Circuit Meeting

The Circuit Meeting meets four times a year and its constitution is set out in CPD

(SO510) In 2019/20 it had 71 members (Trustees) registered with the Charity Commission.

Circuit Executive

This is the Circuit Leadership Team. It deals with matters delegated to it by the Circuit Meeting, offers guidance to the circuit and constantly reviews the personnel, property, and financial resources of the circuit.

Pay policy for Ministers

Stipends and allowances for Presbyters and Deacons (collectively Ministers) are set annually by Methodist Conference, and the circuit is responsible for meeting those costs for all Ministers stationed by the Conference in the Circuit.

Risk Management

The Trustees have carried out ongoing assessments of the charity’s activities setting out the major opportunities available to the charity and the risks to which it is exposed. These risks are identified by the Circuit Leadership Team and are risked assessed. The principal risks and uncertainties faced by the charity are as follows: • The cost of ongoing maintenance and refurbishment of circuit property. • The reduction in the number of Ministers available throughout the Methodist Connexion. • The risk of a church defaulting on its assessment. The Trustees have considered their responsibility under legislation including health and safety, employment law and safeguarding. Systems and procedures are implemented to manage specific risks that have been identified. Volunteers The North Lancashire Methodist Circuit is supported by a team of active volunteers. The charity is grateful to all volunteers for their skills and support they so willingly bring to the charity.

North Lancashire Methodist Circuit

The purposes of the Methodist Church are and shall be deemed to have been since the Date of Union the advancement of:

a) The Christian faith in accordance with the doctrinal standards and discipline of The Methodist Church.

b) Any charitable purpose for the time being of any Connexional, District, Circuit. local or another organisation of The Methodist Church. c) Any charitable purpose for the time being of any society or institution subsidiary or ancillary to The Methodist Church. d) Any purpose for the time being of any charity being a charity subsidiary or ancillary to The Methodist Church.

When reviewing the aims and objectives of the charity, and in planning future activities, the Trustees have complied with the duty in section 17 of the Charities Act 2011 to have due regard to public benefit guidance published by the Commission.

The Circuit’s Priorities for the five years to August 2024

These priorities are based on the assumption that we have sound financial management and administration. They also take account of the earlier work done during reconfiguration on structure and communication as well as the Possible Futures document to look at what we have achieved, and which ideas are still worth pursuing.

The Circuit produces a quarterly preaching plan to ensure regular acts of worship take place at each of the 21 Methodist Churches in its geographical area. These are open to all people, without charge. The Circuit is directly involved with the provision of a chaplaincy service at the Cornerstone (in the centre of Lancaster) and at the University of Lancaster.

Staffing

The year began with the welcome of Rev Derek Oldham who joined the staff team of the Circuit. Derek arrived as an experienced Minister to oversee the churches in Calder Vale, Dolphinholme, Hollins Lane, Garstang and Scorton - he was warmly welcomed and quickly built good relationships with the members of each of the churches with his relaxed and approachable manner. Towards the end of the year, we received the resignation of our Circuit Administrator - Shirley Townley - who has served the Circuit for many years and her ministry has been very much appreciated, the recruitment of a new Circuit Administrator will be a primary focus in the early weeks of the next year.

The Challenge of filling vacant roles

During the year, a number of roles within the Circuit became vacant. Year-on-year we are experiencing increasing difficulty in finding people willing to take-on the responsibility of holding important roles such as Safeguarding Coordinator, Treasurer or Circuit Steward. While we managed to fill all these roles in this year, we are aware that this difficulty is unlikely to decrease, and we need to identify appropriate strategies to address this challenge.

- Impact of Covid 19 global pandemic

In March 2020, the UK entered a period of enforced lockdown as a result of the Covid-19 global pandemic. Inevitably this had a significant impact upon the Circuit:

Tensions surrounding the Methodist Conference Report ‘God in Love Unites Us’ A significant amount of time and energy has had to be devoted to the impact of the ‘God in Love Unites Us’ report which was due to be presented to the Methodist Conference of 2020. Our circuit has members which hold a very wide spectrum of theological viewpoints and as such this report has been received with quite varied responses - some have embraced it with enthusiasm, while others have rejected it entirely.

Several meetings were held around the Circuit to try and enable people to understand and engage with the content of the report.

While some congregations received the report with openness, the majority of three congregations (Brookhouse, Quernmore and Wray) declared publicly that if the report was agreed at Conference, then they would resign their membership of the Methodist Church. Due to the Covid-19 pandemic, Methodist Conference postponed discussion of the report, but most of the congregations at Quernmore and Wray resigned their membership nonetheless on 31st August 2020. The ramifications of their decision will be addressed in the forthcoming year.

‘ ’ Future Planning - addressing the Hard Truths . In considering the various challenges facing the Circuit (e.g., financial, staffing, shortage of people to hold office, resignation of members), we have concluded that our current model of Circuit will not be sustainable for the future. We are exploring the possibility of linking congregations together in ‘Clusters’ to form closer working relationships for worship and fellowship, for mission and ministry, and for management and oversight (i.e., one cluster would be one church operating on multiple sites) this would reduce the number of officers required and reduce the number of Trustee bodies necessary. This project is something which will need to be explored more fully and implemented over the next twelve months. We feel that, alongside the structural matters, as a Circuit we should be focusing upon the positive characteristics of Methodism, and we should be celebrating our commitments:

Finance

The Circuit Model Trust Fund had a balance at the year-end of £123,488. This fund derives from sales of churches and manses and is restricted by the Conference. This restriction is an internal regulation though the fund can be used for a variety of purposes. The Circuit Leadership team has drawn up a set of ground rules, which have been accepted by the Circuit Meeting, to ensure grants made from the Circuit Model Trust Fund are used effectively for mission and capital works. Grants amounting to £11,250 have been made during the year.

The Reserves Policy

The Reserves Policy for the North Lancashire Circuit is to hold a sum equivalent to 6 months’ average expenditure. This should be sufficient to meet any unforeseen item of major expenditure on manses and / or to be able to continue, in the short term, funding planned activities in the event of an inability to raise the full Circuit Assessment from churches. It is necessary to hold sufficient working capital to enable the payment of stipends and business expenses for 6 ministers and a part time Administrator and our contribution to the District.
