2. AccounUng policies (conUnued) Expenditure

Expenditure is recognised once there is a legal or construcUve obligaUon to transfer economic benefit to a third party, it is probable that a transfer of economic benefits will be required in seglement and the amount of the obligaUon can be measured reliably. Direct costs agributable to a single acUvity are allocated directly to that acUvity. Shared costs which contribute to more than one acUvity and support costs which are not agributable to a single acUvity are apporUoned between those acUviUes on a basis consistent with the use of resources. Central staff costs are allocated, on the basis of Ume spent, and depreciaUon charges allocated on the porUon of the asset's use. Expenditure on charitable acUviUes is incurred on directly undertaking the acUviUes which further the charity's objecUves, as well as any associated support costs. Al expenditure is inclusive of irrecoverable VAT. TaxaUon

2. AccounUng policies (conUnued) LiabiliUes and provisions

LiabiliUes are recognised when there is an obligaUon at the Balance sheet date, as a result of a past event, it is probable that a transfer of economic benefit will be required in seglement, and the amount of the seglement can be esUmated reliably. LiabiliUes are recognised at the amount that the charity anUcipates it will pay to segle the debt or the amount it has received as advanced payments for the goods or services it must provide.

Provisions are measured at the best esUmate of the amounts required to segle the obligaUon. Where the effect of the Ume value of money is material, the provision is based on the present value of those amounts, discounted at the pre-tax discount rate that reflects the risks specific to the liability. The unwinding of the discount is recognised in the

financial instruments. Basic financial instruments are iniUally recognised at transacUon value and subsequently measured at their seglement value, with the excepUon of bank loans which are subsequently measured at amorUsed cost using the effecUve interest method.

CriUcal accounUng esUmates and assumpUons:

The charity makes esUmates and assumpUons concerning the future. The resulUng accounUng esUmates and assumpUons will, by definiUon, seldom equal the related actual results.
