This financial year represents the charrty's ninth lull year of operalions. DuriThJ the year, the Charity
engaged with over 40,000 individuals. ddNering over 50 communrty projects in Bumley and the wider
region.
As a charity we continued lo experience a signifiGanl increase in demand for our foodbank.. the Bumley
Community Kitchen. We have continued to work in partnership with several organisations in the aiea
a$ part of Burnley Together to ensure that we We￿ able to supptyt the most vulnerable in the town.
At the year end, the charity eM￿oyed 74 full linE and 50 part staff. and has further established a
strong team of coaches, teachers. mentors. admintstrators, man&3ers and other skIl￿d prac11l￿ners to
develop the work of the ¢harty further.

The charity undertakes fundraising ￿NIty in the forn) of fundratsing events, the Purpose of which is to
generate unreslrieted income lor the charity. Any incoming resources from fundraising are recognised
in the ConsolKlaled Statement of Financial Activities on¢e the ¢harity rs entitled to the fijndra￿in9
income and provkded that the income can be reliabty w*asured.

Total incoming resources reduced by 3.6% to £3.221.246. The ir￿lme receNed during 2022-23
from Premier League grants was lower than the prior year due lo the football club being relegated
to the English Chamyonship at the end of the 21-22 season.
Totsl outgoing ￿OUrceS increased by 1.0% to £3.273.733. During the year the charity made a 5%
pay award to support increased cost of living pressure5.
Due to the factors detsiled above. the net resutt for the year was dekit of £52,487, a deterioratson
from the surplus of £99,258 the prior year.
Cash and cash equivalents at 30 June 2023 amounled to £713,797, an increase of 12.6% over the
reporting peTiod. The ¢hanty largets days cash on hand in excess of 60 days and the cash at 30
June 2023 represents days cash on hand of 75.7 days. comfortably above the benchmark.
Net current assets reduced by 5.0% to £712.Y4. Despite thi5 fall. Ihe cuvent ratso at 30 June 2023

Reserves Policy
The objeclive of having free reserves is to enable the charity to cope with unplanned events. Very often.
the effects of an unplanned event can be managed in the lonfrterm. bLrt the charty needs reseNes in
the meantime.
The trustees are wotking towards maintaining an overall target level for free reserves which is
equivalent lo tsvo months, nel operab.ng costs. where fixed assets are diseounted when calculats.ng the
level of reserves for the charity. The Iruslees believe this level is approprkqle since the charity has
relatively predthble and diverse income streams, making rt unlikety that all income will redu￿ at once.
Furthermore, some slaff are on fixed-term orcasual contractswhrch can be teminaled qu￿klY following
a drop in funding.
The trustees must monitof and revEw the level of reserve5 annualty, in line with the guidance issued
by the Charity Commission.. however. the level of reseThes is mnitored throughout the year as part of
the normal monitoring and budgetary reporting processes. The level of reseNes is always discussed
by the trustees at their quarterty govemance nwts.ng during the Finance agenda ilem.

Under the Memorandum and Articles ofAsscciation. the tharity has the power lo make any investment
which the trustees see fit and as necessary foT carrying out the chantable adivrties. In addition. under
the Memorandum and Art￿leS of AssocigtK)n. the charty may set aside In￿Me as a reserve against
fvture expenditure. bul only in accordance with its Reserves Polw.

Risk Management
The Iruslees are aware of their resFonsibilitss to identify. assess and manage the major risks to which
the charty is exposed.
During the year, the charity has furthered its work on risk management making all its staff and volunteers
risk aware. All staff and volunteers continue to have a good understanding of their day-to-day
responsibilities in managing risk.
The charty maintains its 'three lines ol defence. model to help with the rnanageff￿nt of risk. The three
lines ot defence are three sets of people who colial)orate to manage risk. A person may belong to mo
than one set.. however. each set as a who* maintains a degree of independence from the preceding
sel, and each set 1$ proactive and dces not wart for the preceding set lo'fail."
1. The first line of defence consists of all staff and volunleets.
2. The second line of defence ¢onsists of all manage￿Ent colleagues.
3. The third line of defence consists of the Chief Execuiwe Officer and the trustees.

Each risk is given a severity raling and a k"kelihcrfxl rating and is mapped lo a series of controls, in place
lo mitigate said risks.

lo one or M￿ risks as appropriate. lthere there is a control which maps to more Ihan one risk, the
charity calls this a key control.

The charity has a Ihree-year strategy which runs from 2022 - 2025 and a business plan which is
reviewed and updated annually, in ordef lo achieve ils objectNes.
The charity will continue lo meet and further develop existing public, private and voluntary $e¢tor
partnerships.
The Charty will also look lo enhance and further prOn￿e fvndraising initiaknves, so to increase rt5

In auditing the financial statements, we have concluded that the Trustees. use of the going concem

the Company are the Trustees previously named. In the event of Ihe company being would up, the
liability in respect ol the guarantee is firr4ted lo £10 per member of the company.
Accountlng convention
The financial stalemenls have been prepared in a¢¢ordan¢e with the Charity's goveming document,
the Companies Act 2006 and "Accounting and Reporting by Charib"es.' Statement of Recommended
Pra¢tice applicable to charities preparing their accounts in accordance wth the Financial Repoth'ng
Standard applicable in the UK and Republtc of Ireland IFRS 1021" (effective 1 January 20191- The
Charity is a Public 8enefit Entty as deffined by FRS 102.
The financial statements are prepared in sterting. whrh ts the functy.onal currency of the charity.
Monetsry amounts in these financial statements are rounde(I to the nearest £.
Group financial ststements
The financial stalenknts consolidate the ￿S￿lts of the Charrty and ts wholty owned subsidiary BFCITC
Facilities IEnlerprisesl Ltd on a line-by-line basis. A separate Statement of Financial Activities for the
Charity has not been presented because the group has taken advantage of the exemption afforded by
Section 408 of the CompanEs Act 20(6.
Going concorn
These financial stateffEnts are prepared on the goiry Co￿eM basis. The trustees have a reasonable
expectation that the company will continue in operab.onal exthnce for the ftsreSeeab￿ future.
The trustees have considered the financral stability of the Charty for a period of at least 12 months from
the dale of signing these financial Statements. They have assessed financial performance and ensured
that the company has sufficient finance available lo maintain its cashflow during this period.
Charitable funds
Unieslricled fvnds are available for use at the discretion of the trustees in furtheran￿ of charitable
objectives.
Restricted funds are subject to Spe¢rf￿ conditi.ons imposed by donors as to h¢)w they may be used. The
purposes and uses of restricted funds are set out in the notes to the finanaal statement$.
Restricted capital fvnds are restricted fvnds re￿iVed to fund the Tenovation of the Whitehough Outdoor
Cenire and the conversion of part of the Brierfield Mill srte into The Leisu￿ Box ￿MMunity ￿lsU

Incoming resources
Income is re￿gnIsed when the Chanty is legally entitled to it after any perfomanee ¢onditions have
been met, the amounts can be measured reliably. and it is probable thal income will be received.
Cash donations are recognised ¢)n receipt. Other donations are recognised once the Charity has been
notifwl of the donation unless perfom)ano ¢orKlib"i)ns requ￿ deferral of the amount. Income tax
recoverable in relation lo donat￿nS received under Gift Aid or deeds of covenant is recognised at the

Income is measured at the fair value of the consKleralion received and represents amounts receivable

The Charity has volunteers who give their time freety across lo SUp￿t various aclivitses lo support
delivery stsff. In line with the charib.es SORP, no monetsry value is placed on the contribution of
volunteers. During the year the Charity had nine volunteers.

The Charity is exempt from tsx on income and gains falling within section 505 of the Taxes Act 1988 or
secbon 252 of the Taxation. of Chargeabk Gains Acl 1992 to the extent that these are applied to its
Charitable objects.

to the multiple challenges brought about by COVID, high energy costs, and cost of Ihvin9 Pressures
which have negatively impacted disposable incomes. However. the facility continues to operate with a
sustainable financial model. il offers subsL8ntial ITee usage to many part￿1pant$. and rt provides an
essential base for many of the Charty's own projects. Pursuing profrts at the expense of utilisalion
would hindei the original, charitable objectives of the facil￿ and the intention to provide subsidised
leisure facililTes to those who need them.
AI 30 June 2023. the trustees have impaired the investrr*nt in 8FCITC Facilities (Enterprises} Ltd to
renecl that The Leisure Box currenuy intends to breakeven financially. rather than generate excess
pfofils to feed back into the Charity as onginalty intended. As such, the impairmenl is based upon
revaluation method whereby the investmenl is now valued al the amrtised value of the original grants
