Alms and Purposes
St Leonards and St Ives Parochial Church Council I"PCC") exists to promote the Gospel of
our Lord Jesus Christ according to thè doctrines and pract1￿5 of the Church of England.
The PCC has the responslbility of coopeTatin8 Wlth the incumbent in promoting in the
eccleslastlcal parish the whole Mission of the Church, pastoral, evangelistic, socral and
ecumenlcal. The PCC also cooperate5 With Ringwood PCC in the work of the BÈnefi¢e of
Ringwood with Ellin8ham and Harbridge and St Leonards and Si Ives. After the departure
of the Revd Matthew Trick In June 2022 the Benefice is still in vacancy as we await a r￿¥
Incumbent. St Leonards and St Ives PCC Is also responsible for Salnts Church Centre.

Acmevements, Perfornmnce and Beneflt to the Communlty
Electoral Roll. During 2023 the Roll wa5 revised and presented to the Annual Parochlal
Church Meetlng IAPCMI on 24, Aprll 2023. There were on ihat roll 68 p3rlshSoners of
whom 15 were not resldent In the parlsh. At APCM 2022 there were 68 parfshloners on
the Electoral Roll.
A Welcomln8 Church. New people joinin8 All Saints have found a warm & vlbranl
welcome and are now servin8 our church in various ways. In time5 of need and crlsls,
people who normally never step across a church threshold are often drawn there to pray
orjust sit wondering what Ilfe is all about. All Saints is normalty open èvèry day for those
who seek a sllent place of refvgè.

The Parlsh of St Leonards and St Ives is part of Ringwood Benefice, a two parlsh Beneflce
wlih the Parish of RinEwood with Ellin8ham and Harbridge. In the autumn of 2019,
Ringwood Beneficè launched its new shared vision of 'D￿cOVer Life. Make a Dlffeiencd.
Thls vlslon seeks to deepen our lrfe together in Christ and our own personal discipleship
and then to Share thi5 lrfe acr055 our communltie5. homes and workplaces.
Alon8slde our vlslon launch was our Benefice Mlssion Action Plan IbMAPI whith lays out
four 'big' goals to live out our vlslon. These are:
i. to advance our Families Mlnlstrylourney with a new vision for YCF work.
11. to continue the d￿￿loPment of new worshippinB communities.
111. to extend our community invO￿eMent by maklnB our resources available for
comrnunlty use, initiative5, and support, and by supportlng communf(y projects
including those connerted to the climate emergency.
IV. to revitalize, reimagine and re-establish ministry whith ha5 dedined significantly in our
churches since the pandemic and espe¢ially our three rural churches.
WorsMp• Prayer and Mlnls
Thè we•kly Communion servirR on Thyrsdays 15 very well attended, and we are gratehjl
to the retired cler8y who a5SiSt with leading these servlces. partlcularly this year when we
werè in vacancy.
Sacred Space: This is 20 minutes of silent contemplation/ meditation held on a Thursday
afternoon prior to major FestSvals and 55 open to all who seek peace and quiet.
Home groups. One BTOUP continues to meet on Z￿M.
Mlnlstry to St l¥es School. All Salnts Church has had a good relationship with the 5thogl
for a number of years which we hope to rekindle when a new Incumbent Is In place.

and to become part of our par15h communlty at All Saints.

Remembrance ceremony at the club.

The Parish is currently represented on Deanery Synod by Gill TYbIe￿ who also leads the
Deanerfs involvement with Mission partners in Kinkiizl Diocese, Uganda. Deanery Syno(J's
role is mainty to look after mission and pastoral matters in the Deanery, to help padshes
deliver the Diocesan strategic priorities and to monitor and support the allixation of
Parish Share across the Deanery to the Common Mission Fund.

We have been without an Incumbent the whole year, and thls has placed an additional
burden on many, but particularly our retired tlÈrBy, our LLM, our BCM and our Parish
Admlnlstrator. Behlnd the Scenes, many more work tireles5ty to enable the life of All
Salnts to contlnue, and we take this opportunity to thank them all.
The Church Centre
The Church Centre Is made avallable on reasonable terms to those organizlng activities in
the community. It is rn05t￿ used by a variety of groups developing mindfulness and
physlcal well-belng. 8ourne2Slng cholr also use the church for practice.

Pastoral Care
In the absence of an Intumbent The Licensed Lay Minister Mrs Ruth Freeman led our
response to pastoral care to those who seek ￿. allowing local people who may othenvlse
be Immobile or housebound lo take part In Chrlstian worship, fellowship ènd
companlonship from the comfort of their homes.

All Saints Parenl and Toddler 6riwp for youn8 children and their carer5 meets on
Wednesday mornings in the Church Centre. Ft contlnues to be very popular.
The PCC compliès ￿th its duty undersectlon 5 of the Safeguarding and Clergy Discipline
Measure 2016 (duty to have regard to House of Blshops guidance on safeBuardin8
children and vulnerable adults). Safe8uardin& Induslon and Child Protectlon Pollcles
were adopted by the PCC on 12th January 2010, wefe extensively revised and updated in
Aprll 2014 and approved by the PCC on 21 July 2014. They arè rèvlewed annually. All
those worklng wilh chlldren and vulnerable adults are covered by DBS checks. All PCC
members are also subject to DBS chècks. The PCC fomially passed a 'PhDto8r3phy of
Children Polirf on January 20th, 2014.
Messy Church provides a safe and accessible space to explore the Christian fatth an
informal ènd creative way. Drawing otherwise unchurched famllies from the local area It
ha5 grown a stron8 sense of cornmunity amon8St those who attend It. Nurnbers have

We have a comprehensive formal Rlsk ManaBement Re￿ster of the overdll hazards and
risk5 to which the PCC believes the Parish 15 exposed. whlchls appralsed and reviewed
annually. This is underpinned by Rtsk ASseS￿neAts for Fire. General, Safeguarding &
Inclusion. which are done either formally (written and rectsrdedl or informally (appraisal
and assèssment) across a range of social events and church activitles.
Warm Spa<e has been a new Initiatlve for 2023 run weekly durlng the wlnter months io
provide a slmple soup lunch and fellowshlp In the Church Centre. It has proved popukr
with older folk living alone.
Major Everbts The church provldes a focus for the local communlty to come together on
Remembrance Sunday and for other events such as the Kin¥s coronatlon In Mty.

contingenaes we have readily avallable emergency First Aid, mobility, and disability aids,
with procedure and Information noilces displayed. We also now have a defSbrlllator
attached to an outside wall giving access to the whole communf(y. Dedicated parki

expertise also enhance what may be appropriate in given situatlons.

Envlronmentsl matters We a￿ always seeking to reduce the envlronmental impact of
our artlvtties In atcoidance wlth the Church of England's"Shrink the Footprinf initiative
and the Diocese of Winche51er Environmental Policy. We are committed to doing what we
can to achleve the Churth of England's target of Net Zero by 2030

Fabrlc malntenance We contSnue to care for the fabrlc of our church to the best of our
ability. The last Quinqvennlal Inspedion revealed some p055ible 518nificant challenges to
the struclure of our buildin8 which the PCC will address in the comlng year.
Chancel Repalr Llablllty. sin￿ our church is a"Dedicated Parochial Centre of Worship.,
not a "Consecrated Parlsh Church". there cannot be any assoclated Chancel Repair
Liability-

Social Events We hdd several successful SOCFal and fundrai5in8 event5 during 2023
enablin8 us not only to reach out to the community bul a150 to raise valuable extra funds
for ihe church.
FabrSc The Quinquenriial Inspection took place in August 2019. The report Wa5 received In
January 2020. Recommendations include signlflcant strengthenlng of the roof structure to
meet current good practice. Remedial action is being plannÈd.
Stewardshlp Malntaining adequate Income to meet Increased operatlnB ttjsts and
repla￿ losses from deaths and departures Is a contlnulns task. A high proportion of our
Stewardship rnembeis give pither through the Parish Givin8 Scheme or by bank stsnding
order. Most gift aid their grfts and we would encourage all those who do not to consider
gift aidinB thwr 8lfts as we 8et 25% of the gift in addition back from HMRC. In fact, we no
longer have envelopes as we can now claim Gift Aid under the recently Introduced small
donations scheme meaning that we can and do claim this percèntsge back from HMRC for
the plate ¢ollectlon and other small monetary gifts we are given.
Charhable Glvln8 We are now required by law to exdude Charftable Giving from our
account5 Whe￿ the recipient is a le8al entity known when the money Is recelved. This IS
because the PCC never legally own5 thi5 money. This money Is handled through the
A8ency Account of the church accounts. The PCC is in the proce55 of reviewinB its
Charltable Givlng Pollcy to ensure a more conslstent level of ¢harilable 8lvlng Ilnked io our
income.
GOOD NEWS maga￿Tre Our magazine Is edited by Sally Brlerley, printed in the church
office, and distribLtted by a loyal band of supporters coordinated by Lynne Wilson. Our
Ihanks to all who regularly de11ver the magazlnes. In￿me 1$ generated by advertlslng and
subscrlbers as well a one off ¢oples. Some complimentsry coples have also been
distributed.

The Future
We cannot Con￿nUe to run a deficit every year and are worklng to try to reduce our tosts
and at the Same time grow our congregation for the longer term fviure of the Church. We
will a150 be considering other fund-raising methods that do not require a lot of manpower
to manage. We have a Quinquennial InSP￿On In 2024 50 wlll Ine¥ltably have costs arlslng
from thls and will probably need to make some difficult decision5 over expendllure durlng
the next year or two.
