The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) {effeGtive 1 January 2019). OBJECTIVES AND ACTIVITIES Objectives and aims Bumham Community Association is one of the largest and most active charities in the village. We have some 250 volunteers and directly or through our committees provide services for the wellbeing of people in and arourKI Bumham. Our main activities are divided up as follows: Round and About which as the bi-monthly village magazine provides infomiation and insight on village activities, delivered by our volunteers to residents. doors. The BCA organise an annual Village Fete which is both a great community event and a source of fund-raising. The Friends of Burntr,am Library which works to sustain and increase the range of activities at the library. The Monday Club thihich provides fun activities and a meeting place for some of our older citizens. Our Transport Group which operates the familiar BCA minibus for the benefit of those less able to get around under their own steam and the Good Neighbour Scheme whose volunteers provide transport to medical and similar appointments. The Village Informaticn Point, based in the BCA Office in the Library provides information on a range of public interest items about the locality, village matters. history and events.However this is now being disbanded (see section below). The day to day work of BCA is undertaken by a number of sub groups or committees and thelr activities are summarised below: Page 1

Round and About BCA'S free community magazine is delivered six times a year to homes in Burnham, Taplow and Dorney and is also made available in shops and communiti institutions. It provides local news and information on events, services and activities, and Garries advertisernents for local businesses which provides the income needed to cover costs. The financial objective is to make a small annual surplus to provide reserves for unforeseen circumstances. For the second year in succession there was a modest surplus of income over costs in 2023124, boosted by donations from local organisations. Around 8500 copies are normally printed for each issue and a team of over 120 volunteers tum out to undertake the complex logistical challenge of delivery of the magazine directly to the doors of local residents. 2. Féte We were delighted to have last yearfs Féte opened by Will Mellor who also supported hls wife's Mellor Dance Stall and performances. The Eco Floats were given the therne of celebrating Bumham's volunteers and Community Groups. Many found this a difficult Iheme, but this was won again by Thames Valley Police Cadets. There was a wide range of local charities and businesses which took stalls and offad everything from selling goods to the all the fun of the fair, supported as always the Traylen's Fun Fair. In addition, the Prize Draw is a major generator of funds for the various BCA activities and attracted a good amount of ticket sales, although we could always do more. The genarosity of local businesses in supporting the draw with prizes is much appreciated. The Dog Show was well supported and we were entertained by Sing4U, Michelle Mellor's Dan School and a musical drill display by the Police Cadets. which caused great amusement. The Lions Train provided rides around the Park which again was very popular. Arrangements for the 2024 Fète are well under way and we look foDNard to seelng local organisations represented as stalls and everyone coming along to enjoy an entertaining aftemoon. 3. Friends of Bumham Library This last year saw the celebration of the 50th Anniversary of the building of the Library and this put in train a series of Celebratory events, the major one of which was the provision by the Friends of the Library of the funding of the revamp of Ihe Children's Library providing a decorative Arch into the section which enables us to provide many interesting display points for children.. The delineation of the area means we can try to give some more peaceful areas for students to use the Wi-Fi and computers without children distracting them. Sadly we were not able to run the Quiz or the Plays evenings last year due to various problems. but we again were able to run a series of successful fund raising events ranging from Coffee mornings, the ever popular Seedy and Surplus Saturdays and the Christmas Draw. As always we were gratefvl for the support of local businesses in the provision of prizes. In addition we have supported various council initiatives such as a band cOnrt and Author tslks. We have also purchased for the Library a MPLC public performance Licen which has enabled us to start offering Film shows on the Large Touch screen. After a slow stsrt these are starting to gain popularity. We cannot charge for entry but donations are gratefully received. Page 2
Burnham Communi Association Re istered number. 08364680 rtof e Trustees for the Year Ended 31 March 2024 OBJECTIVES AND ACTIVITIES The study areas the Friends provided, plus the new study pod and the Library Garden are proving very popular with local students especially from the Grammar School for revision purposes and we welcome them to make use of the facilities such as the WiFi and Tablet computers which are available. We need to make sure we can keep the library manned at all opening times. so it is helpful if we can recwit local volunteers to support the staff in providing services to the public at large. 4. The Monday Club Monday Club is a structured social dub for the local. older section of Burnham residents. It has been running since 1967 and originally targeted the over 55's. Nowadays, most of the Members are in their 70's and 80's with several in their 90's. We have 32 Members on our books with about 10 needing transport that is provided, door to door, by the BCA minibus. The Club runs on a Monday aftemoon from 1pm to 3pm and is staffed entirely by 7 Volunteers. Members pay subs of £4 per visit plus an additional £4 if they use the minibus. Sessions start with haff an hour for tea. coffee, biscuits and a catch up, plus puzzles, word searches, Sudoku and crosswords on the tables to complete whilst chatting, during which, the register and subs are taken. The last half an hour is resepied for a game of bingo - a great favourite. The objective is to provide, not just a traditional old peoples, club of tea and bingo, but something extra in the middle of the session that provides an interesting, enjoyable and uplifting hour. We constantly strive to find topics and activlties that will interest, amuse, entertain, inform, insplre or educate. We have guest speakers. entertainers, musicians, singers and artists. In fact, any individual or group who is able to provide something pleasurable and worthwhile. The Members are always welcoming and extremely receptive, interacting and participating very well. There have also been tiips out for meals at garden ntres. pubs, hotels and restaurants with a marvellous Christmas Dinner last year at Bumham Beeches Golf Club. The Monday Club ensures that Members have somewhere different to go rather than sltting in front of daytime television on their own. For some it is one of the highlights of their week, for a few it is the highlight as it is the only time they leave their home. We will continue to worf( hard to enhance the lives of our Members. 5. Transport Group BCA has a 17 seater community minibus {16 passengers plus driver) which is available for use by local charitable and voluntary groups. It costs £2.00 per mile to use the bus. BCA generally provides one of their own trained volunteer drivers, although some groups can use their own trained and BCA approved drivers. Trips are varied and range from weekly short joumeys to local older people's clubs, a weekly and fortnightly shopping trip and trips to places of interest. The minibus is also used by other village groups and societies. Regular trips currently include: Monday afternoons Monday Club at Burnham Methodist Church. Thursday Lunchtime Bumham Pensioners CAMEO Luncheon Club. Friday momings Shopping trip to large local supermarket Fortnightly Shopping trip to local Shopping Centres. Wednesdays monthly trip for the various local community organisations. e.g. Towns Women's Guild, Women's Institute, St Peters Church. The bus has an automatic relractable electric side step, a wheel chair ramp and Spa for one wheel chair. Page 3

Volunteer drivers use their own cars to tske patients to GP, clinic and hospitsl appointments. Passenger donations cover the cost of providing the Se1. The BCA transport ServIS are advertised through local community ntreS such the Bumham Health ntre and through the Bumharn Health Promotion Trust, and in the bi monthly Bumham 'Round and About, community newspaper. 6. Willage Information Point The decision has been made to dose the Village Information Point in the Library. As with many information services more and more is available on line and the Library has become one of the County Access Hubs and now has a telephone enquiry line direct to Aylesbury and provides a great deal of the information previously provided by the VIP. In addition, Citizens Advice holds regular sessions in the Health Centre, so we felt there was little point replicating what was now readily available elsewhere. Publlc benefit The Charity trustees have cornplied with their duty to have due regard to the guidance on public benefit published by the Charity Commission in exercising their powers or duties. FINANCIAL REVIEW Financial position BCA generated a loss of £7,621 for 2024 (2023 £2,166 loss). A large donatlon to the Library of £8,754 to build a new children's library had an impact on this yearfs results. The Friends of the Library have over the years raised substantial amounts to pay for thls. So, excluding this donation, the BCA would have made a profit this year. Total income was up by 30/0, although donations Vre down by £1,484 or 44%. The Transport group's income increased by £1,061 as the minibus usage normalised, although more usage will be needed in the future to cover the cost of a new bus lease. There were less events held in the library this year which meant that income decreased by £1.426. Round & About income increased by £1,298 and the Monday Club's income increased by £828. Overall expenditure increased by £4,993 or 190A over the year, but this did include the donation made to the library of £8,754. Excluding this donation, expenditure would have decreased by 150 We continue to look at ways to reduce our running costs and have saved money by moving our registered office and the Inforrnation Point out of the library. The directors remain pleased with the results this year. Reserves policy BCA holds sufficient fvnds in reserves to ensure it can meet its identified cash flow needs and a range of identified but unexpected expenditure as well as saving for anticipated commitments such as ongoing lease costs of the fflinibus. Current reserves total £33,745 (2023 £41,366). Reserves were impacted in part due to a large donation to the Burnham Library to fund a new Children's section. The BCA maintains a number of operating current accounts for each sub-committee. The current account for the Friends of the Library is 'rIng-fend" and can only be used by the Friends of the Library as stipulated in article 7.4 of their constitution and by-laws. The BCA also maintains a Reserve Savings account at CAF Bank with a balance of £11.000. Page 4

In the year ahead we will be endeavouring to recruit more volunteers, in particular minibus drivers, good neighbour drivers and helpers for all our activities. We have decided to disband the Village Infomiation Point as the footfall is extremely low, with people using the internet more these days for their informational needs. We will continue to keep our Facebook page Upt{date as it has proved very popular with people in the community. STRUCTURE, GOVERNANCE AND MANAGEMENT Governing document Bumham Community Association (BCA) is a charitable company limited by guarantee. It was registered with Companies House (Company No. 8364680) on 17th January 2013 and achieved charitable status on 11th November 2013 (Charity No. 1154536). BCA is governed by a Memorandum and Articles of Association as amended by a Special Resolution registered at Companies House on 9th October 2013 and its objects are as follows: To promote the benefit of the inhabitants of the civil parish of Bumham, Buckinghamshire and the neighbourhood together (hereinafter called the area of benefit) without distinction of sex, sexual orientation, nationality, age, disabilty, ra or of political. religious or other opinions, by our own activities, or in association with one or several of (a) the said inhabitants, (b) the statutory authorities, (c) voluntsry organisations (d) other organisations, in a common effort to advance education, relieve poverty, promote health and to provide facilities, services and funding in the interests of social welfare for recreation and leisure-time occupation with the object of improving the conditions of life for the said inhabilants. Recruitment and appointrnent of new trustees BCA is managed by a Board of Directors who are selected. in accordan with Sections 34 to 37 of the Memorandurn and Articles of Association. Ret1ment of Directors is in accordance with Sections 32 to 33 of the Memorandum and Articles of Association. As BCA is a charitable company, the Directors of the Company are also trustees and members of the Charity and are responsible for ensuring compliance with both Company Law and Charity Commission requirements. BCA has a number of committees that operate according to bye-laws approved by the Directors. The committees manage some of the day-to-day operation of the various activities of the organisation. At the Annu81 General Meeting, a third of the directors must reti by rotation, but are eligible for reappointment. Page 5

Individual and corporate members are entitled to vote at any general meeting of BCA Associate members may attend general meetings but may not vote. The liability of individual and corporate members is limited to a sum not exceeding £10, being the maximum amount that each rnember undertakes to contribute to the assets of the Company in the event of its being wound up and being unable to meet its financial obligations. while he or she is a member, or within one year after he or she aSeS to be a member. Related parties BCA holds a lin from and pays an annual rent to Bucks County Councll for the Village Information Point premises wlthin Bumham Library. These premises served as the Registered Office of the Company for part of the year but changed in November 2023 when we registered new address. This licence will therefore now be temiinated. The Friends of BLJmham Library comrnittee are working closely with the Library Manager and with representatives of Bucks County Council to develop Burnham Library as a County and Community partnership. Burnham Community Association has good links with several other local charities, including the Lions Club and the Rotary Club of Bumham Beeches. Risk management The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in pla to provide reasonable assurance agalnst fraud and @rror. The Directorsrrrustees are mindfvl of the risks inherent in certain of th8 charity's activities and wlll ensure that risk assessments are carried out as required, appropriate safeguards put in place and insurance policies reviewed regularly and modified or extended as required. The financial statements have been prepared under the historical cost convention. Income All income is recognised in the Statement of Finandal Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. RELATED PARTY DISCLOSURES Bumham Community Association holds a linse from, and pays annual rent to, Bucks County Council for the Village Infomiation Point premises within Burnham Library. These premises serve Ss the Registered Offi of the Company. The Friends of Bumham Library sub-comrnittee is working closely with the Library Manager and with representatives of Bucks County Council to develop Bumham Library as a County and Community partr)ership.
