The information given below was correGt as at 31st March 2023. {11 Reference and administration details: (a) The charity is known as Kingslon Road Recreation Ground l.the Charity") (b) The Charity is registered with the Charity Commission, No. 1002800. (c) The Charity trustee is Mole Valley District Council I'the Council.) of Pippbrook, Dorking, Surrey RH4 1 SJ, which is Ihe principal address of the Charity. (dl The Council is a corporate body whose Chief Executive for the period up to 3110312023 was Karen Brimacombe. A list of the current members of the Council is available on request. (el The recreation ground is managed by John Mackintosh, the Council's Parks and Environment Manager. {fj The Charity's bankers are National Westminster Bank plc of 14 High Street, Dorking, Surr6y. {g} Tom Penlinglon the Council's Legal Services Manager, acts as soliGltor to the Charity. Employees in the Council's Financial Services department acled as its a¢counlant for the period up to 31103123. The independent examiner of the Charity's accounts is Bullimores LLP of Dorking. (21 Structure overnance and mana ement: (a) The Charity is a recreation ground provided for public benefit for infomial recreation and some organised amateur sports. The public are able lo gain free access to the open space at all times. The Charity was established on 4th May 1865 by the Leatherhead Inclosure Award 1865, as a place for exercise and recreation for the inhabitants of the Parish of Leatherhead and neighbourhood. The Award is the Charity's goveming document. Most of the charitable land is registered as village green in the Register of Commons and Village Greens (Registered Unit VG96). The remainder comprises North Leatherhead Community Centre and a strip of land near the railway. (b) The Council is a corporate body, whose mernbers are elected periodically by residenls of the district in accordance with electoral law. {c) No specialist policies and procedures are adopled for the induction and training of Council members as trustees. However, all members undergo induction training which covers the structure of the Council, how decisions are taken and the code of conduct. In addition, the Member Development and Training Plan also includes training on Equality and Diversity, Risk Management. Finance and Audit. All staff at Ihe Council atlend Equality and Diversity and Safeguarding Children courses so that such matters are taken into
consideration. Staff dealing with Charity affairs are made aware of Charity Commission advice on the role of local authorities when acting as Iruslee. Id) Issues of policy, long leases, and works of significant value are all put before the trustee through the Council's Executive. The public benefit guidance provided by the Charity Commission is taken into account when dealing with the management of the Charity. {el The major risks lo which the Charity is exposed have been reviewed and systems have been established to mitigate those risks. (3) Financial Review: (al The Charity has no disposable reserves. TF7e Charity's surplus expenditure was funded by the Council as part of its normal annual expenditure on parks and open spaces and the Charity's assets are held to fulfil the charitable objectives of the trust. The unrestricted funds cannot be spent as if they were income. {bJ The whole of the land and other assets owned by the Charity is permanent endowment. (41 Funds held as Custodian Trustee on behalf of others: Not applicable (5) Ob'ectivos and Activities: (a) The Charity's 1865 governing instrument provides that the land shall be held on trust as a place for exercise and recreation for the inhabitants of the Parish of Leatherhead and neighbourhood. {b} The Charity Commission's guidance on public benefit is taken into account when dealing with the day to day management of the Charity. (c) The land held by the Charity is a recreation ground provided for informal recreation and some organised amateur sports. The general public has free access to the recreation ground at all times. Part of the Charity's land is managed directly by the Council as a public open space. In January 2016 the Council forfeited the lease of the community ntre as the Tenant was in breach of its lease and was struck off the register of charities. Various Community groups such as St Giles Playgroup, local Brownies and Guides. Brrtish Legion, a foodbank and bingo groups continue to use the hall which promotes the objects of the charity. The public open space is maintained as a regularly mown grass field, along with a fenced children's playground, a skate-park, and some ornamental planting. There is also a football pitch on site, which continues to be used by a local youth team for regular league games and the purposes of a football development plan. Extensive refurbishment took place in November 2005 which included the construction of a new play area and skate-park, new path works, fencing and street furniture, public art and entrance features and a 'wildflower meadow.. The facilities and the involvernent of the above-mentioned groups helps to promote
community development, healthier lifestyles and amateur sports. (6) Achievements and Performance". This year the recreation ground has continued lo be actively used by members of the public. The Trustees, continued maintenance of this recreation ground as a public open space and recreational area has assisted with the continuing promotion of amateur sports, healthier lifestyles and community development. There have been a number of illegal encampment incidents over the past three years. The Parks team have installed a security gate, slrenglhened the boundary hedge, and dug a ditch and bund along some of the most porous parts oflhe boundary to reduce the risk offuture occurrence. {71 Plans for future Periods: Looking lo the future, it is anticipated Ihat the recreation ground will continue lo be retained as a public open space and be maintained for the benefit of local residents. The Trustees are in negotiations to lease the entirety of the community centre to Ihe Leatherhead Community Hub which will promote the charitable objects of the charity. Note 2 Accounting policies
| Recognition of income 2.2 INCOME Donated goods In the case of performance related grants, income must only be recognised to the extent that the charity has provided the specified goods or services as entitlement to the grant only occurs when the performance related conditions are met (5.16 FRS 102 SORP). Volunteer help The value of any voluntary help received is not included in the accounts but is described in the trustees’ annual report. Donated services and facilities Contractual income and performance related grants Gifts in kind for use by the charity are included in the SoFA as income from donations when receivable. Support costs Donated services and facilities that are consumed immediately are recognised as income with an equivalent amount recognised as an expense under the appropriate heading in the SOFA. Government grants The charity has received government grants in the reporting period Legacies Tax reclaims on donations and gifts Legacies are included in the SOFA when receipt is probable, that is, when there has been grant of probate, the executors have established that there are sufficient assets in the estate and any conditions attached to the legacy are either within the control of the charity or have been met. Income from interest, The charity has incurred expenditure on support costs. This is only included in the SoFA once the charity has provided the related goods or services or met the performance related conditions. The cost of any stock of goods donated for distribution to beneficiaries is deemed to be the fair value of those gifts at the time of their receipt and they are recognised on receipt. In the reporting period in which the stocks are distributed, they are recognised as an expense at the carrying amount of the stocks at distribution. Donated goods for resale are measured at fair value on initial recognition, which is the expected proceeds from sale less the expected costs of sale, and recognised in 'Income from other trading activities' with the corresponding stock recognised in the balance sheet. On its sale the value of stock is charged against 'Income from other trading activities' and the proceeds from sale are also recognised as 'Income from other trading activities'. Goods donated for on-going use by the charity are recognised as tangible fixed assets and included in the SoFA as incoming resources when receivable. Donated goods are measured at fair value (the amount for which the asset could be exchanged) unless impractical to do so. Offsetting Grants and donations Donated services and facilities are included in the SOFA when received at the value of the gift to the charity provided the value of the gift can be measured reliably. Gift Aid receivable is included in income when there is a valid declaration from the donor. Any Gift Aid amount recovered on a donation is considered to be part of that gift and is treated as an addition to the same fund as the initial donation unless the donor or the terms of the appeal have specified otherwise. There has been no offsetting of assets and liabilities, or income and expenses, unless required or permitted by the FRS 102 SORP or FRS 102. These are included in the Statement of Financial Activities (SoFA) when: • the charity becomes entitled to the resources; • it is more likely than not that the trustees will receive the resources; • the monetary value can be measured with sufficient reliability. | Grants with performance conditions 2.4 ASSETS Governance and support costs Creditors Redundancy cost The charity made no redundancy payments during the reporting period. Where the charity gives a grant with conditions for its payment being a specific level of service or output to be provided, such grants are only recognised in the SoFA once the recipient of the grant has provided the specified service or output. Investments Investment gains and losses Settlement of insurance claims Fixed asset investments in quoted shares, traded bonds and similar investments are valued at initially at cost and subsequently at fair value (their market value) at the year end. The same treatment is applied to unlisted investments unless fair value cannot be measured reliably in which case it is measured at cost less impairment. Where there are no conditions attaching to the grant that enables the donor charity to realistically avoid the commitment, a liability for the full funding obligation must be recognised. This includes any realised or unrealised gains or losses on the sale of investments and any gain or loss resulting from revaluing investments to market value at the end of the year. Support costs include central functions and have been allocated to activity cost categories on a basis consistent with the use of resources, eg allocating property costs by floor areas, or per capita, staff costs by the time spent and other costs by their usage. Support costs have been allocated between governance costs and other support. Governance costs comprise all costs involving public accountability of the charity and its compliance with regulation and good practice. Membership subscriptions received in the nature of a gift are recognised in Donations and Legacies. 2.3 EXPENDITURE AND LIABILITIES The charity accounts for basic financial instruments on initial recognition as per paragraph 10.7 FRS102 SORP. Subsequent measurement is as per paragraphs 11.17 to 11.19, FRS102 SORP. p p be measured reliably. Insurance claims are only included in the SoFA when the general income recognition criteria are met (5.10 to 5.12 FRS102 SORP) and are included as an item of other income in the SoFA.
