Summary of the purposes of the charity as set out in its governing document	Para 1.17	The purpose of the charity is to oversee the delivery of Scouting activities in the Bishops Stortford area. The aim of the Scout Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials as individuals, as responsible citizens and as members of their local, national and international communities. The method of achieving the aim of The Scout Association is by providing a balanced programme comprising of enjoyable activities and progressive learning based on the Scout Promise and Law which is guided by adult leadership.

Achievements and Performance

Summary of the main achievements of the charity, identifying the difference the charity’s work has made to the circumstances of its beneficiaries and any wider benefits to society as a whole.	Para 1.20	During the year the District has provided access to Scouting for young people. To this end, the District has organised and supported the Scout groups within the District by organising various District level activities and events. In addition, the District has provided financial support towards training for adult volunteers and specific activities. The Trustees would like to thank all those who helped to organise and run these events.

Financial Review

Financial Review
Review of the charity’s financial position at the end of the period	Para 1.21	At the end of the period the charity was in a strong financial position with cash deposits of Circa £81,000
Statement explaining the policy for holding reserves stating why they are held	Para 1.22	The District, like most charities, holds some funds in reserve. The level of reserves is set to ensure that there are sufficient resources to continue their core activities, should there be a shortfall in income. The Trustees consider that the District should hold a sum equivalent to 12 months annual subscriptions in reserve. Should the level of reserves fall below the target figure, the District Trustees will make efforts to restore the reserves within the next financial year.
