31 March 2025.
Objectives and activities

The charity's objectives are.,

by associating together the sald inhabitants and local authorities, voluntary and other organisalions in a common
effort to advance education. the promotion of health and to provide facilities in th8 inlerests of soclal welfare for
recreation and leisure-time occupation with the object of improving tha conditions of life for the said inhabitants.,
21 To establish or secure Ihe establishmenl of the Thaninglon Neighbourhood Resource Centre {r8ferred to as
'The Cenlre,) and maintain and manage the same (whether alone or in Cowoperation with any local authority or
other person or body) in furtherance of these objects;
3) To promote such other charitable purposes for the Public Benefit as may from time to time be determined.

b. Ba¢kground
Thanington Resource Centre is a highly successful residentluser-led charity, built for the public benefit of
Thaninglon residents (with a Single Regeneration Budget granl) in 2000.11 is a much needed, multi-purpose, and
fully accessible community building opposile the Thanington estale.,
an
identified area of
disadvantageldeprivalion. yoUth-￿n1red crime and anti-social behaviour, on the outskirts of Canterbury. It is
funded by a patchwork of temporary, annual funding-strcams and charges for room hire. In 2006 with an annual
footfall of almost 47,000, we had oulgrown ourselves: operating at maximum GapaGlty 7-days a week {9am-
9pm), and needlng to regularly run youth sessions outside due to lack of internal space. Following an 'Options
Revlew,, and wllh a capital grant from the BIG Lotlery, we built a new 2 slorey extension lo cope with increased
demand and to provide greater sustainability. With our new state-of-the-art training and meeting rooms and all-
inclusive office renlal we hope to rely less and less on one-off grant awards. We also have an amazlng 246sqm
Youth space, which is decorated and run by our annually elected user-led Youth Committee.
Since the Centre opened. Ihere has been a marked reduction in crime and anli-SOGial behaviour on the eslate
(over 50'/0) and an overwhelming increase in communily parlicipation and cohesion.11 has made lasting changes
to the lives of local residents, and helped them overcome the problcms that often prevent them playing a full part
in economic. social and community aclivilies and generally improving their quality of life. We are a flexible
responsive resource, which slrengthens and supports the local community by providing non-stigm8lising
activities and seNices in a safe. non-judgmental environment - accessible lo all residents regardless of age,
status, race. beliefs or abilities. Our aims are to incrèase resident participation., break down barriers, such as
age-relaled divides: Gombat crime by facilitating family support and diversionary activities for young people {the
highest P8rcenlage of the local population): provide opportunities for training and learning,. and to improve
access to health, well-being and other public services. Our resourc8s are mainly targeted on the needs of
residents such as settled Iravellers, lonelyoung parents- low income families,. people experiencing exclusion and
educational disadvanlage, i.e. those who are unemployed, young people involved in and on the edge of crime,
disabled and older people, those who are in need of basic skills and Ihose with entrenched problem5 such as
homelessness and addiction. We strive to pay al least Ihe 'Living Wage, to 8 local people, we have over 35
volunteers and our 10 Trustees are made up of 7 Thanington residents {plus 3 professionals), who 811 reflect Ihe
make-up, lifeslyles and needs of the local area.

Achievements and performance
a. Activlties undertaken and achlevements to further the charity's purposes for the publlc beneflt
Although still not fully recovered to pre£ovid-19 levels we have gradually increased our bookings, almost to full
capacity. Th8r8 has been a furthor increas8 in counselling sessions especlally for young people, lo help deal with
th6 backlog 2nd nagative effects of Ihè Covid lockdowns. We are also a regular weekly base for Spectrum
Disorder diagnosis clinics, NHS driving tests for older drivers and NHS meetings and training. Adults with a
learning disability also used the Centre as a daily 'hub' and meeting point for the year and 2 new parenvtoddler
groups were sel up by local people.
With th8 major increase in energy prices and the cosl of living, the needs of families on the estate have meant
we needed to continue to provide much-needed emergency food tables for 6 days a week, as well as offering
toiletries, cleaning, personal hygiene products, supermarket vouchers. nappies and money for fuel. The 'hol
meals for children project, for those who are unable lo eat hol meals at home because of fu81 deprivation,
continues; especially in the school holidays when there is no provision of school meals. W6 also continue to
provlde 'warm spaces, for many people of all ages when necessary.
The Age UK Dementia Café relurned, as well as a separate meetlng for carers of those living with dementia. and
we also continued to provide a weekly meeting place for unattached Albanian minors. We were joined by an
ama2ing organisalion called 'Pyxis' which provides youth provision for a wide r¢inge of young people with
Neurodiversity one evening a week along side our own local senior and Junior youth clubs and homework clubs
for another 3 evenings a week.
We held an Easter disco and parly for local children and young people, with 150 Easler eggs kindly donated by a
local firm plus our usual family picnic and fun day for over 200 local residents, with inflatables, stalls,
entertainment and hol food on 10th August 24. Our annual summer programme for our children and young
people this y8ar includ8d: A trip to 'GravilV for young people 12 to 18 yrs: 2 coach trips to Wildwood animal park
for 811 ages., and a coach trip to Whitstable for bowling and chips on the beach, all highly subsldised for our
families lo enable Ihem to try experienc8S that they would never have had or been able to access or afford
otheNise. We provlded many extra free day-lime youth club sessions for young people otherwise not engaged
in the holidays. We also managed to have another amazing very well attended Hallowe'en fancy dress parly ir)
October, a Christmas talent contest, and a Christmas disco with our own Santa's grotto. Of course, we also
continue to provide Iraining for staff and volunteers. and daily advocacy for residents. including help wilh
housing, finance. Wills and Powers of Allomey. eviction and support with court appearances. The Centr8
operates as a polling station, 81s0 offers space for example. Weight Walchers, baby groups, lactation Nurse
sessions, Health Visitor clinics. family celebrations. Wakes, children's parlies and Baby showers, as well as our
very popular family bingo evenings.
As Trustees It's been another very challenging year. but many good things have been achieved too, our ￿0
Apprentice Youth Workers, both of whom live on the Thanington estale continue lo thrive and visibly grow in
confidence and skills daily. We are all very proud of them, and of the whole staff team who coped so admirably
with yet another flood at the Cenlrel We also thank the staff for taking a 2 hour per week cul In order for us to
remain sustainable.
We were extremely lucky lo have made it through to April 2025. and to have the opportunity to be sustainable yel
granl-free. A massive thank you to everyone especially our wonderful staff. residents, supporters and our
volunteers.
Finan¢lal revlew
. Going concern
After making appropriate enquiries. Ihe Truslees have a Teasonable expeclation Ihat the charily has adaquate
resources to continue in operational existence for the foreseeable future. For this reason, they Gontinue to adopt
the going concern basis in preparing the financial statements. Further details regarding the adoption of the going
concern basis can be found in the accounting policies.

b. Reserves policy
The organisation is aware of the vulnerability of ils funding and has adopted a Reserves Policy, which sets out
how restricted, unrestricted and designated funds will be handled. Ideally operational reserves should equale lo 6
months of unrestricted expendllure, which equates to appmximately £80,000. Current general resewes exceed
this level, standing at £118,143.
c. Risk management
The Trustees have a duty to identify and review all risks to which the charity is exposed and to ensure that
appropriate controls are in place to provide reasonable assurance against fraud and error. Internal risks relating
lo the proper managemenl of the organisation are minimalized by the design and implemenlalion of
comprehensive policies and procedures appropriale to the size of the organisalion. This includes stringent
financial procedures that ensure the proper aulhorisalion of all transactions.
Structure, governance and management
a. Constltutlon
Thanington Neighbourhood Resource Centre is a regislered charity. number 1155263, and is constituted as a
Charitable Incorporaled Organisalion. 11 was eslablished on 1 April 2014 lo take over the aclivities of a former
unincorporated charity.
b. Methods of appointment or election of Trustees
The management of the charity is the responsibility of the Trustees who are elected and CO￿pIed uncler the
terms of Ihe Trust deed.

The Trustees are responsible for preparing the Trustees, report and the financial statements in accordance with
appllcable law and United Kingdom Accounling Standards (Uniled Kingdom Generally Accepted Accounting
Praclicel.
The law applicable lo charities in England & Wales requlres the Trustees to prepare financlal slatemanls for
each financial year which give a true and fair view of the stale of affairs of the charity and of its incoming
resources and applicalion of resources, including its income and expendilure, for that period. In preparing these
financial statements. Ihe Trustees are required to:

The Trustees are responslble for keeping ad&quate accounting records that are sufficient to show and explain
the charity's transactions and disclose with reasonable accuracy at any time Ihe financial position of the charity
and enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity
(Accounts and Reports> Regulations 2008 and the provisions of Ihe Trust deed. They are also responsible for
safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detectlon of
fraud and other irregularities.

2025.

As the Trustees of the charity you are responslble for the preparation of the accounts in accordance with the
requirements of the Charilies Act 2011 {'the 2011 Acl,).
I report in respect of my 8xamlnation of Ihe charitys accounts carried out under section 145 of th6 2011 Act and
in carrying out my examination I have followed the applicable Direclions given by the Charity Commission under
section 145(5J{b) of the 2011 Act.

Thaninglon Neighbourhood Resource Centre is a charity registered in England, with the charity number
1155263. The charIt￿S registered address is Thaninglon Neighbourhood Resource Cenlre, Thanington
Road, Thaninglon Withoul. Canterbury. Kent CT1 3XE. The principal activity of the charity is lo promote
the benefit of the inh8bilanls of the Parish of Thanington and the neighbourhoad.
Accounting pollcios
2.1 Basls of preparatlon of financial statements
The financial slalem8nts have been prepared in accordance with Accounting and Reporting by
Charities.. Statement of Recommended Practice applicable lo charitles preparing their accounts in
accordance with the Financial Reporting Slandard applicable In Ihe UK and Republic of Ireland
issued In October 2019, the Financial Reporting Standard appllcable in the UK and Republic of
Ireland (FRS 102) and the Charities Act 2011.
The financial statements have been prepared to give a 'lrue and fai¢ view and have departed from
the Charities (Accounts and Reports) Regulations 2008 only lo the exlenl required to provide a 'lrue
and fail view. This departure has involved following the Charities SORP {FRS 102) published on 16
July 2014 rather than the Accounling and Reporting by Charities.. Statement of Recommended
PractlGe effective from 1 April 2005 which has Sin￿ been wilhdrawn.
Thanington Neighbourhood R8source Centre meets Ihe definition of a public b8n8fit 8nlily under FRS
102. Assets and liabilities are initially recognlsed at histOriC81 cost or transaction valu8 unless
otherwise stated in the ralevant accounting policy.
The financlal stalemenls are presentad in British Sterllng and are rounded lo the nearest pound,
2.2 Going concern
The Trustees assess whether the use of going concern Is appropriate i.e. whether there are any
malerial uncertainties related lo events or conditions that may cast significant doubl on the ability of
the Charity to continue as a going concern. The Trustees make this assessmenl in respect of a
period ol al leasl one year from the date of authorisation for issue of the financial statements and
have concluded that the Charity has adequate resources to continue in operational existence for the
foreseeable future and there ar8 no material un¢ertainlies about the Charity's ability to continLbe as a
going concern, thus they continue to adopl the going concern basis of accounting in proparing the
financial statements.
2.3 Income
All income is rewgnised once the charity has entitlement to the income, it is probable that the income
will be received and the amount of income receivable can be measured reliably.
Grants are inclLEded in the Statement of financial activities on a receivable basis. The b81ance of
income received for speGific purposes but nol expended during the period is shown in Ihe relevant
funds on the BalanGe sheet. Where income is received in advance of entitlemenl of receipt, its
recognition is deferred and included in creditors as deferred income. Where entitlement Occurs
before income is received, the income is accrued.

2.4 Expendlture
Expenditure is recognised once Ihere is a legal or constructive obligation to tr8nsfèr economic benefit
to a third party, it is probable that a transfer of economic benefils will be required in setllemenl and
the amount of the obligation can be measured ￿liab￿.
Expenditure on charitable acb'vities is incurred on directly undertaking the activities which further the
charity's objectives, as well as any assoGiated support costs.
All expenditure is inclusive of irrecoverable VAT.
2.5 Interest receivable
Interest on funds held on deposit is induded when receivable and the amount can be measured
reliably by Ihe charity; this is nomially upon nolificalion of the interest paid or payable by the inslilulion
with whom the funds are deposiled.
2.6 Tangible fixed assets and depreciation
Tangible fixed assels ￿sling £200 or more are capilalis8d and recognised wh8n futur8 economic
benefils are probable and the cost or value of the asset can bo moasured reliably.
Tangible fixed ass81s are initially recognised al GOSt. After recognition, under the cost model, tangible
fixed assots are measured at cost less accumulated depreciation and any accumulaled impairment
losses. All costs incurred to bring a iangible fixed asset into its intended working condition should be
included in the measurement of cost.
Depreciation is charged so as to 8lk)cate the cost of langible fixed assets less their residual value
over their estimated useful lives, on a reducing balance basis.

2.7 Debtors
Trade and other debtors are recognised at the settlement amount after any Irade di$￿Unt offered.
Prepayments are valued at the amount prepaid nel of any trade discounts due.
2.8 Cash at bank and In hand
Cash at bank and in hand indudes cash and short-term highly liquid investments with a short malurity
of three monlhs or less from the date of acquisilion or opening of the deposit or similar account.
2.9 Llabllltles and provlslons
Liabilities are recognlsed when there is an obligation at the Balance sheet date as a result of a past
event, il is probable that a transfer of ewnomic benefit will be required in settlement, and the amount
of the settlement can be estimated reliably.
Liabilities are recognised al the amounl that the charity anticipates it will pay lo settle the debt or the
amount it has received as advanced payments for the goods or seNices it must provide.

2.10 Financial inslrument5
The Charity only has financial assets 2nd financial liabilities of a kind that qualify as basic financial
instruments. Basic financial inslruments are initially recognised at transaction value and subsequently
measured at their settlement value wilh the exception of bank loans which are subsequently
measured al amortised cost using the effective intérast method.
2.11 Penslons
The charity operates a defined contribution pension scheme and the penslon charge r8pr8senls the
amounts payable by the charity to the fund in respect of the year.
2.12 Fund accounting
General funds are unrestricted funds which are available for use al the discretion of the Trustees in
furtherance of the general objectives of the charity and which have not been designated for other
purposes.
Designated funds comprise unrestrict8d funds that have been set aside by the Trustees for partlGular
purposes. The aim and use of each designat8d fund is set out Sn Ihe not8S to the financlal
statements.
Reslrlcted funds are fLJnds whlch are to be used in accordance with specific restrictions imposed by
donors or which have been raised by the charity for particular purposes. The costs of raising and
administering such funds are charged against the specific fund. The aim and use of each restricted
fund is set out in the notes to the financial statements.
Crltical accounting estimates and areas of Judgment
Estimates and judgments are conlinually evaluated and are based on historical experience and other
factors. including expectalions of future evenls that are believed to be reasonable under the
circumstances.
Critical accountlng estimates and assumptions:
The charity makes estimates and assumptions concerning the future. The resulling accounting eslimales
and assumptions will, by definition. seldom equal the related actual resulls. The estimates and
assumptions that have a significant risk of causing a material adjustment to the Garrying amounts of
assets and liabilities within the next financial year are discussed below.

No employee recelved remuneralion amounting to more than £60,000 in eilher year.
The Trustees Consider the Board of Trusteès 2nd the senior management team comprise the key
management personnel of the charity in charge of dlrecting. controlling, runnlng and operating the charlty
on a day lo day basis. As detailed below, no Trustees received remuneration during the year. The
remuneration to key management personnel tolalled £63,684 (2024.. £69.804).

Purpose of designated funds
The Fixed Asset Fund represents the value of fixed assets at the year end.
The Emergency Costs Fund represenls monies set aside to cover emergency costs arising such as
urgent repairs, increases in utilities etc.
Purpose of restrlcted funds
The C.C.C. Rise Grant is a grant received from Canterbury Cily Council for the provision of youth
services for the local community.
The Lions Club fund comprises funds and donations re￿IVed to help further youth activities.
The Junior Youth Club fund is used to fund youlh sessions, outings and equipment.
The Calendar Projects fund is lo be spent leaching the Youth Club members photography skills and to
produce a Calendar which they could than sell to raise funds.
The CEH Fund Is to enable Ihe provision of a homework club for local children and to support local
familles.
The Awards for All fund comprises funding for a youth club project looking at ways to tackle ganglknife
and gun CL511ure among young people.
The Family Bingo fund provides a regular prize Bingo for the local community.
The Emergency Fund comprises donations received to assist with COVID-19 issues.

Pension commltments
The charity operates a defined contribution pension scheme. The assets of the scheme are held
separately from those of the group in an independently administered fund. The pension cost charge
represents contributions payable by the group to Ihe fund and amounled to £852 (2024 £795). No
amounts were due to the scheme at the balance sheet date (2024 - £Nil).
