The Project for Modern Democracy Trustees' Report

The Project for Modern Democracy is an independent, non-party think tank set up in 2014 to promote more efficient government and good citizenship. Our formal aims are:

  1. The promotion of efficient government. 2. The advancement of education to inform and contribute to overall public knowledge on issues of government, public administration and public service delivery.

  2. The promotion of civic responsibility and good citizenship for the public benefit.

Review of the year

Three research projects continued throughout the year and we published a key new report.

The focus of our GovernUp project, studying the effectiveness of government, was the Commission for Smart Government, a major new initiative which we launched in August 2020. This builds on GovernUp’s report in 2019, Ten Reform Priorities For The New Prime Minister, and our earlier work. The Commission ran six public online evidence sessions, and published six substantial discussion papers, one policy paper and a global case study. The Commission will report in 2021.

Our Global Development Challenge project, sponsored by the Gates Foundation, continued its investigation into the effectiveness of foreign aid in promoting international development. Our first report surveyed the academic evidence on the effectiveness of development aid. Our second report, published in April 2021, examined UK development policy over the past 100 years and assesses the role of development aid in the ‘Global Britain’ foreign policy strategy.

The comprehensive, 150-page report put forward 10 recommendations to ensure the UK remains a world leader in international development. It concluded that it is in the UK national interest to make a success of its work in international development and presents a series of policy proposals for the Foreign, Commonwealth & Development Office to consolidate an international development strategy that enjoys the support of the public, commands respect from Britain’s allies, and is consistent with the vision of Global Britain.

Our Global LGBT Rights and Citizenship project continued its work, evaluating how active and engaged citizenship can be enhanced through improved rights for LGBT+ people around the world. We also continued to support the Global Equality Caucus.
