' The full name of the charity is North Tyneside Citizens Advice Bureau Ltd and was registered with the Charity
.Commis$ion on 1# January 2014 {charity Nurrthr.. 11546661. It is govemed by its Mèmorandum and Articles of
Association.
Recrultment and appolntment of Trustees
.The charity is governed through a trustee board. Trustees who have held office during the year are listed on
page 1. The Articles of Association provide for a minimum of six and a maximum of twelve Trustees. The
Trustees meet 6 times per year induding a strategic plannirvJ day wilh addibonal quarterly meetings Ihe sub-
committees lislgd below.
.Trustees are elected lo the Board for a three-year peri(xl and are appointed by a resolution of its members at a
full Trustees. meeting announced at the AGM. The board has powers to Co-opl members during the year who
may retire at ts full Trustees. meeting and be forrnally appointed and the appointment announced as described.
Citizens Advice appoints a resyesentalive attend$ the Board as a non-voting member.
The Trustee Board is supported by an Executive Sutrtrcommittee and an Investment Working Group.
The Trustees who have served during the year can be seen on page 3. None of the Trustees has any beneficial
interest in the company. Al of the Trustges are membets of the company and guarantee lo contribute £1 in the
evenl of a winding up.

New Trustees are briefed on their legal obligations under charity and company law, the content of the

Organbat5on Structure
North Tyneside Citizens Advice is a member of Citizens Advice, the operating name of the National Association of
Ciliz9ns Advice Bureaux, which provides a framework for stsndards of advice and casework management as well
as monitoring progress against these stsndards. Operating polic￿ are independently delermined by the Iruslee
board of Directors in order to fulfil its charitable objects arAI comply with the national membership requirements.
The Chief Executive of the organisatit)n has been appointed by Ihe Truslees to manage the day-to4ay operations
of thg charity. In addition, Ihere is an experienced team of paid stsff and volunteers who are key to the setvice
offered by the charity. Decisions are made by the trustee board in line with the Business Development plan and
are revievrtl at leasl annually.
The Senw Management Team ISMT) meet to review progress against targets and the Charity's financial posiiion
aThJ to discuss issues referred lo them by the trustee board. Reports and recommendations are then laken to the
full board for approval. and their implementation is organised by the Chief Executive and the staff team. There are
regular staff. volunteer ￿￿etIngS and SMT meelings which ensure that progress is being made against targets.
There is an Annual General Meeting. which involves the staff team. trustee ￿ard. members. and other
stakeholders.

Pay and Ranuneratlon of Key Management P•rsonnèl
The Trustees consider that the board of Trustees and the Senior Management Team ISMT) comprise the key
management personnel of the charity. The charity's SMT are all paid in accordance wrth a published scale of
grades used in the voluntary sector. Any inereases to these published grades are approved by the tiustee board.
The chief executive's salary is reviewed and approved by the trustee board separately bul in line with the policy
sel out ab¢)ve.

Securing funding remains a serious challenge to maintain arKI to expand our service. We understsnd
that the next few years are crttseal for us in terms of our sustainabilty and ultimately our long-terni
survival., the Trustees are taking this risk very sertously and are responding accordingly.
The funding clirnate is not getting any easier, nor do we expecl it to improve any time soon. Coupled
with this. demand for our service is increasing. meaning that we risk being unable lo carry on meetiryJ
OUT clients. needs, which places us at addrt￿na1 risk of reputational damage.
In order that we can continue to delwer rt is essential that we maintain our volunteer base. We, along
with many other Local Citizens Advbce. are finding it harder to attr* suitable voluntgers.

Core funding is eurrently received from the Lo(xl Authmty in the fo￿ of a contract. Contracts

open lender and the￿ is therefore a risk.
The polrtical environment remains uncertain. the impact of key national devehjpments 1$ still very
much an 'unknown quantity. but has the potential to impact on our positson.
A possible increased competrtion in an ever-changing voluntary sector marketplace - we know that the
voluntary sector is becoming a much more compelikn.ve sector. particularly as funding becomes ever
harder lo access, as a result we are seeing or9anutions th'versfying their seryice offer and movir
further towards our'core market.

advice people need for problems they face and are undertaken specificalFy lo provide public benefft. The
board of Trustees have had due regard to the Chanty Cornmission guidance on public benefit and have complied
with the duty in section 4 of the Charities Act 2011.

Throughout the year we have continued to offer Advice and InformatKin in the foll¢)wing ways
Face to faee drop in and Outreach have both been SUSFended due to the COVID-19 pandemic,
however face to face advice was offered to a small number of clients who needed this apporach.
Adviser services have transitioned lo telephone. email and webchat with no loss of client numb8rs
Advice Line- participation is continuing as part of a nat￿nal telephone pilot scheme. The line is
covered on a rola basis between the hours of 9.00am and 5.00pm from Monday to Friday. Outside of
Ihese times there is an aLrtomaled advice service 24 houts a day.
Full advice -General and specialist telephone advice through cMJr team of trained advisers and paid
staff. including the Universal Credil Help to Claim telephone line. A dedicated mbile app also allows
clients to request a call back.
Information and Sew Help.
Webchat and Email- provided I￿OUgh a national queue available between the hours of 9.1)Oam and
5.00pm from Monday to Friday. exterKling to bolh general advice and the Universal Credit Help lo
Claim service.

The charity's success could not have been achieved without the hard work and dedication of volunteers and staff.
The trustee board and SMT recognise the IremerKlous contribution made by the charty's Volunteers in advising
the public and administering the Serv￿ wthoul which the seThice could not operate. Throughout 2021122 the
seNice employed 40 pawj workeT$ 36.5 FTES {202012143 paid workers, 38.7 FTES). and 49 volunteers12020121..

service. The volunteers contribute. on average. 220 hours per week12020121'. 2401. This may be expressed as an
annualised value of £248.522 {2020121.. £289.0981. However, their value is inadequately exp￿Ssed in monetsry
lemis. Indeed. volunteers bring many skills to the service and very often the experience gained helps individuals
relurn to full employment. During 2021122 5 vdunteers left to take up extemal work (2020121.. 5 volunteers).

Who used and benellted from our servlces?

Advice, generating 92.683 contscts {2020r21= 64.783}. We support people on any issue that they may face,.
however. our most common enquiry area is weffare benefits and universal credit. whth makes up a iotal of 31%
of the issues we have supported on.
In total Ihe service negolialed on £3.352.553 W(￿ of debt (2020121: £2.386.744). rescheduling or redueing the
debts lo make people's lives more sustainable. Th8 Ser￿ generated a total of £8.850.371 (2020121:
£7,599,058} in additional income for its clients.
Clients continue to present with multiple problems and on average ctients are presents'ng with 4 issues each. On
average dients are presenlir4J 3 ts.mes each before their issues are resolved.
Factors Affeetlng Ihe Achlevement of Objectlves
Maintaining sufficient funding to continue delivering the service remains a continual challenge. we are making
sure that we invest in fundraising and continue to diversrfy our approach to ensure we are delivering the most
cost-effective seTViC8 we possibly can. This isn't about simpty eutting eosts: it is about delivering a service that
genuinely meets clients. needs to make us as cosl effective as possible.
The complexity of the issues that cl￿nts are facing. and the additional challenges that clients a￿ experiencing.
places additional demantls on Ihe seNice. The support nelworks that were previously in place for people are
changing and we are asked to offer support that falls outside the ￿rnIt of direct advice. Where people are
vulnerable, it is essential that we offer support in a person-centred way and whilst necessary this can be resource
intensive.
FINANCIAL REVIEW
The availability of funding in the charity sector ￿MaInS diffiujll in a period of austerity. The charity is focused on
providing added value to its funders frorn a base of sound financial management arKI ensuring that our services
remain relevant to Ihe strategic objectives of stakehoklevs at kncal and national level.
The charty is working hard lo deliver a cost￿1ve service that 98nuinely meets the needs of our clients. It
remains a challenging prospect lo meet the evervincreasing dernand wilh reduced availability of funding
resources.
In the reporting period, the charity had a surplus of £80.84712020r21.. £343.3241 frorn a total income
of £1.390,04912020121.. £1.397.6001. expenditure of £1,280.822 {2020121.. £1,180.6111. and net investment
losses of £28.38012020121'. surplus on disposal of tangible fixed assets of £126,335). At the year end the
charity s total funds sland al £883,189 (2020121: £802.342) of which £811.191 (2020121.. £725,072} is unreslrbcted
and £71.998 {2020121.. £77.270) is restr￿d.
Principal Funding Sources
The total income for Ihe year of £1.390.049 represents a net de￿ase of £7.551 compared to 2020121. The
Trustees extend their sineere gratitude to North Tyneside Council WI￿ continue to support the key ICAJre}
Opgrating capacity of the charity.
Project speeific funding was gratefulty received North Tyneside Council to provide oulreach support and
povety intervention: the Money Advice & Pensions Service in support of money advi￿, the DWP towards the
Help to Claim Service., arKI the provision of financial edu¢alK)n from Na￿nal Government wi respect of the
Pension Wise Service.

other purposes. the Company has the power lo invest or deposrt funds in any lawful manner (but lo invest only
after obtsining professional advice and hawng regard to the suitability of investments and the need for
dNersificalionl.
Reser¥es Pollcy
' North Tyneside Citizens AdvKe 15 required to ensure that free monies are available in each financial year to meet
any reasonable foreseeable ￿ntIngencY. The Trustees consider that il would be pwdent lo set aside an amount
equivalent lo six months, service operating expendrture. The value of this will be calculated using an average of 6
months, running costs based on the current annual budget. This is reviewed on a quarterly basis. The reseNes
policy figure al the end of 2021122 equates to £701,650 Al the end of 2021122 the actual level of reserves (i.e..
unrestricted funds less designated and fixed assets} tolalled £799.092 (2020121: £712.973).

After making fvrther appropriate enquiries, the Trustees have a reasonable expectalKJn that the company has
adequate resources to conlinue in operational existence for the foreseeable futu￿. FIX this reason, they continue
lo adopt the going eoncem basis iri preparing the fnancial statements.
FUTURE PLANS

2022123. The charity will build on the work cornpleted in the previous financial year to develop diversified funding
streams lo increase our sustainability and enable us to build a diverse servÈce that is responsive lo client needs.
The charty will continue to work lo ensure that it delivers a costoffectsve service. meaning that we are not only
offering value for money lo wr exrsting funders but that we have a viable offer. whilst never compromising on the
high-quality service that our clients expe￿ and deserve.
During the year 2022123 we Nvill improve our inlemal monitoring mechanisms ensuring that we have a clear
understanding of each element of the service. to provide assurance that we are achieving as much as we can
possibly achieve, a￿ delivering an excellent service to our clients and our fundets. arKi algo understanding our

FRC'S Ethical Standard. and we have fulfilled our other ethical responsibilities in accx)rdance with these
requirements. We believe that the audrt evidence we have obtsined is sufficient and appropriate to E￿Ide a
basis for our opinM)n.
Concluslons relating to going concern
In auditing the financial statements, we have conduded that the twstees. use of the going concem basis of
a￿￿Unting in the preparation of the financial statements is appropriate.
Based on the work we have perfomied. we have not idenb'fied any material uncerlainties relating lo events or
conditions thal, individually or collectNety. may cast significant doubt on the eharitable company's ability to
contsnue as a going concern for a period of at least Iwefve monlhs from when the financial ststements are
authorised for issue.

As explained more lully in the Statemenl of Truslees, Responsibiltties. the trustees (who are also the directors of
the charitable company for the purposes of company lawl are responsible for the preparation of the financial
statements and for ￿Ing satisfied that they give a true and lair view. and for such internal control as the trustees
determine is necessary lo enable the preparation of financial sL8tements that are free from Tnaterial misstatemenl,
whether due to fraud or etror.
In preparing the financial statements, the trustees are responsible for assessing the charitable company$ ability

8asls of preparation
The charity eonstilLrtes a putAic benefit entity as defined by FRS 102. The financial statements of the have been
prepared in accordance with the Chariknes SORP (FRS 102}'Accwnting and Reporting by Charities: Statement of
Recommended Practice applicable to charities prepanng their accounts in accordance with the Financi81
Reporting Standard applicable in the UK and Republic of Ireland IFRS 102) (effective 1 January 20191,, Financial
Reporting Standard 102 'The Finanaal Reporting Standard applicable in the UK and Republic of Ireland. and the
Companies Act 2006. The financial statements have been prepared under the historical ￿$t convention.
The presentation currency of the financial stslements is the Steding 1£).
Al the date of approval of these financial statements, the trustees have a reasonab￿ expectation that the charity
has adequate resourees lo continue for thè ftyeseeable future and as such the finanual statements are prepared
on the going concem basis.
Financial Instruments
The Charty only ha5 financial assets and financral Irabilities of a kn'nd that qualfy as bastc financial instruments.
Basic financial instruments are initialty recognised at transaction value and subsequently measured at the present
value of future cash ftows lamortised cost). Financhql assets held at amortised cost comprise cash at bank and in
hand and debtors excluding prepayments.
Financial l￿bIlitIeS held at amorlised cost ¢cKnprise creditors exduding deferred income and iaxation payable.
Financial l￿bIllI￿$ Ihal are prowsions are held at fair value. No discounting has been applied on the basis that the
pgriods over whiGh amounts will be setued are such that any discountsng would be immaterial.
Fund accounting
General funds are unrestricted funds which are availabk use at Ihe discretion of the Twslees in furtherance of
the general objectives of the company and which have not tjeen desynated for other purposes.
De$ignat8d funds are unrestricted funds eamiarked by Trustees for parbcuLgr purF#)ses.
Rgstricted lunds are funds which are to be used in accordance with specific restrict￿)nS imposed by donors or
which have been raised by the company for parlicular purposes. The c051s of raising and administering such
funds are charged against the Speci￿ fund. The arKI use of each restn.cted fund is set out in the notes to the
financial ststements.
Income
All income is included in the statement of financial activit*s when the charity is entitled to the fundsand the amount
n be measured with reasonable certainty. Income is deferred cfflly the charity has to fvlfil coThYitions before
tecoming entitled to it or where the donor has specthed that the income is to be expended in a future period.
Voluntary income is receNed by vray of grants, donations and gits. wduding gift aid income where applicable,and is
inelude¢J in full in the statement of financial athit.es when re￿Nable. I￿ome from grants. where related lo
perfomance and spectfic deliverables. are accounted for when it is probable thal the irwme will be received and
the amount can be measured reliably and is not deferred.
Donated services and facilities are induded at the value to the thanty where this can be quantified and is material.
The value of services provKled by volunteers has not been included in these accounts.
Interest recelvable
Interest on funds held on deposf( is included when receNable arnl the amount can be measured reliably by the
company", this is normally upon notification of Ihe interest paKI or payable by the Bank.

Expendilure on raising fiJnds CCryTises the costs assctiated wilh attracting voluntary wKom9.
Charitable expenditure comprises those costs incurred by the chaiity in the tlelivery of its activities and servi￿5 for
its beneficiaries. The wimary functional actsvty of ts charity is the gNi)g of free arKI confidential advice lo the
public. 11 includes both costs that Can be akn￿ted drecuy to this athity and those ￿sts ofan indirect nature
necessary to support them.
Support costs include all those overhead costs of office and bureau aceommodation, utility seryices. and other
services and costs. which are in support of the actsvty. T1￿Y also inchJde those costs not assooaled with the oth8T
headings and includes cos15 of meeting the const11ut￿naI and statutory requirements of the charity, the authl
fees arnl costs linked lo the strategic managerr*nt of the chanty. They have been allocated to actNty cost
categories on a basis consistent wlh the use of resources.
0￿ratIng leases and hirn purchase a9re•mw
The charity classifies the lease of property and printing and telecommunications equipment as operating leases-
the title to Ihe property and equipment remains wth the lessor. Rentsl charges are charged on a straight-line
basis over the term of the lease.
Taxatlon
The company. being a registered charity 7Mth mininal trading ir￿me. has been granted exemption from tax under
Section 505 of the Income and Corporation Taxes kt 1988. No provision taxati¢)n has tsrefore been made in
these accounts.
Tangible ￿ed assets and depreciation
All assets costing more that £1.000 are capitalis&J.
Tangible fixed assets are stated at cost ￿ depreck*t*)n. Depreciation is pro¥NJed at rates cakulatgd to write off the
cost less estimated residual value of each asset over its expected useful lrfe, as follows..

year we worked in partnership with other IcKal offices to deliver Pension WLse service. We ￿ntinUe to cover
the same geographical areas as before aTrJ we equal partners in the delivery.

The liability of members is limited lo a sum not exceeding £10, being the amount that each member undertakes to
conlribule to the assets of the charity in the event of its being wound up while they are a member or within one year
