| Objects | Routes to Roots objects are to relieve the needs of rough sleepers and the vulnerably housed in the Borough of Poole. The objects of Routes to Roots are exclusively charitable and for the public benefit according to the laws of England and Wales. In particular, the Trustees are concerned with: • Relief of financial hardship • Relief of unemployment The term ‘rough sleepers and vulnerably housed’ means: • Anyone without a home • Those living on the streets • Those with no fixed abode • Those in makeshift accommodation • Those in emergency accommodation • Those who have experienced homelessness and those who are at risk of becoming homeless and who need support to maintain their housing and independent living |
|
| Main Activities | The Trustees have followed guidance issued by the Charity Commission in relation to activities undertaken in relation to the objects. Core Work 1. Providing the Basic Necessities of Life:We provide hot, nutritious lunches five days/week, breakfasts for rough sleepers, a women’s group, showers with clean towels and toiletries, washing machines and driers, a postal address for those who need one, a clothing store, a chiropodist with new shoes, haircuts, and an internet café (used for searches and form filling). We also signpost to other service. 2. Partnerships: In March 2022, we opened the Genesis Centre, a new community building for Poole. This houses our homelessness hub where we hold our drop ins five days/week and provide access forpartners who are workingwith the same clientgroup, |

including We are With You (drug and alcohol services and needle exchange), St. Mungo’s (outreach services), Poole Housing, Community Health Nurses, and the Community Mental Health Team. Three local Churches use the Genesis Centre to provide a Cooked Sunday lunch and a Sunday supper. We have an Organ Loft Board Room (the building was formerly a Baptist Church built in 1815) and we have offered this for free to any local charity that needs it. Currently, it is being used by Poole’s Mayor and by Waste Not Want Not, a community grocery store. Prevention and Social Inclusion:We work with those who are currently housed to help minimise the risk of repeated homelessness. We give support to those who are in danger of losing their tenancies through whatever means, such as non- payment of top-up fees, etc. Additionally, we offer positive encouragement to clients who are struggling with addictions. We work with those who might choose to give up their housing because of their isolation and loneliness by encouraging social participation and developing their living skills Engaging the Local Community:We offer opportunities to groups, businesses and individuals to volunteer, support and fundraise. To inform, inspire and raise awareness in local businesses, schools, community groups, and churches, R2R volunteers give presentations and talks about the charity’s vision and mission. Advocacy: We monitor the current situation for homeless and vulnerably housed people in Poole and acts as an advocate for them with police, local government and services. Life Skills and Wellbeing: In prior years, we have provided projects to develop self-esteem, self-awareness, social skills, and employment skills through participation in team working, volunteering, and training and also provided creative activities including art workshops, drama workshops, cooking, etc. We plan to continue to provide these as possible. These are dependent on volunteer involvement and funding, but we plan to continue to take advantage of every opportunity. |

of Nazareth, as recorded in the Bible. We champion the cause of the homeless and the vulnerably housed in Poole. We show them the love of God for all people, not through preaching but through our actions. We also open the eyes of all those who are blind to the needs of the homeless and vulnerably housed in our town. We see Christ in the face of all who seek our help and support. We believe all human beings are made in the image of God and as such should be treated with dignity and self-worth by:
-
Hearing, and helping to give a voice to the homeless and vulnerably housed people in Poole
-
Standing with them and not above them
-
Encouraging participation and engagement rather than dependency
• Respecting difference and not expecting or demanding conformity” This statement is published on the charity’s website and made available to all members, staff, volunteers and Trustees. The CIO welcomes members, staff, and volunteers without faith or of other faiths who respect its faith and observe its ethos. Trustees of the CIO must show their acceptance of the statement of faith and ethos by signing it on election.
SECTION D: Achievements and Performance
| Main Achievements |
Twenty Year Anniversary In March 2022, we celebrated our Twentieth Year as a registered Charity. While we never want to celebrate the need for a homelessness charity, we have enjoyed taking stock in what we have achieved over the last twenty years and the milestones we have reached in Charity Governance. Queens Award for Voluntary Service During the Queen’s Jubilee, on 2ndJune 2022, Routes to Roots was awarded the Queens Award for Voluntary Service, which is the MBE for volunteer groups. Pat and Curt Southgate attended a Palace Garden Party on behalf of the charity. In October, the Lord Lieutenant of Dorset, Ian Campbell, presented Routes to Roots with the Crystal Award and a document signed by the Queen, at an event for all volunteers. In May 2023, two more Trustees, Revd Lucy Hold and Andrew Teale will also attend a Palace Garden Party. Patron |

The Venerable Karen Gorham, Bishop of Sherborne has continued to actively support Routes to Roots. Staffing Ben Sargent continued as the Genesis Centre Manager. Elaine Mellers remained as part-time administrative assistant. We continued to contract out our bookkeeping and website management. Nearly fifty volunteers provided our services at the Genesis Centre. Drop-Ins We have provided a drop-in over lunch times 5 days a week. During the period since we opened the Genesis Centre on 21/3/22 until 31/03/23 we have served 6390 hot nutritious lunches, with the highest daily attendance of 47 people. During the year, we began to provide breakfasts two mornings per week exclusively for those rough sleeping and homeless. This has enabled those individuals to access warmth, toilets, showers, and food, but perhaps more important, a space for focussed work with Outreach services to take place. Additional support groups led by volunteers are available to individuals. A weekly form filling and I.T support group session takes place where we can help people apply online for benefits, etc. and support them to develop CV's and complete job applications. We also provide a weekly women's group which allows us to provide a range of activities and additional professional support. We provided Christmas Day dinner for 25 people. Each received a festive two course lunch and a wrapped gift. Amos House Supported Accommodation We entered the eighth year of this project, which is in partnership with Green Pastures Housing. During Covid, many rough sleepers were housed and although more people have found themselves on the streets, most of them were not ready to move into the kind of supported accommodation that we offer at Amos House. They need support that responds to their multiple needs, rather than a single need. The Trustees considered all the options and decided to let the flat to a homeless family of five people, who moved in during September 2022. The three children are attending local schools and the parents are seeking work. Support is provided by an external agency. The family have a two year lease and will be expected to move into private rented accommodation at the end of two years, with the support of the external agency.

Partnerships Having the Genesis Centre has allowed us to invite all the partners who work with our client group to meet with them at our drop ins or at other times. We do not charge them to use the building. During the year, we worked with: • St. Mungo’s • We Are With You Drug & Alcohol Team • We Are With You Needle Exchange • Poole Housing Team • NHS Community Mental Health Team • NHS Community Nursing • Shelter • The Big Issue • The Police We also welcomed others to use our building, free of charge: • Two Churches, which currently offer a cooked Sunday lunch twice monthly • Two Churches, which used to serve a Soup Run under the Hunger Hill Bridge arches and which now serve their meal in the Genesis Centre on Sunday evenings • Waste Not Want Not, a community grocery store, which uses the Genesis Centre for Board Meetings • Poole’s Mayor, who uses the Organ Loft Board Room for meetings Communications We continue to issue an eNewsletter to keep supporters updated on all that is happening in R2R and the progress we are making at the Genesis Centre. We are currently using Mailchimp for the newsletter but we have begun to consider other ways of transmitting our news to local organisations in the hope that we can reach a wider audience. A volunteer took over our social media accounts and posts on Facebook, Twitter, and Instagram. The Trustees agreed to hire someone to overhaul our website and simplify it. That work has begun and is expected to take at least six months. We changed our letter head to show our 20[th] anniversary and the Queens Award for Voluntary Service. At Christmas, we released another short video as part of our Christmas Appeal, which was backed up with stills from the video released on social media.

We were approached again by the Bournemouth University media department and asked if we would like to be involved in a second year student project as significant part of their studies. Following a presentation about R2R at the university we are now working with a number of students who will be producing marketing materials such as posters, looking at our branding and making videos which can be used for information and fundraising. We held our AGM in April 2022 at the Genesis Centre. Our next AGM is planned for May 2023. It will be slightly later to give our Accounts’ Examiner a few weeks to complete the task. Genesis Centre Before moving into the Genesis Centre in March 2022, we had nearly completed Phase l, which was enough to get the building working for us. During 2022-23, we continued to work on the building and completed the following: • Installation of the Air Source Heat Pumps, which included installing a secure platform • Furnishing of the Medical Room, with a medical bed, medical trolley, chairs and a table • The purchase of two driers and a replacement washing machine for the laundry area and two rolling laundry baskets • Plastering in the office, the stairways to the balcony, the hall near the old front door, and the ceiling up to the windows above the laundry area • Insulating above the office and on the Southeast facing wall between the office and the Activities Hall • Removed the ceiling in the loft storage area • Began restoration of the windows in the Organ Loft, which have cracked and missing glass and also damaged frames. • Installed handrails to the Balcony staircase • Installed nosing to the stairs to the back half of the building • Ordered three fire doors We are currently fundraising for Phase ll, which we hope to complete during 2023-24. Phase ll includes: • Renovation of the Activities Hall to install lighting, heating, flooring covering, and to decorate and install blinds/curtains • Repointing the building • Installing new guttering • Installing new security gates on either side of the building

| Financial Review | Financial Review 2022-23 2022-23 was another odd financial year for the charity because we are still fundraising for the building work. With the final phase of building work planned for 2023-24, we expect to have our finances within normal limits in the 2024-25 year. What that means is that we have had large grants for the building work that have skewed our income since 2021. In a normal year, we might expect to need approximately £70,000 to run the building and all our services. However, in these building project years, the amount we need to spend is significantly higher as we continue to renovate. Consequently, we continue to apply for grants that we will not need in the future. The main highlights are as follows: - Total income was £138,368 in 2022-23, which was down from the previous year, but which reflected our needs for running the Genesis Centre and further renovation work. Our income allowed us to bring our reserves back to our policy level. - £34,000 was secured in grants for Genesis Centre. This included another donation of £15,000 from a supportive local couple, £1,500 from Hall & Woodhouse Community Chest, £10,000 from the Albert Hunt Trust, £2,500 from Help the Homeless, and £5,000 from the Screwfix Foundation. - Overall payments were lower than in the previous year, at £90,660 in 2022-23 versus £243,363 in 2021-22. This reflects the reduced spend on the Genesis Centre over the last year. Our other fundraising for the Genesis Centre from March 2022 through February 2023 was successful and brought in: Source of Donation Amount Total One off Donations by a Named Individual £11,401 One off Donations by an Anonymous Source £1,380 Regular Donations (standing order or CAF) £15,483 Memberships (one member gave £400) £750 Churches (including £5,029 from the Vineyard) £19,824 |

Financial Review Financial Review 2022-23 2022-23 was another odd financial yearfor the Charity because we are still fundraising for the building work. With the final phase of building work planned for 2023-24, we expect to have our finances within normal limits in the 2024-25 year. What that means is that we have had large grants for the building work that have skewed our income since 2021. In a nornial year, we might expect to need approximately £70,000 to run the buildin8 and all our services. However, in these building project years. the amount we need to spend is significantly higher as we continue to renovate. Consequently, we continue to apply for grants that we will not need in the future. The main highlights are a5 follows: Total income was £138,368 in 2022-23, which was down from the previous year, but which ref lected our need5 for running the Genesis Centre and further renovation work. Our income allowed us to bring our reseNes back to our policy level. £34,000 was secured in grants for Genesls Centre, Thls Included another donation of £15,000 from a supportive local couple, £1,500 from Hall & Woodhouse Community Chest, £10,000 from the Albert Hunt Trust, £2,500 from Help the Homeless, and £5,000 from the Screwfix Foundation. Overall payments were lower than In the prevSous year, at £90,660 in 2022-23 versus £243,363 in 2021-22. This reflects the reduced spend on the Genesis Centre over the last year. This decrease is accounted for by periods of unoccupancy between tenants as we changed the flat from a by room tenancy into a family home. Green Pastures agreed to reduce our payments to them, since renting the flat as a fami home brings in less income than letting the individual rooms. Amos House payments totalled £16,480, which included upgrades to make It a better family home. Flnanclally, we are In a solld positlon, haviw raised enough to complete Phase l of the work on renovating the Genesis Centre and enough to pay for all ourcore costs overthe last year. However, we are not resting on our lau1$ and wlll continue to focus on fundraising until the renovation work is completed. Outlook 2023-24 Our first year at the Genesis Centre has been such a success that we feel confident going into the next year. We will continue to offer all our services and to work with our growing list of partners. We will contlnue to work with Churches to Sncrease the number of Sundays that we offer a Cooked Sunday Lunch. Ourvolunteer numbers continue to grow, and we look forward to more volunteer involvement and additional trainin8 for volunteers. This will allow us to provide more ser4ices for our cllents. We hope to complete the Activities Hall in time to allow St. Mungo's to use the space for SWEP. the Severe Weather Emergency Protocol in Winter 2023. Currently, SWEP is held in Boumemouth, which means that Poole people cannot see the serrfices supporting them during SWEP. Statement of Trustees’ Responsibilities
The Trustees are responsible for preparing the financial statements in accordance with the United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice) and applicable law and regulations.
The law applicable to charities requires the trustees to prepare financial statements for each financial year which gives a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period.
In preparing these financial statements, the trustees are required to:
-
Select suitable accounting policies and then apply them consistently;
-
Observe the methods and principals in the Charities SORP;
-
Make judgements and estimates that are reasonable and prudent;
-
State whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements; and
-
Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business.
The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the applicable Charities (Accounts and Reports) Regulations, and the provisions of the reasonable steps for the prevention and detection of fraud and other irregularities
Reserves
In order to complete Phase One of the building works on the Genesis Centre and to prepare the building to move in, the Trustees decided to advance some of the work even though it meant depleting the reserves. The Trustees are determine rebuild the reserves as soon as possible to return them to six month of the Charity's annual costs.

Independent Examiner’s Report to the trustees of Routes to Roots (Poole) CIO
I report on the accounts of Routes to Roots (Poole) CIO for the year ended 31st March 2023, which are set out on pages 4 - 9
Respective responsibilities of the trustees and examiner
The trustee's are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the Charities 2011 Act) and that an independent examination is needed.
It is my responsibility to:
-
examine the accounts under section 145 of the 2011 Charities Act
-
to follow the procedures laid down in the general directions given by the Charity
-
Commission (under section 145(5)(b) of the Charities Act and
-
to state whether particular matters have come to my attention
Basis of Independent Examiner's Statement
My examination was carried out in accordance with general Directions given by the Charity Commissi An examination includes a review of the accounting records kept by the charity and a comparison of th accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a 'true and fair' view and the report is limited to those matters set out in the statement below.
Independent Examiner's Statement
In connection with my examination, no material matters have come to my attention gives me cause to believe that in any material respect:
-
the accounting records were not kept in accordance with section 10 of the Charities Act; or
-
the accounts did not accord with the accounting records: or
-
the accounts did not comply with the applicable requirements concerning the form and content of
accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
I have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
Signed
