on the accounts of the Trust for the year ended 31 December 2023, which are set out on page 5.

Respective responsibilities of trustees and examiner

The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.

It is my responsibility to:

Basis of independent examiner’s report

My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.

In connection with my examination, no matter has come to my attention:
