Fledglings Pre-school Annual General Meeting Thursday 13[th] November 2025 – 4.00pm

Minutes of last meeting
The committee accepted the minutes of the last AGM as a true reflection of the meeting.
Treasurer’s report and acceptance of accounts
One of the main purposes of the AGM is to submit the accounts for the previous year and have them accepted by the committee.
A copy of the accounts from September 2024 to August 2025 is available for review. As you will see, we had an income of £175,897.24 and expenditure of £151,856.91. However, this includes the funding for this September term (£24,906). Taking this into account, we realistically had an income of £150,991.24. This left us with a small deficit of £865.67. Whilst it is not good to have a deficit, this was considered by the leadership team before making purchases. For the last academic year, we were accepted for a financial bid to help with the cost of the new sensory room. We were awarded £5,000 towards these costs, which totalled £10,861. However, we only received these funds in this new academic year, making last year look slightly worse than it was.
Early Years in general are struggling financially, so the fact that we still have a healthy savings account shows what a good position we are in. Our savings are held to cover at least 3 months running costs or any redundancies, so it is important that we maintain this.
The purchase of the sensory room did not require us to use any of the savings. The new room has been a great achievement for us and one that is already helping the development of all the children this year.
We continue to ask parents for support for our snacks. We ask for a voluntary donation of £10 per term, which is greatly received and allows us to offer a variety of snacks. Due to changes in the nutritional guidelines, we have to be more careful with what we are offering at snack times, and this can potentially cost us more money each term.
Our current figures as of Thursday 13[th] November are:
Savings Account: £30,450.02 Main Account £34,931.38
Petty Cash £138.05
Total: £65,519.45
The funds in the main account need to last us until January 2026, when we will receive our next funding for the Spring term. This is more than achievable, which is great, as we have often had to ‘borrow’ from the savings to get us through the first term.
The accounts are accepted by the committee. They will now be published to the Charities Commission and made public.
Manager/Chair report
As already discussed, we have been fortunate to have a new sensory room. This has been a wonderful investment for us, as previously we have had to conduct most of our intervention work in the upstairs boiler room cupboard. As you can appreciate, this is not ideal, and we have already found that children are more susceptible to interventions, and we have already seen improvements in children’s attention skills as a result.
We continue to concentrate on ensuring that all children are given the opportunities to excel, and as a result, we do have a good focus on training. We have attached a copy of the training conducted since the last AGM. Whilst we do not have a strict budget for training, if there are ever any areas where we feel we could improve, this will always be given priority.
There continue to be closures of good settings around the city, and currently, there are not enough spaces for all of the children. This is an area that Portsmouth City Council continues to work on to try to support families. We do not have any concerns regarding the closure of Fledglings and look forward to funding increasing to reflect the problems the sector is facing. We are aware that the national minimum wage will rise again in April of this academic year, which will put another financial burden on us. We have factored this into our budgeting, and we are hopeful that we will continue to break even; however, increased funding would help us enormously, as we are having to be quite strict with purchases this year.
Our waiting lists continue to look healthy for the coming year, and we even have some names on the list for the year after (and had a 2 day old added this week). We do seem to have more 1-2-year-olds looking for spaces, due to the changes in government funding, but as a preschool, we are unable to accommodate these children until they are older. Some may choose to go elsewhere before they turn 3, so this is an area we have to be mindful of and look at what impact this could have.
We continue to work with the ELSEC (Early Language Success for Every Child) team on the government initiative to support speech and language. Working alongside Speech and Language Therapists has been valuable to us and has given lots more children early access to the support they need, without the paperwork and lengthy wait times.
We continue to take the children on many outings and have already successfully taken all the children on the smaller trips around the school and some to Orchard Park. We will now build up to taking them further afield to places such as Gunwharf, Victoria
Park, Beddow Library, and Cumberland House Museum. We even went on the ferry last year.
All staff continue to be up to date in all the statutory qualifications that they must hold, including Safeguarding, Paediatric First Aid, Prevent, and Food and Hygiene, amongst others. We continue to review training needs and book any that we feel would benefit the children in our care.
Policy Review
On a separate sheet of paper. These are available for everyone to read if they wish and will be updated on Tapestry, allowing parents and committee to access at any time. Any current committee members who cannot access Tapestry need to contact Louise to have their passwords reset.
Election of a new committee
We welcome all parents to join the committee and would love it if it reflected the cohort of our setting (over 50% non-English). This has been difficult to achieve for a variety of reasons, but we would love to support anyone interested in joining and having a say over the running of the charity. You do not need to have any special skills – just a voice.
An added benefit of joining the committee is that we can add your name to our online learning directory, giving access to a variety of online courses for free, which could be advantageous for anyone looking to improve skills or show up-to-date courses on their CV.
