## **Welcome** 

Over the last 12 months, Empowerment has continued to perform well as commitment, dedication and change have driven the work. Empowerment’s strong position and prudent financial management has enabled us to progress and consider head on some of the strategic and financial decisions necessary to address both our changing and persisting community needs. At a time of increased pressure on statutory services, we have continued to play an important role in working with and alongside our partners, to provide services across the Fylde coast. 

The projects, services, case studies, events, conferences and achievements detailed in this annual report are testament to the dedicated workforce of staff and volunteers who tirelessly demonstrate Empowerments values - kindness, support and equality in their work. This is underpinned by the unwavering financial support and belief in Empowerment from our generous funders and supporters. 

We are truly grateful for all of the funding that has been made available to us and to the remarkable individuals who undertake personal challenges to raise funds and support our work. I am especially grateful for the wisdom and expertise of my fellow Trustees whose positive and enthusiastic contributions are constant. 

We continue in our quest to ensure the voices of local people are at the heart of what we do, as well as shifting resources and power to make this happen. It is the sum of all these parts that enables Empowerment to have a lasting impact on the individuals and communities across the Fylde Coast, as this report provides a snapshot of the diverse services provided.

People locally desperately need our help to make sure their voices are heard, their opinions respected and their needs met so they can live with dignity and pride. 

By any measure, our services are doing fantastic, life-changing work. 

Together, we support the silenced. Together, we empower those most at risk. Together, we make a change for the better. Together, we can achieve kindness, justice and promote equity for all.

## **Independent Advocacy** Supporting when it matters 

**At the heart of our Independent Advocacy Service is the belief that everyone has the right to be heard and have their choices respected.** 

This year, our advocates have supported and empowered individuals across Blackpool to have their voices heard whilst navigating health and social care issues. 

Our advocates help people understand their rights, access appropriate care, and make informed decisions. Our team of health and social care advocates play a crucial role in helping people live the lives they want to live. 

This year has been a period of transformation as we’ve grown our team of advocates, enabling us to support even more people. Additionally, in April, we hosted a ‘rebranding event’ which was a huge success. 

Our advocates have been there when people needed us most and this is something we are proud of. 

2023-2024 has been an important year of raising awareness. We have been reaching more individuals at community events, whilst also providing training to healthcare professionals locally.

## **Raising advocacy awareness** 

We believe the more people know about advocacy, the more individuals we can help. This year, we dedicated time to increasing community awareness of our services. We attended events, meetings with social workers, health care professionals, GP’s and even provided training to health professionals at The Harbour, Blackpool’s mental health hospital. 

## **Collaborative partnerships** 

Collaboration has been at the core of our success this year. We strengthened partnerships, both internally and externally, to improve our service delivery. We have worked closely with Blackpool Carers Centre to emphasise our support for carers and loved ones. This has been very well received.

## Children’s Advocacy 

This year, we’ve helped 100 children through challenging social care processes, offering them a safe space to talk about their feelings and opinions. 

By supporting children and young people, we make sure their voices are heard and respected, ensuring that they are at the heart of decisions about their care and protection. 

## Highlights 

Alongside our dedicated 1:1 support, we organised summer activities for local young people so they could stay in touch with their advocates during the summer break. We were fortunate to run a spoken word session with Nathan Parker which was really well received. 

Thanks to ‘Cash for Kids,’ children supported by our services received Christmas presents delivered to their homes. We also teamed up with groups like Aiming Higher and Family Hubs to raise awareness about our advocacy services and how we can help. 



## **The Dad’s place** Dad’s supporting Dad’s 

**The Dad’s Place is dedicated to supporting fathers through the challenges of parenthood. Thanks to funding from Blackpool Better Start, we began offering dedicated peer support in 2023.** 

We have been working tirelessly to provide a welcoming community for fathers with children aged 0 to 2 in collaboration with our partners.

I’ve personally experienced the challenges of parenthood and can deeply empathise with the emotional and mental struggles that can occur. I found solace in friends who, though unrelated, stood by me. Their empathy and support helped me maintain dignity and emotional stability. **That’s why I believe in the work that I do, peer support can be life changing!**

## **Peer Support** 

Hosted regular sessions in Blackpool’s Family Hubs, facilitating positive connections with Blackpool Dad’s and discussions on parenting. 

## **Signposting** 

We have provided information and support to Dad’s on how to access mental health and parenting resources, improving mental wellbeing and confidence. 

## **Looking Ahead** 

We aim to expand our outreach, increase attendance and continue promoting an inclusive environment where fathers are heard and understood.

## **Supporting Blackpool’s** partnership boards 

We are happy to share that Empowerment Charity is supporting the operations and admin of Blackpool Council’s Learning Disability Partnership Board and Autism Partnership Board. 

Our work hopes to make sure people with learning disabilities, autism and their carers have a say in the decisions that affect their lives. We hope to provide lots of opportunities for involvement and representation. 

We would like to introduce Sarah Tommany, who has joined the Empowerment Team this year. Sarah brings lots of experience and passion for helping people with learning disabilities and autism. She will be leading this project and working hard to ensure everyone's voice is heard. 

**We are looking forward to making a real difference with this new project and continuing to work closely with Blackpool Council and the community.** 



## **Supporting Blackpool’s** Ukrainian community 

Over the past year, we've continued to be part of a community effort to welcome and support guests arriving from Ukraine. Our dedicated team, alongside local partners, have helped individuals and families integrate into life in the UK, through practical assistance and support. 

We have coordinated Ukrainian community events, provided home visits, and helped people settle within the local area. We believe that our support has enabled guests to feel comfortable, secure and welcomed into their new homes. 

As one support worker notes; “We ensure guests feel at home, guiding them through cultural and daily challenges, as they need us.” 

We are extremely proud of this work and want to celebrate all of our guests amazing achievements since arriving in Blackpool. 



## **Lived Experience Team** Empowered by understanding 

Our team has direct experience with homelessness, mental health, domestic abuse, the criminal justice system, and substance misuse. This gives us the passion and determination to help others facing similar challenges. 

We work with local people going through some of life’s toughest times to support, empower, and make a positive difference in their lives. 

2023-2024 has been a fabulous year of impact. Our lived experience team has been involved in launching Gambling Harms Peer Support project, OASIS recovery hub, and the NHS lung health pilot, while also receiving recognition as one of the ICB’s Highest Performing Team’s of the Year. 

In February 2024, we hosted our first Lived Experience conference with 200 attendees. Changing lives and improving systems remains at the heart of everything we do. 

The number of people we’ve helped this year: 

**247 people have been supported through our services in 2023-24.** 

168 people have received support via our Changing Futures project. 

37 people have received support through our Prison Leavers project. 

6 people have received support via our rough sleepers peer support work. 

28 people have received support through OASIS peer support.

Since its launch in Autumn, our team has provided vital support to individuals affected by gambling harms, using our own experiences to guide those in need. We have helped people access essential services and raised awareness about the dangers of gambling addiction. Our peer support workers have created safe, confidential spaces where individuals can share their struggles and receive emotional support, including practical advice on relapse prevention. Despite the ongoing stigma surrounding gambling addiction, we’ve encouraged more people to reach out, ensuring they don’t face their 



## **Blackpool’s first Lived Experience** Conference 

## 2024 

This year marked a significant milestone, Blackpool hosted its first-ever Lived Experience Conference. The Lived Experience team welcomed 200 delegates to the Grand Hotel Blackpool. The event brought together service users, professionals, and advocates to share stories, learn from one another, and spark action for change. 

Keynote speeches were delivered by two distinguished leaders, Dr Arif Rajpura, Blackpool’s Director of Public Health, and Professor David Best, a leading voice and professor in addiction recovery. Their insights emphasised the importance of integrating lived experience into policy and service delivery to ensure meaningful, person-centred support. 

The energy in the room was inspirational and attendees engaged in dynamic discussions and presentations, all centered on the theme of building a future where every voice is heard, valued, and acted upon. Our guests heard speeches from:

What do we know about recovery and
the role of lived experience

## **Healthwatch Blackpool** A catalyst for change 

**In 2023-24, our focus has been clear: to make a real difference in health and care by amplifying experiences, especially those who are often overlooked.** 

This year, our involvement and engagement efforts have influenced and helped to change National policy. Not only that, we have received a ‘highly commended’ award from Healthwatch England and received two ICB proud nominations. 

We pride ourselves on maintaining our independence whilst building strong, collaborative relationships with our partners to achieve sustainable improvements in health and social care. One thing is clear: involving people is crucial for driving change and promoting equitable services in Blackpool. 

**Our achievements this year are thanks to our dedicated team, our volunteers, and the community members who trusted us with their stories. Their support has been crucial in driving our work forward.**

## **Our year** in review 

## **Reaching out:**

## **Health Determinants Research Collaboration** Blackpool researching together 

In partnership with Blackpool Council and other organisations, we are thrilled to celebrate the first year of the Health Determinants Research Collaborative (HDRC) project, supported by a five-year grant from the National Institute for Health and Care Research (NIHR). Blackpool Researching Together! 

## **Our Mission** 

Blackpool Researching Together aims to tackle health inequalities in Blackpool, driving systemic change and better health outcomes. Central to this effort is the inclusion of Blackpool residents as co-researchers, ensuring our work is both relevant and impactful. 

## **Achievements** 

In our first year, we have employed and inducted seven co-researchers who are helping to drive Blackpool's research priorities forward. Our co-researchers have played a vital role in providing local insight. There has been personal development, involvement at events and active participation in work across the town.

Our priority research areas include: -Early Years development from conception to age two -Education, Employment and Skills -Housing 

- -Mental Health

We are committed to deepening our research, expanding our focus and continuing to engage the community to promote health equity in Blackpool.

## Support for young people 

**2023-24 has presented significant challenges, as the complexities our families face continue to grow. In response, The DEN has adapted and increased capacity to meet local demand for Children’s Independent Domestic Violence Advisors.** 

## Our impact this year 

In the last year, we received a total of **635** referrals, reflecting increased awareness and understanding of domestic abuse. Of these referrals: **621** children and young people received support from our service. In Blackpool, we specifically supported **165** high-risk children and young people. 

## Activities and engagement 

Over the past 12 months, we provided support to every eligible child and organised **23 positive activity days** , including **two residential trips** during school holidays. 

A total of **220** children and young people participated in these activities. 

**These activities are vital, providing children with a sense of belonging and the opportunity to connect with peers who have experienced similar challenges.** 

An improvement in safety for 100 **%** of our children and young people who completed a safety plan. 

## Safety planning 

Each child we support receives an individualised safety plan, offering practical guidance on how to remain safe during potential domestic abuse incidents. This includes: 

- Emphasising the importance of not intervening during conflicts and contacting emergency services. 

- Identifying trusted adults in the child’s life. 



## Jessica **’** s Story 

A request for support for Jessica came into The Den in November 2023. Jessica’s family were having an incredibly difficult time. Jessica’s mum and dad had recently separated. Jessica’s dad hurt her mum really badly, during the assault Jessica tried to protect her mum and help. Jessica tried to stop her dad hurting her mum and she told her little sister to leave the living room. Thankfully, Jessica and her little sister didn’t get hurt during the incident. 

Jessica received practical and emotional support weekly for six weeks. Key aspects of her support included: 

- Safety planning, allowing her to identify trusted adults in her support network. 

- Discussions around the importance of not intervening during volatile situations, which helped her understand her safety. 

- Healthy and unhealthy relationships work by exploring warning signs and red flags that are cause for concern. 

Jessica, who attends alternative education due to low attendance at mainstream school, expressed anxiety about leaving her mother at home. We facilitated communication with PALADIN, a national stalking service, after identifying concerning behaviour from her father post-bail. 

Jessica moved in with her grandparents to continue her education locally, with plans to attend college. As her emotional well-being was a priority, a referral for Youtherapy was made, which she accepted. 

Upon completing our support, Jessica felt confident in following her safety plan and knew how to communicate with her support network. She expressed gratitude, saying, " **The support from The Den was great. At the start, I didn’t really think I needed it, but it has helped me so much. Thank you."**

- Empowering Change in  2023    2024 This year, we are proud to have supported and shaped the Pan-Lancashire Violence Against Women and Girls (VAWG) Strategy, engaging with young people to ensure their voices are heard. 

The discussion of Violence Against Women and Girls (VAWG) has been important for awareness, education and also prevention. Safety and empowerment of women and girls is crucial, with sexual harassment, misogyny and abuse still being prevalent in our local area.

## Youth Change Makers 

This year, we celebrate the success of our Youth Change Makers project, where passionate young activists took a stand against gender-based violence. After training 8 passionate young people, 5 Change Makers committed to a six-month journey, co-facilitating events and inspiring their peers to become leaders in change. 

Their work on sexual harassment and unhealthy relationships led to the creation of the **Rape Culture & Sexual Harassment seminar,** which reached an incredible **369 students** . Two of our Change Makers proudly co-delivered a seminar at Blackpool Sixth Form to **76 students** , empowering others with knowledge and confidence to address these critical issues. 

The impact of our Youth Change Makers is undeniable. Their courage has sparked meaningful conversations and created a ripple effect in Blackpool, driving forward the mission to end violence against women and girls. We will continue to inspire change.

## Reclaim the Night March 

In December 2023, we took to the streets to march in aid of ‘Reclaim the Night’, promoting the need for women and girls to feel safe in public spaces. Our next Reclaim the Night march will take place in 2024. 



## **Solace** Hope through action 

**We are thrilled to celebrate the achievements of Solace over the past 12 months. We know that dealing with suicide is incredibly challenging for family, friends and the community.** 

**In 2023-24, we have been dedicated in providing hope through action and personlised support.** 

## **This year we have:** 

- Provided intensive support for **30** local people on a 1:1 basis. . 

- Held multiple **support groups** 

- Conducted **Orange Button training** sessions for diverse sectors, including NHS and Starbucks. 

- Held **pop-up events** at Horizon and created a **new referral pathway** with Police and the Swan Unit at Blackpool Teaching Hospitals. 

- . 

- Actively participated in autumn **drop-in events** 

- Held **‘Unite for Hope’** at Stanley Park bandstand. 

- Spoke to the local radio about the **Baton of Hope.** 

- Supported peer support at **Blackpool Colleges** and within the **construction industry.** 

- **Linked** with **SOBS** for additional peer support and received 9 new referrals. 

- Participated in monthly panels with national suicide prevention organisations and met with the **Deputy Crime Commissioner** and **Chief of Police** regarding the **G72 form.** 

- Continued peer support and **outreach,** and launched a podcast project.

## **Feedback from the community** 

**“Solace and the charity has helped Eloise immensely since her dad took his life. Samantha Southern at Solace is an amazing ambassador in suicide awareness, and suicide prevention and has guided us in dealing with the horrendous aftermath that’s left after suicide. Sam at Solace at Empowerment you’re one in a million we’re so grateful for all your help over the last ten months.”** 

**“After my world was completely crushed and turned upside down I found there wasn’t much readily available support until I was told about a wonderful lady called Sam, who had lost her husband to suicide in 2020. Sam works for Solace which is part of Empowerment charity, who help and support people who have been bereaved to suicide. She has helped pull me out of a really dark place and continues to do so.”** 

## **Looking Ahead: Plans for 2024-25** 

As we move into the next year of our work, our focus will remain on expanding our reach and highlighting our impact. Key objectives for the coming year include: 

- Expanding our peer support groups 

- Hosting Blackpool’s first suicide prevention conference 

- Strengthening community partnerships 

- Training and education 

- Influencing system change 

- Continued outreach and support 



## **Elliot’s Place** Peer support project 

## **Elliot’s Place continues to build a community of young men who empower each other and challenge the stigma of mental ill health and suicide.** 

We express our gratitude to everyone who has contributed to Elliot's Place via fundraising efforts this year. The dedication from our community and funders has fuelled the growth and sustainability of Elliot’s Place, providing a vital space for young men in Blackpool facing mental health challenges. The generosity has not only created a physical space but has also initiated a community-driven movement in which we are super proud of. 

This year we have: 

- Increased our active members to 45 males per week. 

- Raised awareness of our work with local businesses. 

- Held several community events, including a pizza and poetry night with Nathan Parker. 

- Supported International Men’s Day 2023. 

- Maintained an active football session weekly. 

- Held peer sessions in collaboration with Q Sports Lounge and Brian Rose Boxing Academy. 

- Completed community outreach in partnership with organisations across Blackpool.

**A message from the CEO** Inspiring hope & driving action for a better future 



If you are looking for a reason to hope, then you can do no better than read through this inspirational ‘Empowerment Annual Report: 2023-2024’! 

If you spend time reading the papers, watching the news or ‘doom scrolling’ on social media you can quickly conclude that there is no reason to hope; that everything is just bad and getting worse. This is also said a lot about our beloved home town of Blackpool. 

## **Together, we need to be telling new stories of hope and truly believing that change is possible.** 

My wonderful colleagues who work and volunteer for Empowerment are my reason for hope; they prove to me every day that change is possible! They continue to do it in their own lives; growing and developing wonderfully as people and doing things they never thought possible. They also do it by working alongside people in our community who understandably have lost hope and think that things can never change for the better. Well, because of the passion and dedication of all of our staff team, lives are being changed for the better and this Annual Report is a powerful testament to that. 

Working at Empowerment is not ‘just a job for us’, the injustice we experience daily when much loved members of our local community experience hardship and suffering they should never have to experience, means that we have to act. We have to do everything we can to bring about kindness, justice and equality for everyone. That is what, ‘Being Human’ means; to show love and compassion even when no-one else seems to care. It’s what Empowerment does best and it’s what we will keep on doing!

The main sources of income during the year were Blackpool Council, Blackpool Public Health, National Lottery
Community Fund, BBC Children in Need, Tudor Trust and the Police And Crim¢ Cornmissioner. The trustees would like
to thank them and all other funders for th¢ir support over tb¢ y¢ar.
The objectives of the charity continue to be achieved through the piovision of services. A dctailed report of the Clwitys

Under the IEquirenienls of Charity Law, the Trnstees are obliged to define the Ch8sity's policy for holding I'eserves.
The intention in establishing this reserve5 policy is to ensure tbe continuation of the Charity's activities. The policy will
cnablc thc Chaiity to meet its legal objects. provide confidence to supporters and donoiE seeking to give financial 8UPPOrt
to a prudently eontrollcd Charity and to ensure that the reserves are at a level sufficiei)t to discharge all of ihe Cliarity's
obligations in the event ihal it should cease its opei'ations.
It is e5tirnated that these costs will be al least 3 mond￿. The policy is Iherefore to hold at least 3 and no more than 6
months, iinrestt'ieled direct charitable expendituir in Te8erve. Um'estricted general fi)nds 8t (he yeai'_¢nd aiiioi)nted to
£401,420 (2023, £310,833) which approximates to 2.8 months costs for Empowetment conlinuing the same range of
