l. The financial statement5 of he PCC have been prepared in accordance with the Church
Accounting Regulations 2006 using the Receipts and Payments basls.
2. Assets recognised but not valued in the statements of Assets and Liabilities
St Nicholas Hall la150 known as Harrison Hall) was donated to the parish in 1932 by members of
the Harrison family a5 a memorial hall. It Is currently insured for the sum of £6,650,OLK).
3. At the start of 2024 Chester DBF made a request for a Parish Share of £75,344. The PCC
made contributions tota15ing £30.000 towards thi5 amount, which left a shortfall of £45,344.
Thls has resulted in a total shortfall Since 2014 of £375,528.
4. PCC agreed to transfer Lent Lunche5 Donations £1570 to Psalm 23 Garden Project.
Legacie5 Received £1,000 and at families request transferred to Ps31m Garden Project.

Independent Examiner's report to the PCC of St Nicholas with All Saints. Wallasey
This report on the financial statements of the PCC for the year ended 31 December 2024. which are
set out on the pages I to 6, is in respect of an examination carried out in accordance with the Church
Accounting Regulations 20061"the Regulations") and s.43 of the Charities Act 1993 Ithe "Act").
Respectlve re5ponsibllltles of the PCC and the examiner
As members of the PCC you are responsible for the preparation of the financial statements- you consider
that the audit requirement of the Re8ulations and 5.43121 of thc Act doe5 not apply. It is my ￿ sponsibility
to Issue this report on those financial statements in accordance wlth the terms of the Regulations.
Basis of the report
My examination was carried out in accordance with the General Dirertions given to me by the Charity
Commission under s.4317llbl of the Act and to be found in the Church Guidance, 2006 Edition. That
examination includes a review of the accounting records kept in the PCC and a comparison of the accounts
with those records. It also includes considering any unusual items or disclosures in the firbancial statements
arid seeking explanations from you a5 trustees concerning any such matters. The procedures undertaken do
not prove all the evidence that would be required in an audit, and consequently I do not express an audit
opinion on the view given by the accounts.
Independents examiner's statement
In connection with my examination, no matter has come to my attention=

The financlal statements have been prepared In accordante wlth the Church Accounting Regulation5 2006
together wlth appllcable accounting st3ndards and the SORP 2005. The financial statements havè been
prepared underthe Receipt5 and Payments basis. They do not include the account5 of church groups that owe
their maln affiliation to another bodyi nor those that are infomial gatherings of church members.
Objertive5 and Attlvltle$
The Primary object of the PCC 15 the promotlon of the Gospel of our Lordjesus Chrfst according to the doctrlne
and pracuces of the Church of England. The PCC of St Nichola5 Wlth All Sjlnts has the responsibility of
co￿peratIng with the Incumbent, In protnoting in the eccleslastlcal parish the whole mission ol the church,
pastoral, evangellstlc, soclal. and ecumenical.
There have ￿en no changes in the objectives slnce the last annual report.
Organisational Structure and Decision Maklng
The PCC strivesto prornote its alms throu8h bi-rnonthly meetings. with the APCM norrnally held in Aprll.
Standlng Committee-This is the on5y committee requirÈd by law. It consists of the Vlcar, 2 x Churchwarden5,
Secretary and Treasurer. It has power to transact the busine55 of the PCC between its meeting5. subject to any
dirertlons glven bythe Council.
The method of appointment of PCC mernbers is set out in the Church Representation Rules. All church
attendees are encouraged to register on the Elertor31 Roll and Stand for election to the PCC. The￿ Is no forrn31
training offered to members of the PCC but 8uidance can be ènd Is provlded by collea8ue5 and the L)iocese as
requlred. CurrentlytherÈ is On￿ one 5ub-cornmittee, whose membershlps conslst of PCC rnernbers. a5 follows..

Financtal Revlew
Church finances remalned static durlng 2024. with the opening and E105ing balance on bank account almost unaltered.
Church congre£atlon attendance ha5 improved but church hall users decllnlng. Total incorne over 2024 fell from £88.346to
£B3,935. ThT5 was mainly due to Gift Aid not claimed for ta¥ yEar 202312024, le55 fund raising and very little other recelpt5
IDCMS Grant of £3.065 recefved 20231. General Collections taken 3cr055 all services improved again for a third yearfrom

£8.2LD to £9,796. Overall total Giving across all channels is rising. Other voluntary receipts rose as we received one legacy
of £l.000 and 8eneral donations weTe up compared to thE previou5 year. Income from fund-rai5Ing event5 reduced from
£12.275 to £10,214. However, rt was Llrfficult to compete wlth 2023 which includes income from two pantomlrnes in one
year (which 15 our largest fund-ra15ing event). The Church Hall had ènothersuccessful year wlth rental income rising from
£27,520 to £28,173 and a surplus of rÈteipts over expenses of £8,605. The number of wedding5 and funeraL8 remain low,
wlth incorne of £3,068 a sharp decline from the past. Bank intÈrÈst received inc.rpA£pd from £872 to £885 reflectlnÉ hiEheT
interest rates.
The PCC was unablÈ to meet its commltmentto pay the full Parish Share of £75,344 to the Diocese of Chester
and with their agreement we paid £30,000. The PCC has been unablE to paythe fu51 Parish Share since 2014. 8y
the end of 2024 this has resulted in a total shortfall of £375.528. It Is the comrnitrnent of the PCC to reduce
the deficrt when flnan¢e5 Sufficiently improve, unless othèrwise agreed by Diocese of Chester.
Total expendlture, excluding Parish Shore, retluced from £72.605 to £53,761 In 2024, after a number of or￿-off
repalrs and maintenance issues were completed In 2023. Parish Share is still slgniflcantly below The Diocese of Chester
expectation. Church runnlng cost5 and Vicarage expenses rernained relayvely 5imilarto previou5 years. The only bi8 projett
we have taken on i5the Psalm 23 Garden. cothng £4,568 $0 far, which will see a new garden and seatin8 area in the
church ground5. The total expenditure for Church Hall reduced from £21,196 to £20,728. The largest expense was
replaclng one of the fire doors at a C05t of £1.920.The surplus of church hall income over expendlture IntrÈa5ed frorn
£8,436to £8,60S in 2024. ThÈrÈ are currently no on80inB concerns at the hall
The PCC own the churrh h411. known locally as H3rrlson memor￿31 Hall, which was donated to the parlsh in 1932
following fund ralslng by parlshioners. The building and contents are currently Insured forthe 5UTn of £6,650,000.
At the end of December 2024. the PCC had fund5 of £48,938 of which £15,944 are re5trirted fund5. At the end of 2024
all the funds are readily available in our Bank Account5.
Reserves Pollcy
It is the pollcy of this chuTch to hold in reserve E15.OQO. to coverthree months runnlng costs of the church and hall, and
cover emÈrgoncy work. The funds are not currently held as restricted.
The Reserve 15 to be taken as a target to be held and not a mlnimum which rnust held. Necessary expenditure May takè
reserve below the tsrget level Ithe reserve Is held againstthe possibility of necessary expenditure). When belowtarget, the
PCC will take step5to rebulld reseNe. The policy Is revkwed annually bythe Standing Cornmittee.

The last QUInq￿e￿nial inspection was undertaken In May 2022 by Mork Pearce of Kepczyk Pearce Sanderson

St Nirholas Church Wallasey archltetturally is a particularly fine bullding despite belng only 6rade11 Ltstsd.
It 15 in an extremely exposed location adlacÈntto the Irish Sea on the Wirral Penlnsula. Thls oxposed location
has resulted In extensive eroslon ol the extern31 rnasonry. Durfng the last qulnquennial one of the liturgicèl
south alsle windows wore blown in durin8 a storm and was rebullt. The south tran5ePt window ha5 also been
rebullt due to fears that ￿ may also collapse. The north transept wlndow Is also of concern a5 are the 5tabllity
Df the clerestory and tower window5. In addition to thi5, the church has also suffered frcrn the theft of lead to
parapet gutters and downpipes in the past. P3rapet Eutters have been relined with bituminous felt and downpipes
have been replaced with poor quality alurniniurn alternative5. The Toofs and cast-lron gutters are holding at the
presenttlme however, a high-leve1 in5pectlOn 15 Tecomrnended to further assÈss these issuÈ5 Wlth a view to puttin8
in place a phased approached to attend them. A5 part of this work debri5 should be removed from all gutter5 and
sllpped I tracked I mi55inB slates relixed / replaced.
The PCC will undertake the recommendations trn a phased approach to external fabrlc repairs to masonry, roof5,
Guttering and wlndows. However. all recommended urgent work5 that required imrnedlate attention have been
cornpleted.
Pastoral resporlslbllltles
The pastoral work of visltlng the sick, elderly, and bereaved, and of care for the congregation Is undertaken by
the Vicar and other members of the congregation. Thi5 wcrk is overseen by the vicar.

Teachin¥ of the Chrlstlan lalth
Teaching and interpretstion of the Christian faith is conducted In variou5 ways. All Sunday and Wednesday
5ervice5 Include a 5errnon. Regular Blble studies are held and open to all who wish to attend.
Safe8uardln8
The PCC has adtspted It5 5afeguardlng Policy in June 2019. a copy of whlch 15 available on the church public
website www.stnicholaswallasey.co.uk. The requlred tralninE has been Completed by all PCC members. The
Safeguardlng Officer work5 With other groups and church hall usefs to ethsure compliance.
Chlldren and younK people
Chlldr@n and young famille5 are an ImpDrtant part of the wor5hipplng community and provision is made for a
Farnily Service at 10am on th@ flrst Sunday of the rnonth. Further children'5 work isthrough seasonal children'5
Craft Days.
Support for local communlty
The church collects and distributes items forthe needyi including Charles Thompspn Mission, The Arc, Forum
Housing (food donattonsl and Radio City annual Mission Christmas toy appeal.

There has been encouragin8 5i¥ns of improvernent in some of Dur sources of income. However, the flnancial situation
rernalns tlght wlth marginal Increases In income and rlsing costs. The pressure to pay a full Parish Share to the Diocese of
Chester remains. The PCC Is confident that our finances will irnprove albeit slowly and the irnprovernent in church
attendance is encouraging. The PCC will be looking to improve and promote the whole mission of the Church. pastoral.
