The trustees who are also directors of the charity for the purposes of the Companies AGt 2006,
present their report with the financial statements of the charty for the year ended 31 March 2025.
The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of
Recommended Practice applicable to charsties preparing their accounts in accordan￿ with the
Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1
January 2019).
OBJECTIVES AND ACTIVITIES
Objectives and aims
Bumham Community Association is one of the largest and most active charities in the village. We
have some 250 volunteers and directly or through our committees provide ServI￿S for the
wellbeing of people in and around Burnham. Our main activities are divided up as follows:
Round and About which as th8 bi-monthly village magazine provides information and insight on
village activities, and is delivered by our volunteers to residents, doors
The BCA organise an annual Village Féte which is both a g￿at community event and a source of
fund-raising.
The Friends of Burnham Library which works to sustain and increase the rang8 of activities at
the library
The Monday Club which provides fun aclivities and a meeting pla￿ for some of our older
citizens
Our Transport Group which operates the familiar BCA minibus for the benefit of those less able
to get around under their own steam and the Good Neighbour Scheme whose volunteers provide
transport to medical and similar appointments.
The day to day work of BCA is undertaken by a number of sub groups or committees and their
activities are summarised below:

Significant activities
1. Round and About
BCA'S free community magazine is delivered six times a year to homes in Burnham, Taplow,
Dorney and part of west Slough, and is also made available in shops and community institutions. It
provides local news and information on events, services and activities, and carries advertisernents
for local businesses to provide the income needed to cover costs. Around 8500 copies are
normally printed for each issue and a team of over 120 volunteers turn out to undertake the
cornplex logistical challenge of delivery of the magazine directly to the doors of local residents.
Financially, Round and About hopes to make a small annual surplus to provide reseNes for
unforeseen circumstances. In the financial year ending 31 MarGh 2025 Round and About made a
substantial loss because of a drop in advertising revenue. In order to ￿tuM the magazine to good
financial health advertising prices have been increased and local organisations have been
approached for financial support.
2. Village Féte
The 2024 Vlllage Féte was opened by Anton Du Beke, who attended with his family and despite
him being under some time pressure was able to visit many of the stalls and talked to residents
and posed for photographs. We were very grateful for his generosity with his time.
It was decided that the degree of support for the Eco Floats had been very half hearted and this
was unfair on the efforts of the few organisations which had made an effort. As a result we opted
to trial a seri8s of prizes for the best decked stalls around the therne of the Paris Olympics, but
again the support for this was dlsappointing.
As always we were supported by a wide range of local charities and businesses who took stalls
and offered everything from selling goods to the all the fun of the fair, together as always was the
Traylen's Fun Fair. There were also several campaign groups for local issues who took stalls such
as the campaign for a new secondary school to replace Bumham Upper School.
We repeated running the Prize Draw, which is a major generator of funds for the various BCA
activities and attracted a good amount of ticket sales, although we could always do with more. The
generosity of local businesses in supporting the draw with prizes is much appreciated.
The Dog Show was well supported and we were entertained by Sing4U, Michelle Mellor's Dance
School. The Lions Train provided rides around the Park which again was very popular.
Arrangements for the 2025 Féte are well under way and we look forward to seeing local
organisalions represented as stalls and everyone coming along to enjoy an entertaining aftemoon.
3. Friends of Bumham Library
This has been a very difficult year for the Library and also for the Friends. The flnancial pressures
on the Buckinghamshire Council Budget meant that yet another reorganisation of Library services
was proposed, this time with some very drastic results. The Council tasked the Library Service with
saving around £500,000 and it was decided to introduce Flexible entry at eight of the Council's
main libraries, at a cost of £500.000 from the capital budget. Bumham because of the building
design and local issues was deemed unsuitable for the Flex system The Friends, with the support
of the Parish Council met with the Director of Library services to try and win some amelioration of
their proposal but to no avail.

For Bumham the contiibution to saving could only be fvnded by staff cuts and this has seen
Burnham Library's hours reduced from 38 hours per week to 29.5 hours per week, dosing the
library from 1.OOprn on Fridays and Saturdays and removing late night opening, Staff cover is also
reduced, It has also meant that a completely new management team is now in place for the Library
and we are working hard to generate a good relationship with them, and the new Library Resource
officers. of who only one is a current Bumham Job Holder
This led to the Friends organising an appeal for rnore volunteers to join the support team, and we
were looking for people prepared to take on the full Library Assistant role, which includes full
customer service provision and operating the Library computer system. This has generated some
interest and the new Library Management team are now in the process of recruiting from this pool.
We hope to extend hours rf possible at some stage in the future with the aid of these volunteers.
Fund raising for the Library has continued and we were able to run the Quiz again and also ran a
number of other fund raising events such as café and cake sales, the Christmas Draw and selling
Christmas Cards, which has ensured that we are able to support various unbudgeted but
necessary Library Expenditures. We have lost a couple of members of the Committee due to
farnily circumstances and are seeking to replace these with comrnitted individuals, one of whom is
a former member of Library staff which has been very useful.
4. The Monday Club
October 2024 saw the departure of Steve Tindall who ran the Monday Club with enthusiasm for the
past 4 years He has been replaced by Theresa Clews, who also drives the BCA minibus and so
was known to the members. The dub is currently run by 5 volunteers and we are always seeking
more help. The Monday Club is a social club that has been running for the past 50 years and
currently has 32 members, 11 of whom require transport using the BCA'S own minibus. The Club
runs on a Monday afternoon from 1pm to 3pm and members pay subs of £4 per visit plus an
additional £5 if they use the minibus.
Sessions start with half an hour for tea, coffee. cakes & blscuits. We have Sudoku, Crosswords
and Word Search to keep the membe¢s minds active. as well as Bingo sessions (They are very
competitivel)- The members are always interested in new infonnation and love an interesting
speaker like Laura Tobin from GMTV who discusses all subjects: the weather, space etG. The local
flre brigade have given talks on Health & Safety, also offering to install free smoke detectors and
more. Each week we try to have different activities or interesting guest speakers, and often have
visits out to pla￿s.
This year we have had generous cake and biscuit donations from Burnham Lodge Care Home,
ASDA, and Bluebird Care Ltd. Bumham Lodge Care home have also supplied and paid for 3
entertainers. We have also had a piano player, Tony the Tinkler who comes to the club as a free
member and he professionally plays the piano at other care homes and venues.
The Christmas Party this year was held at the Methodist Church with the food supplied at a very
reasonable cost by the Toby Capffj. There VRS a magician and a band who entertained the
members who all had a lovely time.
We will continue to work hard to enhance the lives of our Members.

OBJECTIVES AND ACTIVITIES
BCA has a new 17-seater communty minibus {16 passengers plus driver) which is available for
use by local charitable organisations, voluntary groups and schools. It costs £2.50 per mile to use
the bus. BCA generally provides one of their own trained volunteer drivers, although some groups
can use their own trained and BCA approved drivers. Trips are varied and range from weekly short
journeys to local clubs, Pensioners weekly and fortnightly shopping trips and trips to places of
interest. The minibus is also used by other village groups and societies. Regular trips currently
include: Monday Club to Burnham Methodist Church. Thursday CAMEO Luncheon Club. Friday
morning shopping trip to large local supermarket. Fortnightly shopping trip to local shopping
Centres. Wednesday monthly trips for the various local community organisations, e.g. Towns
Women's Guild, Women's Institute. St Peters Church, and others. The bus has an automatic
retractable electric side step and a built-in wheel chair ramp for spac8 for one wheel chair.
The Good Neighbour Scheme provides a local transport Servi￿ to hospital and health ￿lated
appointments for local people without other means of transport available. Volunteer drivers use
their own cars to take patients to the GP clinic and hospital appointments. Passenger donations
cover the cost of providing the service. The BCA transport services are advertised through local
community centres such the Bumham Health centre, the Bumham Health Promotion Trust, and in
the bi monthly Burnham 'Round and About, community newspaper.
Public benefit
The Charity trustees have complied with their duty to have due regard to the guidance on public
benefit published by the Charity Commission in exercising their powers or duties.
FINANCIAL REVIEW
Flnancial position
BCA generated a loss of £3,871 for 2025 (2024 £7,621 loss). Another large donation to the Library
of £3,820 to build new study pods had an impact on this yeaffs results. The Friends of the Library
have over the years raised substantial amounts to pay for donations to the library.
Total income was up by 5%, helped by donations received increasing by £1,758 or 930/0. The
Transport group's income increased by £2,228 or 27% as the minibus usage increased for the
longer more lucrative trips. There were less events held in the library this year which meant that
income decreased by £262. Round & About net income after production costs decreased by £331
as we've struggled to maintain some of the advertisers and the Monday Club's income increased
by £775.
Overall expenditure decreased by £1,705 or 50/0 over the year, but this did include the donations
made to the library this year and last year. Exduding these donations, expenditure would have
increased by 140/0. Most of this increase was due to the cost of returning the old minibus and the
increased monthly lease costs. We continue to look at vRys to reduce our running costs.
The directors remain pleased with the results this year considering the economic challenges faced.

FINANCIAL REVIEW
Reserves policy
BCA holds sufficient fijnds in reserves to ensure it can meet its identified cash flow needs and a
range of identified but unexpected expenditure as well as saving for anticipated commitments such
as ongoing lease costs of the minibus.
Current reserves total £29,874 (2024 £33,745). Reserves were iTnpacted in part due to the
donation to the Burnham Library and the retum of the old minibus. The BCA maintains a nurnber of
operating current accounts for each sub-comrnittee. The current account for the Friends Df the
Library is "ring-fenced" and can only be used by the Friends of the Library as stipulated in article
7.4 of their constitution and by-laws. The BCA also maintsins a Reserve Savings account at CAF
Bank with a balance of £10,000.
FUTURE PLANS
BCA relies on volunteers for all aspects of its work and currently has about 250 people engaged in
the above activities. In the year ahead we will be endeavouring to recruit more volunteers, in
particular minibus drivers, good neighbour drivers and helpers for all our activities. We have
decided to disband the Village Infomiation Point as the footfall is extremely low, with people using
the internet more these days for their informational needs.
We will continue to keep our Facebook page up-to-date as it has proved very popular with people
in the community.
STRUCTURE, GOVERNANCE AND MANAGEMENT

Burnham Community Association (BCA) Is a charitable company limited by guarantee. It was
registered with Companies House (Company No. 8364680) on 17th January 2013 and achieved
charitsble status on 11th November 2013 (Charity No. 1154536).
BCA is governed by a Memorandum and Articles of Association as amended by a Special
Resolution registered at Companies House on 9th October 2013 and its objects are as follows:
To promote the benefit of the inhabitants of the civil parish of Burnham, Buckinghamshire and the
neighbourhood together (hereinafter called the area of benefit) without distinction of sex, sexual
orlentation, national"tty, age, disabilty, race OT of polTtical, religious or other opinions, by our own
activities, or in association with one or several of (a) the said inhabitants, (b) the statutory
authorities, (c) voluntary organisations (d) other organisations. in a common effort to advance
education, relieve poverty. promote health and to provide facilities, services and funding in the
interests of social welfare for ￿CreatiOn and leisurtrtime occupation with the object of improving
the conditions of life for the said inhabitsnts.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Recruitment and appointment of new trustees
BCA is managed by a Board of Directors who are selected, in accordance with Sections 34 to 37
of the Memorandurn and Articles of Association. Retirement of Directors is in accordance with
Sections 32 to 33 of the Memorandum and Articles of Association.
As BCA is a charitable cornpany, the Directors of the Company are also trustees and members of
the Charity and are responsible for ensuring compliance with both Company Law and Charty
Commission requirements.
BCA has a number of committees that operate according to bye-laws approved by the Directors.
The committees manage some of the day-to-day operats'on of the various activities of the
organisation.
At the Annual General Meeting, a third of the directors must retire by rotation, but are eligible for
reappointment.
Organisational structure
Burnham Community Association is a membership organisation with three categories of
membership: individual, corporate and associate. Individual and corporate members are entitled to
vote at any general meeting of BCA. Assoclate members may attend general meetings but may
not vote.
The Ilability of individual and corporate members is limÉted to a sum not exceedlng £10, being the
maximum amount that each member undertakes to contribute to the assets of the Company in the
event of its being wound up and b8ing unable to meet its financial obligations, while he or she is a
member, or within one year after he or she ceases to be a member.
Related parties
BCA no longer holds a IICen￿ from Bucks County Council for the Village Infomiation Point
premises as this has been disbanded and the registered office moved away from the library. The
Friends of Bumharn Library committee are working closely with the Library Manager and with
representatives of Bucks County Council to develop Bumham Library as a County and Community
partnership.
Bumham Cornmunity Association has good links with several other local charities, including the
Rotary Club of Burnham Beeches.
Risk management
The trustees have a duty to identify and review the risks to vthich the charity is exposed and to
ensure appropriate controls are in place to provide reasonable assuran￿ against fraud and e￿Or.
The Directorsrrrustees are mindful of the risks inherent in certain of the charity's activities and will
ensure that risk assessments are carried out as required, appropriate safeguards put in place and
insurance policies reviewed regularly and modified or extended as required.

I report to the charity trustees on my examination of the accounts of the Company for the year
ended 31 March 2025.
Responsibilities and basis of report
As the charity's trustees of the Company (and also its directors for the purposes of company law)
you are responsible for the preparation of the accounts in accordance with the requirements of the
Companies Act 2006 ('the 2006 Act,).
Having satisfied myself that the accounts of the Company are not required to be audited under
Part 16 of the 2006 Act and are eligible for independent examination. I report in respect of my
examination of your charivs accounts as carried out under Seckn'on 145 of the Charities Act 2011

ACCOUNTING POLICIES
Basis of preparing the financial statements
The financial statements of the charitable company, which is a public beneftt entity under
FRS 102, have been prepared in accordan￿ with the Charities SORP (FRS 102)
'Accounting and Reporting by Charities: Statement of Recommended Practice applicabl8 to
charities preparing their accounts in accordance with the Financial Reporting Standard
applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019),, Financial
Reporttng Standard 102 The Financial Reporting Standard applicable in the UK and
Republic of Ireland, and the Companies Act 2006. The financial statements have been
prepared under the historical cost convention.
Income
All income is recognised in the Staternent of Financial Activities once the charity has
entitlement to the funds, it is probable that the income will be re￿Ived and the amount can
be measured reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation
committing the charity to that expenditure, it is probable that a transfer of economic benefits
will be required in settlement and the arnount of the obligation can be measured reliably.
Expenditure is accounted for on an accruals basis and has been classified under headings
that aggregate all cost related to the category. bvhere costs cannot be directly attributed to
particular headings they have been allocated to activities on a basis consistent with the use
of resources.

11. RELATED PARTY DISCLOSURES
BCA no longer holds a licence from Bucks County Council for the Village Information Point

The Friends of Bumham Library committee are working dosely with the Library Manager and
with representatives of Bucks County Council to develop Burnham Llbrary as a County and
Community partnership.
Burnham Community Association has good links with several other local charities, including
the Rotary Club of Bumham Beeches.
