Governing document and commencement
Friends of the River Crane Environment I"FORCE" or -the Companrf'l is a company limited by
guarantee and a registered charity governed by its Articles of Association. The Company INumber
083834101 was registered on 31" January 2013 and became a registered charity (Number 11559711 on
28 February 2014. It wa5 set up to continue the work of FORCE (Charity Number 11085421 with
identical aims, which was an unincorporated 3s50ciation. set up on 15 September 2003.
Recruitment and appointment of new trustees
The Trustee Board is made up of a minimum of four trustees and is not subject to any maximum. A5 at
31, March 2025 there were seven 12024- eight) trustees. It is a requirement of the Articles of
Association that the longest st3nding t4ird 9f trusteer st--,d doiNn ap,d Lan be re-elected each tiirie an
Annual Gener31 Meeting 15 held. As a result. trustees are subject to re-election once every three years.
New trustees can be appointed by members at a General Meeting. or at any time by a resolution of
the Tru5tee5. but they must stand for election at the next Annual General Meeting. FORCE encourages
prospective trustees to be co-opted to the Board in an unofficial capacity, until the date of the next
Annual General Meeting, when they c3n stand for election as 3 trustee. FORCE employs variou5
recruitment meihods for trustees, including advertising for candidates via a quarterly newsletter, and
Using local environmental and voluntary sector networks.
Induction and training of new tn￿tee5
Prospective and new trustees undergo an induction process to brief them on their legal oblightions
under charity and iompany law. the contents of the Articles of Association, Annual Review and
business plan5, FORCE'5 decision-making processes. anij its financial performance including the most
recent financial statements. The Chair and Trustees act as a Source of information and guidance
including referral to existing policies and procedures. During this indurtion, new trustees also meet
volunteers and existing trustees of FORCE.
Organisational strurture
The Trustee Board governs FORCE and has adopted an organisational structure formed around its
activities. These are either Corporate. supporting the entire organisation.. or Executive, implementing
portfolio strategies.
Corporate functions have been a55igned to the following roles= Chair, Treasurer, Company Secretary
and Legal (previously filled for specific purposes by Dentons LLP on a pro bono basis,. currently unfilled
and not prioritised for recruitment).

A five-year strategy was produced in 2021 for each of the six portfolio areas above, alongside a
separate overall strategy spanning the period 2021-26. These built on the work of the previous five-
year strategies for 2016-21. The "Partnerships" portfolio was added in 2021 and the Communities and
Education portfolio was removed (see also below).
Each portfolio has a small sub-group, led by a Trustee. and including one or more other Trustee5
and/or members. These groups lead on the manaEement of allocated project5. Wlth associated
fundraising and reporting, identifying and working with stakeholders and partner5, and monitoring
and reporting on the environmental and community benefits pertaining to that strategv.
Progress on the Six Portfolio strategies is reviewed monthly by the Trustee Board. Decisions which
cornrnit FORCE to an activity, relationship or public position are brought to the Trustee Board for
discussion and decision. The strategies themselves are subject to annual review and update by the
Board. Each strategy reports to members annually at the AGM and through the annu31 report to
member).
Gary Batkler stood down as Chair of FORCE in March 2024. Trustees have been looking for a new
Chair since April 2023 when Gary announced his intention. This search has not been SLJccessful to date
and the Trustees agreed to operate with a rotating Chair for monthly Trustee meetings during this
interim period. Whilst this System is permitted by our governance and working reasonably well the
Trustee5 Still have finding a suitable new Chair as a priorrty for the organisation.
Related Parties
The Trustee5 confirm that there were no transactions with related parties during the period.
Risk Management
Trustees have a duty to identify and review the risks to which FORCE is expDsed, and to ensure
appropriate controls are in place. to provide reasonable assurance against fraud or error.
The Tru5tees' strategy is to review the risks that FORCE faces on a regular basis and to integrate risk
into the strategic and business planning proce55. Additionally. portfolio holders have a responsibility
to identify, review and report risk relating to their portfolio to the Board. The overarching FORCE
strategy and each portfolio strategy include a risk assessment which is reviewed annually by the Board
and updated. Unforeseen risks are raised at Trustees. monthly meetings. and appropriate mitigation
strategies agreed there.

identified resource shortf311s and identified sUPPOrt roles to address these. A recruitment progr2mme
has been in place for the last year and there are several prospective trustees in co-opted status at the
moment. Not all roles have been filled to date and recruitment is still on-going including for the Chair.

FORCE has a suite of policies and procedures to provide guideline5 and Structure for the activities and
conduct, including risk assessment and management to cornply with the Charity Commission's
recommendations. These are reviewed and updated, enabling Drgani5ational ri5k5 to be further
mitigated. Risk is a st2nding item on the monthly Trustee Board agenda.

Trustees agree to conduct themselves in accordance with the Code of Conduct adopted by the
Company, including in relation to conflicts of interest and loyalty. The Charity maintains a register of
Trustees, interests and new interests are reported as a standing item on the agenda for Tru5tees'
monthly meetin8S.
PARTNERSHIPS
As a small and volunteer led organisation FORCE relies on relationships with many partners to deliver
on its Objects.
Crane Valley Partnership and Crane Valley CIC
FORCE has been a member and keen supporter of the Cr3ne Valley Partnership ICVPI since its
foundation in 2005. CVP includes all five landowning borouEhs in the Crane catchrnent alongside
Heathrow. The Environment Agency, Thame5 Water and FORCE plus other third-sector and
community-based groups. CVP has been a key partner in the delivery of major proiects along the
Crane valley over the13st twenty years.
Crane Valley CIC ICVCICI was ofFicially registered a5 a Company and CIC on I" April 2021, on the same
date as it took over the hosting of the Crane Valley Partnership. Crane Valley CIC is set up to represent
the interests of communitie5 throughout the Crane Valley. The CIC is currently helping to deliver a
major programme of work. known as the Smarter Water Catchment programme. alongside Thames
Water and other partners.
CVCIC is an independent organisation with no structural links to FORCE. Nevertheles5, there are
strong working ties between the two organisatior15 and CVCIC is set up to provide 3 similar level of
service to FORCE at a catchment-wide level. This development further emphasise5 the value of
partnership working for FORCE. Rob Gray, founding Chair of FORCE and Partnerships portfolio lead
trustee, is also Chair of the Crane Valley CIC. This further facilitates the developrnent of partnership
working with the CIC, the wider Partnership and other prospective partners.
Other Partners
FORCE engages with a number of local. regional and national bodies to help deliver its Objects. As
small and volunteer-led organisation. FORCE often works in a sUPPOrting role to larger organisations.

supports proposals and guides project delivery, to deliver effective improvements to the Crane Valley
in line with its Objects.
FORCE works closely with the London Borough of Richmond upon Thames {'LB Richmond'l and the
London Borough of Hounslow I'LB Houn51oWI. a5 the two main landowner5 Within its key area of
interest in the lower Crane Valley. FORCE obtains permi55ions for projects it carries out, and works
alongside the two boroughs on larger projects that help to meet its Objects.

FORCE has supported the delivery, through the Crane Valley Partnership ICVPI, of major improvernent
works including lover the last five years) a major project to enhance the environment and access to
the lower Duke of Northumberland's River and a major river restoration project for the lower Crane.
In April 2020 CVP started work on the Smarter Water Catchment programme with Thames Water.
Thi5 ten-year programme of work invested £3m in improvements along the Crane Valley over the first
five years with a further £20m identified by partners. The programrne 15 delivering enhancements at a
catchment level across rts five key themes Water quality- geomorphology,. biodiversity,. flooding and
community. FORCE has input to these themes- including supporting the release of water voles to the
lower Crane catchment in 2024, the ongoing delivery of the Citizen Ciane piogramme and
enhancements to Little Park, Crane Park and Pevensey Nature Reserve.
FORCE works closely with other third-sector organisations such as Habitats & Heritage, The
ConseNation Volunteers ITCV'I, Let's Go Outside and Leam {LGOALI and the Zoological society of
London I'ZSL'I, to dEiiver ftLS ObjoEts more effectively.

Friend5 of the Rtver Crane Environment was set up with the following Objects..
l. To operate for the benefit of the public, and with other interested parties. to protect and
enhance the environment of the River Crar)e. the Duke of Northumberland's River, their
corridors and surrounding open spaces within the London Borough of Richmond upon Tharnes
and its environs, for the benefit of the ecosystem. residents and visitors.
2. To advance the education of the public in the ecology. conservation, protection and
improvement of the environmetbt of the River Crane. the Duke of Northumberland's River,
their corridors and surrounding open Spaces Within the London Borough of Richmond upon
Thames and its environs.
Public Benefrt
The Trustees confirm that they have complied with the duty in Section 17 of the Charities Act 2011 to
have due regard to the Charity Commission's general guidance on public benefit and that the activitie5
carried out by FORCE during the year were undertaken to further FORCE'S Object5. A detailed
explanation is shown bèlow under Activitie5. Achievements and Performance.

Protection of the environment
The following activities were carried out in the year to 31 March 2025 to fulfil the objective of
protecting the environment of the River Crane, its corridor5 and Surrounding open spaces:
Ongoing negotiation and discussion with LB Richmond and LB Hounslow councils, and various
other parties (including private landowners and developer51. regarding management of the
Crane Valley
FORCE helped to produce a detailed Lower Crane Valley Management Plan with LB Richmond
and this is being used to guide all the environmental enhancements and maintenance

requirements in this part of the Crane valley. FORCE is sUPPOrting the delivery of this
programme
FORCE tracked all major planning applications along the lower Crane Valley and has been
actively involved in negotiating environmental 2nd community benefits on a nurnber of key
51tes. In the last year FORCE was involved in the following major planning development5'. lal
in LB Richmond: Richmond College, the former Greggs Bakery site, Kneller Hall and the
Teddington Dirett River Abstraction scheme; and Ibl in LB Hounslow." the West of Borough
Local Plan, BA Cranebank site and Central Park Estate
The approach is the same for all river corridor related sites
seeking net benefits to the
environment and community from any development. In each of the cases above the
negotiation, planning or development process is onEoinE. incremental improvements on the
ground have been achieved. and FORCE remains hopeful that all promised benefit5 will be
delivered
FORCE work5 to protett and improve the water quality and flow of the River Crane through
discussions Wlth Heathrow Airport Ltd, Environment Agency and Thames Water Plc,. as well as
through a regular monthly programme of monitoring underLiken by the citizen scient15ts
working on the Citizen Crane project, alongside many partner5 including ZSL, Frog
Environment31 and others
FORCE continues to monitor and remove litter from riverside spaces along the River Crano,
collating and analysing the litter statistics, and using this information to target and improve
key problem areas. We are in the ninth year of this programme and believe it shows that litter
removal, and the a55ociated promotion of pro-social behaviour, is having the effect of
reducing litter production, particularly in the most popular parts of the lower Crane. We have
issued 35 free litter pickers to volunteers. and 19 to Duke of Edinburgh students, to encourage
litter removal by the wider community
We have continued our programme of usage surveys ￿g￿n in 2012. Our survey data were
instrumental in showing the success of the new riverside pathway linking Twickenham Station
with Moormead Park (which fin211y opened this year following many years of work by FORCE
and others) and recording the continuing success of the public pathway opened through
Twickenham Junction Rough in 2018.
2. Enhancing the environment
We ran nine volunteer days this year and these helped to deliver ongoing maintenance and
enhancement to key parts of the lower Crane Valley.
We now have 24 FORCE carved benches installed along the Crane Valley. We undertake a regular
maintenance programme every summer to care for these. FORCE secured funding from the Bupa
Foundation Green Community Grants programme to create a new set of self-guided family walks
focusing on the carved benches. Visitors can scan QR codes which have been attached to the
wooden benche5 to learn more about the carvings and see if they can answer some questions
aboLJt what they can see and hear whilst they are there.
The followi ng activities were carried out in the year to 31 March 2025 to fulfil the objective of
enhancing the environment of the River Crane. its corridors and surrounding open spaces=
Our 9 volunteer days along the River Crane corridor provided new and enhanced wildlife
habitat and improvement of open spaces for local people. This programme of work took place
at 9 locations and included 1.260 {2024.. 1.2961 hours of FORCE volunteer time by 254 {202..

FORCE helped to install three new kingfisher nesting banks along the River Crane in Crane Park
using a grant from the Crane Valley Community Fund
Continued to support the opening up. and environmental enhancement. of public open spaces
with LB Richmond and LB Hounslow as the landowners
FORCE has continued to work with partners including L8 Richmond, L8 Hounslow, ZSL and
others to enhance the habitat for water vole5. In the Summer of 2024 we helped to release
137 water voles in to these open spaces. We have continued to work with rn3ny partners to
record the numbers and locations of water voles in CrarTre park and adjacent areas
FORCE also worked with these partners to help monitor for mink
which are the major
predator for water voles. This monitoring work h35 expanded in recent years as we linked to a
major regional prograrnrne beinE managed by Water Recovery Trust and ZSL and covering all
of Greater London
FORCE worked closely with TCV and the local authorities to design regular (typically weekly)
volunteer activities that help to enhance further habitat5- including river re5toration,' and the
improved management of meadows, hedges and woodland
FORCE continued to support the delivery of the Biodiversity Action Plan by LB Richmond and
last yearjoined the LB Hounslow Nature Recovery Action Plan board
FORCE continued working with Thames Water. through the Crane Valley Partnership. on the
-smarter Water Catchments programme". This makes the River Crane the UK'S first urban
smarter catchment and invested over £3m in improvements lo the river corridor to Maich
2025. The programme has also identified 3 further £20m of investment in the key theme
areas.
3. Engagement with the public
The following activities were carried out in the year to 31 March 2025 to fulfil the objective of
advancing the education of the public in the ecology, conservation. protection and improvement
of the environment of the River Crane, the Duke of Northumberland's River, their corridors and
surrounding open space5'.
By 31 March 2025 FORCE membership was 713. This represents a decrease in membership
of 4.76°A from 747 in 2024. We are still Seeing the slowing of new member5 and less
memberships renewing associated with the cost of living crisis in the country resulting from
some people having to take stock of their outgoings and having to eliminate 311 non-essential
spendi ng
Four Quarterly newsletters were produced and distributed to FORCE members
The FORCE website is regularly updated with new information and all FORCE report5 and
submissions are posted online
FORCE continued with regular social media activrty on its three main social media platform5
(Facebook. Twitter and Instagraml and engagement with the public across all platforms
continued to be high. This year we also set Lrp platforms on Blue5ky and Tik Tok. These
platforffl5 had a total of 6705 followers by the end of the year
Ten walks were presented from April 2024 to March 2025. The topics covered nature for bats,
bird, fungi and. most interestingly. some unique locale reptile5 in House Heath. Longer walks
both upstream and downstream of the River Crane and the Duke of Northumberland River
broadened the walk b3se for all audiences. 177 people attended these events overall. Walks
were targeted to promote other nature organisations e.g. Big Butterfly Count & London River5
Week.
FORCE attended the Rotary Fair, a community event in Twickenham, to raise awareness of the
Crane Valley 3nd the work that has been undertaken by FORCE to enhance this area.

4. Project5
The Citizen Crane project is an initiative by FORCE. in partnership with ZSL and Frog
Environmental, which started with a feasibility study in 2013. Around 100 citizen science
volunteers have been trained and deployed to undertake monthly sampling Ifrom May 2014},
at sixteen sites along the river catchment to measure the ecological and chemical quality of
the river in time and space. The overall purpose is to better understand the character of the
river system and how this is influenced by factors such as geomorphology and pollution
inputs. These data have been used to re-align and optimise the approaches of Thame5 Water
and the Environment Agency to investigating and reducing pollution impacts along the river.
Eleven Years data have been gathered and this has provided an invaluable baseline for work
being delivered to reduce pollution issues and enhance the river ecosystem through the
Smarter Water Catchment programme. This work is ongoing and improvements are starting
to be seen in the river condition sufficient that the Environment Agency and other partners
recognise the River Crane as being one of the few river systems in the UK which currently has
the potential to reach Good Ecological Status
In 2024 FORCE ran a major public engagement campaign about misconnections alongside the
Clean Up River Brent group and following the discovery that seven blocks of *lats were
discharging all their waste water in to the Crane and Brent catchments. This campaign has
started to change the approach of key organisations to the misconnection problem as well as
raise considerable publicity with stakeholder5 and the wider public
FORCE helped to set up the Lower Crane Restoration programme in 2014 and this has been
working to enhance the condition of the concrete lined Lower Crane channel. In 2022 a pilot
scheme was installed at the Rifle Club site in Twickenham and FORCE has helped to monitor
the beneficial effect5 of this Site. Several other site opportunities are at various stages of
development over the year. We have also continued to support investigations at the new tidal
creek at Northcote Nature Reserve in LB Hounslow
FORCE is SLJPPOrting LB Hounslow and other partners to enhance the linkages throLJgh the
Hounslow parts of the Crane Valley. A major improvement was delivered in 2024125 with the
enhancement of the pathway through Feltham Marshalling Yards and a part of Brazil Mill
Wood
FINANCIAL REVIEW
Principal funding sources
Total funding in the year was £78.207 {2024.. £4,647) Of this total £7.40712024: £4,647). was from
membership 5ub5cription5. donations and gift-aid. FORCE also received grant income relating to
specific projects in accordance with its Objects to the totsl of £70,80012024- £Nill. The Trustees are
very grateful to FORCE members and grant funding org3nisations for their generosity and support.
FORCE trustees invested about 2.500 (2024= 2.5951 expert volunteer hours in developing and
delivering projects across the six portfoli05. This equates to about £80,00012024= £84,500) gift in kind,
some of which Is used as match funding. Thi5 is in addition to the 80012024.. 8001 hours trustees
spent on governance and directorship. There was a further investment from FORCE volunteers of over
1,260 {2024: 7501 hours on practical work days and other support activwties. These hours do not
include volunteer activities provided through our partner organisations.
FORCE is a small community-based charity with no paid staff. Thi5 rnodel depend5 on volunteers to
deliver benefits through partnership working. often with larger charities or landowners. FORCE
estimates that the total investment this year from projects managed in partnership with others, in line
with its Objects, to which FORCE has made a significant contribution, was around £500.000.

An Enforcement Undertaking is an agreement between a water company and the Environment Agency
IEAI as regulator to pay funds to a third party to enhance the condition of the riverine environment as
an alternative to prosecution. In 2017, Thames Water ITW} approached FORCE to see if we WDuld be
willing to accept the funds from an Enforcement Undertaking they were negotiating with the
Environment Agency Iknown as the Kimbers Close and Childrey Brook EUI. FORCE agreed to this in
prtnciple and the details were agreed in 2018 with the funds to be invested in the lower Crane around
the Mill Road part of Crane Park in a550ciation with LB Richmond. This Enforcement Undertaking
process then took over Six years lo be completed - with agreement in principle between the EA and
TW in 2024. Over the interim period FORCE worked closely with LB Richmond to develop the Lower
Crane Valley Management Plan which sets out detailed plans for investments in this area
subject to
future funding. LB Richmond are leading this 3$ landowner a nd FORCE are part of the steering group
alonEside other key parties.
When we heard that the Enforcement Undertaking was about to be completed, we disCU5sed and
agreed with"IB-Richmond that they were better placed to hold and spend"a"larBe part"ot" the funds
with a balance retained by FORCE for funding that may not be as easily provided by LB Richmond (for
exarnple works in the adjacent borough). This approach was then agreed with TW. The accounts for
2024-25 show the transfer of £70,IK)O into the FORCE accounts as the total Enforcement Undertaking
amount and a further transfer of £60.000 out of the accounts to LB Richmond as the major portion of
the fund.
Resenies Policy
The Company's reseNes policy is that unrestrirted reserves should be at least equal to nine months
estimated unrestricted expenditure plus working capital this policy is met in the year ended 31
March 2025. The working capital 15 required to cover. for example. any timing mismatches between
expenditure on projects and the receipt offunding.
Funds in deficit
There are no funds in defictt.
Investment policy and objectives
FORCE does not have significant funds to invest and funds above those needed to deal with day to day
transactions are kept on bank deposit.
This report has been prepared in accordance with the special provisions of Part 15 of the Companies
Act 2006 relating to small companies.

I ACCOUNTING POLICIES
Accounting convention
The financial statements have been prepared in accordance with Accounting and Reporting by
Charitie5; Statement of Recommended Practice applicable to charities preparing their accounts in
accordance with the Financial Reporting Standard for Smaller Entities (effective January 201513nd
the Companies Att 2006. Assets and liabilitie5 are initially recognised at historical cost or
transaction value unles5 Otherwise stated in the relevant accounting policy notes.
Income
All incoming resources are included on the Statement of Financial Attivities when the Charity is
legally entitled to the income and the amount can be quantified with reasonable accuracy.
Expenditure
Expenditure is accounted for on an accruals basis and has been classified under headings that
aggregate all cost related to the category. Where costs cannot be directly attributed to headings
they have been allocated to activities on a basis conslstent with the use of resources.
Tangible fixed assets
The company owns no fixed assets.
Taxation
The charity is exempt from corporation tax on its charitable 2Ctivitie5.
Fund accounting
Unrestricted f unds can be used in accordance with the charitable objectives at the discretion of the
trustees.
Restricted funds can only be used for restricted purposes within the object5 of the Charity.
Restrictions arise when specified by the donor or when funds are raised for restricted purposes.
