The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 30 September 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
OBJECTIVES AND ACTIVITIES
Objectives and aims
To advance education, health and well-being, and community development, for the public benefit, in particular children, young people and adults living in Derbyshire, whatever their age, gender, religion, or ability, by:

providing cricket-based education and community education under six pillars of activity (sport, health, education, heritage, social inclusion, and arts and culture);
-
the promotion of community participation in healthy recreation, in particular by the provision of facilities for the playing of cricket and multi-sport activities to improve health and wellbeing;
-
promoting a positive learning environment that builds confidence, self-esteem and ambition to succeed;
-
establishing projects and activities that involve and engage with the local community and improve community cohesion;
-
advancing cricket talent pathways as well as empowering leaders, coaches and volunteers;
-
promoting the heritage of the local community and cricket in the county;
-
serving as the local governing body for recreational cricket in Derbyshire; adapting and adopting local policies, in line with national directives and rules, regulations, policies and procedures of the England and Wales Cricket Board (ECB);

the representation and advancement of the requirements of Derbyshire cricket at both regional and national levels;
-
the promotion of effective channels of communication on behalf of those playing recreational cricket in Derbyshire.
Public benefit
In shaping our objectives for this period and in planning our activities for the future, the Trustees have considered the guidance published by the Charity Commission on public benefit. The charity has provided access to opportunities in culture, sports and recreation for all people within Derbyshire. Trustees remain confident about the charity's ability to sustain public benefit over the next 12 months and beyond.

ACHIEVEMENT AND PERFORMANCE
At the Derbyshire Cricket Foundation, our purpose is to Empower Communities and Improve Lives through cricket. During the reporting period we have made significant progress in making cricket a game for everyone. Cricket is a game for everyone. It can connect communities, improve lives, and bring people from diverse backgrounds together. Widening participations in cricket and inspiring a generation to say "cricket is a game for me" has been the cornerstone of the Derbyshire Cricket Foundation strategy for several years.
The work we deliver aims to:

Improve health and wellbeing by involving people of all ages in activity that improves their physical and mental health and their happiness.

Makes cricket accessible to everybody, regardless of their ability, gender, age, ethnicity, social background or where they live. Cricket is a game for everyone, and we benefit from diverse participation.

Connects communities - improving happiness and combatting loneliness, by helping people develop new social and support networks and friendships.

Provides opportunities for personal development - helping people develop new and transferable skills.
-
Develops individuals by providing them with new and transferable skills, which can enrich their personal and professional lives.

Introduces new people to cricket in a fun and friendly environment.
-
Provides opportunity for those with talent and passion for cricket to access development opportunities which help them reach their full potential.
In June 2023, the Independent Commission for Equity in Cricket (ICEC) published a comprehensive report on equity in cricket. Their findings highlighted issues of discrimination in cricket, which made for very challenging reading. However, the report also provides valuable insight that can help accelerate our work in addressing these issues and ensuring cricket is a game for everyone. The DCF Board established a sub-group to focus on our response to the ICEC report. We have developed 7 commitments to guide our response, and we are currently consulting with stakeholders across Derbyshire to gather local insight that can inform a more detailed action plan.
Our cricket clubs and leagues are the heartbeat of cricket in the county and they continue to work tirelessly to provide opportunities for people to play and volunteer. In 2023 over 6000 games of cricket were scheduled which represents a 6% increase on 2022. There was a 7% increase in the number of junior games played and a remarkable 60% increase in the number of girls fixtures compared to 2022.
We now have over 50 Clubmark accredited clubs which demonstrates the games commitment to ensure clubs are safe, welcoming and well governed. We trained over 60 Safeguarding Officers in addition to the 120+ we trained during 2022.
Our Disability Cricket programme has grown from strength to strength this year, with the establishment of our first Super l's Hub which regularly sees 8 young people attending. We now have 6 cricket clubs in Derbyshire providing accessible and inclusive cricket as 'Disability Champion Clubs'.
The women's game in Derbyshire continues to grow at a rapid rate. We now have over half of the clubs in Derbyshire with one or more women's team. This is significant progress towards achieving gender equity in the game, but there is still a way to go! We now have 55 Clubs with 73 teams playing in a variety of formats across the county, representing a 25% increase on 2022. We had over 600 women play in our women's softball festivals across the summer. We are seeing progression from our softball festivals to regular competitive cricket in the East Midlands Women's league. We now have 28 clubs and 41 teams in the league.
We are committed to using cricket to empower communities and improve lives through cricket and we truly believe cricket has a wider role to play in society. We are proud of the work we are doing to engage new communities and deliver programmes that have a positive impact on peoples lives. During 2023 we launched our Dementia Cafe - 'Monday Mates' which is doing fantastic work to provide a safe place for people with Dementia to enjoy and take part in some physical activity. We have regular attendees with up to 28 people engaged.

Our Walking cricket programme is growing year on year. We now have 5 centres running in the county with over 50 participants, including a centre specifically for people with Parkinson's Disease.
The DCF team have worked incredibly hard throughout the year to support our communities and cricket clubs in Derbyshire. We recognise we still have lots to do in our mission to make cricket a game for everyone, and we look forward to working with all our stakeholders as we seek to grow and diversify the game further in 2024
GROW AND NURTURE CLUBS AND LEAGUE
All forms of league cricket were on the rise in 2023 with over 6000 games scheduled, representing a 6% increase on 2022. The number of junior cricket fixtures increased by 7% on 2022 with 1600 games played. We invested over £100,000 into cricket clubs to develop facilities through County Grants with the aim of making them more welcoming environments.
The Derbyshire Development league increased by 27% in it's third year with 23 clubs taking part. The league aims to bridge the gap between junior cricket and open age cricket. Over 50 cricket clubs entered our local and national junior competitions, including the U19's Hundred Ball Competition, and the U13/U15 National club competitions.
We ran a series of online webinars and development workshops between October 2022 and September 2023, engaging over 200 unique club volunteers. The aim to provide regular updates and education to the recreational game as well as providing opportunities for clubs to discuss challenges and provide solutions.
TRANSFORM THE WOMEN AND GIRLS GAME
We continued to prioritise the development of Women's & Girls cricket in Derbyshire in 2023 and we have continued to see significant growth. We have more Women and Girls involved in cricket than ever before.
Over 600 women took part in 26 softball festivals during 2023 a 25% increase in the number of players compared to 2022. The softball festivals have engaged a wide range of female participants ranging from age 14 through to age 75, 51% of players were aged 41+. 55 clubs in Derbyshire now have a women's team with a total of 72 teams which represents a 25% increase in the number of clubs with a women's section.
The East Midlands Women's Cricket League is playing a significant role in the growth and sustainability of the women's game. In 2023 41 teams entered the league which represents 70% growth from 2022.
Our U12 girls league proved to be a success again in its third year with a 28% increase in the number of teams taking part, playing 27 games and engaging over 100 girls. We also launched our Girls Dynamos Festivals during 2023 which engaged 22 teams for the first time.
Our girls performance programme continues to play a vital role in both the wider girls game and the development of performance cricketers. Over 125 girls received high quality coaching and match play opportunities during 2023, with 18 girls going on to represent Derbyshire on the regional stage for the Blaze during the summer. 3 girls secured places on the Blaze academy and 2 of Derbyshire's pathway graduates represented England.
We recognised a need to recruit and train female coaches to diversify our coaching workforce. In 2023 we trained 37 female coaches and 53 female activators.
We partnered with the England and Wales Cricket Board, and Initial Washroom Hygiene to bring period dignity to grassroots cricket. We installed female hygiene/sanitary products in 8 cricket clubs as part of the pilot project. The aim to make clubs more welcoming and inclusive.
ENGAGE CHILDREN AND YOUNG PEOPLE
In 2023 we increase our activity in state primary schools and engaged more children in high quality coaching. In partnership with Chance to Shine we delivered 2,380 hours of coaching to 110 primary schools. We engaged 15,500+ children and engaged 250+ teachers.
We prioritised some of our delivery to schools in the most disadvantaged areas with over 40% of their children in receipt of free school meals. We wanted to take cricket to children who might not get the opportunity without our programme.
Our National Programmes continue to inspire the next generation of children to choose cricket. 2023 proved to be another successful year in growing participation through All Stars and Dynamos Cricket. We had 74 All Stars Centres and 46 Dynamos Centres running across the county. We had 1832 5-8 year olds take part in All Stars and 773 9-11 year olds take part in Dynamos. We had 13% growth in the number of All Stars participants and 10% growth in the number of Dynamos centres.

Female participation in both All Stars and Dynamos continues to increase with 28% female participants in All Stars and 31% female participants in Dynamos.
After some targeted action to increase ethnic diversity amongst participants in National programmes, we increased ethnic diversity to over 13% across both All Stars and Dynamos programme.
We are committed to making cricket accessible by removing cost as a barrier to participation in cricket. In partnership with the ECB, we provided 317 children with funded places on our National Programmes.
Our Falcons camps continued to provide opportunities for children to play cricket through the school holidays. We engaged over 1,400 participants over the year in our Falcons programme, 43% of those participants were female.
SUPPORT & DEVELOP OUR VOLUNTEERS
Our coach and volunteer development programmes continue to inspire the next generation of coaches to support the growth of the game. In 2023 we delivered 14 coach development courses, training 135 coaches, of which 28% were female and 16% ethnically diverse. We trained 61 safeguarding officers during 2023, helping to provide safe and inclusive clubs.
Young volunteers are key to the long term sustainability of the game. In 2023 we launched our Young Volunteers programme, engaging 30 young people in a series of development workshops and volunteering opportunities. We formed our Youth Council to help inform the direction of junior cricket in the county.
We recognised and celebrated the success of over 120 volunteers through the Cricket Collective Volunteer awards, culminating in an annual awards event in August where we provided hospitality and entertainment to over 100 award nominees and winners.
MAKING CRICKET ACCESSIBLE
Disability Cricket
The Disability cricket offer in Derbyshire is growing year on year with more activity than ever before in 2023. Our Super 1's Disability Hub provides inclusive and accessible cricket sessions. In 2023 we delivered 36 weekly session with over 8 hours of lifestyle development workshops for the participants. We are seeing the participants engaged in the programme grow in confidence and develop their cricket skills.We also worked closely with a number of cricket clubs to establish 4 Champion Clubs, providing accessible and inclusive cricket sessions.
In partnership with the Lord's Taverners, we increased our delivery in SEND schools, working with 25 schools in 2023, representing a 78% increase compared to 2022. We delivered 290+ hours in schools and engaged 500 children and 50 teachers through the programmes
Chance to Shine Street
Our Chance to Shine Street project aims to provide free cricket sessions in urban spaces, engaging children and young people who might not have the opportunity to play cricket. In 2023 we developed 3 new projects in addition to the 2 existing projects. Across the 5 projects we delivered 186 sessions, totalling over 250 hours. We engaged 120 participants, 25% of which were female and 88% of participants were ethnically diverse
Walking Cricket
Our walking cricket programme is continuing to provide opportunities for participants over the age of 60 to get active and socialise with their peers. In 2023 we introduced 3 new centres to extend our offer to 5 centres across the county, engaging 50+ participants.
Move4Cricket
In 2023 we established our Move4Cricket programme with the aim of providing cricket and exercise sessions to women in Derby City. The programme engaged over 20 women between the age of 18-56, of which 60% were ethnically diverse.
IMPROVING HEALTH AND WELLBEING THROUGH CRICKET
Monday Mates - Dementia Café
Our dementia café delivered in partnership with the Severn Trent Community Fund is providing opportunity for people living with Dementia to come together and take part in some light adapted exercise as well as enjoying some light refreshments. In 2023 we engaged 26 unique participants across the year, delivered 2 hours per month and was supported by 8 fantastic volunteers.

Parkinsons Walking Cricket
During 2023 we secured funding from Parkinsons UK to deliver a walking cricket programme with the aim of providing weekly sessions to people living with Parkinsons. The programme is having a positive impact on the lives of the participants it has engaged.
IMPROVING ACCESS AND OPPORTUNITY
At the DCF we are committed to ensuring that cricket is 'A Game for Everyone'. We recognise that cost can be a barrier to accessing cricket and we are determined to remove that barrier to ensure as many people as possible can enjoy the great game.
Access to Cricket Grants
During 2023 we awarded Access to Cricket Grants for those in need of financial support to help fund activity and purchase equipment. We awarded 55 individual grants during 2023, totalling £5,675, 40% of those awarded grants were female and 30% ethnically diverse.
Coach Bursaries
We provided financial support to under-represented groups and to those experiencing financial hardship to help increase the diversity of our coaching workforce. In 2023 we supported 61 coaches, 39 female and 22 ethnically diverse, awarding £6,475 in total.
National Programme Bursaries
We delivered 23 programmes across the county to provide free access to children from low socio-economic groups (LSEG). In total we provided 371 participants with free access to and All Stars or Dynamos programme.
EVENTS AND FUNDRAISING
Our fundraising and events are vital in raising funds that enable us to improve access and increase opportunities for people to play cricket.
Diwali
Our 9th Diwali celebration was the biggest to date with close to 300 people in attendance. The event raised in excess of 23,500 to support the delivery of key community projects in Derby City.
T20 Walkathon
Our annual T20 Walkathon took place in partnership with the Derbyshire Cricket Over 60's, raising funds for the DCF and the Bob Willis Fund. The Bob Willis fund raises funds to support Prostate Cancer UK. Our 2023 charity walk raised over £4,000, engaging 70+ walkers in our 20 mile walk.
Golf Day
We delivered our first Charity Golf Day at Morley Hayes during September 2023. The event raised over £2,500 to support the work we do. We engaged 18 local businesses in sponsorship and 12 teams/48 golfers took part in the event.

FINANCIAL REVIEW Financial position Fundraising
Section 162A of the Charities Act 2011 requires charities to make a statement regarding fundraising activities. The legislation defines fundraising as "soliciting or otherwise procuring money or other property for charitable purposes". Such amounts are presented in our financial statements within "Donations and Legacies" which includes donations from individual supporter and corporate donations.
The day to day management of all income generated is delegated to the executive staff team who act under authority delegated by the Trustees.
We have received no complaints in relation to our fundraising activity for the year under review.
Results for the period
The statement of financial activities shows a net surplus of income over expenditure of £4,710 (2022: £49,529). Total net assets at 30 September 2023 amounted to £185,362 (2022: £183,448), represented by unrestricted funds of £98,927 (2022: £86,435) and restricted funds of £62,148 (2022: £59,393).
The DCF have a robust budgeting process in place managed by the Managing Director (Richard Wood), which has provided transparency throughout the year enabling the board of Trustees to make informed decisions relating to financial management.
Reserves policy
The Foundation will set aside a sum by way of a reserve against unforeseen contingencies. This sum will be used in the event of the organisation being threatened with closure, for redundancy payments, to cover long term sickness liabilities and maternity pay.
The Trustees consider free reserves to be those assets that could be converted into cash in the short term should the need arise (net current assets).
The Charitable Company does not own any land, and currently has relatively small overheads - namely the salary costs of the full time employees plus fixed service costs. It provides funding to projects and initiatives based on funds that are currently held or have been committed.
The Trustees wish to hold unrestricted reserves sufficient to meet a minimum of 6 months of forward committed non-discretionary cash expenditure. Predominately this is the payroll cost of staff members and fixed service costs. This currently equates to £253,626 and at 30 September 2023, unrestricted free reserves stood at £98,927 (2022: £124,055).
Due to the deficit of £57,267 in 2019 the free reserves are below the required amount to maintain 6 months of forward committed costs. The calculation of the required level of reserves is an integral part of the Charitable Company's planning, budgeting and financial reporting cycle and the Foundation aim to achieve the sufficient free reserve by September 2028.

STRUCTURE, GOVERNANCE AND MANAGEMENT Governing document
Derbyshire Cricket Foundation Limited, also known as DCF, is a company limited by guarantee and governed by its Memorandum and Articles dated 24 December 2013 as amended 15 January 2020. The company was originally named The Cricket Derbyshire Community Foundation on incorporation. Its name was changed with effect from 24 December 2013 to the Cricket Derbyshire Foundation and then finally changed again to Derbyshire Cricket Foundation Limited on 9th October 2019. The company became a registered charity on 14 February 2014.
The Trustees' function is to set policy and they are responsible for the conduct of the Charity's affairs and for ensuring that the charity operates in accordance with all statutory and regulatory guidance.
Governance
Governance of the DCF is required to comply with a County Governance Framework defined by the England and Wales Cricket Board (ECB), and which corresponds to the Sport England Code for Sports Governance (2017). The ECB County Governance Framework refers to seven key principles outlined below, and includes detailed requirements for each of the principles.

Robust and Effective Structures - Organisations shall be properly constituted and have a clear and appropriate governance structure, led by a Board. The Board and any committees shall be properly constituted and shall operate effectively.

Responsible Leadership - The Board is collectively responsible for the long-term success of the organisation and therefore leading the strategy, culture, and values of an organisation. The role of the Board and Executive should be clearly defined.
-
Effective and Inclusive Boards - Organisations shall be inclusive and follow formal recruitment processes to engage people with appropriate diversity of skills, experience, and backgrounds to take effective decisions that further the organisation's goals.

Good practices and behaviours - Organisations shall follow good governance practices, uphold high standards of behaviour, and engage in regular and effective evaluation to drive continuous improvement.
-
Transparency, Accountability, and Engagement - Organisations shall show appropriate transparency and accountability, engaging effectively with stakeholders and nurturing internal democracy.

Risk, Assurance and Stewardship - Boards shall be the stewards of an organisation and ensure appropriate risk management, financial planning and associated procedures are undertaken.

Legal and Regulatory Compliance - Organisations shall comply with all applicable laws and regulations and ECB Rules, Regulations, and County Partnership Agreement standards. Organisations shall be accountable for delivering their duties, including required reporting, in an appropriate and timely fashion.
The ECB stipulates certain minimum requirements that needed to be attained for each of these principles. Performance against these requirements is reviewed annually by the ECB. In the review for 2022/23 the DCF met all these requirements, and was rated as a "leading county" for Governance by the ECB.
The DCF governance structure includes Board committees with delegated powers of the board, and includes a Safeguarding Committee that meets at least twice a year. Safeguarding is also an agenda item at every Board meeting, and anonymised data on Safeguarding performance and trends is presented and reviewed at every Board meeting. All DCF Staff and Trustees have confirmed their understanding of the ECB Safeguarding Policy (Safe Hands), and their responsibilities for Safeguarding. A Trustee has designated lead responsibility for Safeguarding, and is Chair of the Safeguarding Committee (Robert Blenkinsop).
Equity, Diversity, and Inclusion (EDI) is integral to the DCF objective to widen and increase participation in cricket. The DCF has an EDI plan which is reviewed and published annually, and a report on progress against that plan is also published annually. Progress against the 2023 EDI Plan was reviewed at every Board meeting during the year. The Board includes a Trustee with lead responsibility for EDI (Robert Blenkinsop). The progress made on EDI by the DCF during 2022/3 resulted in a "leading county" rating by the ECB - one of eight County Cricket Boards to receive that rating nationally.

In June 2023 the Independent Commission for Equity in Cricket published a report, Holding Up a Mirror to Cricket, which included 44 recommendations to improve equity in cricket, particularly relating to race, gender, and class. The DCF and the ECB both issued an immediate response to this report, which included an unreserved apology to anybody who had felt excluded or unwelcome in cricket. The DCF Board established a sub-group to consider the recommendations in detail, and consulted with stakeholders across Derbyshire, prior to publishing seven DCF commitments to make cricket the most inclusive team sport and the 2024 EDI plan.
The DCF is committed to maintaining diversity of skills, experience, and lived experience on the Board. We believe that diversity on the Board is important to providing effective governance, including but not limited to gender, ethnic diversity, age, disability, social background and skills, and should reflect our local demographics and our objective to widen the reach of cricket by engaging with new and more diverse communities. We are committed to maintaining a board with at least 30% representation of each gender and maintaining representation of ethnic diversity that at least reflects the ethnic representation of Derbyshire.
During the reporting year the Trustees continued to provide appropriate governance of the DCF through regular Board meetings.

Insurance effected for Trustees and Directors
A Directors' and Officers' Liability insurance policy which included the protection of the personal liability of the Trustees/Directors arising out of the execution of their duties on behalf of the charity was in place throughout the year.
Trustee Remuneration
Remuneration of the members of staff is determined by the Board of Trustees. The pay structure for all employees and the level of any annual cost of living increase, takes into account appropriate benchmarks and prevailing inflation rates.
There were no trustees' remuneration or other benefits for the year.
Management
The day to day running of the Charitable Company is delegated to the Managing Director. Assisting with the running of the organisation is the senior leadership team, made up of staff covering all areas of the charities activities and programmes.
Recruitment and appointment of new trustees
The DCF Nominations Committee meets each year to review the membership of the Board, the skills and experience of the current Trustees relative to those required on the Board, and the potential need to recruit Trustees. The DCF Nominations Committee met most recently in February 2024, and agreed recruitment priorities for 2024. It also reviewed the status of succession planning for the roles of Managing Director and Chair. As part of this review it was noted that two existing Trustees will complete their third 3 year term of office during 2025, and under the current Articles of Association, will need to retire as Trustees (Robert Blenkinsop and Rachel Flinn).
Induction and training of new trustees
Trustees undertake an induction which includes a full briefing on the finances of the Charitable Company, an overview of the structure and strategy of the Derbyshire Cricket Foundation. Trustees are provided with a code of conduct, roles and responsibilities and relevant policy documents including the DCF Safeguarding Policy and Equity, Diversity and Inclusion Policy.

Ryan Duckett, one of the Charity's Trustees, is also the Chief Executive of Derbyshire County Cricket Club (DCCC).

STRUCTURE, GOVERNANCE AND MANAGEMENT Risk management
The Trustees regularly review financial and non-financial risks to which the charity is exposed through information provided to them by way of progress reports received and through consideration of proposed plans for projects and of the Company's activities as a whole. The Trustees seek to minimise these risks through the implementation of such controls and procedures as they deem appropriate to the level of risk. Following the merger Trustees have reviewed the risk register and have reviewed and updated various policies to assist in the mitigation of any perceived risks.
With regard to financial risks, these are reviewed routinely at Board meetings having regard to the DCF's current balance and reserves and in accordance with the current reserves policy adopted by the Trustees. .

Independent examiner's report to the trustees of Derbyshire Cricket Foundation Ltd ('the Company')
I report to the charity trustees on my examination of the accounts of the Company for the year ended 30 September 2023.
Responsibilities and basis of report
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act.
Independent examiner's statement
Since your charity's gross income exceeded £250,000 your examiner must be a member of a listed body. I can confirm that I am qualified to undertake the examination because I am a member of the Institute of Chartered Accountants in England and Wales, which is one of the listed bodies.
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:

accounting records were not kept in respect of the Company as required by Section 386 of the 2006 Act; or 2. the accounts do not accord with those records; or
-
the accounts do not comply with the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or
-
the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)).
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. STATUTORY INFORMATION
Derbyshire Cricket Foundation Limited is a charitable organisation, registered in England and Wales. The charity's registered charity number and principal address can be found in the reference and administrative details of the Report of the Trustees.
2. ACCOUNTING POLICIES
Basis of preparing the financial statements
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention.
Income
Grants, donations, legacies and voluntary income
Income is recognised when the charity has entitlement to the funds, any performance conditions have been met, it is probable that the income will be received and the amount can be measured reliably.
Grants, donations, legacies and voluntary income is recognised in full in the Statement of Financial Activities in the year in which the above conditions are satisfied.
Investment Income
Investment income is accounted for in the year in which the charity is entitled to receipt.
Deferred Income
Income received in respect of future periods is treated as deferred income.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Significant judgements
Deferred Income
The charity has deferred income in relation to future training programmes and events. The deferred income is released to the Statement of Financial Activities when the training programme or event takes place.
Tangible fixed assets
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

Stocks

Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
Pension costs and other post-retirement benefits
The charitable company operates a defined contribution pension scheme. Contributions payable to the charitable company's pension scheme are charged to the Statement of Financial Activities in the period to which they relate.
Government grants
Government grants are recognised at the fair value of the asset received or receivable when there is a reasonable assurance that the company will comply with conditions attached to them and the grants will be received using the accrual model.
Financial instruments
Financial instruments are classified and accounted for, according to the substance of the contractual arrangement, as either financial assets, financial liabilities or equity instruments. An equity instrument is any contract that evidences a residual interest in the assets of the company after deducting all of its liabilities.

The designated funds within unrestricted relate to the following:
Hardship fund - fund established to provide grants to enable people to participate in playing the game or engage in cricket education programmes when cost may be a barrier.
The restricted funds relate to the following projects:
ECB Women and Girls - Strategic funding to support the development of the Women's & Girls' game through a dedicated Women's & Girls officer.
ECB CAG - funding to deliver the Girls Performance Pathway, ensuring talented girls from anywhere in the county have the opportunity to progress.
Chance to Shine - funding to deliver cricket projects, programmes and events in primary and secondary schools as well as Street Cricket in urban areas.
The Lord Taverners - funding to employ a Disability Development Officer to deliver a programme of table and adapted cricket in schools and establish Super 1's Disability hubs.
Streetgames - Doorstep Clubs - this project, funded by Streetgames, will deliver two Doorstep Sports Clubs. ECB Volunteer funding - funding to support and recognise cricket volunteers.
