The Board of Trustees ￿1rTe￿tty wnsiSt5 of Ihr* mwnbÈrs who are responsible for, and committed to,
leading the Charity. agreeing the Charity's strategic and business plans and associatèd financial
planning and bijdgets, and monitoring their delNery. Th￿r particular areas of expertise include." the
provision of social and supported housing,. the homelessness and youth se¢lNs'. the law as it relates to
housing in general and affofdable housing in particular,. and public sector a￿O￿ntIng and finance.
A skills audit of Trustees is undertaken regulaty to assist in identsfying what skills and experience might
be lacking on the Board, and this in tum influences the recnjitrnent. Se￿ction and appoirrtment process.

people who have slept rough or are at risk of. The organisation was Landlord to 128 tenanls at the end
of 2022 growing to 215 lenants at the end of 2023.
The Charity was formed in 2013 and became a Wiste￿ prw.der in 2014. The CharTty.'
owns 8 14-bed property (Depaul House) in North Tyneside,
holds a 3&year lease on a 12-￿d aecommodatr*n f8uIty (Safesiopl in Manchester,
owns 6 one-bedroom fiats in Middlesbrough.

CliÈnt Focus
The needs of the Charity's d￿ntS are at the heart of everythFng tt d¢)es, and the Charity has adopted
Depaul UK'S Client Involvement strategies and prcredures in order to ensure that there is a framework
lo guide this effects'vely. A key part of this framÈwofk ts regular consuttalion with residents via the Voice
of Depaul, the annual Client ConleTen¢e and ad hoc cyJnsuhation activity around various elements of
service delivery. The Charity is keen to consuli d*nts around matters where their voice can have a
meanin9frJl impaci on proposeil thanges earfy in the process.
Client Involvement initiatives have been piloted throughoth 2023 which fflove the Charrty towards the
COPT(xluction. co-design and oidelivery of its proiects and Servi￿5.

Complalnts
The management of txjmplaints is (arried out by Depaul UK on beha￿ of the Charity and Depaul UK
has adopted The Housing Ombudsman's Complaint Handh'ng Code as the basis of its approach to
¢omplaints.
Complaints are monitored and reported upon quarterly to the DHS Bgard and Dèpaul UK'S Services
and Business Development Committee. The BU￿￿e$S Excellence Partner is the Complaints Offi¢ei for
Depaul UK and is responsible for the implèmentation of the Complaints Policy.
In 2023 Depaul UK asked 311 clients induding the Charrtls tenants, about their eXperien￿S of making
a complaint and used their feedback to help tt to revi&¥ the Complaints Pdicy, making tha process
simpler and redu(xng the complaints prr￿S to ￿ stages from three.
In 2024 Depaul UK will be iM￿ementI￿j an plan to make tmprovements lo its ¢ompEaints
handling. This includes hawng a named Tnjstee and Direclor wrth joint responsibility for complaints
monitoring to improve accountabilty, delNering new staff training to irnprove handling and recognib.on
of complaints. and refining Complair￿ reu)rding and re￿rtIng systems and processes to help better
understand and monttor perf0M￿nce.

Board r&adopted the National Housing Federation's Code of Govemance {202016n May 2022 and the
National HousM)g Fe(leralion's Code of Conduct 2020 in December 2022.
Following an exteftsi￿ re￿eW ol the Code of Govemance120201 undertaken in 2021. 8n action pl8n is
in place to ensure the Charity achieves full ￿mp[lance and continuousfy improves Governance

Dunng the year. the Charity entered into new leases for several properties in Lorhdon and Manthestor
for the delivery of suprK)rted housing semces. The majotrty ofthese projects W￿￿ managed by D&paul
UK, bul others were rnanaged by exlemal pavtners. Emerging Futures CIC. Caritas and SSG. These
addrtional arrangements have resulted in lease costs increasing by £385k to £712k this year {2022-.

At the end of 2023, 90°k of rent due was collected. the percèntage of ernpty room nights was 9°k, and
current rent arrears were 8%. These were good perfO￿an￿ irKli(3tors within set targets. Howevèr,
this exdudes one of our sthemes. The Youth Hub. whi¢J) operates to a drtfererrt rent model to allow for

3. FIX￿ as¥ets
The Charlty acquir&Y Depaul House from Depaul UK during 2014 at the valuation of £150,000.
The Charity enlered into a Loan Agreement wrth Depaul UK and the loan of £150,000 is scheduled
lo be repaid over 30 years with inlei8s1 thargeabk at 2% above Base Rate. The loan 15 secured
by Depaul on the propety.
The Charity recetved a capital grant from HE for the refurbishment of Depaul House. The proje¢t
was completed in April 2015 and a totsl of £630.316 was ¢aprtalised on the renovation and
accountèd for in the Statement of Financial Posttion.
A ftjrther capital grant for £312k was awardèd by HE in 2020 to ￿￿trIbute towards the
refurbishmènt project at Manchester Safestop, completed in November 2020. A totsl 01 £690k was
capitalised and £378k was furmleil by a grant from Dèpaul UK.
During 2023. The Charty recewed caprtal grants trom HE for the purd)ase of 6 properties in
Middlesbrough. Grants totalling £167K We￿ received towards the purchase of 4 flats under the
Rough Sleeping Accommodation Programme IRSAPI and 3 further £37K of gfants were received
towards the purchase of 2 flats underthe Single HOMe￿sS Accommodation Pfogramme ISHAP).

The Charrty also devek)ped a new partnership with SSG (Stop Start Gol for Iwo hostel premises with a
